city of Bradford? Developers have guaranteed that work to build the | :01:18. | :01:19. | |
long`awaited Westfield shopping centre will start next month. It | :01:20. | :01:23. | |
will create thousands of jobs and should boost the local economy. So | :01:24. | :01:30. | |
how significant is it? Amy is here. Westfield say doors to the shopping | :01:31. | :01:34. | |
centre will open in the run`up to Christmas 2015. The development will | :01:35. | :01:41. | |
cost ?260 million. It will create around 4,000 jobs ` 1,500 in | :01:42. | :01:44. | |
construction and the rest in new retail jobs. The largest shops will | :01:45. | :01:49. | |
be Debenhams and Marks and Spencer plus 70 other shops, restaurants and | :01:50. | :01:55. | |
cafes. In a moment we'll hear from the developers, Westfield. Before | :01:56. | :01:58. | |
that, Spencer has the first of two reports on today's announcement. The | :01:59. | :02:07. | |
digging machine that could mark a turning point for a city. The | :02:08. | :02:12. | |
economic fortunes of Bradford and reputation have sunk because of this | :02:13. | :02:16. | |
whole. Today, another promise that it will soon be a thing of the past. | :02:17. | :02:22. | |
The funding is in place, the leasing has reached the charter point and | :02:23. | :02:26. | |
everything is all systems go. Bachelor point is 50% of the planned | :02:27. | :02:31. | |
floor space having retailers saying they will believe in but getting to | :02:32. | :02:35. | |
that point has been a cyber that will serve as a lesson in how not to | :02:36. | :02:43. | |
generate your city centre. In 2004, unloved but functioning shops and | :02:44. | :02:46. | |
offices were knocked down and that whole appeared. Welcomed as a sign | :02:47. | :02:50. | |
that something was happening, the giant chasm soon became a symbol of | :02:51. | :02:57. | |
the decline of Bradford. In 2007, preliminary work was carried out but | :02:58. | :03:02. | |
it stopped in 2009 when the economy nosedived. By 2010 a temporary | :03:03. | :03:08. | |
garden had created and then another three years of waiting to get to the | :03:09. | :03:11. | |
announcements today. Nine years and nine months from the initial start. | :03:12. | :03:17. | |
There are no bricks and mortar and the cranes have not appeared but the | :03:18. | :03:21. | |
announcement does mean that for the first time in five years, Bradford | :03:22. | :03:25. | |
can look forward to the prospect of this gigantic hole finally being | :03:26. | :03:31. | |
filled in. Westfield is an international brand was shopping | :03:32. | :03:33. | |
centres in some of the worlds glitziest cities. In Bradford it is | :03:34. | :03:38. | |
a laughing stock, where the word West has been subjected with the | :03:39. | :03:43. | |
word waste. We share the frustration. We are a company known | :03:44. | :03:50. | |
for getting on and doing things and nobody is more frustrated than | :03:51. | :03:56. | |
Westfield. A generation of people from Bradford who cannot shop in the | :03:57. | :04:00. | |
city. Even the Prime Minister has received that frustration. Today's | :04:01. | :04:04. | |
news was so significant, he released a statement, saying... | :04:05. | :04:13. | |
Some might say that is a little premature. Bradford does still have | :04:14. | :04:20. | |
a whole at its heart but the surgery is about to get underway. Let us | :04:21. | :04:29. | |
hear more on that. Duncan Bower is Westfield's director of development. | :04:30. | :04:32. | |
I asked him if he could give us a categorical assurance that work | :04:33. | :04:39. | |
would definitely start in January. It is early January, after the | :04:40. | :04:45. | |
Christmas break and people will be familiar with the construction | :04:46. | :04:48. | |
industry shutting down for those two weeks over Christmas and an early | :04:49. | :04:55. | |
January, the Bradford urban garden that people no and locally call the | :04:56. | :05:02. | |
bug, that gets taken back from the City Council. And we have been | :05:03. | :05:12. | |
preparing steelworks and we shall start to get steelworks on`site and | :05:13. | :05:18. | |
then roll on with that major operation that people associate with | :05:19. | :05:22. | |
a project of this size. Is a market? Trinity Shopping Centre opened in | :05:23. | :05:26. | |
Leeds and we have expansion of the White Rose Centre. York is down the | :05:27. | :05:35. | |
road. Is there any market for this? We firmly believe that there is and | :05:36. | :05:40. | |
we have always been committed to Bradford so we have signed Debenhams | :05:41. | :05:46. | |
and Marks Spencer for this scheme and we have major retailers. Next. | :05:47. | :05:52. | |
River Island have recently been announced. Sainsbury's. And a number | :05:53. | :06:00. | |
of other retailers so we are over 50% committed. We do not get | :06:01. | :06:10. | |
international investment if people don't think there is a market in | :06:11. | :06:17. | |
Bradford. You expect to open and Christmas 2015 but that is very | :06:18. | :06:21. | |
vague? You have wriggle room for that not to happen? We still have | :06:22. | :06:30. | |
construction work to do so as is normal, especially with the | :06:31. | :06:37. | |
relevance of this size, we give targets and we announce the actual | :06:38. | :06:43. | |
opening date and confirm that closer to the time. David Cameron says he | :06:44. | :06:49. | |
welcomes this news. How much political pressure has been put on | :06:50. | :06:52. | |
new? Have you had pressure from Downing Street? No, no political | :06:53. | :07:01. | |
pressure although what the government has done together with | :07:02. | :07:05. | |
the Bradford Council is they have put together a package of incentives | :07:06. | :07:14. | |
in terms of the growth and that has certainly helped. It has helped | :07:15. | :07:19. | |
attract investment into Bradford and, in our case, retailers where | :07:20. | :07:25. | |
they shall get holidays on rates for a period of time. We are pleased | :07:26. | :07:30. | |
that the government and the council put that together. Can you tell us | :07:31. | :07:36. | |
how much floor space has been taken up? Well, we have signed up | :07:37. | :07:45. | |
Debenhams and other retailers and we will over 50% at this stage. You | :07:46. | :07:53. | |
need to be 100 present? The way that we work in retail is you get a | :07:54. | :07:58. | |
certain number of lettings to give you the confidence to start but it | :07:59. | :08:04. | |
is the objective of Westfield to be fully let at the opening. The | :08:05. | :08:08. | |
stalled shopping centre in Bradford became one of the symbols of the | :08:09. | :08:11. | |
recession. But it's hoped today's announcement will help kick`start | :08:12. | :08:14. | |
the local economy. In Leeds, the Trinity Shopping Centre is predicted | :08:15. | :08:17. | |
to contribute ?80 million into the local economy in 2014. Danny | :08:18. | :08:23. | |
Carpenter has been trying to find out what impact Bradford's new | :08:24. | :08:29. | |
shopping centre could have there. This, for many years, has been the | :08:30. | :08:34. | |
view from the middle and hotel in Bradford. A depressing sight for the | :08:35. | :08:39. | |
general manager. Use of an impending start to the long`awaited | :08:40. | :08:42. | |
development has brought a welcome lift. He estimates ?10,000 every | :08:43. | :08:53. | |
week for his business alone. Effectively, most businesses within | :08:54. | :08:56. | |
the city centre, three retail, should benefit. For shoppers waiting | :08:57. | :09:01. | |
for the bus, a more cautious welcome. They should get on with it | :09:02. | :09:14. | |
and put Bradford back on the map. We can go shopping in Bradford instead | :09:15. | :09:20. | |
of going somewhere else. I am going to Leeds to buy my presence. There | :09:21. | :09:25. | |
is evidence to support optimism. Leeds Trinity opened in May and the | :09:26. | :09:29. | |
rest of the city centre has benefited. Football is up by 1.5% | :09:30. | :09:35. | |
and the busiest Christmas for four years. `` footfall. Nobody will | :09:36. | :09:43. | |
consider the possibility that the Westfield development will fail to | :09:44. | :09:46. | |
regenerate this town centre but there is a new challenge. The | :09:47. | :09:51. | |
night`time economy. Pubs and clubs and constructs that will make people | :09:52. | :09:55. | |
not only want to come to Bradford but stay. There will literally be | :09:56. | :10:00. | |
millions of people every year walking through the streets so what | :10:01. | :10:04. | |
better place to open a restaurant or a lifestyle business? I am sure this | :10:05. | :10:10. | |
will be a catalyst to the redevelopment of other businesses in | :10:11. | :10:14. | |
Bradford. It will be many years before it is for sure whether this | :10:15. | :10:18. | |
development is the start of a brighter future for Bradford. But it | :10:19. | :10:28. | |
is, at least, finally, a start. It certainly is a start. Good to see | :10:29. | :10:32. | |
those bulldozers. But there have been false ones in the past! Later | :10:33. | :10:39. | |

list and shortly after it announced it would have two activate a phased | :11:46. | :11:51. | |

employee and an extremely lovely man to know. He will be sadly missed by | :16:05. | :16:10. | |
everyone who knew him. What triggers were paid online. Mr Holdsworth was | :16:11. | :16:16. | |
a long time season ticket holder at Hillsborough and many fans left | :16:17. | :16:19. | |
messages. His future father`in`law also wrote... Our family has been | :16:20. | :16:24. | |
