Welcome to Thursday's Look North. Tonight, two stories which highlight | :00:28. | :00:29.
the dangers of cycling on Yorkshire's roads. | :00:30. | :00:30.
The family of a Sheffield cxclist killed by a drunk driver condemn his | :00:31. | :00:33.
jail sentence of four year. Meanwhile, 83`year`old cyclhng | :00:34. | :00:36.
legend Brian Robinson is recovering in hospital after being knocked off | :00:37. | :00:38.
his bike in Dewsbury. | :00:39. | :00:39.
We will hear from Brian and investigate whether roads are | :00:40. | :00:41.
getting riskier for cyclists. Also tonight: The dream deal for | :00:42. | :00:44.
Doncaster Rovers is off. One Direction's Louis Tomlinson | :00:45. | :00:46.
fails to raise enough money to buy his favourite football club. | :00:47. | :01:09.
The it has been another lovdly day. Temperatures rising in Engl`nd | :01:10. | :01:15.
parts. Tone for the full forecast later. `` join me for. | :01:16. | :01:23.
First tonight, Four years in jail and a six year drivhng ban | :01:24. | :01:26.
for the drunk`driver who hit and killed a cyclist in Sheffield. | :01:27. | :01:29.
Emma Egan from Dewsbury was also accused of not stopping aftdr | :01:30. | :01:32.
Today his widow said she was disgtsted at | :01:33. | :01:35.
what she called a far too ldnient sentence for dangerous drivhng. | :01:36. | :01:38.
In an exclusive interview she told our crime correspondent John Cundy | :01:39. | :01:40.
her two young girls had been deprived of their father forever. | :01:41. | :01:43.
He lived for his family and his cycling. | :01:44. | :01:45.
But Eric Codling left a widow and two young daughters the morning | :01:46. | :01:48.
he was knocked from his bikd and killed by a driver who hs said | :01:49. | :01:51.
It took months to believe that he wasn't coming home. | :01:52. | :02:01.
He loved his regular Sunday morning cycle ride towards the Derbxshire | :02:02. | :02:03.
countryside, but in December he was only two miles from his homd | :02:04. | :02:07.
when he was hit by a driver above the drink`driving limht. | :02:08. | :02:14.
When the driver was later arrested by the police, she was | :02:15. | :02:23.
I could not accept that somdbody at 8:45am | :02:24. | :02:37.
on a Sunday morning was twice over the limit and killed hhm. | :02:38. | :02:45.
I could not accept that somdbody at 7:45am | :02:46. | :02:47.
on a Sunday morning was twice over the limit and killed hhm. | :02:48. | :02:50.
At the time of the accident, Emma Egan was said to be drhving | :02:51. | :02:56.
at nearly 70mph in pursuit of her boyfriend who had just jiltdd her. | :02:57. | :02:59.
She is now said to be profotndly sorry for what happened. | :03:00. | :03:01.
She cried in the dock throughout the sentencing hearing. | :03:02. | :03:05.
This case was clearly a woman scorned. | :03:06. | :03:07.
As you heard in court, she was very upset about thd way she | :03:08. | :03:10.
Although she had a choice to actually stop and think twice | :03:11. | :03:15.
about doing what she did, she chose to go and have it out with him. | :03:16. | :03:24.
The family left court confused and angry at the sentence handed out. | :03:25. | :03:29.
She will be out in a couple of years. | :03:30. | :03:41.
The family are still devast`ted by the loss of a beloved husband, | :03:42. | :03:45.
As John said, Eric Codling was killed last November. | :03:46. | :03:54.
And barely a fortnight after the Tour de France left | :03:55. | :04:00.
our roads, its Yorkshire ambassador Brian Robinson is in hospit`l | :04:01. | :04:03.
after being knocked off his bike just three miles from home. | :04:04. | :04:06.
The veteran road racer ` who became the first Briton to finish the Tour | :04:07. | :04:09.
de France ` was hit by a car while out riding in Dewsbury yestdrday. | :04:10. | :04:21.
Olympian, Tour de France pioneer, British side to legend. Bri`n | :04:22. | :04:28.
Robinson has been riding bikes all his life. Bantustan bedbound, the | :04:29. | :04:35.
83`year`old told his son in law today he wants to be back in the | :04:36. | :04:38.
saddle within a month, desphte his injuries. I feel all right. The | :04:39. | :05:05.
incident took place on Wedndsday afternoon in Dewsbury. Robinson was | :05:06. | :05:09.
coming to the end of his regular weekly ride with friends whdn they | :05:10. | :05:18.
hit the car right here. Reshdents tell me this is a dangerous stretch | :05:19. | :05:23.
of road. Cars frequently cole round this corner very quickly. This is | :05:24. | :05:29.
where the bike finished. He ended up over there on the pavement. The good | :05:30. | :05:33.
news is that cyclists are m`de of tough stuff. By the time police were | :05:34. | :05:40.
on the scene, Brian Robinson was able to say that this was hhs first | :05:41. | :05:48.
accident since 1954. His son`in`law wants him to serve as an ex`mple | :05:49. | :05:52.
again. The lesson from this and the legacy from the tour is ple`sed we | :05:53. | :05:58.
consider it of other road users Think twice. Look twice. Robinson | :05:59. | :06:06.
will not be racing again for a few weeks. But he is not done ydt. Not | :06:07. | :06:09.
by a long stretch. Two examples there | :06:10. | :06:11.
from a growing number Every year in this country `round | :06:12. | :06:13.
19,000 cyclists are killed or Over the last six years, | :06:14. | :06:19.
more than 6,000 cyclists have been And 75% of cycling accidents | :06:20. | :06:25.
happen at or near a road junction. Joining us now is Lizzie Re`ther, | :06:26. | :06:31.
chair of the Leeds Cycling Campaign. It sounds so dangerous? It hs | :06:32. | :06:48.
important to point out that the health benefits from cycling also | :06:49. | :06:55.
out the risk of injury, but that is no comfort to those who havd been | :06:56. | :07:01.
knocked off. How can cyclists detect themselves Admiral junctions? Good | :07:02. | :07:08.
anticipation and awareness. Know where you're aiming for in the | :07:09. | :07:13.
Junction. And positioning and road position `` hand signalling and road | :07:14. | :07:20.
position are important. But the onus is on drivers. Either currently more | :07:21. | :07:28.
accidents? Or are there mord people on the roads? The statistics are | :07:29. | :07:36.
difficult. It is difficult to compare the number of acciddnts with | :07:37. | :07:40.
the number of journeys. But it is reasonable to assume that more | :07:41. | :07:43.
people are cycling because of the Tour de France. This wonderful | :07:44. | :07:52.
advert for Yorkshire will encourage people to want to get out on two | :07:53. | :07:58.
wheels. I think that is right. People should feel encouragdd to | :07:59. | :08:01.
cycle. We are working with the police to encourage people to report | :08:02. | :08:07.
dangerous drivers work with the council to make sure cycling | :08:08. | :08:12.
provision in future is bettdr. But equally people might not have been | :08:13. | :08:16.
on a bike for many years or know what they are doing. The mahn advice | :08:17. | :08:25.
is for people not to cycle hn the gutter. It is full of potholes. | :08:26. | :08:33.
Often, cyclists need to cycle in the middle`of`the`road. Drivers need to | :08:34. | :08:37.
be patient and have them tile to make their menu. All of us `re | :08:38. | :08:43.
probably cyclists and drivers. It is about understanding each other's | :08:44. | :08:48.
needs. Absolutely right. Ond thing that people have suggested would | :08:49. | :08:54.
help if the idea of presumed liability. In a collision bdtween | :08:55. | :08:59.
two people, the most powerftl and heavier vehicle would be prdsumed to | :09:00. | :09:02.
be at fault unless they can prove otherwise. If a cyclist hit a | :09:03. | :09:11.
pedestrian, the cyclist would presumed to be at fault. If a car | :09:12. | :09:16.
hits a cyclist, the car would be presumed to be at fault. We are in | :09:17. | :09:21.
the minority in Europe for not having that law in place. | :09:22. | :09:28.
Hannah Cockroft has been aw`rded an honorary degree. | :09:29. | :09:53.
A report into the abuse of disabled and vulnerable adults at thd Solar | :09:54. | :09:56.
day care centre in Doncaster has criticised how long it took to | :09:57. | :09:59.
Today there were apologies to families and the victims. | :10:00. | :10:02.
But it has been a long battle for justice. | :10:03. | :10:04.
The first allegations were lade in 2007. | :10:05. | :10:06.
The Crown Prosecution Service says the evidence wasn't | :10:07. | :10:08.
Following a second police investigation in | :10:09. | :10:10.
2011, the CPS decides for the second time that no`one will face charges. | :10:11. | :10:13.
It wasn't until a third review that eventually | :10:14. | :10:15.
This woman is unable to walk, talk or see. | :10:16. | :10:19.
Despite her vulnerability, she was abused at the Solar Centre | :10:20. | :10:22.
I didn't know what had happened to her. | :10:23. | :10:24.
The only said she had been slapped across her face oncd. | :10:25. | :10:27.
Last year, two people were jailed for humiliating and assaulthng 2 | :10:28. | :10:31.
vulnerable and disabled pathents between 2005 and 2007. | :10:32. | :10:33.
Some were slapped and punchdd while others were pulled out | :10:34. | :10:35.
The convictions were a result of a six`year campaign | :10:36. | :10:38.
During which time, the mattdr was investigated twice but dropped. | :10:39. | :10:44.
Today, a Serious Case Review criticised the amount | :10:45. | :10:46.
The review found that investigations into abuse at the centre took too | :10:47. | :10:52.
long, agencies did not effectively engage victims or their famhlies, | :10:53. | :10:55.
and it made nine recommendations for apologising to victims and their | :10:56. | :11:02.
families and improving training and policies. | :11:03. | :11:09.
I feel it is only right that I apologise. | :11:10. | :11:11.
It is now seven years since the allegations of abtse. | :11:12. | :11:21.
The board accepts that has caused distress and concern to victims and | :11:22. | :11:30.
their families. Clearly the Crown Prosecution Service carries quite a | :11:31. | :11:33.
bit of blame here. You had opportunities to prosecute `nd did | :11:34. | :11:38.
not. , the first thing to s`y is that I I feel for the familhes and | :11:39. | :11:44.
apologise to them. I have m`de sure they are aware that the CPS missed | :11:45. | :11:48.
these opportunities and we apologise. It is nice to have an | :11:49. | :11:55.
apology, but it has taken too long. I would like to think it wotld never | :11:56. | :12:01.
happen again, but it probably is happening elsewhere right now. | :12:02. | :12:06.
Joining us now is Roger Tholpson, who is Chairof Doncaster | :12:07. | :12:08.
The victims here had to wait such a long time, six years, for jtstice. | :12:09. | :12:23.
Why? Well, if we had been investigating this today, wd would | :12:24. | :12:28.
have immediately done a Serhous Case Review. Seven years ago, thhs should | :12:29. | :12:33.
have been a multi`agency investigation. It wasn't an. The | :12:34. | :12:45.
agencies did investigate. There has been an apology. But it shotld have | :12:46. | :12:53.
been done then. Recommissioned this year ago and are now produchng it. I | :12:54. | :12:58.
very much regret this and w`nt to apologise to the families for the | :12:59. | :13:04.
delay. They had the trauma of the relatives being abused in stature | :13:05. | :13:10.
here at a day centre. Know they have had to wait a long time for a report | :13:11. | :13:14.
which might have helped thel to move on. We here that a lot. People are | :13:15. | :13:23.
not listened to. Is this professional thinking that they knew | :13:24. | :13:28.
best? That has always been the case. We want to move away from that. The | :13:29. | :13:33.
culture should be that the key people are the vulnerable pdrson and | :13:34. | :13:38.
the relatives. Either sufficient safeguards in place to stop this | :13:39. | :13:43.
happening again? No one can say that this will not happen again, but we | :13:44. | :13:52.
have put procedures in placd. We hope we will never see the sort of | :13:53. | :13:57.
thing again. It was a very serious case of abuse. We saw in thd report | :13:58. | :14:04.
that families are not convinced this will not happen again. It is very | :14:05. | :14:08.
difficult for them to come to terms with what has happened. All I can | :14:09. | :14:14.
say is we are determined to improve safety of services in Doncaster | :14:15. | :14:29.
A woman police officer shot at point blank range has begun | :14:30. | :14:32.
In other news, the chair of governors at a Bradford | :14:33. | :14:50.
School at the centre of a row over Muslim extremism has accused OFSTED | :14:51. | :14:53.
Fysal Khan has denied that Carlton Bolling College is pursuing | :14:54. | :14:57.
an Islamic agenda and says the accusations ard | :14:58. | :14:59.
Mr Khan says OFSTED's methods should be investigated. | :15:00. | :15:02.
I think they really need to explain themselves. | :15:03. | :15:04.
I suspect it is guilt by association. | :15:05. | :15:06.
I think people need to realhse that OFSTED has become | :15:07. | :15:08.
Whether Michael Gove has gone are not, the damage has been | :15:09. | :15:12.
And now it looks like the s`me in Bradford. | :15:13. | :15:19.
The councillors responsible for the controversial closure of | :15:20. | :15:21.
Lendal Bridge in York will formally face calls to resign tonight. | :15:22. | :15:24.
Council leader James Alexander and councillor Dave Merrett, | :15:25. | :15:29.
who was responsible for transport, will both face a vote on whdther | :15:30. | :15:32.
The move is part of a Liberal Democrat motion which also | :15:33. | :15:42.
calls for the 60,000 motorists fined for crossing Lendal | :15:43. | :15:44.
So far, the ruling Labour group has only said the council will reimburse | :15:45. | :15:48.
Headteachers should consider letting West Yorkshire police officdrs take | :15:49. | :15:53.
their children on holiday during term time. | :15:54. | :15:57.
That's the call from the West Yorkshire Police Federation, which | :15:58. | :15:59.
It is after the Chief Const`ble of Humberside Police and thd | :16:00. | :16:05.
Association of Chief Police Officers said it should happen because it's | :16:06. | :16:07.
difficult for policemen and women to get leave during school holhdays. | :16:08. | :16:13.
Paralympic gold medallist Hannah Cockroft has been aw`rded | :16:14. | :16:15.
an honorary degree at the University of Bradford this morning. | :16:16. | :16:18.
She was one of eight people chosen by the university for being true | :16:19. | :16:21.
inspirations, not only for their work, but for their contribttions | :16:22. | :16:23.
I am truly honoured to be here today. | :16:24. | :16:33.
It is amazing that the hard work I've put in over the last shx years | :16:34. | :16:43.
has been recognised by somewhere so close to my home town. | :16:44. | :16:46.
It is Yorkshire and I am proud to be here. | :16:47. | :17:01.
The takeover of Doncaster Rovers by One Direction's Louis Tollinson | :17:02. | :17:04.
and John Ryan has come off the rails tonight. | :17:05. | :17:06.
The duo had been set to rubber stamp the deal tomorrow | :17:07. | :17:08.
but a failure to secure ?2 lillion through a crowdfunding projdct has | :17:09. | :17:11.
The club is now considering its future. | :17:12. | :17:19.
So what went wrong and what exactly is crowdfunding? | :17:20. | :17:21.
Last month, Louis Tomlinson and John Ryan were all smiles when they | :17:22. | :17:41.
announced their intention to take over Doncaster Rovers. The plan was | :17:42. | :17:52.
innovative. They wanted people to pledge money. Some questiondd value | :17:53. | :17:58.
for money. For ?10, you would get a thank you message. If you w`nted to | :17:59. | :18:02.
meet your hero, he would nedd to shell out ?250. For that, you would | :18:03. | :18:09.
get a photograph. The project time was up this afternoon. They had only | :18:10. | :18:17.
raised ?757,000. 38% of the total needed. Crowd funding has bdcome | :18:18. | :18:23.
increasingly common and can be very effective. This wind turbind and | :18:24. | :18:27.
others like it have been buhlt using the method. But in this casd, people | :18:28. | :18:33.
get the cash back after thrde years and a nice return on their | :18:34. | :18:37.
investment. Were talking about existing turbines which are | :18:38. | :18:43.
generating steady returns. Local people have a chance to lend money | :18:44. | :18:47.
to that company so they can build more. It is incredibly popular | :18:48. | :18:59.
amongst musicians. This band have already passed their target. In this | :19:00. | :19:02.
case, fans get a copy of thd album they have helped pay to makd. They | :19:03. | :19:08.
say that is the key. People thinking they are getting value for loney is | :19:09. | :19:13.
the secret. I have seen othdrs fail because they don't do that. They | :19:14. | :19:17.
will do a fan funded project, will rip the fans off and then the next | :19:18. | :19:23.
project will feel. Back in Doncaster, it is status quo, not One | :19:24. | :19:30.
Direction. All the cash has been returned and the existing owners | :19:31. | :19:34.
remain at the helm. That is a shame. Maybe people | :19:35. | :19:41.
couldn't afford 250 square to for a photograph. It is only ?5 fhrmly! `` | :19:42. | :19:49.
for me. Before 7pm, | :19:50. | :19:50.
another legacy of Le Grand Depart. They sprung up all over | :19:51. | :19:52.
the place to welcome But what now | :19:53. | :19:54.
for the yellow bikes and bunting? You have been decorating our | :19:55. | :20:06.
Facebook pages with your iddas, with suggestions from a lasting lonument | :20:07. | :20:09.
to a trip to the scrapyard. They peppered the tour routd, | :20:10. | :20:36.
turning up here, there and everywhere. What now for all the | :20:37. | :20:42.
yellow bikes? Hundreds of wrecks were given away for people to paint | :20:43. | :20:49.
if they promise to give thel back. But now there are plans. Thd charity | :20:50. | :20:56.
will take them away. Young offenders and volunteers will strip some of | :20:57. | :21:01.
them for parts and make othdrs into fully working bikes and send them | :21:02. | :21:06.
off to different parts of Africa. Sending the bikes to Africa is just | :21:07. | :21:10.
one suggestion. Yapping comhng up with many more. | :21:11. | :21:18.
`` you have been coming up with many more. | :21:19. | :21:28.
Brittle! Knaresborough went mad with its yellow bikes. The mere loves | :21:29. | :22:07.
them. Each one is coded with children's names so we can return | :22:08. | :22:12.
them. `` we can return the bunting. The bikes are going to Africa. Oxfam | :22:13. | :22:21.
will be making patchwork bl`nket out of the knitting. Spreading the cheer | :22:22. | :22:25.
of the Tour de France all over the globe. | :22:26. | :22:25.
I love that. Tomorrow should be | :22:26. | :22:29.
the warmest day of the year. We will be in here, | :22:30. | :22:34.
but in Sheffield the botanical The three day Music in the Gardens | :22:35. | :22:38.
event starts there. Our cultural reporter | :22:39. | :22:44.
couldn't resist. Today will be the hottest d`y of the | :22:45. | :23:08.
year so far. Sheffield botanical Gardens is the place for sunbathing. | :23:09. | :23:15.
Very glamorous. This week, that is the added bonus of some mushc. | :23:16. | :23:19.
Heaven 17 later on. Some jazz just now. You have picked a good weekend | :23:20. | :23:28.
for this. Reader this every year! Only once in nine years that it has | :23:29. | :23:34.
