Good evening and welcome to Wednesday's Look North. Tonight: A | :00:00. | :00:09.
man is arrested for shooting an unarmed police officer. She suffers | :00:10. | :00:12.
serious injuries after responding to a routine call in Leeds. The gun is | :00:13. | :00:17.
found just over a mile away. A female officer has sustained serious | :00:18. | :00:20.
injuries to her face, her neck and her right hand. We'll be live at the | :00:21. | :00:29.
scene of the shooting in Hyde Park. Also tonight: Roads to be closed | :00:30. | :00:33.
around Yorkshire's tallest building ` Bridgewater Place ` as high winds | :00:34. | :00:42.
are forecast. Trains are already being cancelled. We'll have the | :00:43. | :00:44.
travel latest. We're joined in the studio by one of | :00:45. | :00:47.
the best mountain bikers in the world ` Sheffield's Steve Peat. | :00:48. | :00:51.
And some wild weather on the way tomorrow. A Met Office early warning | :00:52. | :00:54.
for widespread, severe gales. Join me for the latest. | :00:55. | :01:08.
Welcome to the programme. Tonight, this man ` James Leslie ` is in | :01:09. | :01:14.
custody after a policewoman was shot in Leeds. She survived but suffered | :01:15. | :01:19.
serious injuries. Here's what happened. At ten past three this | :01:20. | :01:23.
morning, two police officers answered a routine call to a | :01:24. | :01:26.
domestic disturbance in Headingley. At around 4am they knocked on a | :01:27. | :01:32.
door. Imagine the terror of what happened next. They were confronted | :01:33. | :01:36.
by a man with a sawn`off shotgun. They tried to placate him. As he | :01:37. | :01:39.
raised his gun, the policewoman instinctively lifted her right hand | :01:40. | :01:43.
but he fired ` injuring her face, neck and hand. She hit the panic | :01:44. | :01:50.
button on her walkie talkie. Soon armed police were on the streets. | :01:51. | :01:54.
Six hours later, just after 10am, a man was arrested here around a mile | :01:55. | :02:00.
away. Ian White is in Headingley tonight. There is still a big police | :02:01. | :02:15.
presence here. Headingley as famous for Yorkshire cricket. It is a | :02:16. | :02:19.
popular place for students. But residents got a surprise this | :02:20. | :02:26.
morning. They saw armed police. This is the gun used to shoot a police | :02:27. | :02:30.
officer. The incident in the early hours of this morning sparked a | :02:31. | :02:36.
major police armed operation. Teams of police, and scientific support | :02:37. | :02:43.
officers, have spent the morning looking for evidence. It all began | :02:44. | :02:48.
when two police officers were called to a mane disturbance after 3am. `` | :02:49. | :02:58.
minor disturbance. They were confronted by a man holding a sawn | :02:59. | :03:05.
off shotgun. I heard a couple of shots. It was like fireworks. I | :03:06. | :03:14.
thought it was fireworks. But then the police came round and they told | :03:15. | :03:19.
us what had happened. The policewoman 's male colleague was | :03:20. | :03:31.
not injured. The police officer has sustained injuries to her face, her | :03:32. | :03:37.
neck and her right hand. How condition is not life`threatening. | :03:38. | :03:42.
There was a major response from police units. Police took the | :03:43. | :03:46.
unusual step of releasing the name and photo of the person they were | :03:47. | :03:51.
looking for. 37`year`old James Leslie. The public were warned that | :03:52. | :03:59.
he was dangerous. At ten past ten, the focus switched from Cardigan | :04:00. | :04:09.
Road to another area of Headingley. The suspect has now been arrested. A | :04:10. | :04:18.
firearm has been recovered. The sawn off shotgun could be seen lying on | :04:19. | :04:24.
the road near a primary school. It was very close. People from there | :04:25. | :04:34.
could be walking nearby. Police say they are not looking for anyone else | :04:35. | :04:41.
in connection with the shooting. James Leslie remains in custody. The | :04:42. | :04:47.
job officer's condition is described as properly. `` injured officer's | :04:48. | :05:01.
condition. The officers involved in this incident have been described as | :05:02. | :05:07.
brave. This was a unprovoked incident. There is no longer any | :05:08. | :05:15.
threat to members of the public. That is the very latest. Well the | :05:16. | :05:21.
Police Federation say that today's shooting shows the dangers faced by | :05:22. | :05:25.
officers every single day they're on duty. The officers have gone to what | :05:26. | :05:30.
is commonly known as a routine call. I have my own views on that... There | :05:31. | :05:34.
is no such thing as a routine call when it comes to policing, as today | :05:35. | :05:38.
has proven. What happened in the early hours of this morning | :05:39. | :05:41.
highlights the extreme dangers that our officers face on a daily basis. | :05:42. | :05:47.
We're joined now by West Yorkshire's Police and Crime Commissioner, Mark | :05:48. | :06:00.
Burns`Williamson. Two policewomen were murdered last year in | :06:01. | :06:03.
Manchester on a routine call ` how worried are you about the safety of | :06:04. | :06:07.
front line police officers on routine calls? I want to echo the | :06:08. | :06:16.
comments of the Chief Constable. My thoughts are with the injured | :06:17. | :06:22.
officer. I want to pay tribute to the dedication and bravery shown. | :06:23. | :06:28.
With regards to safety, police officers clearly have a difficult | :06:29. | :06:33.
and dangerous job to do. It is my belief that there is a lot of | :06:34. | :06:47.
support for police officers. But we have specially armed forces. The | :06:48. | :06:57.
drive to the scene quickly. `` arrived at the scene. Should more | :06:58. | :07:08.
front`line officers be armed? We are investigating this in terms of | :07:09. | :07:18.
training. But I do not believe that we should move to routinely arming | :07:19. | :07:26.
police officers. The police service themselves do not support routine | :07:27. | :07:49.
arming. Lots of police officers have been shot in the past. Absolutely. | :07:50. | :07:57.
There have been tragic incidents in the past. The recent tragic | :07:58. | :08:03.
shootings of the police officers in greater Manchester. The | :08:04. | :08:09.
professionalism and bravery of our police officers is brought into | :08:10. | :08:15.
stark reality when things like this happen. It is important not to knee | :08:16. | :08:26.
jerk response. `` in response. I do not think routinely arming police | :08:27. | :08:34.
officers as the correct response. `` is the correct response. Should the | :08:35. | :08:45.
public be worried? Is gun crime on the increase? The police reacted | :08:46. | :08:51.
very quickly today. They were on the scene within minutes. The public | :08:52. | :09:00.
have cooperated very well. There is a lot of police visibility in the | :09:01. | :09:03.
area tonight. I'm sure that will be the case for the next few days. Gun | :09:04. | :09:12.
crime happens. We need to make sure that the police work with lots of | :09:13. | :09:18.
other agencies and act as quick as we can to detect and find out where | :09:19. | :09:29.
these crimes are being happened. We make it a priority to bring people | :09:30. | :09:37.
to justice. Later on Look North: A mother's | :09:38. | :09:41.
fight for justice. Another of Tyrone Clarke's killers bids to move to an | :09:42. | :09:44.
open prison without seeing a parole board. | :09:45. | :09:49.
In other news, the funeral took place today of one of the four | :09:50. | :09:53.
people who died in a house fire in North Derbyshire. 27`year`old Claire | :09:54. | :09:56.
James died when her house at North Wingfield caught fire last month. | :09:57. | :09:59.
Today's service came only days after hundreds of people held a walk to | :10:00. | :10:03.
raise money for her funeral and for her seven`year`old daughter who | :10:04. | :10:05.
survived. The funerals of Josie Leighton and her sons Tyler and | :10:06. | :10:10.
Jordan ` who also died in the fire ` will be held on Friday. | :10:11. | :10:13.
The Transport Minister Baroness Kramer was in South Yorkshire today | :10:14. | :10:16.
to announce a ?38 million bus transit route, connecting Sheffield | :10:17. | :10:19.
and Rotherham. A link road under the M1 at the congested Tinsley | :10:20. | :10:22.
roundabout is going to be built as well as a new fleet of buses. The | :10:23. | :10:30.
service is due to open for passengers in the Autumn of 2015. | :10:31. | :10:35.
This improves the quality of the service. All along that route there | :10:36. | :10:41.
are many employment opportunities. Many major employers. This has | :10:42. | :10:45.
helped link employment with areas of regeneration. It opens up new job | :10:46. | :10:50.
opportunities. We're increasingly looking at infrastructure, and | :10:51. | :10:53.
saying that if we make these kind of improvements then we can open up | :10:54. | :10:56.
economic growth and open up job opportunities. | :10:57. | :11:05.
43 people have been arrested in a major police operation in North | :11:06. | :11:08.
Yorkshire. Officers have recovered stolen goods, as well as seizing | :11:09. | :11:11.
money and drugs including heroin and cannabis. Operation Hawk, as it's | :11:12. | :11:14.
known, is designed to send a stark warning ` that criminal activity | :11:15. | :11:17.
will not be tolerated and police will pursue anyone intent on | :11:18. | :11:20.
breaking the law. Phil Bodmer spent the day with officers in York and | :11:21. | :11:26.
Scarborough. An early morning call for the unsuspecting occupants of an | :11:27. | :11:33.
address in York. A team in police raid a house in Clifton, on the | :11:34. | :11:39.
lookout for stolen goods. We have a systematic search of the address | :11:40. | :11:44.
undergoing at the moment. As it stands, we've recovered some items. | :11:45. | :11:50.
We'll have further inquiries later on in the day. This highly visible | :11:51. | :11:54.
police activity ` co`ordinated from a central control room in York ` | :11:55. | :11:57.
involves hundreds of officers, special constables and PSOs from all | :11:58. | :12:07.
areas of North Yorkshire. ` PCSOs. Its aim is to make offenders fear | :12:08. | :12:10.
the consequences of committing crime. Police say today's actions | :12:11. | :12:13.
send out a clear message to criminals travelling into North | :12:14. | :12:16.
Yorkshire. If they do come, with the intention of committing illicit | :12:17. | :12:19.
activities, they'll be met by a very hostile reception. In Scarborough, | :12:20. | :12:24.
traffic officers were out patrolling rural roads. They're favoured by | :12:25. | :12:29.
many criminals as a way of avoiding the main trunk routes. We've got | :12:30. | :12:33.
some intelligence that there's a vehicle nearby, connected to drugs. | :12:34. | :12:44.
It might not stop for us, as it has a boot full of drugs. Since July, | :12:45. | :12:48.
Operation Hawk has seen more than ?2 million of property seized. ?750,000 | :12:49. | :12:55.
worth of drugs has also been taken off the streets. Back at the address | :12:56. | :13:00.
in York, three people are taken in for questioning. They've been | :13:01. | :13:10.
arrested. They'll be interviewed and questioned. This evening, North | :13:11. | :13:17.
Yorkshire Police say more than 40 people have been arrested so far | :13:18. | :13:21.
today. They expect more to follow overnight. | :13:22. | :13:33.
Roads around Bridgewater Place in Leeds will be closed to traffic | :13:34. | :13:36.
tomorrow because high winds are expected. The decision to shut | :13:37. | :13:49.
routes around Yorkshire's tallest buildings comes after a coroner | :13:50. | :13:52.
yesterday called for the measure following the death of a pedestrian. | :13:53. | :13:55.
Our reporter Spencer Stokes has the latest. There are motorways nearby. | :13:56. | :14:02.
The tight network of roads near the bottom of the tower gets extremely | :14:03. | :14:07.
busy during the rush hour. Tomorrow morning, the routes will be closed. | :14:08. | :14:21.
Water Lane and Neville Street will be closed. Those are likely to stay | :14:22. | :14:30.
in place till the afternoon. This comes after the death of a | :14:31. | :14:36.
pedestrian who died when a lorry blue onto him in 2011. `` blew onto | :14:37. | :14:48.
him. A coroner has said That road should be closed after the Wednesday | :14:49. | :15:03.
top of about 45 mph. `` after winds get up to speeds of 45mph. Trains | :15:04. | :15:15.
We'll also be affected. `` Trains will also be affected. Services | :15:16. | :15:21.
between York and Newcastle will not be running after 640. North | :15:22. | :15:28.
Yorkshire Police are telling people to stay away from there. Waves could | :15:29. | :15:40.
be particularly high. The winds are expected to be strongest in the | :15:41. | :15:43.
morning but they will die down in the afternoon. And of course, Paul | :15:44. | :15:49.
will be here later on with the latest on those warnings about | :15:50. | :15:52.
severe weather tomorrow. He'll also have the forecast for the next few | :15:53. | :15:54.
days. A Leeds mother is fighting a ruling | :15:55. | :15:58.
which could allow another one of her son's killers to move to an open | :15:59. | :16:01.
prison without seeing a parole board. A judgement ` known as the | :16:02. | :16:04.
Guittard review ` allows murderers to switch jails on the agreement of | :16:05. | :16:08.
the Secretary of State, with no opportunity for the victim's family | :16:09. | :16:11.
to attend a parole hearing. Tyrone Clarke was stabbed to death by a | :16:12. | :16:15.
gang in Beeston. One of his killers has already used this ruling to move | :16:16. | :16:19.
to an open prison and now another hopes to do the same. Emma Glasbey | :16:20. | :16:22.
reports. Tyrone Clarke ` 16 years old and on holiday with his family. | :16:23. | :16:28.
Three weeks later he was chased by a gang in Beeston, beaten with | :16:29. | :16:33.
baseball bats and stabbed to death. Four men were convicted of murdering | :16:34. | :16:39.
Tyrone and given life sentences. But in 2012, one of them was moved to an | :16:40. | :16:47.
open prison. Using a decision made in the High Court ` called the | :16:48. | :16:50.
Guittard Ruling ` he was able to avoid a parole board and the | :16:51. | :16:54.
transfer was agreed by the Secretary of State instead. Tyrone's mother | :16:55. | :16:57.
says that meant she was denied the opportunity to attend a hearing and | :16:58. | :17:06.
feel part of the process. Now she's been told that another of her son's | :17:07. | :17:10.
killers hopes to use the same ruling. I was devastated. I'd never | :17:11. | :17:19.
heard of the ruling at all. I didn't know what to do at first. I had a | :17:20. | :17:24.
breakdown. I think it's very unfair, because I think every prisoner has | :17:25. | :17:27.
to go to a parole board. Lorraine has been an active campaigner in the | :17:28. | :17:32.
years since Tyrone was murdered. Now her MP is writing to the Prisons | :17:33. | :17:35.
Minister to see if they can challenge the Guittard Ruling. I've | :17:36. | :17:40.
just sent my second letter today, asking what we can do in parliament | :17:41. | :17:45.
to try and overturn the judgement. It is a High Court ruling but I | :17:46. | :17:49.
wonder if there are any mechanisms in place in parliament so that we | :17:50. | :17:53.
can actually make it fairer for the victims and their families ` not | :17:54. | :17:57.
just the prisoners. Next year will mark a decade since Tyrone was | :17:58. | :18:05.
killed. His family say the fight for justice goes on. This evening, the | :18:06. | :18:15.
Ministry of Justice have told us that in a minority of cases | :18:16. | :18:19.
prisoners can be transferred to open conditions following an assessment | :18:20. | :18:21.
process that does not include the parole board. They say victims are | :18:22. | :18:26.
central to this process and their personal statements will always be | :18:27. | :18:29.
read to help inform the final decision. | :18:30. | :18:40.
Sport now, and there's already been a big step forward in Sheffield | :18:41. | :18:43.
Wednesday's search for a new manager today. The Wednesday chairman Milan | :18:44. | :18:46.
Mandaric has told us he's got a short list of four or five | :18:47. | :18:50.
candidates. And one of the names on it ` you guessed it ` is Neil | :18:51. | :18:54.
Warnock! Warnock has been out of football management since he left | :18:55. | :18:57.
Leeds United back in April, concentrating since then on his | :18:58. | :18:59.
media interests. But the Wednesday chairman says he wants someone who | :19:00. | :19:02.
"understands English football", which would make Warnock a front | :19:03. | :19:05.
runner. Interviews will take place over the coming days, but no | :19:06. | :19:07.
appointment is expected before Wednesday's next match which is at | :19:08. | :19:10.
home to Nottingham Forest on Saturday. | :19:11. | :19:17.
So Sheffield Wednesday and Barnsley are without managers at the moment, | :19:18. | :19:20.
but they're not without hope after shock wins in the Championship last | :19:21. | :19:23.
night. Barnsley won their first away game of the season while Wednesday | :19:24. | :19:27.
defied the odds to beat the team at the top of the table. Ian Bucknell | :19:28. | :19:33.
reports. Sheffield Wednesday fans must have feared the worst when | :19:34. | :19:36.
Anthony Knockaert tip`toed his way through their team's defence to put | :19:37. | :19:39.
league leaders Leicester City in front. But soon after, on`loan | :19:40. | :19:42.
Connor Wickham made something of nothing when he controlled an | :19:43. | :19:44.
up`and`under then smashed the ball in at the far post. With barely a | :19:45. | :19:50.
quarter of the game played, Wickham was at it again. Not much on in the | :19:51. | :19:57.
packed penalty box? Not a problem! Wednesday had a long time to hold on | :19:58. | :20:01.
to their 2`1 lead, but they did ` largely thanks to goalkeeper Damien | :20:02. | :20:04.
Martinez. Barnsley also bounced back after sacking their manager at the | :20:05. | :20:08.
weekend. They had keeper Jack Butland and the woodwork to thank | :20:09. | :20:12.
for keeping Brighton at bay. A goal to savour now from Paddy McCourt. He | :20:13. | :20:16.
twists and turns his way past six defenders before squeezing his shot | :20:17. | :20:22.
into the goal. In the second half, former Chelsea player Jacob Mellis | :20:23. | :20:25.
showed real quality ` starting off a move and then finishing it off | :20:26. | :20:29.
himself to double Barnsley's lead. When Brighton pulled one back | :20:30. | :20:32.
minutes later it could have knocked Barnsley off their stride. But it | :20:33. | :20:36.
didn't and they held on for a precious win. Caretaker boss Micky | :20:37. | :20:40.
Mellon is set to stay in charge for one more match at least. The cloud | :20:41. | :20:45.
to the silver lining is that Wednesday and Barnsley remain the | :20:46. | :20:48.
bottom two teams. There's work to be done, but at least the job has been | :20:49. | :20:52.
started. Two stunning goals coming up now. First of all, Ollie | :20:53. | :20:56.
Norwood's stunning long`range strike to win the game for Huddersfield at | :20:57. | :21:01.
Bolton. You could be forgiven for thinking Norwood had sewn up shot of | :21:02. | :21:06.
the season, but think again. David Cotterill here with a bullet of his | :21:07. | :21:10.
own to equalise for Doncaster at Birmingham. A good night's work for | :21:11. | :21:16.
all of our Championship teams. Now, what do you get when you | :21:17. | :21:20.
combine two wheels, a rough downhill track and pure Yorkshire grit? One | :21:21. | :21:25.
of the best`known mountain bikers in the world of course. Sheffield's | :21:26. | :21:29.
Steve Peat has won a host of international titles in a career | :21:30. | :21:32.
that's spanned 20 years ` and he's still going strong. Well a new film | :21:33. | :21:36.
aptly named 'Won't Back Down ` The Steve Peat Story' is due to get its | :21:37. | :21:40.
world premiere in his home city on Saturday. We'll be talking to Steve | :21:41. | :21:45.
in a moment, but first here's a taste of the film. | :21:46. | :22:11.
You're mad on a bike! That is what people say. You're throwing yourself | :22:12. | :22:26.
down a hill! Was this a hobby that turned into a career? I suppose so. | :22:27. | :22:34.
I got a mountain bike and went along to a race one day. I won the first | :22:35. | :22:46.
race. I from there. `` I progressed from there. Do you ever get | :22:47. | :22:56.
