Good evening and welcome to the programme. | :01:05. | :01:08.
Look North can exclusively reveal that York Council has decided to | :01:09. | :01:10.
refund money to 60,000 motorists fined for driving over | :01:11. | :01:13.
Traffic restrictions were introduced on Lendal Bridge last August | :01:14. | :01:19.
but the trial was abandoned after an independent review found the | :01:20. | :01:22.
Our business correspondent Danni Hewson has more. | :01:23. | :01:31.
Lendl Bridge main thoroughfare through York and site of one of the | :01:32. | :01:36.
biggest controversies to hit the city in recent years. Last August | :01:37. | :01:41.
the council tried a bold plan to reduce traffic. They shut the bridge | :01:42. | :01:46.
the most motorists the 6.5 hours a day. Confusion followed and 56,000 | :01:47. | :01:51.
fines were issued. In debris the trial ended, but restrictions | :01:52. | :01:56.
remained until an independent adjudicator said it was unlawful. | :01:57. | :02:01.
Council lawyers disagreed but still reopened the bridge in April. The | :02:02. | :02:05.
signs came down but without clarification on what would happen | :02:06. | :02:18.
to over ?1 million worth of fines. After months of uncertainty, the | :02:19. | :02:20.
council announced all motorists who were fined jarring the trial period | :02:21. | :02:23.
will be repaid in full. If they were in the wrong, they should definitely | :02:24. | :02:25.
pay everybody back. It's unexpected bowl, it's the main road in York. I | :02:26. | :02:30.
thought it was completely wrong. They should have known more about | :02:31. | :02:35.
what they were trying to do. Your council still insists they did | :02:36. | :02:38.
nothing wrong and today's decision to repay the fines is a goodwill | :02:39. | :02:42.
gesture which they hope will draw a line under the messy business. But | :02:43. | :02:47.
the man who first took issue with Fiennes isn't satisfied. The people | :02:48. | :02:52.
should have sat in a car with a taxi driver and seen what chaos it | :02:53. | :02:57.
caused, the decision they made. Justice has been done. That's all I | :02:58. | :03:01.
wanted. I didn't want to get find the something didn't believe in. For | :03:02. | :03:12.
Nigel it's not the end of his fight. His fine was for a separate scheme | :03:13. | :03:15.
on copper gate and that is still being reviewed. Why has your council | :03:16. | :03:18.
decided to repay the fines? Danny spoke to the council are now in | :03:19. | :03:25.
charge of transport to ask him. The trial was a trial. The review has | :03:26. | :03:28.
been with the tribunal for three months with no end in sight. | :03:29. | :03:33.
Essentially, we want to move on. There's a lot of public uncertainty | :03:34. | :03:38.
and upset about this and as a goodwill gesture we want to say if | :03:39. | :03:41.
you make a particular request of the Council for a refund, we will grant | :03:42. | :03:46.
it. How do people get the money back? We can't confirm anything | :03:47. | :03:52.
around the process at the moment. We've issued the instruction to | :03:53. | :03:56.
officers to put in place a process that is simple but robust. We're | :03:57. | :04:00.
talking about taxpayers money so we need to be vigilant against fraud. | :04:01. | :04:06.
Are you admitting you got it wrong? Everybody accepts the need for bold | :04:07. | :04:11.
ideas to deal with congestion problems in York. This problem isn't | :04:12. | :04:15.
going away and it's a contentious issue, which is why in terms of | :04:16. | :04:19.
moving forward we've set up this congestion commission, it will be | :04:20. | :04:24.
independently lead and cross`party, to build a consensus which we | :04:25. | :04:26.
recognise might not have been done in the past. Some of the hearts and | :04:27. | :04:32.
minds work that we haven't done in the past, that's important to us | :04:33. | :04:36.
that we get that right from this point. | :04:37. | :04:42.
Next tonight, West Yorkshire's police commissioner | :04:43. | :04:44.
has promised to change the force's stop and search policy. | :04:45. | :04:46.
An investigation by the BBC's Sunday Politics programme has | :04:47. | :04:48.
found the controversial tactics are being used more often. | :04:49. | :04:50.
The number of stop and search cases in Yorkshire has | :04:51. | :04:53.
increased from 60,000 in 2010 to more than 71,000 last year, | :04:54. | :04:55.
That's a rise of 15%, 10% higher than elsewhere in Britain. | :04:56. | :05:09.
Everyone has a story about stop and search, but no one wants to be on | :05:10. | :05:13.
camera. I'm just a citizen always walking | :05:14. | :05:25.
past and just being stopped One 15`year`old I spoke to said he | :05:26. | :05:28.
was stopped and searched eight times in the past 18 months but has never | :05:29. | :05:34.
been arrested and never charged. The Government now says | :05:35. | :05:37.
the system must change. If the numbers do not come down, | :05:38. | :05:39.
stop and search does not become more targeted, if the ratios do not | :05:40. | :05:42.
improve considerably, the Government will return with primary legislation | :05:43. | :05:45.
to make those things happen. No one from West Yorkshire Police | :05:46. | :05:48.
was available for interview, West Yorkshire's Police and Crime | :05:49. | :05:51.
Commissioner Mark Burns`Williamson He admits there are issues | :05:52. | :06:05.
and says changes will be made. I am aware | :06:06. | :06:12.
of the disproportionality issue. Where stop and search is applied, | :06:13. | :06:16.
it is clearly a waste of the public's time and, in fact, | :06:17. | :06:18.
the police's time as well. We need to make sure | :06:19. | :06:24.
our officers are trained to the right standards that if someone | :06:25. | :06:26.
is stopped, there is a clear When young people go through | :06:27. | :06:29.
those experiences, it travels with That is why the hatred | :06:30. | :06:39.
of police can be there. So if you look at the police forces | :06:40. | :06:45.
in an institution, are they to be They still think if you're black | :06:46. | :06:48.

Christi College for nearly 40 years. On April 28 she was fatally | :07:38. | :07:41.

there was a public outpouring of grief, with many flowers laid amidst | :08:19. | :08:32.

of the much`loved teacher, the image of Ann Maguire remains here outside | :08:36. | :08:40.
the Corpus Christi College. A public memorial service to | :08:41. | :08:42.

bailed out by the council after funding problems and | :09:24. | :09:27.
investigations into alleged fraud. Next week, a report to the council's | :09:28. | :09:29.
executive board will recommend a review of the trust's finances | :09:30. | :09:32.
and the way it's run in the future. A 23`year`old | :09:33. | :09:38.
man has been taken in to police custody in Sheffield after reports | :09:39. | :09:40.
of anti`social behaviour. A quad bike collided with a car | :09:41. | :09:44.
at teatime, and shop windows were then smashed | :09:45. | :09:49.
just before midnight at the Shop owners say they | :09:50. | :09:51.
feel intimidated. South Yorkshire Police believe | :09:52. | :09:54.
the incidents are linked, but say anti`social behaviour | :09:55. | :09:56.
in the area is declining. The Government's giving over ?8 | :09:57. | :10:02.
million to three sustainable transport | :10:03. | :10:03.
schemes in Yorkshire. The i`Travel project in York is | :10:04. | :10:06.
focusing on reducing congestion, developing a low`emissions | :10:07. | :10:08.
strategy, and promoting cycling. The other projects receiving | :10:09. | :10:14.
money are in Leeds and Sheffield. The owners | :10:15. | :10:17.
of a four`week`old foal stolen from a field near Leeds say it could | :10:18. | :10:19.
die if it is not returned. The miniature Shetland pony, | :10:20. | :10:22.
named Daisy, was taken on Wednesday The owners say they are heartbroken | :10:23. | :10:25.
and that the foal's mother is West Yorkshire Police have | :10:26. | :10:33.
appealed for anyone with Figures obtained | :10:34. | :10:35.
by the BBC show maternity units in Yorkshire were closed 126 times | :10:36. | :10:45.
over the past year, forcing women to change their plans | :10:46. | :10:48.
and travel elsewhere to give birth. The highest number | :10:49. | :10:51.
of closures happened We've spoken to one woman who ended | :10:52. | :10:53.
up giving birth in a carpark after being turned away | :10:54. | :10:57.
from her chosen unit. Sofia Martin is a typical | :10:58. | :10:59.
two`year`old but her entry into the She was born in the car park of | :11:00. | :11:07.
St James's Hospital after her parents were turned away | :11:08. | :11:12.
from Leeds General infirmary I remember screaming to Dean, | :11:13. | :11:14.
I can feel the head! When they said it was closed, | :11:15. | :11:24.
I knew something terrible was going There's a million things going | :11:25. | :11:30.
through your head When I needed their help, | :11:31. | :11:33.
I was let down Sofia was eventually delivered | :11:34. | :11:39.
by her dad with the help While their case is extremely rare, | :11:40. | :11:44.
being turned away from your chosen maternity unit is | :11:45. | :11:49.
not entirely unusual. The BBC obtained figures | :11:50. | :11:54.
from ten hospital trusts in our region, revealing there were | :11:55. | :11:56.
126 closures last year. Leeds Teaching Hospitals accounted | :11:57. | :12:02.
for 89 closures across their two sites at the LGI | :12:03. | :12:05.
and St James's, while the Mid Yorkshire Trust experienced 22 | :12:06. | :12:08.
closures at their three hospitals in Both the Leeds and | :12:09. | :12:11.
Mid Yorkshire Trusts point out that they run a maternity service | :12:12. | :12:18.
across the trust meaning that even if one unit is too busy, | :12:19. | :12:25.
they can offer safe care at another For the woman, it is | :12:26. | :12:29.
like her plans have been cancelled. She knows her local unit is | :12:30. | :12:34.
there and she's used to it. To travel somewhere else, | :12:35. | :12:38.
it's not important to her if it's the same service, it's not | :12:39. | :12:41.
the service she is used to. The Government says the number | :12:42. | :12:44.
of midwifery led units has almost doubled since 2010 and England | :12:45. | :12:50.
remains one of the safest places But for women like Anya, forced | :12:51. | :12:52.
to change their plans at their most vulnerable moment, the birth | :12:53. | :13:00.
experience can be frightening. I think it was the most | :13:01. | :13:03.
terrifying moment in my life. I felt I was close to death, it was | :13:04. | :13:08.
the most terrifying thing ever. I laugh about it now and we had | :13:09. | :13:12.
jokes later, but that moment... I don't wish anybody to go | :13:13. | :13:17.
through anything like this. Behind`the`scenes photos of the Tour | :13:18. | :13:37.
de France. We speak with the official film ` photographer from | :13:38. | :13:42.
Yorkshire has several athletes in had to be cut free by firefighters. | :13:43. | :15:37.
Yorkshire has several athletes in the Junior athletics squad, | :15:38. | :15:42.
including Thomas Summers. Thomas Summers leads the country's | :15:43. | :15:46.
under 20 rankings for 200 metres this season. He'd second on the | :15:47. | :15:51.
allcomers list of his actual age group of under 17. Not bad for | :15:52. | :15:55.
someone who stumbled into sprinting. When I first played rugby I found | :15:56. | :16:01.
being quicker was an advantage. I joined the athletics club in 2011. I | :16:02. | :16:06.
didn't really know what to expect and I came out with a bronze medal. | :16:07. | :16:13.
I went back in 2012 and I won the 200 metres in around 21.5. He is | :16:14. | :16:21.
breaking lots of records, he has a lot of natural talent in running. If | :16:22. | :16:26.
you have a natural talent, it means you're reasonably quick and all it | :16:27. | :16:32.
wants then is the hard work and some technique work. His rugby career has | :16:33. | :16:38.
had to go by the wayside as he concentrates on life on the track. I | :16:39. | :16:44.
do training for five days a week and then with school and everything, I | :16:45. | :16:48.
don't get much time to myself, but it's something I enjoyed so I | :16:49. | :16:51.
wouldn't change it. I love the sport. These World Championships | :16:52. | :16:57.
will be a good test of just how far he's come. I'd love to pick up a | :16:58. | :17:03.
medal, but my main aim is to go out and have a great experience. I'm | :17:04. | :17:08.
only 17 and I'm competing against 19`year`old Ruby `s. Ultimately his | :17:09. | :17:21.
coach sees him stepping up to 400 metres. Thomas isn't so keen. All | :17:22. | :17:26.
the more motivation to get even quicker over 200 metres. I can | :17:27. | :17:32.
confirm he is very swift! Thank you very much. | :17:33. | :17:47.
Now, seven days ago Yorkshire was gearing | :17:48. | :17:49.
up for a very special weekend ` the Tour de France. | :17:50. | :17:51.
The event was watched by millions along the route | :17:52. | :17:53.
and every one of them probably took a photograph to try and capture | :17:54. | :17:57.
Well, one woman who got more involved than most was official | :17:58. | :18:00.
behind`the`scenes photographer Jude Palmer from Harrogate. | :18:01. | :18:02.
We'll be speaking to Jude in a moment but first here's | :18:03. | :18:04.
Lovely images. Tell us how you got this job, a lot of people would have | :18:05. | :18:37.
liked it! Absolutely. Last year when welcome to Yorkshire got the Tour de | :18:38. | :18:40.
France, they did a series of road shows and I went to the first one in | :18:41. | :18:45.
Leeds and said I wanted to get involved. She said join the queue, | :18:46. | :18:50.
there are 30 or 40 others who want to do it! She said to e`mail her | :18:51. | :18:56.
with my idea, which I did. When they came to Harrogate, I asked her for a | :18:57. | :19:05.
coffee. What was the idea? To document the team delivering the | :19:06. | :19:10.
tour to Yorkshire. And following the journey all the way through and I've | :19:11. | :19:15.
been with them for 18 months. One of the defining moments was the crash | :19:16. | :19:18.
involving Mark Cavendish. What was that like? Very dramatic. I shot him | :19:19. | :19:25.
at the press conference afterwards. He could have gone home at that | :19:26. | :19:29.
point and nobody would have blamed him. He came out and was a hero. | :19:30. | :19:35.
This was when he said he was pulling out. A shocking moment for | :19:36. | :19:40.
supporters. And he wanted to win so much. For him to come out and give a | :19:41. | :19:46.
press conference was very brave. It wasn't only the cyclists you were | :19:47. | :19:54.
focusing on, it was also the fans. I had a birds eye view of all the fans | :19:55. | :19:59.
on the streets and there were no gaps between Yorkshire and | :20:00. | :20:03.
Sheffield, it was stunning. I had the pellet on in front of me on some | :20:04. | :20:08.
occasions. Do you have a favourite moment? The Skoda car experience was | :20:09. | :20:16.
amazing because I love cycling so to be in amongst it all was very | :20:17. | :20:24.
exciting. The millions along the route all tried to capture | :20:25. | :20:27.
something. We saw that on social media. What did it feel like to be | :20:28. | :20:34.
right there? I was very close. I was on the side of the house with the | :20:35. | :20:38.
Royals and as I was taking the shots, I had goose bumps. It was | :20:39. | :20:43.
incredible, you run out of superlatives. How are you getting | :20:44. | :20:51.
over it? Cuiaba reft! `` Cuiaba reft. I was driving here to the | :20:52. | :20:58.
studio and it was quite emotional. You could see all the yellow bikes. | :20:59. | :21:24.
The Monks at Ampleforth Abbey in | :21:25. | :21:25.
North Yorkshire are best known for their award`winning cider. | :21:26. | :21:27.
But this weekend they're trying a very different skill. | :21:28. | :21:30.
The Ryedale Festival starts tonight, with two weeks of music and shows. | :21:31. | :21:32.
Well this year it includes a performance by none other than the | :21:33. | :21:35.
James Vincent has gone for a sneak preview. | :21:36. | :21:38.
Three weeks of opera, classical music and literature. You don't | :21:39. | :21:43.
often see these people singing, these are the monks of Ampleforth | :21:44. | :21:45.
Abbey. Let's have a quick listen. They sound absolutely fantastic. | :21:46. | :22:10.
This is Christopher, the artistic director. This is fantastic. You've | :22:11. | :22:16.
got things going on all across North Yorkshire. We are right at the | :22:17. | :22:20.
beginning of two weeks of events. We start tonight in this wonderful | :22:21. | :22:26.
Abbey with the monks of Ampleforth joining a whole group of stellar | :22:27. | :22:30.
performers. Robert Hollingworth is conductor. A great way to start. | :22:31. | :22:37.
Great for aficionados of opera and classical music, but what are you | :22:38. | :22:42.
trying to do to get people who are new into the festival? The key thing | :22:43. | :22:47.
is the marriage of the music and the venue. We try hard to put on music | :22:48. | :22:52.
that really matches the venue and we are so lucky that we have places | :22:53. | :22:58.
like Castle Howard, sled warehouse and we tried to match them. That's | :22:59. | :23:06.
what we find inspires people. The festival is on until the end of July | :23:07. | :23:11.
and I'm going to leave you with the monks of Ampleforth Abbey, a | :23:12. | :23:13.
fantastic sound in this Abbey. I feel really mellow after that! | :23:14. | :23:20.
Those voices really carry well. Finally tonight, a quick wash and | :23:21. | :23:47.
brush up turned into a sticky jam for a Conisbrough toddler. Take a | :23:48. | :23:50.
look at these wonderful pictures. This is 16`month`old Minnie | :23:51. | :23:53.
Snodgrass on the way to hospital to She'd climbed in | :23:54. | :23:56.
while her mum's back was turned She seemed to think it was all | :23:57. | :24:00.
a bit of fun. We caught up with her at home after | :24:01. | :24:03.
she was released by fire fighters. Thanks to the expertise | :24:04. | :24:07.
of the emergency services, My son shouted me and he said 'Mum, | :24:08. | :24:09.
Minnie's stuck!' So I ran back downstairs | :24:10. | :24:15.
and she was stuck in the bucket. I tried to get her out, and then I | :24:16. | :24:19.
put the bucket in the sink and put a little bit of water in it | :24:20. | :24:22.
because I thought I may be able to I didn't realise I was taking | :24:23. | :24:27.
a video. I had my camera out | :24:28. | :24:31.
and my mum said 'make sure you get They'll be showing that at her | :24:32. | :24:47.
wedding video in 20 years time! How is the weekend looking? A mixed bag, | :24:48. | :25:00.
it will be quite humid. I have got some pictures for you before we | :25:01. | :25:05.
start. They are both school`related. Its trenches should | :25:06. | :25:10.
week and many Yorkshire schools. # great transition week. They've spelt | :25:11. | :25:15.
out the name of the school in the warm sunshine. This photograph is | :25:16. | :25:19.
from roof ` roof. It's been a fine day today, quite | :25:20. | :25:43.
humid. It will feel humid and muddy tonight, cloudy start, but it will | :25:44. | :25:48.
brighten up as we head through tomorrow. We are in between weather | :25:49. | :25:53.
fronts. Along the coast, a warm front will introduce fog tonight and | :25:54. | :25:57.
then further Atlantique fronts working their way in tomorrow night | :25:58. | :26:07.
will injure juice rain. Mostly fine and dry today. Some fair weather | :26:08. | :26:10.
cloud bubbling up and they could introduce one or two showers this | :26:11. | :26:15.
evening. Generally, many of us will stay dry, but we do have increasing | :26:16. | :26:19.
cloud from the east and along the coastal edge we are looking at mist | :26:20. | :26:25.
and fog. Quite mild overnight, temperatures of 13 or 14 Celsius. | :26:26. | :26:32.
Clearer skies further west. The Sun rule wise tomorrow morning at | :26:33. | :26:40.
4:50am, setting at 9:15pm. For many of us tomorrow morning, a cloudy | :26:41. | :26:46.
start, particularly along the coast. We start to get clearance from the | :26:47. | :26:50.
West so cloud will break up, some warm spells of sunshine, but there | :26:51. | :26:56.
could be some fund re`showers before the next front comes in tomorrow | :26:57. | :27:01.
evening. ` thundery showers. Temperatures still doing quite well, | :27:02. | :27:06.
particularly in land. Highs of 24 Celsius through the Vale of York. We | :27:07. | :27:11.
continue with this rain and cloud spilling in from the West tomorrow | :27:12. | :27:17.
evening. Into Sunday, cloudy and wet and really humid. Temperatures not | :27:18. | :27:22.
dropping much below 15 or 16 Celsius. Uncomfortable conditions | :27:23. | :27:26.
Saturday into Sunday. It will feel fresher with plenty of sunshine and | :27:27. | :27:28.
highs 21 Celsius. Mostly sunny so that's good. That's | :27:29. | :27:39.
as far as we go tonight. Thank you for joining us. We are here all next | :27:40. | :27:43.
