evening. More details later. First tonight, do we have enough | :00:48. | :00:58. | |
prison officers to keep our jails under control? Look North has | :00:59. | :01:00. | |
discovered that numbers have fallen by a fifth in the past few years. We | :01:01. | :01:04. | |
looked at four of Yorkshire's biggest prisons ` Leeds, Wakefield, | :01:05. | :01:06. | |
Lindholme and Moorland. They now employ 280 fewer prison | :01:07. | :01:13. | |
officers than they did four years ago ` that's down by 20%. Last year, | :01:14. | :01:18. | |
officers in those prisons had to deal with 345 incidents of assaults, | :01:19. | :01:22. | |
including fights. The Government says it's confident they have enough | :01:23. | :01:26. | |
staff to keep order. But tonight a former prison officer warns that our | :01:27. | :01:29. | |
jails are becoming increasingly dangerous places to work. Emma | :01:30. | :01:30. | |
Glasbey has this exclusive report. More and more people have been going | :01:31. | :01:45. | |
to jail over the last 20 years. Prisons are almost full, but the | :01:46. | :01:48. | |
number of officers working in Yorkshire 's biggest prisons is | :01:49. | :01:53. | |
falling. Using the Freedom of Information Act, we have discovered | :01:54. | :01:57. | |
that over the last four years in Leeds and Wakefield, 80 prison | :01:58. | :02:05. | |
officers have gone. Elsewhere, they have seen a reduction of 60. They | :02:06. | :02:12. | |
have lit the fuse on a ticking bomb. History shows that it will fail. It | :02:13. | :02:20. | |
is a dangerous job and it becomes more dangerous by reducing the | :02:21. | :02:26. | |
number of staff. It was getting harder when I left and I am sure it | :02:27. | :02:31. | |
is getting harder and harder for the stuff I left behind. | :02:32. | :02:35. | |
There was a stark reminder of how dangerous the job is in 2010. | :02:36. | :02:40. | |
Morland saw one of the worst instances of prison rioting in | :02:41. | :02:47. | |
years. The worst three nights of my career. It was devastating. To feel | :02:48. | :02:53. | |
your place of work has been so violated. | :02:54. | :02:59. | |
The number of attacks and fights at these prisons has fluctuated. | :03:00. | :03:03. | |
Morland has seen a fall but the government statistics being | :03:04. | :03:08. | |
disputed. The under reporting is a problem. They are on the increase | :03:09. | :03:13. | |
because, although they put the stats out, not every assault is reported. | :03:14. | :03:19. | |
It all depends where a reportable assault is and it is down to the | :03:20. | :03:24. | |
governor whether they report assaults to headquarters. | :03:25. | :03:30. | |
No one from the prison service was available for interview but they | :03:31. | :03:34. | |
told us they are reforming and modernising to ensure best value for | :03:35. | :03:39. | |
the tax payer. They say they are committed to maintaining safe and | :03:40. | :03:42. | |
secure prisons with appropriate staffing levels. They also told us | :03:43. | :03:47. | |
arrangements are in place to fill posts from other prisons when there | :03:48. | :03:48. | |
are temporary staff shortages. The Howard League for Penal Reform | :03:49. | :03:57. | |
campaigns for change in prisons. It says cutting the number of warders | :03:58. | :04:00. | |
reduces the effectiveness of the prison system. | :04:01. | :04:07. | |
It is very concerning when officer numbers go down because it affects | :04:08. | :04:12. | |
the ability to do anything useful inside these prisons. If you look at | :04:13. | :04:18. | |
reports from Morland and Lindholme, it is clear that not enough | :04:19. | :04:23. | |
purposeful activity is happening. Nationally, the number of assaults | :04:24. | :04:30. | |
are down. Actually, the fewer number of officers doesn't necessarily mean | :04:31. | :04:34. | |
less control, does it? But what it possibly means is more | :04:35. | :04:38. | |
people locked up in their cells all day with nothing to do. It comes | :04:39. | :04:44. | |
back to the purpose of putting people inside prison. Are we there | :04:45. | :04:49. | |
to warehouse people and let them out and is likely to commit more crime? | :04:50. | :04:54. | |
Or should they be doing something useful and productive with their | :04:55. | :05:00. | |
time ` education, training or work? What would you say will be the | :05:01. | :05:05. | |
long`term consequences of fewer prison officers? The longer term | :05:06. | :05:09. | |
consequences of making cuts and cutting officers and not prison | :05:10. | :05:15. | |
numbers `` prisoner numbers, will mean to make prisons less useful and | :05:16. | :05:22. | |
a greater waste of money. The government says its priority is | :05:23. | :05:27. | |
safety and security in prisons, but it acknowledges it needs to reform | :05:28. | :05:35. | |
and give value for money? They are not getting value for | :05:36. | :05:41. | |
money. About half of prisoners reoffend within a year. Instead, the | :05:42. | :05:47. | |
government should look at cutting prison `` prisoner numbers. In the | :05:48. | :05:51. | |
last 20 years, the number of people in prison has doubled and the number | :05:52. | :05:55. | |
`` the government needs to address that. | :05:56. | :05:57. | |
Also tonight: A woman who is critically injured in hospital has | :05:58. | :06:00. | |
been arrested on suspicion of the murder of her two`year`old daughter. | :06:01. | :06:03. | |
They'd been found lying unconscious behind a house in the Marshfields | :06:04. | :06:06. | |
area of Bradford. It appears the girl had suffered a fall. Our crime | :06:07. | :06:10. | |
correspondent, John Cundy, is at the scene with the latest. | :06:11. | :06:20. | |
It is a distressing story. Detectives are trying to piece | :06:21. | :06:24. | |
together what lies behind this terrible incident here. Neighbours | :06:25. | :06:29. | |
have spoken of the woman being a quiet person and of hearing frequent | :06:30. | :06:34. | |
cries of a child coming from the house. It is only today that the | :06:35. | :06:38. | |
full extent of the tragedy yesterday was known. | :06:39. | :06:43. | |
Police alerted by paramedics had gone to the house in Delamere Street | :06:44. | :06:47. | |
at quarter past nine yesterday morning. They found a 36`year`old | :06:48. | :06:51. | |
woman unconscious with her two`year`old daughter at the back of | :06:52. | :06:55. | |
the house. The little girl was declared dead in hospital and a | :06:56. | :07:00. | |
postmortem examination revealed her injuries were consistent with a | :07:01. | :07:05. | |
fall. Her mother, critically ill in hospital, has been arrested on | :07:06. | :07:08. | |
suspicion of her daughter 's murder. The family are believed to | :07:09. | :07:13. | |
have moved from Bradford recently. In the community today is a feeling | :07:14. | :07:20. | |
of shock and disbelief. Everybody is shocked. I am a father | :07:21. | :07:24. | |
and the children are shocked as well. It is sad whatever has | :07:25. | :07:31. | |
happened. People are so shocked and there is general disbelief. Here it | :07:32. | :07:38. | |
is very friendly. I have never had any problem and I have been here for | :07:39. | :07:44. | |
over 20 years in the same house. Police say investigations are at an | :07:45. | :07:48. | |
early stage and they appealed to anyone who might have information to | :07:49. | :07:51. | |
help them to get in touch immediately. | :07:52. | :07:56. | |
The identity of the child will not be released until tomorrow, but the | :07:57. | :08:00. | |
police say they are not looking for anyone else in connection with this | :08:01. | :08:04. | |
tragedy. With the mother still lying critically ill in hospital, it may | :08:05. | :08:09. | |
be quite some time before detectives can speak to her to find out exactly | :08:10. | :08:11. | |

vanished after last being seen in Shipley seven years ago. The men | :09:23. | :09:26. | |
who've been arrested are both from Bradford. They're aged 48 and 52. | :09:27. | :09:32. | |
Leeds music festival, Party in the Park, will not take place this year | :09:33. | :09:37. | |
because of "budget pressures". The pop event has been held since 1994 | :09:38. | :09:42. | |
at Temple Newsam. It attracts up to 70,000 people. The council said it | :09:43. | :09:46. | |

governors have explained why they stepped down, but the council insist | :10:43. | :10:45. | |

guarantee the school flourishes. Disability rights campaigners have | :11:24. | :11:29. | |
been demonstrating outside offices of the Department for Work and | :11:30. | :11:31. | |
Pensions and medical assessment centres across Yorkshire. | :11:32. | :11:35. | |
They claim the government's "fit to work" tests, carried out by the | :11:36. | :11:38. | |
company ATOS, are "damaging and distressing" and have led to | :11:39. | :11:44. | |
