received from the Police Service Of Northern Ireland arising | :01:18. | :01:19. | |
from an investigation announced by them earlier this week. | :01:20. | :01:24. | |
I would like to stress the suspension of | :01:25. | :01:28. | |
the Chief Constable is a necessity in the public interest until the | :01:29. | :01:31. | |
I have also referred this matter to the Independent | :01:32. | :01:37. | |
I sincerely hope that the investigation is concluded puickly, | :01:38. | :01:52. | |
in a way that will allow me to lift the suspension, and Mr Gilmore | :01:53. | :02:02. | |
return to his post and conthnue the vital work to ensure colmunities | :02:03. | :02:05. | |
I hope to see this investig`tion is brought to a speedy conclusion. | :02:06. | :02:11. | |

This was Mark Gilmore when he was appointed Chief Constable l`st year. | :02:36. | :02:43. | |
But his suspension relates to his time as a senior officer in Northern | :02:44. | :02:47. | |
Ireland. Police there are investigating whether there was a | :02:48. | :02:52. | |
conspiracy to award a multi`million pound police vehicle contract to a | :02:53. | :02:56. | |
big car dealer, the Donnellx brothers. Its owner, and a former | :02:57. | :03:01. | |
chief costs while assistant, are among those arrested. Mr Gilmour may | :03:02. | :03:08. | |
have received a vehicle frol the company. There is concern about the | :03:09. | :03:13. | |
reputation of the force. Thd police officers, the inspectors in this | :03:14. | :03:17. | |
city are the ones who are pttting their life on the line. | :03:18. | :03:22. | |
They are once again being elbroiled in a controversy which has nothing | :03:23. | :03:24. | |
to do with them. The last Chief Constable resigned in | :03:25. | :03:32. | |
2012. It was alleged he provided information after the Hillsborough | :03:33. | :03:39. | |
disaster. Mark Gilmore was said to be the ideal candidate. Now the | :03:40. | :03:43. | |
force is being run by an acting Chief Constable. | :03:44. | :03:46. | |
John is with us now. What are the implications of all of this, John? | :03:47. | :03:51. | |
They can't be good for the force as a whole. The general public will not | :03:52. | :03:59. | |
necessarily notice any diffdrence. But there is more turmoil after the | :04:00. | :04:10. | |
upset in autumn 2012. They have been settling down over 15 months. Mark | :04:11. | :04:16. | |
Gilmore was faced with a major task in the face of stringent | :04:17. | :04:19. | |
cost`cutting measures. I understand he may have upset quite a fdw police | :04:20. | :04:26. | |
officers. It is more intern`l turmoil for the fourth biggdst | :04:27. | :04:30. | |
police force in the country. What happens next? | :04:31. | :04:37. | |
These can be long and complhcated investigations by the PSNI `nd could | :04:38. | :04:43. | |
take months. Does the Indepdndent Police Complaints Commission look | :04:44. | :04:47. | |
into it as well? There will be quite a few months of uncertainty. | :04:48. | :04:50. | |
?10 million to fill 200,000 Yorkshire potholes. | :04:51. | :04:54. | |
That's the promise from the Government today, | :04:55. | :04:57. | |
but it falls far short of the ?1 billion called for by our | :04:58. | :05:01. | |
councils in March when a Look North investigation uncovered the scale | :05:02. | :05:03. | |
The new money is part of an England`wide pothole rep`ir fund | :05:04. | :05:09. | |
aimed at topping up the council s own spending on road repair. | :05:10. | :05:12. | |
Our councils will have to ptblish monthly updates | :05:13. | :05:16. | |
North Yorkshire has been given ?5.5 million It told us it needs | :05:17. | :05:26. | |
In South Yorkshire, Rotherham and Doncaster havd been | :05:27. | :05:39. | |
They reckon they need ?192 million to fix their potholds. | :05:40. | :05:45. | |
The Transport Secretary says they are the bane of our lives, potholes. | :05:46. | :05:54. | |
Unless it's on the route of the Tour de France, it seems there's barely | :05:55. | :05:57. | |
They are terrible, all the way along. | :05:58. | :06:02. | |

This is extra money over and above the money councils have been | :07:26. | :07:31. | |
It is specifically to address the potholes that have appeared over the | :07:32. | :07:36. | |
In North Yorkshire, miles and miles of rural roads need attention and, | :07:37. | :07:43. | |
though the county is getting more than anywhere else in Yorkshire | :07:44. | :07:46. | |
In South Yorkshire, Sheffield City Council has opted out | :07:47. | :07:56. | |
altogether and asked a priv`te company to deal with the ro`ds. | :07:57. | :07:58. | |
Still, the Government knows an eldction is | :07:59. | :08:00. | |
coming, so a flurry of pothole filling will achieve somethhng. | :08:01. | :08:03. | |
But will it be enough to smooth the road to re`election? | :08:04. | :08:06. | |

Roma people, you get lots of information and they can trtst you. | :09:33. | :09:35. | |
If someone can't speak Slov`kian they speak to you in Roma, | :09:36. | :09:39. | |
if they can't speak Roma, they speak to you in Slovakian. | :09:40. | :09:42. | |

Many Roma people here in Fareham are from one Slovakian vill`ge, the | :09:45. | :09:48. | |
