But for many it is a dream that remains just that. | :00:00. | :00:12.
Not, however, if you are the lead singer of the | :00:13. | :00:15.
Louis Tomlinson has already donned the number 28 shirt for | :00:16. | :00:19.
And today he became the co`owner of his local club. | :00:20. | :00:21.
In a moment we'll report on how the League One club's economic chances | :00:22. | :00:25.
have been boosted, but first Tanya Arnold went along to meet Louis | :00:26. | :00:27.
Ballet, onner bike. And this picture was taken earlier today. It looks | :00:28. | :00:49.
like a lot of fine weather on the way, into the weekend. Join me for | :00:50. | :00:52.
the latest. Good evening and welcome | :00:53. | :01:01.
to Thursday's Look North. It must be every boy's dreal to one | :01:02. | :01:03.
day play for But for many it is | :01:04. | :01:06.
a dream that remains just that. Not, however, | :01:07. | :01:10.
if you are the lead singer of the Louis Tomlinson has already donned | :01:11. | :01:12.
the number 28 shirt for And today he became the co`owner | :01:13. | :01:16.
of his local club. In a moment we'll report on how the | :01:17. | :01:19.
League One club's economic chances have been boosted, but first Tanya | :01:20. | :01:22.
Arnold went along to meet Louis In Central London at the offices of | :01:23. | :01:41.
a film company, we got to hdar from One Direction's Louis Tomlinson | :01:42. | :01:48.
about why he wanted to own Doncaster's Football Club. | :01:49. | :01:53.
I have been a fan since a slall boy. I had seen we had a couple of Cup | :01:54. | :01:58.
runs. I saw the passion in the town. To create a buzz like that `gain | :01:59. | :02:02.
would be incredible. So, yeah. | :02:03. | :02:06.
What do you wavent to give back to the town and the youngsters of the | :02:07. | :02:10.
town in doing this? For the youngsters, I want to give back | :02:11. | :02:14.
opportunity and hope for th`t. When I was growing up there was ` lot of | :02:15. | :02:24.
lead scouts around `` Leeds scouts and Sheffield Wednesday scotts. So | :02:25. | :02:28.
it would be great to create the opportunities for the young people. | :02:29. | :02:32.
You got the chance to pull on the shirt. Is that what sparked all of | :02:33. | :02:39.
this? That was an amazing d`y. I was nervous but I had a great thme. | :02:40. | :02:46.
I don't know if that is what sparked it, I think the conversations may | :02:47. | :02:48.
have started around that tile. I don't have the best memorx. | :02:49. | :02:56.
It was definitely cool when I mentioned it to the boys. They were | :02:57. | :03:03.
all cool with it. Obviously Niall is a big Derby fan. He think it is is | :03:04. | :03:08.
pretty cool. It is obviously unbelievabld and an | :03:09. | :03:14.
honour. Such a big Doncaster Rovers fan myself, and to be involved with | :03:15. | :03:20.
John and he is experienced `nd loved in Doncaster. It is great. | :03:21. | :03:24.
The full deal to be completdd in the middle of next month. But there is | :03:25. | :03:30.
little doubt that today marks a new era for Doncaster Rovers. | :03:31. | :03:35.
So what does the takeover mdan for the Football Club and the town as a | :03:36. | :03:44.
whole? Danny is at Hogan's sports bar in Doncaster. Dare I ask, what | :03:45. | :03:49.
is the mood at the moment? @s you can tell, it is a mood of | :03:50. | :03:53.
celebration in Doncaster. Even before England come to the pitch. If | :03:54. | :03:58.
you are not a One Direction fan let's be honest, most of thdse are | :03:59. | :04:02.
not but the fact that a loc`l boy did good and putting his money where | :04:03. | :04:07.
his mouth is cause for celebration. What is not so popular is the idea | :04:08. | :04:19.
INAUDIBLE INAUDIBLE | :04:20. | :04:23.
And the fact that there are ?2 million needed to turn the club s | :04:24. | :04:30.
fortunes around. Louis Tomlhnson is a worldwide brand, so there is hope | :04:31. | :04:34.
that they may do it. It is not the first time th`t the | :04:35. | :04:38.
world of sport and celebritx have collided in this way. Elton John | :04:39. | :04:44.
taking over as chairman at Watford and Delia Smith yelling frol the | :04:45. | :04:50.
director's box at Norwich as they secureded promotion not oncd but | :04:51. | :04:55.
twice. And even Robbie Willhams using his fortune to prop up Port | :04:56. | :05:01.
Vale. But is it a good investment? In League One, the statistics are | :05:02. | :05:05.
not so good with a loss of ?2. million. So why do it? When you have | :05:06. | :05:12.
a successful Football Club, you look at Burnley. It is a depressdd place, | :05:13. | :05:17.
worse than Doncaster but thdre is a Premier League club it brings | :05:18. | :05:20.
everything up. That is what we want to do for Doncaster. I am fdd up | :05:21. | :05:23.
with people telling me that Doncaster is a dead beat, South | :05:24. | :05:28.
Yorkshire has`been. And Yorkshire could use the boost. | :05:29. | :05:32.
Not having a Premiership Football Club is cited as a major re`son for | :05:33. | :05:37.
the lack of foreign investmdnt Premier League football puts the | :05:38. | :05:41.
city on the map. We saw that with Hull City. Being promoted whll | :05:42. | :05:44.
Britaining about an international reputation and then businesses look | :05:45. | :05:50.
at that. But any successful brand, successful Football Club will bring | :05:51. | :05:54.
local investment to the are`. Is there a catch? Only that the fans | :05:55. | :05:58.
are asked to help fund the deal I am sure he is putting in ` lot of | :05:59. | :06:03.
money but not me. It may help the club out but not out of our pockets. | :06:04. | :06:09.
I think it is good he is not focussing on America, London, places | :06:10. | :06:14.
where he is making more mondy. He is putting it back to where he was | :06:15. | :06:20.
brought up. So, support for Louis's investment but a long way to go to | :06:21. | :06:24.
raise the ?2 million requirdd. But of course that is a headache for | :06:25. | :06:29.
another day. Right now, tonhght the focus is on another team. England's | :06:30. | :06:36.
crucial match against Urugu`y. Of course everything here, well, they | :06:37. | :06:39.
are all up for a great night. Many of them are dressed up. If xou ask | :06:40. | :06:44.
them what they think about Dngland's chances, well, let's find ott. Are | :06:45. | :06:49.
England going to do it tonight, chaps? | :06:50. | :06:55.
CHEERING AND APPLAUSE. So, if England get a penaltx, I | :06:56. | :07:01.
would like Danny to take it. Cool as a cucumber. Later. | :07:02. | :07:06.
In Central London at the offices of a film company, we got to hdar from | :07:07. | :07:09.
One Direction's Louis Tomlinson about why he wanted to own | :07:10. | :07:12.
Doncaster's Football Club. I have been a fan since a slall boy. | :07:13. | :07:15.
I had seen we had a couple of Cup runs. I saw the passion in the town. | :07:16. | :07:19.
To create a buzz like that `gain would be incredible. | :07:20. | :07:21.
So, yeah. What do you wavent to give back to | :07:22. | :07:25.
Chat could become a controlled C class drug. The Government says it | :07:26. | :07:31.
is falling into line with other countries in Europe which h`ve a ban | :07:32. | :07:35.
in place. In a moment we he`r from a Home Office Minister. But fhrst we | :07:36. | :07:40.
have this. At weekends, members of the | :07:41. | :07:44.
Sheffield Yemeni community gather to socialise. For hundreds of xears, | :07:45. | :07:49.
this the cultural practise for many people from Arabic and east African | :07:50. | :07:57.
countries. The plant, known as chat is used in social circles, when | :07:58. | :08:06.
chewed it gives a similar effect to amphetamine. | :08:07. | :08:11.
The evidence has been that of no medical or social harm resulted from | :08:12. | :08:18.
the use of chat. Khat expert, Dr Axel coastlhne has | :08:19. | :08:22.
studied the plant for over ten years. | :08:23. | :08:30.
You cannot overdose on it. There are no known moral `` mortalitids. | :08:31. | :08:36.
So why is it being banned? The Home Office say: The advisory cotncil on | :08:37. | :08:45.
the misuse of drugs who published a government sporp say: Despite the | :08:46. | :08:52.
findings, the Home Office is pressing ahead with a ban on the | :08:53. | :08:58.
plant from next week. From Tuesday it will be illegal to be in | :08:59. | :09:04.
possession of khat. So how will the ban be policed? It will be ` Class | :09:05. | :09:10.
C, a lesser level of drug. Ht sits in the same category as Ann bollic | :09:11. | :09:19.
steroid. The policing of th`t kind of drug obviously is proportionate. | :09:20. | :09:26.
If you are caught chewing chat and in possession of a small amount the | :09:27. | :09:32.
police are likely to give a verbal warning. Each time you are caught, | :09:33. | :09:37.
the punishment is likely to increase. | :09:38. | :09:43.
From a ?60 fine to a court referral. And the maximum penalty for | :09:44. | :09:47.
supplying quantities of the plant is up to 14 years in prison. Not | :09:48. | :09:52.
everyone is against the ban but those affected are discussing how | :09:53. | :09:55.
the communities will replacd the tradition and are worried that the | :09:56. | :09:59.
supply of the plant called fall into the hands of criminals. | :10:00. | :10:05.
Karen Bradley is a Home Offhce Minister. I asked why the Government | :10:06. | :10:10.
had decided to ban the plant that had been chewed socially in | :10:11. | :10:13.
Yorkshire for decades. The Government looks at the risk of | :10:14. | :10:17.
harm to the users, to the whder community and society. In the case | :10:18. | :10:22.
of chat, there is strong evhdence that the UK was lible to become a | :10:23. | :10:28.
had been for international trade in chat exports by organised crime | :10:29. | :10:32.
gangs. We were keen to make sure that the UK does not find itself in | :10:33. | :10:36.
a position where organised crime can use the UK to export chat into the | :10:37. | :10:41.
countries that have taken the measures to control khat, including | :10:42. | :10:48.
North America and Europe. But does this force the problem | :10:49. | :10:53.
under ground? What the commtnity has been it telling me is that the use | :10:54. | :10:59.
of chat was marginalising their husbands and sons and taking them | :11:00. | :11:02.
from the UK society. They wdre keen to make sure that we took action to | :11:03. | :11:06.
help them. This is dividing opinion on this | :11:07. | :11:10.
after having spoken to experts, many saying there is no medical dffects, | :11:11. | :11:15.
it is no more dangerous than a cup of coffee. According to a rdport | :11:16. | :11:23.
chhat has no direct causal link to medical effects? The underlxing | :11:24. | :11:29.
ingredient in chat is a controlled substance. They could be subject to | :11:30. | :11:33.
the controls that we are introducing this week. Because the users of the | :11:34. | :11:37.
product are such a small part of the product are such a small part of the | :11:38. | :11:45.
community it is difficult to find significant amounts as therd are not | :11:46. | :11:49.
that many people using it. How can you police it? Is it not | :11:50. | :11:57.
mostly chewed at home? It is chewed in khat houses. | :11:58. | :12:01.
There are individuals leaving their homes to chew it elsewhere we are | :12:02. | :12:09.
offering education and making sure that local level policing and local | :12:10. | :12:13.
authorities have the tools that they need so that they can help to | :12:14. | :12:19.
educate the community. An inquest into the deaths of two | :12:20. | :12:26.
fishermen on board a boat in Whitby harbour returned a verdict of death | :12:27. | :12:37.
by misadventure. Mark Arries and Moorfields Dye | :12:38. | :12:43.
Hospital Moorfields Eye Hospital `` Edward Eyed were killed aftdr | :12:44. | :12:50.
lighting a gas cooker to kedp warm. The National Union of Mineworkers is | :12:51. | :12:56.
looking at a five`year plan to savele Kellingley Colliery. | :12:57. | :13:00.
Michael Fallon made it clear he was not ruling this plan out. | :13:01. | :13:07.
And there are preparations being put in place to ensure that the health | :13:08. | :13:13.
services can be put in placd to cope with demand for issues for the Le | :13:14. | :13:21.
Grand Depart. We have had a call about an elderly | :13:22. | :13:29.
lady who had a fall... Yorkshire Ambulance Service deals with 2, 00 | :13:30. | :13:34.
call as day. Anything from trips and falls to serious accidents. For | :13:35. | :13:38.
them, planning for the Tour de France poses a challenge, how to | :13:39. | :13:42.
cope with normal demands and deal with a swell in the populathon. | :13:43. | :13:46.
Medical cover at hotspots on the route will be provided by the event | :13:47. | :13:51.
organisers but Yorkshire Ambulance Service are to corp the rest of the | :13:52. | :13:57.
county, saying that protecthng the public comes before anything. | :13:58. | :14:01.
Saving lives is more import`nt than the race. There are instancds where | :14:02. | :14:06.
if we have to make the call, that there is a process by which we can | :14:07. | :14:09.
make the decision with our partners. That is what we would do if we felt | :14:10. | :14:16.
that patients were put at rhsk. The last time there was a bhke race | :14:17. | :14:21.
of this size in the country, thousands were on the streets. | :14:22. | :14:26.
There was pressure on services. The tour is coming to the town of Harrow | :14:27. | :14:33.
gait on two consecutive days. With thousands of visitors expected and | :14:34. | :14:37.
road closures enforced. The hospital is to increase staffing | :14:38. | :14:42.
and put plans in place for patients with long`term conditions. Some | :14:43. | :14:46.
women due to give birth will be brought in early. | :14:47. | :14:50.
. It is a challenge but we have good plans in place. For the numbers | :14:51. | :14:55.
predicted to come, the plans that we have are appropriate for thd numbers | :14:56. | :14:59.
that we could attend and thd numbers we are likely to see. | :15:00. | :15:05.
Paramedics on bikes will be deployed in areas where access is an issue, | :15:06. | :15:10.
including in Harrogate. We have everything that we need We | :15:11. | :15:14.
can go straight to and deal with the casualties. | :15:15. | :15:21.
But Dr John cramp tonne represents the GPs across North Yorkshhre. | :15:22. | :15:27.
Practises have issue as to how they will get around to see their | :15:28. | :15:32.
patients. And those who havd forgotten medication, who are | :15:33. | :15:39.
unwell, I am not sure how this will affect general practice. We have all | :15:40. | :15:43.
organisations involved for several months in the preparation for the | :15:44. | :15:48.
tour. Making sure that patidnts can access services and staff are able | :15:49. | :15:51.
to get into work. There are just 15 days until Le | :15:52. | :15:56.
Grand Depart, when all of the plans will be put to the test. | :15:57. | :16:07.
Still to come: Headingley provide as homecoming for the Yorkshird trio in | :16:08. | :16:14.
England's Test Match team tomorrow. And the Tour de France, inspiring | :16:15. | :16:20.
another art form ` ballet on bicycles. It can only happen in | :16:21. | :16:26.
Barnsley. And Leeds United confirmed the | :16:27. | :16:31.
appointment of David Hockad`y. He was the manager of the confdrence | :16:32. | :16:35.
team, Forest Green Rovers until October of last year. He signed a | :16:36. | :16:42.
two year contract. And we spoke to him earlier and began by asking if | :16:43. | :16:48.
David Hockaday answered all of the questions surrounding his | :16:49. | :16:50.
appointment. There have been key questions, not | :16:51. | :16:55.
least Dave who? He has been forthright to say that he whll earn | :16:56. | :17:00.
their respect, that the plaxers will earn his. That they will know what | :17:01. | :17:06.
he is about. But the big qudstion, everybody has been asking is how | :17:07. | :17:15.
much influence Massimo will have on the footballing affairs, David | :17:16. | :17:19.
said... I pick the team. All of the footballing matters are with me The | :17:20. | :17:22.
financial stuff is with the President. I will work with my | :17:23. | :17:26.
players. We have talked abott identifying areas where we feel we | :17:27. | :17:32.
need to improve. We will sit down, and we have had many hours `lready | :17:33. | :17:36.
talking about that, and between us, it will be between us, we whll bring | :17:37. | :17:40.
the players in. Can he change the squad in terms of | :17:41. | :17:44.
buying key players? They st`rted to bring in deals to bring in new | :17:45. | :17:49.
players ahead of the new se`son The other aspect is who will he hang on | :17:50. | :17:55.
to? There is question over the future of Ross McCormack. M`ss mow | :17:56. | :18:05.
Cilliano is absolute that hd will not be going cheaply and unless a | :18:06. | :18:11.
major team comes in, he is staying at Elland Road. | :18:12. | :18:16.
I think I can do something big for this. | :18:17. | :18:23.
I can keep my word and keep McCormack with the fans. He has | :18:24. | :18:27.
promised to stay in the are`. I think to keep him in here, he is a | :18:28. | :18:31.
beautiful player. That sounds good, will it kdep the | :18:32. | :18:38.
fans happy? They want more? Simon says this: The biggest club outside | :18:39. | :18:47.
of the Premier League, we appoint a 56`year`old non`coach, that they | :18:48. | :18:52.
want better. But others are saying he could be inspiring. | :18:53. | :18:56.
But this is happening and the fans will have to get used to it and give | :18:57. | :19:00.
him a chance. That is not the end of the story. | :19:01. | :19:05.
Cricket and England have bedn training at Headingley ahead of the | :19:06. | :19:10.
start of the second Test. Lham Plunkett played his first Tdst Match | :19:11. | :19:15.
for England earlier this month. Also play wering Gary Ballance and | :19:16. | :19:19.
Joe Root. Looking forward to playing in front of a home crowd at | :19:20. | :19:27.
Headingley. England's cricketers getting used to | :19:28. | :19:32.
the turf ahead of a Test tolorrow. For Joe Root and Gary Ballance, the | :19:33. | :19:38.
familiarity of the home grotnd should be a plus for the hole match | :19:39. | :19:42.
against Sri Lanka. It should be great. Here thd crowds | :19:43. | :19:47.
are supportive. So it should be fun. I hope! The sun is out. I hope that | :19:48. | :19:53.
I get a chance to play. It will be my second Test Match here. The | :19:54. | :19:58.
tedding `` the Headingley crowd are entertaining. That is great. You | :19:59. | :20:02.
want that atmosphere. That buzz from the crowd. It is something that you | :20:03. | :20:06.
feed off. Hopefully they will be here in force. | :20:07. | :20:11.
For Yorkshire, the Test is not the prestige of hosting an international | :20:12. | :20:16.
it is vital to the club's fhnances. If people don't support the Test | :20:17. | :20:22.
Match here at Headingley, whth nine or ten international venues in in | :20:23. | :20:26.
the country, it could be taken away from us post 2019. It is important | :20:27. | :20:30.
that people want the Test M`tch cricket at Headingley and to come | :20:31. | :20:34.
and support. With debts of about ?20 million and | :20:35. | :20:40.
Yorkshire talking about a slall deficit for 2014, it is hopdd that | :20:41. | :20:45.
some decent weather and a good crowd will provide a much`needed boost for | :20:46. | :20:51.
the club's coffers. Well a decent forecast would help. | :20:52. | :20:56.
Hudson has promised me he whll give us one. We have heard about your | :20:57. | :21:00.
preparations for the Tour dd France with the 100 Day Arts Festival. And | :21:01. | :21:06.
cycling themed events are t`king place all over Yorkshire. In a | :21:07. | :21:11.
Barnsley school they have created a new art form. Bicycle ballet. | :21:12. | :21:17.
Here is Tom. Off we go. Through the sequdnce | :21:18. | :21:31.
Fill it out nice and big. Hdre lies bicycle ballet... I was aware that | :21:32. | :21:36.
the Tour de France was coming. My own children were creating `nd | :21:37. | :21:40.
playing a dance on their bikes. The control is the most difficult. | :21:41. | :21:44.
Obviously, the gracefulness which, I think they have had a good crack at, | :21:45. | :21:56.
actually! Louise taught her choreography across Yorkshire, | :21:57. | :22:01.
bringing a two`wheeled interpretation of Giselle to life. | :22:02. | :22:06.
We have done little routines and we have been going around in chrcles, | :22:07. | :22:10.
doing duets. Boys like to be out on the bicycles, | :22:11. | :22:18.
not dancing? BMX! That is your thing? Yeah but this is unusual and | :22:19. | :22:26.
something different. No ramps in Giselle snshgs No! I can't work out | :22:27. | :22:37.
what this is closest to, cycling pro fishency, or T'ai Chi but however, | :22:38. | :22:45.
it does look great. Now timd for the final performance. New art farm | :22:46. | :22:52.
aside, I am not sure that the yellow jersey will be swapped for ` pink | :22:53. | :23:01.
tutu any time soon! You and me on the tandem, poetry in motion! If you | :23:02. | :23:08.
are going there, give us a cheer! Lovely to meet pupils at Huntingdon | :23:09. | :23:14.
Primary School, they were doing a little paper, and grilling le. Thank | :23:15. | :23:20.
you for welcoming me so nicdly. I don't know why you are here, I did | :23:21. | :23:26.
both jobs last night. Quality, not quantity! Now, the | :23:27. | :23:33.
pictures coming in, that is Win Hill. A glorious sunset there. Thank | :23:34. | :23:39.
