Good evening and welcome to Thursday's Look North. On the

:00:32.:00:35.

programme: Barnsley's MP takes up the cudgels about cigarette

:00:36.:00:41.

packaging. He says: make it less appealing to youngsters.

:00:42.:00:44.

Also tonight: It's been a decade of painstaking work.

:00:45.:00:46.

And meet Yorkshire Wildlife Park's newest attraction ` an expensive

:00:47.:00:49.

addition proving the centre means business.

:00:50.:01:02.

Tonight ` new laws designed to put youngsters off smoking don't go far

:01:03.:01:05.

enough, according to one of South Yorkshire's MPs. Today in the

:01:06.:01:08.

Commons there were calls for plain packaging which would be less

:01:09.:01:14.

appealing to the young. Barnsley MP Dan Jarvis said "glamourous

:01:15.:01:16.

marketing" played a big part in encouraging people to buy.

:01:17.:01:21.

In Barnsley, one in four adults smoke. The town's also got one of

:01:22.:01:29.

the highest rates of lung cancer in the country. 283 people die there

:01:30.:01:36.

each year because of smoking related illnesses. And the cost to Barnsley

:01:37.:01:45.

alone amounts to a bill of ?7.5 million.

:01:46.:01:47.

Nationally, figures show around 50 young people start smoking every

:01:48.:01:50.

day. Danny Carpenter's been to Barnsley to see if changing

:01:51.:01:53.

cigarette packaging would put people off. This is a Government health

:01:54.:01:56.

warning about the dangers of smoking. When you smoke, the

:01:57.:02:02.

chemicals that you inhale cause mutations in your body. It pulls

:02:03.:02:12.

nope and she's. The Barnsley MP Dan Jarvis said the Government are not

:02:13.:02:18.

doing enough and wants cigarettes sold only in plain packaging. If the

:02:19.:02:24.

introduced standardised plain cigarette packaging, the evidence

:02:25.:02:28.

shows that fewer young people would take up smoking. But sadly the

:02:29.:02:36.

Government will not act, which is a mistake. In Barnsley, smoking

:02:37.:02:43.

remains popular. One in four adults smoke. These are cigarette packets

:02:44.:02:51.

with no colour or advertising. If these were in the shops, would you

:02:52.:02:57.

be less likely to buy them? Yes, less likely to buy them because it

:02:58.:03:04.

is just a plain box and stop if you cannot see it, you will not want it.

:03:05.:03:20.

The packaging appeals to me. Around 90% of people who begin smoking do

:03:21.:03:29.

so before the age of 19. Tobacco is a childhood addiction.

:03:30.:03:36.

It was about stopping people getting started smoking in the first place.

:03:37.:03:45.

In Australia they are trailing plain packaging for cigarettes and a

:03:46.:03:50.

spokesman told us that they were waiting for the results of that

:03:51.:03:51.

before making up their minds. Yorkshire Water are involved in a

:03:52.:04:03.

dispute about who owns pipes. These are the maps showing the

:04:04.:04:24.

complicated work that is being done to the pipework on the estate.

:04:25.:04:28.

Yorkshire Water has come up with a solution. It will not pay. Quite

:04:29.:04:34.

simply, it says it does not own the pipes. I am here in Mytholmroyd. As

:04:35.:04:50.

we will hear no, many see they do not have that money.

:04:51.:04:55.

Another unwanted water feature on this estate. Underground pipes are

:04:56.:05:02.

breaking up. Bill payers expected the supply to be fixed by Yorkshire

:05:03.:05:10.

Water but the company does not own the pipes, they belong to individual

:05:11.:05:13.

homes so each resident will have to be. We are angry because when we

:05:14.:05:19.

talk to Yorkshire Water they tell us it is a private pipe and that we as

:05:20.:05:23.

customers are nothing to do with them. The bill for each household

:05:24.:05:30.

will be between two and ?3000. For pensioners, it is a worrying figure.

:05:31.:05:37.

They make millions of pounds in profit and they are not contributing

:05:38.:05:40.

anything towards the problem that we have had on this estate for years.

:05:41.:05:47.

It is just `` I don't know where I will find the money. Last year the

:05:48.:05:58.

average Yorkshire Water customer paid ?356 for their water bill. The

:05:59.:06:06.

company made ?186 million in profit. The Chairman and Chief Executive for

:06:07.:06:12.

a paid over ?1 million. Dividends to shareholders went up to ?256

:06:13.:06:17.

million, more than four times what was paid in the previous year. At

:06:18.:06:22.

this consultation, the company made it clear that they will not pay

:06:23.:06:27.

because they do not own the pipes. The Mac a supply pipe is the

:06:28.:06:30.

responsibility of the person who owns that house, or in this case,

:06:31.:06:35.

this estate. We can give advice where possible, but it would be

:06:36.:06:45.

wrong for us to prepare this. `` repay this. This problem is not

:06:46.:06:54.

going away and it will not until it is agreement about whether

:06:55.:07:00.

homeowners should pay or whether the company should cough up.

:07:01.:07:11.

There may be a compromise between residents and Yorkshire Water, that

:07:12.:07:14.

is one of the things being discussed here tonight. Councillor, Simon Dunn

:07:15.:07:28.

represents this area. We're here today to ask Yorkshire Water to put

:07:29.:07:32.

?50,000 of cash into this project to enable us to go forward. The

:07:33.:07:40.

residents cannot afford to to ?3000. The cost of living, increases

:07:41.:07:44.

in in energy costs, increases in fuel bills etc, people cannot afford

:07:45.:07:54.

to pay less. Yorkshire Water say they have come up with the solution

:07:55.:07:59.

and that they do not own the pipes. You can see where they are coming

:08:00.:08:05.

from, it is not their problem. I accept that Yorkshire Water have no

:08:06.:08:08.

legal responsibility for these pipes but they do have a moral

:08:09.:08:11.

responsibility to help customers who have been paying their bills

:08:12.:08:23.

loyally. Neither side wants to pay, what'll happen? We will continue to

:08:24.:08:30.

work hard to find a permanent solution for this project, we are

:08:31.:08:35.

not giving up. Thank you for joining us. Some of the gardens on this

:08:36.:08:44.

estate will remain very wet for the next few months.

:08:45.:08:50.

Yorkshire Water has apologised for two maidens worst in York. `` to

:08:51.:09:06.

making supplies burst in York. It is one of the largest water mains in

:09:07.:09:10.

York. Later on Look North: How much does a

:09:11.:09:18.

tiger cost? The new addition to this wildlife Park.

:09:19.:09:26.

First tonight: doorstep mail deliveries on a Leeds housing estate

:09:27.:09:29.

restarted today after nearly a month. Postmen had been refusing to

:09:30.:09:33.

deliver after on the Greenthorpe Estate after two dog attacks in a

:09:34.:09:42.

matter of weeks. One postman had his finger bitten off. Fed up residents

:09:43.:09:45.

say they'd had to trek over a mile to the nearest depot. But Royal Mail

:09:46.:09:49.

said staff safety had to come first. Heidi Tomlinson reports. Safely

:09:50.:09:51.

behind bars. Noisy Rottweilers protecting their territory in this

:09:52.:09:55.

estate in Leeds. Royal mail cancelled all deliveries in this

:09:56.:10:00.

area because a dog attacked postmen. The post and was chased

:10:01.:10:05.

across the gardens and had to jump over fences to escape the dog, which

:10:06.:10:10.

pinned him against the wall. A second more tragic case, another

:10:11.:10:18.

postman was walking to deliver the mail to the house and put his hand

:10:19.:10:21.

on the date and the dogs savagely bit the end of his finger off.

:10:22.:10:27.

Today, postmen felt safe enough to return and residents received four

:10:28.:10:37.

weeks of mail. Deliveries around the streets are

:10:38.:10:41.

now back on because the owner of the dog has assured Royal mail it will

:10:42.:10:50.

now be kept under control. This has angered people because they have had

:10:51.:10:55.

to wait a month for import and information. I have had to wait four

:10:56.:11:04.

weeks for my mail. At the end of the day, everybody else has lost out on

:11:05.:11:14.

the mail. Why should everyone on this estate suffered because of one

:11:15.:11:27.

dog owner Richard Mark? ``? There are over 2000 dog attacks every

:11:28.:11:43.

year. In other news around Yorkshire: a

:11:44.:11:46.

man has been remanded in custody after appearing before magistrates

:11:47.:11:48.

charged with murdering a 22`year`old woman who was found dead in a

:11:49.:11:52.

caravan in Bradford on Tuesday. Jade Watson's body was found in the

:11:53.:11:55.

caravan behind a house in Wood Lane in Swain House. A postmortem

:11:56.:11:58.

examination showed she was strangled. James Gray, who's 25,

:11:59.:12:01.

will next appear at Bradford Crown Court on Monday.

:12:02.:12:03.

The Government says the case for electrifying the railway line

:12:04.:12:06.

between York, Harrogate and Leeds looks "promising". Commuters,

:12:07.:12:08.

politicians and business people have all been lobbying for improvements

:12:09.:12:11.

on the line. Harrogate MP Andrew Jones raised the issue in the

:12:12.:12:14.

Commons this morning, and the Transport Secretary, Patrick

:12:15.:12:16.

McLoughlin, has promised to think about it.

:12:17.:12:27.

It has stood in the centre of Harrogate for even longer than the

:12:28.:12:30.

famous Betty's Tearooms, just next to it, but a dying 100`year`old tree

:12:31.:12:34.

is now getting a new lease of life. A chainsaw artist has been let loose

:12:35.:12:38.

on the elderly Elm, on Montpellier Hill, with the idea of turning it

:12:39.:12:42.

into a special icon for the Tour de France. A stage of the race will end

:12:43.:12:46.

in the town when it comes to Yorkshire next July. The event has

:12:47.:12:50.

been marked on one side of the tree, and Mick has plans to celebrate

:12:51.:12:53.

Yorkshire and France on the other. The next thing is to do the other

:12:54.:12:57.

side of the tree. So people driving past can see it. We will fit in the

:12:58.:13:04.

Yorkshire rose, and a flower to lead and other things.

:13:05.:13:25.

Five years ago it was a gamble the banks didn't want to take, but today

:13:26.:13:28.

the Yorkshire Wildlife Park is one of the region's biggest tourist

:13:29.:13:31.

attractions. Now it's embarking on an ambitious expansion programme

:13:32.:13:34.

both in terms of its buildings and its animals. Our business

:13:35.:13:37.

correspondent Danni Hewson went with the team to bring the park's latest

:13:38.:13:40.

guest to its new home. It's a nervous wait for this tiger

:13:41.:13:44.

as the vet is called to put her to sleep ahead of her journey to meet a

:13:45.:13:48.

new mate. There are only 400 of these tigers left in the wild so

:13:49.:13:51.

breeding in captivity is important. Today, she was leaving her home at

:13:52.:13:55.

Dudley Zoo and making the short drive north to Doncaster where it is

:13:56.:13:59.

hoped she will eventually have cubs. It is vitally important we get the

:14:00.:14:03.

animals paired up with a mate. It is all very well keeping two female

:14:04.:14:06.

animals together but they will not breed so the aim here is to breed

:14:07.:14:09.

this highly endangered species. Hopefully we will breed her and then

:14:10.:14:12.

it's a win`win situation. It is a complex, perfectly`timed

:14:13.:14:15.

operation, one keepers from the Yorkshire Wildlife Park are now

:14:16.:14:18.

well`versed in. Since it opened five years ago they have made many such

:14:19.:14:21.

journeys to add to the growing number of animals in the park, which

:14:22.:14:25.

in turn has led to a growing number of visitors. To have money going to

:14:26.:14:41.

the local economy and Doncaster is very important. It is good to create

:14:42.:14:51.

employment here. Last summer we had a people working here. That is a lot

:14:52.:15:08.

of people. Hopefully Vladimir will like her. And we will get the

:15:09.:15:20.

go`ahead to breed them. There aren't many companies that get the benefit

:15:21.:15:24.

of tigers like this to grow the business. But rapid expansion comes

:15:25.:15:33.

with a unique set of headaches. We are up for this challenge. The

:15:34.:15:41.

prospect of a future Tiger family will step up more interest. Now it

:15:42.:15:48.

is a matter of letting nature take its course. What a great success

:15:49.:16:00.

story. Before 7pm: A case of corrective

:16:01.:16:21.

surgery surely performed by a quack. A newly refurbished Wentworth Castle

:16:22.:16:24.

Conservatory opens to the public today. In its heyday, the 120`

:16:25.:16:26.

year`old glasshouse displayed exotic plants from all over the world, but

:16:27.:16:30.

then fell into a terrible state of disrepair. It's taken ten years and

:16:31.:16:34.

more than ?3 million to restore the Grade II listed building to its

:16:35.:16:37.

former glory. Ian White is there for us.

:16:38.:16:47.

Take a look at this! This is what it looks like at night. It is well

:16:48.:16:55.

worth a visit. The weather was so good today for the opening.

:16:56.:17:05.

It felt to Barnsley's Mayor to perform the honours, marking the end

:17:06.:17:10.

of ten years of hard work restoring this conservatory to its former

:17:11.:17:14.

glory. The Mac they have done such a good job. The sun was shining for

:17:15.:17:21.

the guests, many of them volunteers who had helped to raise money for

:17:22.:17:26.

this amazing restoration project. It has been sad to see it over the

:17:27.:17:32.

years and is amazing to see it back to its former glory! Now we can see

:17:33.:17:41.

it all put together! We knew that it would eventually happen. The

:17:42.:17:49.

champagne was flowing to mark an incredible achievement many thought

:17:50.:17:53.

would not be possible. It was a proud day. There were a lot of

:17:54.:18:01.

difficulties in the cold weather and not. It was a lot of hard work and

:18:02.:18:08.

at Israeli nice to see it looking so good. The only a handful of

:18:09.:18:14.

Victorian is left in Britain. This surely must be one of the very best.

:18:15.:18:19.

The guests have gone, but this is what it now looks like at night will

:18:20.:18:24.

stop lets talk to clear, the director of the gardens. It all

:18:25.:18:34.

started with the BBC's restoration programme. We came third in the

:18:35.:18:40.

finals will stop it was a shame not to win, but this kicked off the

:18:41.:18:44.

whole project. The volunteers played a huge part. Yes. We could not have

:18:45.:18:52.

done it without them. Ten years of fundraising and hard work and local

:18:53.:19:03.

donations have brought us here. This man is the head gardener. It isn't a

:19:04.:19:14.

stick! It is great for me and the gardening team to have such a

:19:15.:19:17.

wonderful building to restore and look at. There are plants from every

:19:18.:19:39.

continent of the world. It has been great to be here today. Well done.

:19:40.:19:45.

Now of course, you need to come and see it.

:19:46.:19:52.

Lothersdale archer Danielle Brown has won two silver medals at the

:19:53.:19:56.

Para World Championships in Bangkok. Brown came second in the mixed team

:19:57.:19:59.

compound competition with partner John Stubbs earlier today. The

:20:00.:20:01.

25``year`old won another Silver earlier in the tournament, in the

:20:02.:20:04.

individual event. She had previously won every World and Paralympic title

:20:05.:20:16.

available since 2007. There were times not so long ago

:20:17.:20:20.

when I wouldn't have known what a podcast was. I am sure you do ` it's

:20:21.:20:24.

an audio programme you can access on the web and there's a reason for

:20:25.:20:28.

Bradford City to celebrate. Dom and Tom have been doing them for ages

:20:29.:20:32.

and have been short listed for the best football podcast of 2013!

:20:33.:20:35.

Bearing in mind they are up against the likes of Man Utd, Arsenal, and

:20:36.:20:38.

Chelsea, this is some achievement. But before we speak to them, let's

:20:39.:20:42.

remind you of their previous outing as a pop duo when their team were on

:20:43.:20:45.

the way to Wembley! MUSIC PLAYS

:20:46.:20:48.

# Let's get ready for Wembley # # Let's go beat the Swans # I'm so

:20:49.:20:52.

glad that Bantam's Banter are here, watching.

:20:53.:21:04.

There you are in one of your more serious moments ` tell us about the

:21:05.:21:08.

podcast and why you think it's such a success when up against some

:21:09.:21:19.

really big names? Radio talk about the history of the club but it is a

:21:20.:21:23.

narrow own special way. We like to have a laugh. It can be a little bit

:21:24.:21:32.

fruity, with the language. Does that have to be that way? We are at the

:21:33.:21:40.

game, and we are passionate, so we do talk a lot of nonsense and

:21:41.:21:45.

sometimes it is hard to articulate yourselves when you are screaming at

:21:46.:21:57.

the top of your lungs! The reason that we use colourful language is

:21:58.:22:01.

because we are excited. Last year it was through joy. Since that musical

:22:02.:22:06.

outing, we have become more child friendly! I am so proud that

:22:07.:22:19.

Anton's banter is here, podcasting for everyone! We're watching our

:22:20.:22:24.

clean sheet hands with the Swansea players! I nearly cried!

:22:25.:22:39.

You've had 50,000 downloads for one episode ` is it still made in a back

:22:40.:22:51.

bedroom? We can't believe it. It is a difficult industry to get into. We

:22:52.:22:59.

tried to do it our own way. It is just by luck that it has worked out

:23:00.:23:08.

for us. Please vote for our website. We want to bring this back

:23:09.:23:22.

to Yorkshire. We've all heard of reconstructive

:23:23.:23:25.

surgery and the miracles it can achieve. Now a vet from Ilkley has

:23:26.:23:31.

used the technique on a goose. Tilly lost his bottom beak in an accident

:23:32.:23:35.

but the vet has managed to build him a new one, with the help of a

:23:36.:23:39.

dentist. We sent Cathy Killick on what can only be described as a true

:23:40.:23:42.

goose chase. His owner says he's more like a dog

:23:43.:23:45.

than a goose: affectionate, loyal and fond of a walk. But life's not

:23:46.:23:49.

been easy for Tilly. When he was six months old, he lost his lower beak

:23:50.:23:53.

in an accident. He survived for the next six years, using his tongue

:23:54.:23:57.

instead, but three weeks ago, he stopped managing and his vet had to

:23:58.:24:00.

come up with a solution. It's like trying to do a gum shield

:24:01.:24:04.

for a rugby player. His tongue is like Arnold Schwarzenegger's thigh `

:24:05.:24:07.

it's absolutely massive because it's had to do all the work in the past.

:24:08.:24:11.

And as that tongue has gotten thicker it's been unable to do its

:24:12.:24:15.

job. He got to the stage where he couldn't use his tongue to eat and

:24:16.:24:18.

it was getting trapped between the two halves of his jaw.

:24:19.:24:21.

A dentist has helped to construct the new bill, which has been screwed

:24:22.:24:25.

onto a surgical plate attached to Tilly's jaw.

:24:26.:24:28.

It's a whole new learning curve for him because he didn't have a beak

:24:29.:24:32.

before, so he's got to get used to it. But animals adapt quickly, so

:24:33.:24:36.

hopefully it'll go well. It was great this morning to come in

:24:37.:24:40.

and see him scooping up grain and tilting his head back ` he'd already

:24:41.:24:42.

adapted. He's so special, there's a special

:24:43.:24:46.

bond between us that people can't believe. They think geese chase

:24:47.:24:49.

people and are horrible, but he is just wonderful!

:24:50.:24:57.

It is hoped Tilly will make a full recovery once he has adjusted to his

:24:58.:25:01.

new bill. As for the vet's bill, he did it for nothing.

:25:02.:25:13.

Let's move on to the weather. Do you want to hear about my podcast? Yes.

:25:14.:25:34.

I could do it now... This is a picture of a squirrel in a

:25:35.:25:42.

tree. This is a picture of the lovely

:25:43.:25:44.

autumn. The risk of scattered showers

:25:45.:26:07.

further west. Sunday is the best day to do anything this weekend. There

:26:08.:26:18.

will be spells of sunshine. It has been a fabulous day right along the

:26:19.:26:23.

coast. A few showers in the West over night. It will be breezy but

:26:24.:26:43.

you have some ground frost. These are the high water times. Many of us

:26:44.:26:55.

will have a bright and sunny start. But some scattered showers. These

:26:56.:27:10.

will fizzle out. Top temperatures of nine or 10 Celsius. As for the

:27:11.:27:20.

weekend, a similar day on Saturday. Sunny spells and scattered showers.

:27:21.:27:28.

Sharp frost on Saturday night, but it will leave Sunday looking really

:27:29.:27:29.

magnificent.
