from the BBC News at Six. So it's goodbye from me. On BBC One we now

:00:00.:00:00.

join the BBC's news teams Welcome to Wednesday's Look North:

:00:00.:00:12.

Tonight, anger over cuts to libraries. Demonstrations in

:00:13.:00:17.

Sheffield over plans to close more than half of the libraries in just

:00:18.:00:22.

two years. We'll hear from campaigners and from the council.

:00:23.:00:26.

Also tonight: Decision day looms for a piece of Pennine history.

:00:27.:00:30.

Residents say plans to demolish and rebuild this listed Victorian

:00:31.:00:32.

structure near Huddersfield will destroy our Victorian heritage.

:00:33.:00:45.

We've been finding out how they've been finding out how the trees here

:00:46.:00:50.

at Beningborough Hall are just champion.

:00:51.:00:54.

It turned out to be a lovely day. Lots of sunshine on the canal here

:00:55.:00:58.

but join me later for the detailed forecast.

:00:59.:01:05.

First tonight, though, an update on our main story yesterday. Police are

:01:06.:01:11.

carrying out extra patrols in the Parsons Cross area of Sheffield

:01:12.:01:15.

after a house where a vulnerable man was forced to live like a slave was

:01:16.:01:19.

vandalised. Craig Kinsella was regularly beaten,

:01:20.:01:23.

made to live in a garage and left to scavenge for food. His attackers

:01:24.:01:26.

David and Donna Rooke and their son Jamie have been jailed. Today, an

:01:27.:01:30.

advisor to the Home Secretary has called on people to be nosier about

:01:31.:01:34.

their neighbours to stop such abuse. Our crime correspondent, John Cundy,

:01:35.:01:39.

is in Sheffield. What more can you tell us?

:01:40.:01:46.

What I can say is the notoriety of this case, locally and nationally,

:01:47.:01:52.

has been swift indeed since the jailing 24 hours ago of the three

:01:53.:01:56.

members of the Rooke family. Overnight, police were called to

:01:57.:02:01.

this house where it happened at around quarter to nine. There were

:02:02.:02:06.

reports of criminal damage at the property. All the front windows were

:02:07.:02:10.

smashed and they have now been boarded up. There was also a report

:02:11.:02:19.

that one of the ice cream vans, the business was ice cream selling, that

:02:20.:02:28.

has been targeted. This was a terrible story. Can you

:02:29.:02:33.

remind us of the details? Yes, we will show you in a moment

:02:34.:02:39.

some of the CCTV footage released by the police, also shown in court. I

:02:40.:02:46.

must warn people they mind `` may find some scenes disturbing. We see

:02:47.:02:52.

David Rooke carrying out assaults on the victim, Craig Kinsella. Shortly

:02:53.:03:00.

after, we see a scene of his wife also attacking Craig Kinsella and

:03:01.:03:04.

she was jailed for four months for battery. Latterly, we see Jamie

:03:05.:03:11.

Rooke, this son of the family, carrying out a further attack on

:03:12.:03:15.

Craig Kinsella who was in a very distressed state. It was all

:03:16.:03:21.

captured on the family CCTV. Whether the family realised it was running

:03:22.:03:26.

or not, the police were able to seize it. The judge described this

:03:27.:03:30.

case as staggering and that this sort of thing could be going on in

:03:31.:03:34.

our community. He said he feared there were similar cases out there

:03:35.:03:39.

and that has been underlined by several anti`slavery groups today

:03:40.:03:43.

who say it is becoming a modern and very serious crime. This is the

:03:44.:03:46.

scene where it happened and this is what happened to the property

:03:47.:03:48.

overnight. Thank you.

:03:49.:03:51.

Also tonight: There's been a fresh attempt to save more than half of

:03:52.:03:54.

Sheffield's libraries from closure. The council wants to continue to run

:03:55.:03:58.

just 12 out of 28 libraries in order to save ?16 million. `` one 6p.

:03:59.:04:14.

`` one 6p. `` just over one and a half million

:04:15.:04:25.

pounds. The others would only stay open if

:04:26.:04:28.

volunteers come forward. A consultation on the issue is due to

:04:29.:04:32.

end on Friday. Today, dozens of protestors took to the streets, as

:04:33.:04:39.

Kate Bradbrook reports. If libraries are closed now, a lot

:04:40.:04:44.

of people will be excluded from accessing butts, mother and toddler

:04:45.:04:51.

groups and arts activities and getting together `` accessing books.

:04:52.:05:00.

The council plans to fund five more libraries as community libraries

:05:01.:05:03.

over the next few years but the rest could be forced to close and less

:05:04.:05:08.

volunteers can come forward to run independently. That is something

:05:09.:05:12.

many campaigners say could have been avoided. The council can use is

:05:13.:05:18.

reserves, hundreds of millions of pounds. It could raise the local

:05:19.:05:21.

business tax or do short`term measures. The cuts will come and

:05:22.:05:28.

come. It is a huge injustice. Sheffield Council says it is due to

:05:29.:05:34.

government cuts and by 2015, it would have lost half of its

:05:35.:05:38.

government funding. It says like many other councils it has no other

:05:39.:05:43.

choice but it hopes as many libraries as possible will stay

:05:44.:05:48.

open. Community groups hoping to take over their local libraries have

:05:49.:05:52.

now been given extra time to submit their business plans. The public

:05:53.:05:56.

consultation on the issue ends on Friday.

:05:57.:06:01.

Later on Look North: How dealing with stray horses in Bradford has

:06:02.:06:02.

cost the council more than ?200,000. One of Yorkshire's biggest hospitals

:06:03.:06:14.

has been told to improve after failing to meet safety standards.

:06:15.:06:17.

The Care Quality Commission issued a formal warning after inspectors

:06:18.:06:20.

identified staffing shortages on a number of wards, including Accident

:06:21.:06:22.

and Emergency, at Bradford Royal Infirmary.

:06:23.:06:28.

Their report said when the hospital was inspected it didn't have enough

:06:29.:06:31.

staff to provide "safe and effective care". Here's our health

:06:32.:06:40.

correspondent, Jamie Coulson. Bradford Royal Infirmary was issued

:06:41.:06:43.

with a formal warning by the Care Quality Commission after unannounced

:06:44.:06:48.

visits in September and October last year. The inspections found a number

:06:49.:06:53.

of wards had failed to make national standards relating to quality and

:06:54.:06:59.

safety, including accident and emergency. Inspectors raised

:07:00.:07:03.

concerns about staffing on four wards, raising concerns it could

:07:04.:07:09.

impact on patient care. The `` they identified delays in assessing and

:07:10.:07:13.

prioritising patients in accident and emergency due to insufficient

:07:14.:07:16.

staff. There was a shortage of senior medical staff, especially in

:07:17.:07:23.

the early hours and care records were inadequate on one elderly care

:07:24.:07:29.

ward. Today, the trust said action had been taken to resolve the

:07:30.:07:34.

issues. We have taken note of the findings and put the right methods

:07:35.:07:40.

in place. We will work with the government and health watch and

:07:41.:07:44.

patients should know we have taken it very seriously and put steps in

:07:45.:07:49.

place. Inspectors will return at a later date to check that

:07:50.:07:51.

improvements have been made. The owners of Yorkshire's tallest

:07:52.:07:57.

building have announced a public consultation on how they plan to

:07:58.:08:00.

reduce wind speeds around Bridgewater Place in Leeds.

:08:01.:08:03.

One man was crushed to death when a heavy goods vehicle was blown on top

:08:04.:08:09.

of him in 2011 and three have been seriously injured.

:08:10.:08:11.

Last month, Leeds City Council started closing roads around the

:08:12.:08:14.

skyscraper during high winds after a coroner said action was needed. Ian

:08:15.:08:19.

White's there for us. How are they going to solve it?

:08:20.:08:29.

Harry, it is wet rather than windy here tonight but it is the wind that

:08:30.:08:34.

causes the problem. When gusts reached 45 miles an hour, Leeds City

:08:35.:08:38.

Council have to close the roads around here, one of the main routes

:08:39.:08:43.

in the area. Now the owners think they have come up with a plan to

:08:44.:08:47.

make things better for everyone and it follows a coroner 's

:08:48.:08:51.

recommendations. Doctor Edward Slaney was killed when

:08:52.:08:55.

a lorry was blown on top of him outside Bridgwater plays in 2011. At

:08:56.:09:03.

his inquest, the coroner roads closed `` suggested roads should be

:09:04.:09:09.

closed. Plans will be shown to councillors in the next few days.

:09:10.:09:16.

The owners would not show images of the plans before then, but we know

:09:17.:09:19.

there will be major changes. For buffers will slow down the wind

:09:20.:09:26.

speeds and should be hung across Broadwater Lane. There will be

:09:27.:09:30.

screens on one of the corners and a massive glass canopy which will

:09:31.:09:34.

cover a big part of the building. Janet Heaton works next to

:09:35.:09:38.

Bridgwater plays and suffered serious head injuries when she was

:09:39.:09:41.

blown over in a gust of wind a few weeks ago. These are big measures

:09:42.:09:46.

which will not be in place tomorrow. So, what other plans in the

:09:47.:09:53.

meantime? We will have several windy days between now and then and what

:09:54.:09:59.

is being to protect people between now and then? It is situated on one

:10:00.:10:03.

of the main routes into Leeds and closing roads around it causes major

:10:04.:10:07.

disruption said the council needs a quick solution. If the proposals do

:10:08.:10:13.

not give us the solution we ask for we will not accept them. We won

:10:14.:10:18.

something which gives us public safety and at the same time is

:10:19.:10:22.

visually acceptable. We will look carefully at what is being put

:10:23.:10:26.

forward to make sure it does absolutely what is required and

:10:27.:10:30.

there will be no more injuries or deaths. This isn't a formal planning

:10:31.:10:35.

application. More testing needs to take place before that, but victims

:10:36.:10:40.

agree it is a start. The changes are dramatic and they

:10:41.:10:44.

will not be cheap. The main cost will be felt by the owners of

:10:45.:10:48.

Bridgewater Place. People who live and walk `` work in the area will be

:10:49.:10:53.

able to see the plans in the next few weeks. In the meantime, when it

:10:54.:10:58.

is windy, the main roads around here will remain closed to pedestrians

:10:59.:11:02.

and vehicles. A man from Doncaster has been found

:11:03.:11:06.

guilty of defacing a portrait of the Queen. Tim Haries, seen here in a

:11:07.:11:09.

T`shirt and leather jacket, smuggled a can of paint into Westminster

:11:10.:11:13.

Abbey last June and caused ?7,000 worth of damage. Haries was a

:11:14.:11:18.

campaigner for the group Fathers For Justice. He'll be sentenced next

:11:19.:11:22.

month. A traveller's site on a historic

:11:23.:11:25.

North Yorkshire battlefield will be forced to close after Selby Council

:11:26.:11:28.

rejected an application for a permanent site. A gypsy family had

:11:29.:11:32.

applied to settle on the edge of the site of the Battle of Towton. They'd

:11:33.:11:38.

been living on the strip of land between Towton village and the

:11:39.:11:41.

battlefield for the past five years. More than 100 people had objected to

:11:42.:11:46.

the application on green belt land. The Yorkshire museum is trying to

:11:47.:11:50.

raise ?56,000 to keep a hoard of Viking gold and silver in York. The

:11:51.:11:54.

collection of bracelets, rings, silver ingots and a gold sword

:11:55.:11:58.

pommel was found by a person with a metal detector near Bedale in north

:11:59.:12:01.

Yorkshire. Archaeologists believe it is from the late ninth or early

:12:02.:12:15.

tenth century. It is incredible. Most silver but a couple of bits of

:12:16.:12:21.

gold and most is jewellery and it has an incredible iron sword pommel

:12:22.:12:27.

covered in gold. It is beautiful, or it will be when we have cleaned it

:12:28.:12:29.

up! David Cameron says he'll look

:12:30.:12:33.

closely at improving the A64. The future of the route which links

:12:34.:12:37.

Leeds, York and Scarborough was raised in today's Prime Minister's

:12:38.:12:39.

Questions. Anne MacIntosh, the Conservative MP for Thirsk and

:12:40.:12:42.

Malton, said easing congestion is crucial to North Yorkshires economy.

:12:43.:12:49.

The quality and capacity of the road system in Yorkshire has been and is

:12:50.:12:53.

a major issue. The government has taken important steps to help but I

:12:54.:12:57.

know there is more work to be done. The Chancellor is living ``

:12:58.:13:00.

listening carefully. That's the Prime Minister. Tomorrow

:13:01.:13:04.

on Look North we'll be speaking to his Deputy, the Sheffield MP Nick

:13:05.:13:08.

Clegg. If you'd like to suggest a question we should ask him do get in

:13:09.:13:11.

touch. The bill for dealing with tethered

:13:12.:13:29.

and roaming horses in Bradford has cost taxpayers ?214,000 since 2011,

:13:30.:13:38.

the council has revealed. New figures show that of 146 stray

:13:39.:13:41.

horses seized by Bradford Council in the past three years, only three

:13:42.:13:46.

were reclaimed by their owners. The council pays to keep impounded

:13:47.:13:49.

horses for 14 days before they are either sold, re`homed or put down.

:13:50.:14:01.

The dangers are plain to see. A loose horse on land near a

:14:02.:14:04.

children's playground in Bradford. The owner did not enjoy being filmed

:14:05.:14:10.

and evaded police on horseback. We filmed these pictures three years

:14:11.:14:16.

ago and since then, almost a animals have been impounded in a crackdown.

:14:17.:14:20.

During the first year of the scheme, 39 horses were removed at a

:14:21.:14:28.

cost of over ?78,000. In 2012, 51 animals were removed and this year

:14:29.:14:32.

already, 56 horses have been impounded. It looks like being the

:14:33.:14:37.

most expensive year yet and the total bill is almost ?215,000. Every

:14:38.:14:47.

time a stray or tethered horses rounded up a cost Bradford Council

:14:48.:14:51.

?1500 and in three years just three horses have been reclaimed by their

:14:52.:14:57.

owners. It is indicative of the irresponsible nature of the owners.

:14:58.:15:03.

It is not something we want to spend time and effort on, but we have to

:15:04.:15:07.

protect the public from the danger and nuisance caused by these owners

:15:08.:15:11.

and we have to remember that we did have two children who were seriously

:15:12.:15:14.

injured a couple of years ago and we want to make sure it doesn't happen

:15:15.:15:20.

again. Horses are still a problem on Bradford 's housing estate. Today we

:15:21.:15:25.

filmed two. The council says they are not grazing legitimately and

:15:26.:15:30.

this one wasn't even tied up. This causes on this land recently

:15:31.:15:34.

trampled on people 's gardens and got onto the roads. Mabel `` may be

:15:35.:15:39.

the council needs to look at other areas to see how they counteract the

:15:40.:15:44.

problem and they should maybe prosecute the owners if that can be

:15:45.:15:49.

done. Bradford Council says the crackdown is expensive, but until

:15:50.:15:53.

the owners change their behaviour it is simply too dangerous to stop.

:15:54.:15:59.

A final decision is expected tomorrow on plans to partly demolish

:16:00.:16:03.

and rebuild a listed Victorian spillway near Huddersfield. The

:16:04.:16:09.

spillway acts as an overflow to prevent Butterley Reservoir in

:16:10.:16:14.

Marsden bursting its banks. Now the structure needs updating to help

:16:15.:16:17.

protect the village of Marsden. But campaigners say the plans by

:16:18.:16:20.

Yorkshire Water would harm the Victorian heritage. Emma Glasbey

:16:21.:16:29.

reports. Built more than a century ago, this

:16:30.:16:36.

is the work of one of the most significant Victoria `` Victorian

:16:37.:16:40.

design engineers. It is the only listed spillway in the UK and its

:16:41.:16:44.

future is created a lot of debate. It needs changing so it can take a

:16:45.:16:51.

larger volume of water from utterly reservoir and help protect Marsden.

:16:52.:17:00.

`` Butterley Reservoir. It is a conspicuous structure and enjoys

:17:01.:17:04.

hillside views. Many people in Marsden say the plans would be

:17:05.:17:09.

extremely damaging to the Victorian heritage. Emotionally, it would be a

:17:10.:17:16.

massive blow to the residents. Economically, we believe it would be

:17:17.:17:23.

a very dangerous precedent to set for the systematic destruction of

:17:24.:17:28.

heritage assets in the village which represent a massive economic

:17:29.:17:34.

potential for this area. Water is already being diverted away from the

:17:35.:17:40.

spillway ahead of any changes. Campaigners argue alternative plans

:17:41.:17:44.

need to be looked at in more detail, but Yorkshire water says this is the

:17:45.:17:49.

best option. We have listened to local residents because we

:17:50.:17:53.

absolutely understand the heritage concerns. It is a beautiful

:17:54.:17:58.

structure so our proposal balances the heritage concerns of the local

:17:59.:18:02.

community whilst ensuring the spillway is safe. The weather is so

:18:03.:18:08.

volatile. We are talking about flooding and climate change and the

:18:09.:18:12.

requirements are changing. The work has to keep pace with that. The

:18:13.:18:19.

Victorian Society says if the plans are approved they will refer the

:18:20.:18:24.

matter to the secretary of state. The final decision is expected to be

:18:25.:18:31.

made tomorrow. Fighting anti`social behaviour. Why

:18:32.:18:38.

a Sheffield Moss is `` mosque is leading the way by offering boxing

:18:39.:18:40.

classes. We discover why Yorkshire is

:18:41.:18:45.

breaking records with the size of its trees.

:18:46.:18:52.

According to the government, by 2015 we will all be driving electric

:18:53.:18:56.

cars. Will we? Well, one part of Yorkshire

:18:57.:19:06.

is forging ahead with encouraging drivers to go electric. It is the

:19:07.:19:12.

first council in the country to employ a low emissions officer.

:19:13.:19:17.

This car is the most popular vehicle in the city of York Council 's

:19:18.:19:22.

fleet. It is electric. Start the car, press the button. And there is

:19:23.:19:29.

the first surprise. Complete silence. My driver is the owner of

:19:30.:19:35.

an electric car and the only low emission officer in the country. He

:19:36.:19:40.

works for York Council which is leading the way in electric vehicles

:19:41.:19:49.

use. With electric cars, you need to have charging points. By about the

:19:50.:19:53.

end of next year, there will probably be more charging points at

:19:54.:19:58.

petrol stations, believe it or not. You have to have the infrastructure

:19:59.:20:01.

first to give people confidence to Jews electric rather than petrol all

:20:02.:20:07.

diesel. The council is also investing in electric buses. To

:20:08.:20:13.

boost Private electric car use, the council has funding for seven rapid

:20:14.:20:18.

charges that can fully charge a car in 20 minutes. A full charge gives

:20:19.:20:24.

you about 100 miles so long journeys need planning, but they are cheaper

:20:25.:20:29.

than petrol all diesel. How cheap? To London and back, it was less than

:20:30.:20:39.

?2. Wow! Sitting behind the wheel itself was a revelation. I suppose I

:20:40.:20:45.

had expected it to feel like a milk float or dodgem or something, but it

:20:46.:20:54.

is really, really nice. Very smooth. Pleasant. Will the mix be enough to

:20:55.:20:59.

persuade motorists to go electric for the sake of its air. York hope

:21:00.:21:05.

so. I love the way she drove so very

:21:06.:21:10.

carefully. Smooth and pleasant. We should all

:21:11.:21:14.

try it. How old will you be in 2050? I will

:21:15.:21:18.

be 100. Move on!

:21:19.:21:26.

A new gym has opened in Sheffield to try to help with anti`social

:21:27.:21:29.

behaviour. Many boxing centres serve a similar

:21:30.:21:35.

person `` purpose but one centre is said to be the first gym in the

:21:36.:21:38.

country to open in the grounds of a mosque.

:21:39.:21:42.

This boxing gym is said to be the first of its kind to open within the

:21:43.:21:46.

grounds of a mosque, but it is not just for Muslims. This community

:21:47.:21:52.

Centre Welsh `` welcomes all people from this part of the city and its

:21:53.:21:56.

aim is to reduce levels of anti`social behaviour in the area.

:21:57.:22:04.

In July 2012, there were anti`social behaviours in this area, 126. In

:22:05.:22:16.

June, they reduced and in the summer they went back up to a hundred. We

:22:17.:22:23.

need a bit of funding and help. Some who have taken up the sport were

:22:24.:22:28.

treated to a special visit from a former world champion boxer who

:22:29.:22:31.

feels the sport instilled discipline in young people. To walk into a

:22:32.:22:38.

gym, you have to show manners to your trainer and respect to each

:22:39.:22:42.

other. You have to think about different races, gender and the

:22:43.:22:46.

community coming together. It teaches you a lot. And about

yourself. Despite being behind the gates of the Moss, it welcomes

:22:54.:22:58.

people from all backgrounds. We welcome people from all different

:22:59.:23:02.

backgrounds, race or religion. We all just get along and it is like a

:23:03.:23:08.

family. It is hoped the work done here will further reduce nuisance

:23:09.:23:13.

behaviour and crime in the area. Who knows? It could even produce its own

:23:14.:23:22.

boxing champion. Yorkshire has had many champions in

:23:23.:23:26.

many fields but there is a register of champion trees.

:23:27.:23:34.

One place in Yorkshire has suddenly discovered that it has more than

:23:35.:23:38.

just one entry in its list. Here is our very own tree hugger.

:23:39.:23:44.

Sometimes you can't see the wood for the trees. That is why doing a bit

:23:45.:23:50.

of pruning at Beningborough Hall led to an exciting discovery. An

:23:51.:23:56.

unusually large beech tree which set this gardener thinking. It turns out

:23:57.:24:03.

to have the greatest girth of any similar beach in Yorkshire. That

:24:04.:24:08.

qualifies it in the tree world as a Yorkshire champion and it turns out

:24:09.:24:16.

to not be alone. The tree measurer like a Mac to measure it officially

:24:17.:24:20.

and it is a Yorkshire champion. We walked around the Guardian `` garden

:24:21.:24:25.

and discovered quite a few more champions in our midst that we never

:24:26.:24:32.

knew about. This variegated oak was planted by the last Duke of

:24:33.:24:38.

Cambridge in a team 98. It is also the widest of its kind `` 1898. And

:24:39.:24:46.

this is one giant laurel tree. It is many hundreds of years old. Not,

:24:47.:24:52.

technically, a Yorkshire champion, but pretty special. And this white

:24:53.:24:57.

mulberry is only one of three recorded in the whole of Yorkshire,

:24:58.:25:02.

but most people walk past without even noticing. Here amongst the

:25:03.:25:07.

slide `` slides and swings, a Tibetan whitebeam, the tallest of

:25:08.:25:17.

its kind in Yorkshire. Champion! He loves a good tree.

:25:18.:25:22.

On this programme a few days ago, it was said there was no chance of slow

:25:23.:25:30.

for a beast `` for at least two weeks `` no chance of snow.

:25:31.:25:35.

There is a hint that we could see the first snow `` cold spell of

:25:36.:25:38.

winter developing. The levels on the river issues are

:25:39.:25:46.

slowly dropping. `` River Ouse. If you are interested in the

:25:47.:26:12.

potential cold next week, it is on the blog. Headlines that tomorrow:

:26:13.:26:19.

Unsettled. It will improve later on and that is because we will get rid

:26:20.:26:23.

of the next area of low pressure which will bring a lot of rain

:26:24.:26:30.

tonight. For the weekend, looking nice, colder and frost at night but

:26:31.:26:35.

a lot of dry weather with sunshine. The next system is already pushing

:26:36.:26:40.

in from the south`west and it is already wet across some parts of our

:26:41.:26:46.

region. It will be across all parts of Yorkshire so a miserable evening

:26:47.:26:50.

with outbreaks of locally heavy persistent rain. It right over the

:26:51.:26:55.

tops of the Yorkshire Dales and the zero `` North York Moors there could

:26:56.:27:00.

be some wet snow. Not amounting to a great deal.

:27:01.:27:08.

Rather cloudy in the morning with showery outbreaks of rain with

:27:09.:27:15.

wintry stuff right on the tops of the hills. These showers slink away

:27:16.:27:20.

through the morning and the afternoon is drier and brighter but

:27:21.:27:25.

with the risk of one or two showers. A windy day.

:27:26.:27:33.

A bright morning on Friday but patchy rain later. A fine but cold

:27:34.:27:39.

weekend with the risk of Frost at night.

:27:40.:27:49.

I will be back at 10:25pm. From all of us here, good night.

:27:50.:27:51.
