in Leeds. An independent review found relatives had suffered a | :01:17. | :01:20. | |
tragic loss of compassion. @nd sometimes weren't even offered basic | :01:21. | :01:23. | |
kindness. Leeds General Infhrmary has been the subject of a ydar long | :01:24. | :01:27. | |
review, after surgery was stspended at its children's heart unit because | :01:28. | :01:30. | |
of concerns over the number of deaths. The review found thd | :01:31. | :01:34. | |
hospital to be safe. But sahd it needed to improve patient c`re. | :01:35. | :01:41. | |
Children's heart surgery has been suspended at a hospital in Leeds. | :01:42. | :01:44. | |
The suspension of children's heart surgery in Leeds last March caused a | :01:45. | :01:47. | |
storm of claim and counterclaim about death rates and quality of | :01:48. | :01:53. | |
care at the unit. But now, `lmost a year on, NHS England has published | :01:54. | :01:57. | |
two reports into the closurd. One looking at all deaths on thd unit | :01:58. | :02:01. | |
over a five`year period. And the second, an examination of the | :02:02. | :02:04. | |
treatment that some parents say they received. The mortality revhew | :02:05. | :02:09. | |
looked into the deaths of 34 children who found the clinhcal | :02:10. | :02:12. | |
outcomes were in line with others similar units, and that services are | :02:13. | :02:18. | |
safe and running well. But the report looking at how patients were | :02:19. | :02:21. | |
treated found shortcomings hn the care of 16 families, includhng one | :02:22. | :02:24. | |
mother who said she felt prdssured into having an abortion, ag`inst her | :02:25. | :02:33. | |
Muslim beliefs. We are profoundly sorry that we have let you down | :02:34. | :02:40. | |
We... Have a sense of profotnd. . Disappointment and regret that. . | :02:41. | :02:48. | |
Your experience was... So poor. We are thrilled that the unfair and | :02:49. | :02:51. | |
flawed decision... Surgery was suspended the very day after | :02:52. | :02:54. | |
campaigners overturned a decision to close the unit in the High Court. An | :02:55. | :02:58. | |
investigation into safety and quality of care followed and today's | :02:59. | :03:01. | |
two reports make 35 recommendations for improvement. Many familhes come | :03:02. | :03:07. | |
to this unit having incredibly positive experiences. Much of this | :03:08. | :03:12. | |
is a very negative view of the service. We must take heart from the | :03:13. | :03:17. | |
fact that most of the familhes who come through here have very positive | :03:18. | :03:21. | |
experience and it is a very safe place for children. Michelld Elliott | :03:22. | :03:29. | |
is one of the 16 parents referred to in the report. She believes her | :03:30. | :03:32. | |
daughter Jessica suffered brain damage because of delays in being | :03:33. | :03:35. | |
referred for a heart transplant It's a step in the right direction. | :03:36. | :03:40. | |
But I think it's important the message is out there that this isn't | :03:41. | :03:43. | |
a clean bill of health. It's so important to us that no othdr | :03:44. | :03:46. | |
children die during surgery or immediately after. These colplaints | :03:47. | :03:51. | |
go back to 2009. I'm not saxing they're not valid, however what I'm | :03:52. | :03:54. | |
saying is that the centre is safe, and that is the most import`nt | :03:55. | :03:58. | |
message for me to give, bearing in mind we do support families. The | :03:59. | :04:01. | |
third report, looking at concerns look from whistle`blowing doctors | :04:02. | :04:04. | |
from other units, has yet to be published. Meanwhile, the longer | :04:05. | :04:09. | |
term future of the unit won't be known until next year. | :04:10. | :04:19. | |
Joining me now is Julian Hartley the chief executive of Leeds Te`ching | :04:20. | :04:26. | |
Hospital. Thank you for joining us. Several parents saying they received | :04:27. | :04:32. | |
no comfort. No compassion after their child died. You are a parent, | :04:33. | :04:36. | |
how would you feel if that were you and you didn't receive what can only | :04:37. | :04:41. | |
be described as basic kindndss? I'd be devastated. And I think the | :04:42. | :04:45. | |
reports we see in the familx experience report, I would say, we | :04:46. | :04:54. | |
are so sorry. To those families That they went through that | :04:55. | :04:58. | |
experience. In Leeds, we trdat 10,000 children every year, 800 | :04:59. | :05:06. | |
operations, and that report of those 16 families from 2009`2013 | :05:07. | :05:13. | |
documenting their poor experience is incredibly upsetting. And it is | :05:14. | :05:22. | |
important to say very, very clearly that we, obviously, regret that and | :05:23. | :05:27. | |
we are deriving every ounce of learning from those experiences | :05:28. | :05:30. | |
There are only 16, that we have heard from, but how do you know | :05:31. | :05:35. | |
there are hundreds more not speaking out? We know there are many families | :05:36. | :05:39. | |
who are very positive about their treatment and care in the children's | :05:40. | :05:45. | |
heart unit. This afternoon, I was with children are parents, families, | :05:46. | :05:49. | |
staff on the unit, and all of them were saying how positive thdir | :05:50. | :05:55. | |
experience was, and what good care was being provided. That is not to | :05:56. | :06:01. | |
minimise the poor care. One case of pouring spirits is one too lany And | :06:02. | :06:07. | |
that is important for us to take on. There are more serious accusations | :06:08. | :06:10. | |
as well. One woman such werd sterilised because she was told she | :06:11. | :06:13. | |
would have another child with a heart defect if she wasn't | :06:14. | :06:17. | |
sterilised. She has since found out that isn't true. How can thhs | :06:18. | :06:24. | |
happen? This report documents a number of extremely poor experiences | :06:25. | :06:31. | |
that patients speak about. When our staff read those reports, they were | :06:32. | :06:36. | |
devastated. And we would do everything we can in the trtst to | :06:37. | :06:41. | |
make sure that we have very clear policies about those sorts of | :06:42. | :06:46. | |
issues, that we ensure that we are offering high`quality experhence and | :06:47. | :06:49. | |
care for every patient that we treat, and, we need to make sure, | :06:50. | :06:58. | |
and we have made sure, that we have ways of getting feedback in | :06:59. | :07:01. | |
real`time from patients and families immediately, in terms of anx issues | :07:02. | :07:07. | |
or concerns, and act on those. Your predecessor fought hard to keep the | :07:08. | :07:12. | |
unit open, you have only bedn in them job for five months, c`n the | :07:13. | :07:16. | |
staff rely a new to fight their corner? They can rely on me | :07:17. | :07:22. | |
absolutely to do the very bdst for the hospitals, and we are confident | :07:23. | :07:25. | |
because the report that said Leeds teaching hospitals child he`rt unit | :07:26. | :07:30. | |
is safe and running well is a very important message for children, | :07:31. | :07:35. | |
patients, families, and the wider region. Thank you for coming in | :07:36. | :07:40. | |
Also tonight, I'm guiltier than most for banging on about what a great | :07:41. | :07:44. | |
county this is, but as a former teacher I'm a bit embarrassdd about | :07:45. | :07:47. | |
our next story. Yorkshire's schools are again bottom of the class in the | :07:48. | :07:52. | |
latest league tables. Ofsted, the school's examining board, h`s | :07:53. | :07:54. | |
published its results and ott of nine regions, Yorkshire, whhch also | :07:55. | :07:57. | |
includes Hull and Lincolnshhre, is the worst. It has the lowest number | :07:58. | :08:03. | |
of schools rated as "good to outstanding." In six of our local | :08:04. | :08:06. | |
authorities, parents have ldss than a 50% chance of choosing a good or | :08:07. | :08:13. | |
outstanding secondary for their child. And it's causing concern As | :08:14. | :08:22. | |
Heidi Tomlinson reports. At this school, they are proud of a | :08:23. | :08:26. | |
good rating from Ofsted inspectors. A majority of Yorkshire schools are | :08:27. | :08:30. | |
doing well, but compared with the rest of the country, we comd last. | :08:31. | :08:35. | |
London is at the top with 86% of schools classed as good or | :08:36. | :08:41. | |
outstanding, and Yorkshire hs what of the table. It's about ensuring | :08:42. | :08:45. | |
you have the best leadership in schools, it is about ensuring that | :08:46. | :08:49. | |
every single teacher in every single school, in every single lesson is | :08:50. | :08:53. | |
delivering high`quality learning for their pupils. And that isn't | :08:54. | :08:58. | |
happening? Quite clearly, it isn't, otherwise we wouldn't have this | :08:59. | :09:03. | |
profile. There are clear differences between educational authorities in | :09:04. | :09:07. | |
the region. So, the number of schools in York that need | :09:08. | :09:11. | |
improvement, Liam, have you got a figure? It is 22%, Miss. Th`t's | :09:12. | :09:17. | |
right. Let's compare that to Rotherham. Danny? 26%. Amy, what | :09:18. | :09:29. | |
about Doncaster? 39%. If we look at that compared to the nation`l | :09:30. | :09:31. | |
average of schools that need improvement, that is 21%. So, Don | :09:32. | :09:38. | |
Caster is bottom of the Yorkshire class, where is York is a star | :09:39. | :09:43. | |
pupil. One of the reasons wd are improving in York is that the local | :09:44. | :09:47. | |
authority work closely with the schools in the city and we have very | :09:48. | :09:52. | |
few academies in York. More broadly across the region, those | :09:53. | :09:54. | |
partnerships have been more fractious. At the heart of this | :09:55. | :09:59. | |
debate are students and I asked some 14`year`olds what they thought of | :10:00. | :10:03. | |
Yorkshire's poor results. I don t think it is exactly fair, btt we | :10:04. | :10:09. | |
can't exactly choose where we live as teenagers. I think schools should | :10:10. | :10:14. | |
cater for people 's needs, `nd this school does this. We have vdry good | :10:15. | :10:19. | |
teachers here. Ofsted says there are grounds for optimism. The ntmber of | :10:20. | :10:23. | |
good schools is increasing. But even that progress is too slow. | :10:24. | :10:30. | |

shotgun wound. His body was discovered by two schoolboys in a | :11:33. | :11:36. | |
beck in woods off Gledhow V`lley Road on Tuesday morning. Thd | :11:37. | :11:38. | |
arrested men, who are aged forty one and forty eight, remain in police | :11:39. | :11:48. | |

case now needs. Shouldn't this be a straightforward decision? Hhs | :13:44. | :13:45. | |
relatives say York. That is exactly what the Pl`ntagenet | :13:46. | :13:50. | |
alliance is saying. Whether a body is found, King or not, the relatives | :13:51. | :13:55. | |
are asked where that body should be buried. The converse argument is | :13:56. | :14:01. | |
that it was a body buried 530 years ago. And the court has heard that | :14:02. | :14:04. | |
there are millions of peopld that can rightly claim to be a ddscendant | :14:05. | :14:08. | |
of Richard III's mother. Is it good value for money? Is it senshble and | :14:09. | :14:13. | |
logical to ask every single one of them what should happen? It is up to | :14:14. | :14:17. | |
the High Court to decide ex`ctly what will happen in this case. | :14:18. | :14:21. | |
He has waited long enough to be buried, when will we get a | :14:22. | :14:25. | |
decision? We talked about him being on a | :14:26. | :14:29. | |
throne for 26 months, and wd are not long of that. We have had one day of | :14:30. | :14:33. | |
evidence today, one day of dvidence tomorrow, and they will either say | :14:34. | :14:37. | |
they will make a judgement late on Friday afternoon, or they mhght go | :14:38. | :14:40. | |
away, scratch their heads, think about it, and tell us their decision | :14:41. | :14:46. | |
in three weeks time. Either way this long`running saga might go on | :14:47. | :14:48. | |
for some time. Plans have been announced for a | :14:49. | :14:50. | |
multimillion`pound developmdnt next to the M62 in West Yorkshird which | :14:51. | :14:54. | |
would provide a new stadium for Castleford Tigers and a new shopping | :14:55. | :14:57. | |
centre. As Shamir Masri reports it could create 2,000 jobs. | :14:58. | :15:02. | |
This is the vision of a ?134 million development on the edge of | :15:03. | :15:06. | |
Castleford. It could help create around 2000 jobs and a new retail | :15:07. | :15:12. | |
area. But it could also become the new home of Rugby League cltb | :15:13. | :15:16. | |
