Hello. Welcome to the programme. Tonight: How safe are Yorkshire's

:00:00.:00:08.

jails? A Look North investigation reveals a big drop in prison officer

:00:09.:00:13.

numbers. We'll ask if there are enough left to keep control.

:00:14.:00:17.

Also tonight: The man in charge of the high`speed rail scheme tells us

:00:18.:00:21.

it COULD be built from Yorkshire downwards.

:00:22.:00:30.

Oh, my God! Warm chewing gum. And, Educating Yorkshire star, Mr

:00:31.:00:37.

Burton, will be here in the studio. And we have had a pleasant day

:00:38.:00:44.

today. The sunshine was pleasant. It will be turning more unsettled this

:00:45.:00:47.

evening. More details later. First tonight, do we have enough

:00:48.:00:58.

prison officers to keep our jails under control? Look North has

:00:59.:01:00.

discovered that numbers have fallen by a fifth in the past few years. We

:01:01.:01:04.

looked at four of Yorkshire's biggest prisons ` Leeds, Wakefield,

:01:05.:01:06.

Lindholme and Moorland. They now employ 280 fewer prison

:01:07.:01:13.

officers than they did four years ago ` that's down by 20%. Last year,

:01:14.:01:18.

officers in those prisons had to deal with 345 incidents of assaults,

:01:19.:01:22.

including fights. The Government says it's confident they have enough

:01:23.:01:26.

staff to keep order. But tonight a former prison officer warns that our

:01:27.:01:29.

jails are becoming increasingly dangerous places to work. Emma

:01:30.:01:30.

Glasbey has this exclusive report. More and more people have been going

:01:31.:01:45.

to jail over the last 20 years. Prisons are almost full, but the

:01:46.:01:48.

number of officers working in Yorkshire 's biggest prisons is

:01:49.:01:53.

falling. Using the Freedom of Information Act, we have discovered

:01:54.:01:57.

that over the last four years in Leeds and Wakefield, 80 prison

:01:58.:02:05.

officers have gone. Elsewhere, they have seen a reduction of 60. They

:02:06.:02:12.

have lit the fuse on a ticking bomb. History shows that it will fail. It

:02:13.:02:20.

is a dangerous job and it becomes more dangerous by reducing the

:02:21.:02:26.

number of staff. It was getting harder when I left and I am sure it

:02:27.:02:31.

is getting harder and harder for the stuff I left behind.

:02:32.:02:35.

There was a stark reminder of how dangerous the job is in 2010.

:02:36.:02:40.

Morland saw one of the worst instances of prison rioting in

:02:41.:02:47.

years. The worst three nights of my career. It was devastating. To feel

:02:48.:02:53.

your place of work has been so violated.

:02:54.:02:59.

The number of attacks and fights at these prisons has fluctuated.

:03:00.:03:03.

Morland has seen a fall but the government statistics being

:03:04.:03:08.

disputed. The under reporting is a problem. They are on the increase

:03:09.:03:13.

because, although they put the stats out, not every assault is reported.

:03:14.:03:19.

It all depends where a reportable assault is and it is down to the

:03:20.:03:24.

governor whether they report assaults to headquarters.

:03:25.:03:30.

No one from the prison service was available for interview but they

:03:31.:03:34.

told us they are reforming and modernising to ensure best value for

:03:35.:03:39.

the tax payer. They say they are committed to maintaining safe and

:03:40.:03:42.

secure prisons with appropriate staffing levels. They also told us

:03:43.:03:47.

arrangements are in place to fill posts from other prisons when there

:03:48.:03:48.

are temporary staff shortages. The Howard League for Penal Reform

:03:49.:03:57.

campaigns for change in prisons. It says cutting the number of warders

:03:58.:04:00.

reduces the effectiveness of the prison system.

:04:01.:04:07.

It is very concerning when officer numbers go down because it affects

:04:08.:04:12.

the ability to do anything useful inside these prisons. If you look at

:04:13.:04:18.

reports from Morland and Lindholme, it is clear that not enough

:04:19.:04:23.

purposeful activity is happening. Nationally, the number of assaults

:04:24.:04:30.

are down. Actually, the fewer number of officers doesn't necessarily mean

:04:31.:04:34.

less control, does it? But what it possibly means is more

:04:35.:04:38.

people locked up in their cells all day with nothing to do. It comes

:04:39.:04:44.

back to the purpose of putting people inside prison. Are we there

:04:45.:04:49.

to warehouse people and let them out and is likely to commit more crime?

:04:50.:04:54.

Or should they be doing something useful and productive with their

:04:55.:05:00.

time ` education, training or work? What would you say will be the

:05:01.:05:05.

long`term consequences of fewer prison officers? The longer term

:05:06.:05:09.

consequences of making cuts and cutting officers and not prison

:05:10.:05:15.

numbers `` prisoner numbers, will mean to make prisons less useful and

:05:16.:05:22.

a greater waste of money. The government says its priority is

:05:23.:05:27.

safety and security in prisons, but it acknowledges it needs to reform

:05:28.:05:35.

and give value for money? They are not getting value for

:05:36.:05:41.

money. About half of prisoners reoffend within a year. Instead, the

:05:42.:05:47.

government should look at cutting prison `` prisoner numbers. In the

:05:48.:05:51.

last 20 years, the number of people in prison has doubled and the number

:05:52.:05:55.

`` the government needs to address that.

:05:56.:05:57.

Also tonight: A woman who is critically injured in hospital has

:05:58.:06:00.

been arrested on suspicion of the murder of her two`year`old daughter.

:06:01.:06:03.

They'd been found lying unconscious behind a house in the Marshfields

:06:04.:06:06.

area of Bradford. It appears the girl had suffered a fall. Our crime

:06:07.:06:10.

correspondent, John Cundy, is at the scene with the latest.

:06:11.:06:20.

It is a distressing story. Detectives are trying to piece

:06:21.:06:24.

together what lies behind this terrible incident here. Neighbours

:06:25.:06:29.

have spoken of the woman being a quiet person and of hearing frequent

:06:30.:06:34.

cries of a child coming from the house. It is only today that the

:06:35.:06:38.

full extent of the tragedy yesterday was known.

:06:39.:06:43.

Police alerted by paramedics had gone to the house in Delamere Street

:06:44.:06:47.

at quarter past nine yesterday morning. They found a 36`year`old

:06:48.:06:51.

woman unconscious with her two`year`old daughter at the back of

:06:52.:06:55.

the house. The little girl was declared dead in hospital and a

:06:56.:07:00.

postmortem examination revealed her injuries were consistent with a

:07:01.:07:05.

fall. Her mother, critically ill in hospital, has been arrested on

:07:06.:07:08.

suspicion of her daughter 's murder. The family are believed to

:07:09.:07:13.

have moved from Bradford recently. In the community today is a feeling

:07:14.:07:20.

of shock and disbelief. Everybody is shocked. I am a father

:07:21.:07:24.

and the children are shocked as well. It is sad whatever has

:07:25.:07:31.

happened. People are so shocked and there is general disbelief. Here it

:07:32.:07:38.

is very friendly. I have never had any problem and I have been here for

:07:39.:07:44.

over 20 years in the same house. Police say investigations are at an

:07:45.:07:48.

early stage and they appealed to anyone who might have information to

:07:49.:07:51.

help them to get in touch immediately.

:07:52.:07:56.

The identity of the child will not be released until tomorrow, but the

:07:57.:08:00.

police say they are not looking for anyone else in connection with this

:08:01.:08:04.

tragedy. With the mother still lying critically ill in hospital, it may

:08:05.:08:09.

be quite some time before detectives can speak to her to find out exactly

:08:10.:08:11.

what happened here and why. Later: They are on their way to

:08:12.:08:23.

Wembley. How Chesterfield stream on reaching a cup final came true. We

:08:24.:08:26.

look back on an emotional night. Let's look at the rest of the day's

:08:27.:08:32.

news and unemployment in Yorkshire has fallen again. Figures for the

:08:33.:08:35.

three`month period between October and December show there were 240,000

:08:36.:08:38.

people without a job ` that's 8,000 fewer than the previous quarter. The

:08:39.:08:46.

regional unemployment rate is now 8.6% ` the second highest in

:08:47.:08:49.

Britain. A 22`year`old Bradford man is due to

:08:50.:08:53.

appear at the city's Crown Court on Friday charged with the murder of

:08:54.:08:56.

his wife last November. An international arrest warrant had

:08:57.:08:58.

been issued for Danish Irfan after the body of his wife Ridda Zanab was

:08:59.:09:03.

found in her home in Lidgett Green. Mr Irfan was arrested yesterday at

:09:04.:09:06.

Manchester Airport and appeared before magistrates this morning.

:09:07.:09:10.

Also in Bradford, two men were arrested this morning on suspicion

:09:11.:09:15.

of the murder of car dealer Sajid Saddique. On Monday, detectives had

:09:16.:09:19.

made fresh appeals for help over the mystery of Mr Saddique who'd

:09:20.:09:22.

vanished after last being seen in Shipley seven years ago. The men

:09:23.:09:26.

who've been arrested are both from Bradford. They're aged 48 and 52.

:09:27.:09:32.

Leeds music festival, Party in the Park, will not take place this year

:09:33.:09:37.

because of "budget pressures". The pop event has been held since 1994

:09:38.:09:42.

at Temple Newsam. It attracts up to 70,000 people. The council said it

:09:43.:09:46.

was no longer feasible without increasing ticket prices or finding

:09:47.:09:50.

a new sponsor. A decision has yet to be made on two other council funded

:09:51.:09:53.

concerts, Opera in the Park and Classical Fantasia.

:09:54.:10:01.

Inspection work has begun on a house that fell into a sink in Ripon.

:10:02.:10:09.

Inspectors have spent the day there, as have the builders owners.

:10:10.:10:15.

No one was injured when the hole opened under the detached house and

:10:16.:10:19.

it is thought to be at `` caused by the gypsum deposits in the land. It

:10:20.:10:23.

is not yet known what will happen to the building.

:10:24.:10:25.

Parents in a north Yorkshire town are demanding answers after it

:10:26.:10:28.

emerged that the entire governing body of one of the county's largest

:10:29.:10:31.

secondary schools has resigned. They say the decision of governors at

:10:32.:10:35.

Richmond School and Sixth Form to quit en masse has led to speculation

:10:36.:10:38.

and concern about what might lie behind the move. So far, none of the

:10:39.:10:42.

governors have explained why they stepped down, but the council insist

:10:43.:10:45.

the education of pupils won't be affected. We are just very concerned

:10:46.:10:54.

for our daughters education. For the management of the school to be so

:10:55.:10:59.

dysfunctional for whatever it has occurred, we don't know what it is

:11:00.:11:04.

why it has happened. We are just very worried as many other parents.

:11:05.:11:09.

It is very rare for an entire governing body to leave so I need to

:11:10.:11:14.

understand why they have gone and I need to understand from the

:11:15.:11:17.

education authority and from the school 's point of view what brought

:11:18.:11:21.

us to this situation so that it can't happen again and we can

:11:22.:11:23.

guarantee the school flourishes. Disability rights campaigners have

:11:24.:11:29.

been demonstrating outside offices of the Department for Work and

:11:30.:11:31.

Pensions and medical assessment centres across Yorkshire.

:11:32.:11:35.

They claim the government's "fit to work" tests, carried out by the

:11:36.:11:38.

company ATOS, are "damaging and distressing" and have led to

:11:39.:11:44.

suicides. Ian White reports. Protesters laid flowers in Sheffield

:11:45.:11:48.

city centre today to remember the people they claim have been driven

:11:49.:11:52.

to suicide by the governments tests. We need to fight back.

:11:53.:12:01.

The work capability assessment was introduced in 2008 by the then

:12:02.:12:06.

Labour government. Medical tests are carried out. You have to pass 16

:12:07.:12:15.

questions out of 20 and they are such stupid questions as, can you

:12:16.:12:22.

put a hat on. On that day I may be able to do those things but the day

:12:23.:12:28.

before maybe I couldn't. In Leeds, demonstrators were

:12:29.:12:32.

threatened with arrest by security staff when they invaded a security

:12:33.:12:38.

centre. This is one of the centres where the assessments are carried

:12:39.:12:46.

out. The company, Aptos says, it's services are compassionate. How can

:12:47.:12:53.

you say to somebody, you are not having `` having any money. Go and

:12:54.:12:58.

suffer and go and find work. They have no right to do this to people.

:12:59.:13:04.

Protests were held all over Yorkshire today. Demonstrators say

:13:05.:13:11.

they hope the Secretary for work and pensions will now sit up and listen.

:13:12.:13:15.

He's the man who delivered the Olympics. Some say Sir David

:13:16.:13:20.

Higgin's next challenge will be even greater ` delivering HS2 ` the high

:13:21.:13:24.

speed rail line from London to the North.

:13:25.:13:26.

Today, he brought his cabinet to Leeds for the first time to allow

:13:27.:13:30.

business leaders to raise their concerns face to face. He told me he

:13:31.:13:35.

was here to listen and said he'd consider the possibility of

:13:36.:13:37.

beginning construction in Yorkshire, rather than automatically starting

:13:38.:13:41.

in the South. HS2 has the chance to transform this

:13:42.:13:46.

side of the UK. My challenge is that we need a plan for how Yorkshire and

:13:47.:13:50.

Leeds and the surrounding cities will make the most of it.

:13:51.:13:57.

Hundreds of homeowner `` homeowners in our region face decades of blight

:13:58.:14:01.

and they are unable to sell their homes. They want you to build

:14:02.:14:07.

tunnels. In some areas we are but the important thing is getting into

:14:08.:14:11.

cities and making the interconnection work. The

:14:12.:14:14.

submissions will be reviewed by the government over the next six months

:14:15.:14:20.

so C what they `` let us see what they are and I do not want to

:14:21.:14:25.

pre`empt them. I understand this is a difficult issue, but we need to

:14:26.:14:29.

focus on our communications and be clear about the finalisation of the

:14:30.:14:35.

route and how compensation works so that people have the chance to move

:14:36.:14:42.

if they want to. What about the prospect of starting construction

:14:43.:14:46.

here rather than down south? Firstly, it is cheaper to build up

:14:47.:14:52.

here and it is better to spend money earlier so you avoid inflation. As

:14:53.:14:56.

we have seen in Europe with high`speed lines, you can build and

:14:57.:15:01.

start regeneration and the chain can come later. It doesn't stop

:15:02.:15:04.

regeneration in cities that have a plan for it.

:15:05.:15:09.

So starting construction work in this part of the world is a

:15:10.:15:14.

possibility? Absolutely right. As soon as the bill goes through, we

:15:15.:15:19.

should start in Leeds so we can provide certainly for a massive

:15:20.:15:23.

regeneration opportunity that will extend the scale and jobs in Leeds.

:15:24.:15:29.

Business leaders in Sheffield are calling for a shared `` station to

:15:30.:15:33.

be built in the city centre. Are you considering that? I know there will

:15:34.:15:39.

be a submission on that and we will consider that. We will come back at

:15:40.:15:42.

the end of this calendar year on that.

:15:43.:15:48.

Before seven: an arts performance with a difference.

:15:49.:15:53.

We enter a giant ball of human hair in a gallery.

:15:54.:15:56.

Very random! Football now and if you're a fan of

:15:57.:15:59.

Chesterfield, you'll already have the date firmly in your diary `

:16:00.:16:04.

Sunday 30th March. That's because The Spireites are on the way to

:16:05.:16:07.

Wembley for the Johnstone's Paints Trophy Final against Peterborough.

:16:08.:16:09.

Yes, Chesterfield have booked their place there by beating Fleetwood on

:16:10.:16:13.

aggregate by 3`2. Mind you, things didn't quite go to plan last night,

:16:14.:16:16.

in the home leg. Ian Bucknell reports.

:16:17.:16:25.

We are back at Wembley and we thoroughly deserved to be here. We

:16:26.:16:33.

had a brilliant season and we are unbeatable, I think.

:16:34.:16:38.

It ended with Chesterfield on their way to Wembley. They let the tie 3`1

:16:39.:16:45.

from the first dead`end were hot favourites `` from the first leg.

:16:46.:16:50.

One of the stars of the night was the keeper. Chances came and went in

:16:51.:17:01.

the second half. Then, near disaster as they nearly bagged a goal of

:17:02.:17:09.

their own in the dying minutes. Fleetwood's challenge came too late.

:17:10.:17:16.

It was a great game of football. Fair play to Fleetwood. We are

:17:17.:17:22.

delighted to be going to Wembley. I am so proud. I've been in football

:17:23.:17:31.

all my life so I'm a lucky lad. It is a special night for Chesterfield.

:17:32.:17:36.

The game were nervy and the crowd was edgy. We got through in the end.

:17:37.:17:43.

On to Wembley! The last five minutes was a bit squeaky bottom time. It

:17:44.:17:49.

will be great and we will hopefully get the same result in March.

:17:50.:17:55.

Chesterfield sit at the top of league two. These are good times for

:17:56.:18:00.

the team and a win at Wembley will really give the fans something to

:18:01.:18:04.

cheer in March. Well deserved.

:18:05.:18:09.

We did have three other teams in action last night besides

:18:10.:18:11.

Chesterfield. But in The Championship, Sheffield Wednesday

:18:12.:18:15.

lost 1`0 at home to Derby. Barnsley were beaten 2`0 at Wigan.

:18:16.:18:18.

Then again, Bradford City's victory by a single goal over Port Vale did

:18:19.:18:20.

give us something to cheer about. Here it is. A header by Carl McHugh

:18:21.:18:29.

in injury time. And it was certainly worth waiting for. It put an end to

:18:30.:18:33.

City's run of 13 matches without winning, and lifts Bradford up to

:18:34.:18:36.

11th in the League One table. Plans for a statue of the world's

:18:37.:18:39.

first black professional footballer have been unveiled in Rotherham.

:18:40.:18:42.

Arthur Wharton played in goal for Rotherham and Sheffield United in

:18:43.:18:45.

the late nineteenth century. This year marks the 125th anniversary of

:18:46.:18:48.

his signing for Rotherham Town, the club that became Rotherham United. A

:18:49.:18:52.

bronze replica was on display today of the statue that will be built

:18:53.:18:56.

outside the New York stadium by the end of the year.

:18:57.:19:04.

We are embracing in rather run a statement that everyone, whatever

:19:05.:19:12.

class, colour or creed, will accept each other that they are on the same

:19:13.:19:20.

level and have the same opportunities and can live and work

:19:21.:19:26.

together. Collectively, and enjoy life.

:19:27.:19:33.

Just a month to Sport Relief. I can't wait. How's your training

:19:34.:19:38.

going? Very slowly. For those of you who

:19:39.:19:49.

don't know, Harry and I are cycling the root of the Tour de France to

:19:50.:19:54.

raise a bit of cash on a tandem. I will be behind them cheering them

:19:55.:19:57.

on. You won't be having a go?

:19:58.:20:04.

We will see. Someone else taking up the challenge is Daniel Baines.

:20:05.:20:09.

Yes, he is here with his assistant headteacher. Mr Burton, many of you

:20:10.:20:17.

will remember from the award`winning TV series, Educating Yorkshire.

:20:18.:20:20.

Daniel, let me start with you. Tell us about your challenge.

:20:21.:20:26.

I have done it before and that is why I want to do it again because I

:20:27.:20:32.

liked it before. It's good to do it. This challenge is for Sport Relief

:20:33.:20:40.

and you are walking a mile for Sport Relief. You did it in 2010, didn't

:20:41.:20:49.

you? Yes. The Challenger did in 2010... You hadn't been walking for

:20:50.:20:55.

very long, had you? No I had been in my wheelchair and crawling.

:20:56.:21:01.

Your man said you only started to walk 18 months before doing that

:21:02.:21:04.

challenge and he did it with a walker. Yes. How was that? Hard. For

:21:05.:21:16.

long distances so that was difference from what I was doing

:21:17.:21:21.

before. For someone who was not able to walk before it must have been

:21:22.:21:24.

really difficult and this time you are doing the same challenge but

:21:25.:21:31.

what are you doing this time? I'm doing it with only one crutch.

:21:32.:21:37.

Mr Burton, you must be enormously proud of Daniel and an inspiration

:21:38.:21:43.

for the school? Yes, we are utterly bowled over by the achievements of

:21:44.:21:49.

our students. He wasn't able to walk a few short years ago so it is

:21:50.:21:54.

incredible and awe inspiring. Daniel, why do you want to do that

:21:55.:21:58.

challenge? Because there are people and

:21:59.:22:02.

children in the UK and other countries who are less fortunate

:22:03.:22:08.

than me and they don't have some of the basic things that you need in

:22:09.:22:13.

life, like water, food and medication and shelter.

:22:14.:22:18.

I think we have a clip. Yes, this is of Educating Yorkshire.

:22:19.:22:28.

Well chewing gum! Give us five, yeah.

:22:29.:22:35.

It was lovely to put my ham `` hand on warm chewing gum!

:22:36.:22:44.

It had a huge impact on the nation, didn't it?

:22:45.:22:48.

I think so. We went to have `` went into it with our eyes wide open of

:22:49.:22:53.

what we wanted to do. We wanted to improve the perception of teachers

:22:54.:22:58.

and improve possibly the reputation of the area. Dewsbury has had quite

:22:59.:23:03.

a bad reputation for a while in terms of media stories that come out

:23:04.:23:07.

of there. We gave the area a good news story and we are very proud of

:23:08.:23:18.

that. Celebrity teachers help as well,

:23:19.:23:22.

don't they Mr Burton? None of the kids would say we are

:23:23.:23:26.

celebrities! Now, I love the theatre and I've

:23:27.:23:30.

seen a few shows in my time, but here's something I've never seen

:23:31.:23:33.

before. A perfomance inside a giant ball of hair.

:23:34.:23:36.

This must be one of the most unusual artistic performances.

:23:37.:23:47.

She tells me she will teach me everything.

:23:48.:23:55.

This is a one`woman show about black hair and it is performed inside a

:23:56.:24:01.

giant ball of weeks and hairpieces. It's about all of the work and the

:24:02.:24:05.

artistry and the love that goes into that. It is also about the pain that

:24:06.:24:13.

goes into that in some aspects. The history behind it and it looks that

:24:14.:24:25.

beauty and how beauty salons... Long, luscious and flowing straight

:24:26.:24:32.

hair is a big part of that. Not hair that grows up to the sky or

:24:33.:24:34.

collapses in on itself. I meet a girl and she is my age.

:24:35.:24:46.

This giant ball of hair is completely transformed in the

:24:47.:24:51.

performance and the audience is encouraged to explore its textures

:24:52.:24:54.

to help them understand black hair. And exploring new trends. Selina's

:24:55.:25:01.

has worked as a hairdresser for nearly 12 years and she says more

:25:02.:25:04.

and more black women are embracing their natural hair. I have brought

:25:05.:25:13.

`` board relaxes. They are in the back. Most women

:25:14.:25:19.

aren't doing natural hair. They say they don't want any more chemicals

:25:20.:25:27.

in their hair. I decide I want to love my natural hair. You can see

:25:28.:25:35.

this unique performance for free in Leeds until Friday.

:25:36.:25:45.

Do you have someone in your hair throwing oranges?

:25:46.:25:53.

Say that again! Let's get on with the weather.

:25:54.:26:00.

Tomorrow, windy and getting cooler with rain showers. You can see how

:26:01.:26:07.

tightly packed the isobars are packed tomorrow. Temperatures got up

:26:08.:26:16.

to around 11 degrees today. This evening, the breeze will strengthen

:26:17.:26:21.

and outbreaks of rain will spreading from the West. Heavy at times but

:26:22.:26:28.

becoming lighter later. A fairly mild night to come, albeit breezy

:26:29.:26:31.

and damp. Tomorrow morning, a cloudy start

:26:32.:26:47.

with damp and drizzly conditions and another band of rain will sweep in

:26:48.:26:53.

from the west. Bright sunny spells then developing with a scattering of

:26:54.:26:56.

showers in the afternoon and one or two of them could be heavy or

:26:57.:27:01.

sundry. The highest of the temperatures tomorrow morning, but

:27:02.:27:06.

it will cool off through the course of the afternoon. We will keep the

:27:07.:27:10.

blustery wind on Friday and the weekend also.

:27:11.:27:13.
