Welcome to Friday's Look North. Tonight, fined for the death of a | :00:00. | :00:08.
little girl in nursery. Lydia Bishop was left alone in the playground ` | :00:09. | :00:12.
York College will pay more than two ?200,000. We'll look at what | :00:13. | :00:17.
safeguards there should be in place. Also tonight: A UK first ` the heart | :00:18. | :00:22.
monitor operation designed to help keep these two young brothers full | :00:23. | :00:27.
of life. Superman to the rescue of households | :00:28. | :00:30.
in Barnsley who fancy a takeaway, but can't be bothered to pick it up. | :00:31. | :00:40.
He'll be live in the studio. And as fine on time today, I'm | :00:41. | :00:45.
freezing cold and wet. But I am on Scarborough seafront to see a love | :00:46. | :00:49.
story. A giant puppet Parade on the seafront. | :00:50. | :00:55.
And I will be back with the full forecast for the weekend. This | :00:56. | :00:58.
picture shows swollen rivers through York. I will have the details later. | :00:59. | :01:09.
Good evening ` and welcome to Look North. York College has been ordered | :01:10. | :01:15.
to pay ?225,000 over the death of a three`year`old at their nursery. | :01:16. | :01:18.
Lydia Bishop died when she became caught in a rope left on the slide | :01:19. | :01:22.
in the playground on her first full day at the nursery. Last week a | :01:23. | :01:26.
worker was cleared of Lydia's manslaughter, but today the judge | :01:27. | :01:29.
criticised the nursery for falling" a long way below standard" in | :01:30. | :01:32.
failing to enforce safety measures. John Cundy has the story. | :01:33. | :01:44.
Lydia Bishop died on her first day at the nursery. She was unsupervised | :01:45. | :01:49.
and she was strangled by a rope someone had left on the playground | :01:50. | :01:53.
slide. It was 20 minutes before nursery staff even realise she was | :01:54. | :01:59.
missing. Last week, is jury at Leeds Crown Court cleared a nursery | :02:00. | :02:04.
assistant of any blame for the death of Lydia that she had been looking | :02:05. | :02:08.
after. Your college were found guilty of breaches of health and | :02:09. | :02:14.
safety legislation. `` York College. The trial judge said that York | :02:15. | :02:18.
College had a hike up ability for the death of Lydia Bishop. Such an | :02:19. | :02:25.
accident, was both foreseeable and foreseen in both `` for not | :02:26. | :02:32.
protecting children on the slide in the playground. The judge continued | :02:33. | :02:36.
and said that he considered that your college were guilty of two | :02:37. | :02:40.
Syria's failings. They were the more tragic because they took place | :02:41. | :02:43.
against the backdrop of the generally careful and thoughtful | :02:44. | :02:47.
approach to health and safety matters at the college. The nursery | :02:48. | :02:54.
never reopened after Lydia's death. Your college say they remain deeply | :02:55. | :02:59.
saddened by the events of 17th of September 2012. We are truly sorry | :03:00. | :03:03.
it has happened and we remain committed to learning from these | :03:04. | :03:07.
tragic events. The fines imposed on your college is the final chapter in | :03:08. | :03:13.
the 18 month saga since the tragic death of Lydia Bishop. Nursing | :03:14. | :03:17.
assistant Sophie redhead, cleared of blame, but the college found wanting | :03:18. | :03:22.
as they fail to protect the little girl who had been in their care. | :03:23. | :03:28.
Tricia Pritchard is from The Voice, a union which represents early years | :03:29. | :03:34.
and childcare workers. Good evening. The college has been fined more than | :03:35. | :04:04.
?200,000, is that enough? I I don't know that any of us would believe | :04:05. | :04:07.
that would any amount would reflect what had happened. Parents and | :04:08. | :04:13.
guardians would want to know what procedures should be in place so | :04:14. | :04:17.
that a child should not be left unsupervised for 20 minutes. | :04:18. | :04:21.
Children should not be left unsupervised for any length of time. | :04:22. | :04:25.
Policies and procedures are to protect the children and the | :04:26. | :04:30.
practitioners. We should have health and safety procedures in place, risk | :04:31. | :04:34.
assessments done on a regular basis and everybody working in that | :04:35. | :04:40.
nursery must be familiar with what is expected of them, what they are | :04:41. | :04:44.
expected to do since they `` if they see anything going on. It is | :04:45. | :04:50.
everybody's responsibility, from bottom up. We are there to care for | :04:51. | :04:53.
the children and we must all be accountable. Last week, the Serb `` | :04:54. | :05:00.
the nursery worker was cleared of manslaughter, where should the | :05:01. | :05:06.
responsibility lies? Ultimately, it is the responsibility of the owner | :05:07. | :05:12.
of the nursery. It is up to them on a to put the policies in place. On a | :05:13. | :05:20.
daily basis, it is up to the senior team. It does not stop there. It is | :05:21. | :05:26.
everybody's responsibility. They must make sure that the policy and | :05:27. | :05:31.
procedures are in place and they are adhered to. Even students on | :05:32. | :05:34.
placements must know what is expected of them, what they are | :05:35. | :05:40.
responsible for. And also, that there is a consequence of not | :05:41. | :05:45.
following policies and procedures. It does not stop at the owners, it | :05:46. | :05:50.
is responsibility from top to bottom and back`up. | :05:51. | :05:53.
Two young brothers from Doncaster have undergone a pioneering | :05:54. | :05:55.
operation at Leeds General Infirmary this morning. Ethan and Kyle Roper | :05:56. | :05:59.
have had the UK's first miniature heart monitors fitted as an implant. | :06:00. | :06:04.
The monitor can wirelessly transmit any unusual heart rhythms direct to | :06:05. | :06:06.
the hospital, which will help diagnose any problems. Cathy | :06:07. | :06:10.
Killick's report contains some surgical footage. | :06:11. | :06:20.
Brothers Ethan and Kyle Roper are clearly enjoying making medical | :06:21. | :06:25.
history. The boys are full of life and healthy outwardly but both have | :06:26. | :06:29.
had an extreme collapses recently. Very worrying, perhaps indicative of | :06:30. | :06:35.
a heart problem. With Kyle, I remember got out of the bath and we | :06:36. | :06:39.
got to the third step on the stairs, and he blacked out. He remembers | :06:40. | :06:43.
waking up on the bottom of the stairs, on the floor. And what about | :06:44. | :06:50.
even? He was upstairs, going to the toilet. I went up when I heard a | :06:51. | :06:57.
thud and I found him on the landing floor. The boys have been fitted | :06:58. | :07:02.
with a monitor just under their skin. They can be sent `` | :07:03. | :07:06.
information can be sent to the hospital wirelessly. The technology | :07:07. | :07:12.
has been around since 2006 but this is the one that the boys are going | :07:13. | :07:16.
to get. Much smaller and more appropriate for a child. Right, do | :07:17. | :07:22.
you know what this is? Yes, that monitors your heart. Where does it | :07:23. | :07:32.
go? About there. There. The procedure is done under general | :07:33. | :07:35.
anaesthetic and takes just a few minutes. You are injecting it like | :07:36. | :07:41.
the chips they using horses and dogs. There were children at the | :07:42. | :07:49.
moment who have finally turned and you try to capture those of on | :07:50. | :07:57.
recordings. This can remain active for 23 years. Something will happen | :07:58. | :08:07.
`` active for up to three years. In those three years, you can record | :08:08. | :08:12.
it. I am impressed. I think he will be. The boys will soon be up and | :08:13. | :08:18.
about. The monitors will show if their hearts need any treatment. If | :08:19. | :08:23.
so, the new technology might just have saved their lives. Wonderful. | :08:24. | :08:28.
Later on Look North, the Steel City still with a chance of the | :08:29. | :08:31.
silverware as both Sheffield sides prepare for their latest FA Cup | :08:32. | :08:34.
ties. Some news in brief now. And a | :08:35. | :08:38.
maintenance worker has been jailed for four years after a toddler fell | :08:39. | :08:42.
from the fourth floor of a block of flats in Sheffield. Robert Warner | :08:43. | :08:45.
was found guilty of manslaughter by gross negligence at Sheffield Crown | :08:46. | :08:50.
Court. He was responsible for maintenance at the flats, where | :08:51. | :08:53.
Ryaheen Banimuslem fell through a gap in the safety barrier in 2012. | :08:54. | :08:58.
Today police paid tribute to the two`year`old girl and her family. It | :08:59. | :09:09.
is a good time to pay tribute to her family, who have displayed | :09:10. | :09:14.
tremendous strength and dignity throughout these months. I think the | :09:15. | :09:20.
verdict from the jury identified that this is unavoidable incident | :09:21. | :09:26.
and it should not have resulted in the death of eight two`year`old. | :09:27. | :09:30.
34`year`old Rotherham man David Sindall is due to appear at | :09:31. | :09:33.
Sheffield Crown Court on Monday charged with the murder of haulage | :09:34. | :09:36.
company boss Dean Armitage. Mr Armitage suffered serious injuries | :09:37. | :09:39.
in an incident outside his home on Skiers View Road in Hoyland near | :09:40. | :09:43.
Barnsley in August. He died nearly three weeks later in hospital. Mr | :09:44. | :09:47.
Sindall entered a not guilty plea in October and the trial is set to last | :09:48. | :09:52.
for ten days. An increasing number of families in | :09:53. | :09:55.
Yorkshire are choosing to take their children out of school and to | :09:56. | :09:59.
educate them at home. So what makes a family decide to go down this | :10:00. | :10:03.
route? Joe Inwood has been to meet two families who have given up on | :10:04. | :10:13.
mainstream education. Today is the last day this little | :10:14. | :10:16.
girl will go through this routine. No uniforms, no more being dropped | :10:17. | :10:24.
off. She will be home`schooled. Just picking your home topic and learning | :10:25. | :10:29.
as much as you want and not having to stop. It was that desire that led | :10:30. | :10:35.
her mum to remove her from the system. When she is into something, | :10:36. | :10:44.
she can carry on. I realise it may sound indulgent, but by the same | :10:45. | :10:48.
token, she is a small child and you are fostering a love of learning. At | :10:49. | :10:54.
the Skinners' house in Sheffield, they have been home`schooling for | :10:55. | :11:00.
three years. Today it is maths. An example of how the education, if not | :11:01. | :11:04.
the setting, is some fun `` is sometimes traditional. We get one | :11:05. | :11:09.
thing that we don't understand, we go over it as much as we want to. | :11:10. | :11:16.
English, science. It is not about getting out of school, it is about | :11:17. | :11:20.
doing more things than school. But there is a cost. Jackie had to give | :11:21. | :11:26.
up a full`time job to become an unpaid teacher. The payback is that | :11:27. | :11:34.
the girls get a good education. At an expense, but it is more than | :11:35. | :11:39.
worth it. Maybe that is the reason that more and more people opt for | :11:40. | :11:44.
home`schooling. In South Yorkshire, 706 children are registered. In the | :11:45. | :11:49.
author Yorkshire, 105, and West Yorkshire has 542 children. So why | :11:50. | :11:56.
the rise? One expert thinks that the reasons may not be entirely | :11:57. | :12:00.
positive. Some people think they could do a better job at home, but | :12:01. | :12:05.
for a lot of parents, it is because they feel absolutely desperate and | :12:06. | :12:08.
in some cases, it would have been suggested by the school. But as | :12:09. | :12:14.
maths turned into a soggy art lesson, the decision for the | :12:15. | :12:19.
Skinners has been a positive one. A choice to move outside the system, a | :12:20. | :12:22.
choice more and more families seem to be making. | :12:23. | :12:33.
Before seven o'clock, I am on Scarborough seafront to see the | :12:34. | :12:38.
story of Orpheus the Mariner retold. There are giant puppets and 1000 | :12:39. | :12:42.
performers. It is a howling gale, what could possibly go wrong! | :12:43. | :12:52.
My name is Paul Appleby. I'm also known as Munchie man. You will find | :12:53. | :12:58.
out why on look North. `` on Look North. | :12:59. | :13:02.
Sport now, and Tanya's here with all the weekend sport and the latest | :13:03. | :13:07.
from Sochi. I have been glued to it. A fantastic | :13:08. | :13:13.
afternoon on the day that we got a gold in the skeleton bob, | :13:14. | :13:17.
Sheffield's Shelley Rudman ended up 16. She started the day in 11th, but | :13:18. | :13:26.
slipped down to 13th after her third run and ended up 16th after her | :13:27. | :13:29.
fourth and final run. The silver medallist from eight years ago was | :13:30. | :13:33.
aiming for a top ten finish, but it was a tough course for her. | :13:34. | :13:36.
Shelley's partner, Kristan Bromley, got his campaign under way today. | :13:37. | :13:39.
Lying tenth after his first run, he moved up to joint eighth after his | :13:40. | :13:43.
second. He was much quicker right from the start, and but for a slight | :13:44. | :13:47.
bump might have moved up even further. His final two runs are | :13:48. | :13:49.
tomorrow. Football now, and Yorkshire really | :13:50. | :13:52.
has got two serious candidates for this season's FA Cup Quarter Finals. | :13:53. | :13:55.
But that's if Sheffield United and Sheffield Wednesday get through | :13:56. | :13:58.
their fifth round ties this weekend. And there is one primary school in | :13:59. | :14:02.
the Steel City, where "cup fever" really is taking hold. Paul Ogden | :14:03. | :14:09.
reports. The city of Sheffield has in fact | :14:10. | :14:14.
already secured this year's FA Cup for itself this week. For a few | :14:15. | :14:19.
hours, anyway. But don't jump to any conclusions about these ribbons. The | :14:20. | :14:27.
famous old trophy was on display at the very blue dominated Hillsborough | :14:28. | :14:33.
Primary School, down the road from Sheffield United `` Sheffield | :14:34. | :14:38.
Wednesday's ground. The FA Cup, every teen dreams of winning it. | :14:39. | :14:43.
Every person wants to see and hold it. Teacher Rob Jackson must have a | :14:44. | :14:51.
tough time at work. He is a lifelong blade in a school full of Sheffield | :14:52. | :14:57.
Wednesday fans. But he is more than happy to predict the results for | :14:58. | :15:04.
both Sheffield teams. I will go for a United victory 2`1 and a Wednesday | :15:05. | :15:14.
lost 2`1. Never in a million years! Sheffield United will win. Wednesday | :15:15. | :15:20.
will get a draw or when, and United will definitely win. That is what it | :15:21. | :15:29.
means to everyone. The last few rounds of the FA Cup, everyone loves | :15:30. | :15:36.
the FA Cup. The kits have been working hard to show how the city of | :15:37. | :15:42.
Sheffield can make its mark on the football world again. Wednesday and | :15:43. | :15:47.
United could do worse than copy the supporters' refreshing self belief | :15:48. | :15:50.
to get through to the quarterfinals. Halifax fell to a late Chester goal | :15:51. | :15:54.
to see them lose 2`1 in the Conference. Twice they've been on TV | :15:55. | :15:58.
this season and so far they've had three players sent off. This looked | :15:59. | :16:03.
very harsh on Josh Wilson. But having gone behind to Chester, they | :16:04. | :16:06.
levelled it in injury time through James Bolton, only for Jamie Menagh | :16:07. | :16:10.
to score right at the death to give the home side the victory. | :16:11. | :16:22.
I don't generally do statistics, but three times since Halifax have been | :16:23. | :16:26.
on telly, they have yet to end the game with 11 men! Anyone want to put | :16:27. | :16:30.
a bet on? Now, if you're anywhere near | :16:31. | :16:33.
Scarborough this weekend and are happy to brave the wet and the wind, | :16:34. | :16:37.
then don't miss the Winter Festival. A giant puppet parade and | :16:38. | :16:40.
performance is taking place along the town's South Bay over the next | :16:41. | :16:43.
two nights. Hundreds of performers, giant puppets, live music and a | :16:44. | :16:46.
lantern procession will tell the story of Orpheus the Mariner ` a | :16:47. | :16:50.
young man trying to save his lover from creatures of The Deep. It's one | :16:51. | :16:54.
of the most tragic tales of lost love in literature and art. Olivia | :16:55. | :16:57.
Richwald is live in Scarborough for us tonight, where it's already under | :16:58. | :17:06.
way. Where better to be on a Friday night | :17:07. | :17:11.
than here on Scarborough seafront. The story is now well underway. You | :17:12. | :17:16.
can see one of the puppets behind me. That is a sailor. We can expect | :17:17. | :17:23.
one `` more of these puppets to rise out of the water on boats. It is the | :17:24. | :17:29.
story of Orpheus the Mariner. It started about one hour ago. It | :17:30. | :17:34.
started half a mile away at the spa complex and it has wound its way to | :17:35. | :17:38.
the harbour where it is reaching its conclusion. There are more than 1000 | :17:39. | :17:42.
performers involved including these guys who are getting ready to sing. | :17:43. | :17:46.
They are one of dozens of choirs involved. I filmed some of the | :17:47. | :17:52.
preparations a few weeks ago. Let's have a look at that. | :17:53. | :17:59.
This is not a vicious form of torture, it is the final rehearsals. | :18:00. | :18:05.
To call Orpheus the Mariner ambitious is like calling this | :18:06. | :18:11.
winter damp. The weather is sopping, Orpheus is giant. 1000 performers | :18:12. | :18:18.
are involved tonight. Organisers had hoped the enormous profits would be | :18:19. | :18:22.
more mobile. But better safe than blown into the sea. They are like | :18:23. | :18:28.
big wind socks, so if they catch the wind, we are in trouble. They are | :18:29. | :18:33.
quite robust. The clothes were made and ripped `` of nylon, so they will | :18:34. | :18:41.
dry out. The faces are covered in latex. They are ready for the | :18:42. | :18:48.
weather, they are all sorted. Work on the project started more than one | :18:49. | :18:52.
year ago. 5000 volunteers were recruited to help with props, | :18:53. | :18:55.
puppets, painting, sewing and staging. It is going to look | :18:56. | :19:06.
fabulous! Story of whether, when the wind blows, we all pull together! I | :19:07. | :19:16.
am making some trumpet horn things. Trumpets will be played by a band, | :19:17. | :19:24.
luckily she is not one of them! I can do it. This is one of 14 | :19:25. | :19:31.
puppets. He will be a drunken sailor when fully operational and finished. | :19:32. | :19:36.
It's Blair has to be `` each puppets has to be coated in waterproof | :19:37. | :19:47.
paint. It is traditionally a quiet time of year in Scarborough and we | :19:48. | :19:51.
wanted a large event of this sort to bring people to the town and show it | :19:52. | :19:55.
off. To show that it is a great place to visit even in the winter. | :19:56. | :20:09.
Communities all over North Yorkshire have been involved in the | :20:10. | :20:14.
preparations. This choir has been learning C shanties. They were all | :20:15. | :20:18.
lined the US `` they were all lined the route and sing their C shanties | :20:19. | :20:27.
in unison. Finally, if you were wondering what to do with a drunken | :20:28. | :20:32.
sailor, Odyssey, you lash into a fence and leave him to sober up. | :20:33. | :20:39.
This show has been two years in the planning. Despite the freezing cold | :20:40. | :20:43.
weather, the wind and rain, there are hundreds of people who have come | :20:44. | :20:49.
down to see the story. It is part of the coastal festival and Wendy | :20:50. | :20:55.
Holroyd joins me. Tell me about it. It is a three`day festival, it runs | :20:56. | :21:02.
till Sunday. There are several events, 80 of which are free. It is | :21:03. | :21:09.
a mixture of music and dance. Comedy and visual, and of course we have | :21:10. | :21:12.
