of the most entrenched privatisation On one side | :01:06. | :01:12. | |
the care workers employed by a private company to look after | :01:13. | :01:15. | |
adults with learning difficulties. They say pay cuts mean they can | :01:16. | :01:18. | |
barely cover basic costs of living. On the other side, Care UK, | :01:19. | :01:21. | |
the company involved, says Doncaster Council has set the | :01:22. | :01:23. | |
budget ` and its hands are tied. When this latest walkout ends, | :01:24. | :01:26. | |
345 days will have passed since the battle over pay began | :01:27. | :01:28. | |
last September. And workers will have been | :01:29. | :01:31. | |
on strike for 48 of those days. That?s roughly one in every | :01:32. | :01:35. | |
seven days for almost a year. As Tom Ingall reports, | :01:36. | :01:40. | |
it's a dispute that shows no signs What we want? Fair pay! The start of | :01:41. | :01:58. | |
another strike of Care UK workers. In search of a pay rise. This woman | :01:59. | :02:07. | |
has worked in health care since she was 16 and she is passionate about | :02:08. | :02:13. | |
her cause. This is what's left of my life after 15 years. She has | :02:14. | :02:18. | |
recently had to leave her home and now lives in a box room. You want | :02:19. | :02:30. | |
owning is not? No, I am losing money. This is the first month with | :02:31. | :02:35. | |
the cuts and I can't afford to pay rent so I had to get out. Given that | :02:36. | :02:44. | |
you say you are out of cash because you don't live with your parents, | :02:45. | :02:48. | |
why are you choosing to support a day of strikes? It is a bigger | :02:49. | :02:56. | |
picture. We all love the NHS and we don't want to end up like America | :02:57. | :03:05. | |
where we pay. And we care. Relations between the Unison and Care UK have | :03:06. | :03:08. | |
been strained since the company took over the provision of some services | :03:09. | :03:14. | |
in Doncaster. The union want the employees to receive the minimum | :03:15. | :03:19. | |
wage. They should negotiate to rent `` to get a good standard of pay for | :03:20. | :03:24. | |
their staff. Will it affect the people? It will eventually because | :03:25. | :03:32. | |
these people behind me have many years skill and service. They are | :03:33. | :03:37. | |
already applying for jobs outside Care UK. So their skills be lost. | :03:38. | :03:43. | |
But even those who took the payments taped up their mouths of this | :03:44. | :03:47. | |
morning. This issue was about more than how much they get paid. `` they | :03:48. | :03:50. | |
take their mouths up this morning. Earlier I spoke to Chris Hindle, | :03:51. | :03:54. | |
the Director of Disability Learning Services | :03:55. | :03:56. | |
for Care UK, and I put it to him that the company knew it would have | :03:57. | :03:59. | |
to cut pay as the contract was worth ?7 million and the wage bill alone | :04:00. | :04:02. | |
was ?6.8 million. It is a statement of fact that | :04:03. | :04:11. | |
whoever was commissioned to provide this service would have had to do so | :04:12. | :04:16. | |
at a reduced budget. The budget was set by Doncaster Council and whoever | :04:17. | :04:20. | |
was awarded the contract would have had to reduce costs. Even the | :04:21. | :04:24. | |
previous provider went on record to say that they would have had to do | :04:25. | :04:29. | |
exactly the same. Care UK has made those reductions but have done so in | :04:30. | :04:35. | |
a way that has protected jobs and protected the final salary pension | :04:36. | :04:40. | |
scheme. We are protected people's basic pay. There have been no | :04:41. | :04:45. | |
reductions to basic pay. We are also offers people a transition period | :04:46. | :04:48. | |
for salaried rejection for that period. The union say that you have | :04:49. | :04:55. | |
cut allowances. They have a 14 month transition period, but thereafter | :04:56. | :04:58. | |
they will be worse off. One person said that she would be ?400 a month | :04:59. | :05:05. | |
worse off. The reality is that Doncaster Council set a | :05:06. | :05:09. | |
significantly reduced budget. We have to deliver within that budget | :05:10. | :05:12. | |
and have had to make decisions. We have tried to minimise the effect on | :05:13. | :05:19. | |
people by protecting basic pay and membership of the generous pension | :05:20. | :05:24. | |
scheme. We have protected jobs by making redundancies. We have also a | :05:25. | :05:27. | |
transition payment which means that people in those `` people who have | :05:28. | :05:32. | |
accepted that will not receive a pay cut for 14 months. Clearly, your | :05:33. | :05:38. | |
company is in the business of making profit from care. What about the | :05:39. | :05:42. | |
adults in your care, are you satisfied that they are receiving a | :05:43. | :05:45. | |
decent level of service given that many people will want to leave your | :05:46. | :05:51. | |
employment? I'm satisfied that we are giving a good quality of | :05:52. | :05:56. | |
service. We are improving quality of service. Doncaster Council did not | :05:57. | :05:59. | |
only want the servers to be delivered within a reduced budget | :06:00. | :06:03. | |
but also wanted to see continuous improvement through the life of the | :06:04. | :06:08. | |
contract. Care UK has already made positive changes and will continue | :06:09. | :06:13. | |
to do that against the backdrop `` against the backdrop of these | :06:14. | :06:18. | |
unfortunate industrial disputes. Could you live on ?7 an hour? That | :06:19. | :06:25. | |
is not the matter, the fact is that Doncaster Council budget has been | :06:26. | :06:29. | |
set and Care UK has had to deliver the service within that budget. We | :06:30. | :06:34. | |
have set wages to be affordable within that reduced budget. Briefly, | :06:35. | :06:40. | |
any sign of resolution here? Candi two signs get around a table? We | :06:41. | :06:48. | |
wanted keep a dialogue open with Unison but the percentage increase | :06:49. | :06:52. | |
they want does not seem reasonable or sensible to me. So we are open to | :06:53. | :06:57. | |
having those discussions and we would like to do that. Actually, the | :06:58. | :07:02. | |
pay review date for a number of our staff is not until October this year | :07:03. | :07:06. | |

and register either by filling in an online form or by Facebook or | :07:55. | :07:59. | |

information is taken and we should be a lot more cautious about signing | :08:46. | :08:49. | |
up to these things until we fully understand what will happen to the | :08:50. | :08:54. | |
data. But your council wants to reassure us. It says that the | :08:55. | :08:58. | |
service is similar to what is offered already in coffee shops and | :08:59. | :09:01. | |
the council's use of data is controlled by law. We have to keep a | :09:02. | :09:07. | |
certain amount of information to comply with data protection. That is | :09:08. | :09:10. | |
stored securely and is not being used. The service provider except | :09:11. | :09:19. | |
that in future, things could change. If we want to expand, local | :09:20. | :09:23. | |
businesses will be offered opportunities to target walking `` | :09:24. | :09:26. | |
customers walking by their shops with offers of cheap coffee or a | :09:27. | :09:30. | |
free doughnut so we will fund that through advertising. This technology | :09:31. | :09:36. | |
