Crime Commissioner to do the same. Theresa May is the latest person to | :02:09. | :02:16. | |
call for his resignation. We cross over to James Vincent who's | :02:17. | :02:22. | |
live in Barnsley with the latest. The reason the calls for him to | :02:23. | :02:37. | |
resign have got louder this evening is because he had a role with both. | :02:38. | :02:44. | |
Between 2005 and 2010 commie was the politician in charge of children's | :02:45. | :02:48. | |
services at the council and he has been a politician in charge the | :02:49. | :02:49. | |
police. He was chosen by 7% | :02:50. | :02:55. | |
of the electorate and on ?85,000 a year and no one can force him | :02:56. | :02:58. | |
to go until the next election. Police commissioners were always | :02:59. | :03:04. | |
a controversial subject but Shaun Wright's determination to stay | :03:05. | :03:07. | |

flaws the system. One minute he was saying he was | :03:12. | :03:16. | |
going nowhere, the right man for the job, the next, his own | :03:17. | :03:20. | |

to imagine that any young person is going through this ordeal, any right | :03:25. | :03:31. | |
minded thinking person, any decent I don't think any | :03:32. | :03:33. | |
of this was my direct fault. When you are a member of a 63 member | :03:34. | :03:40. | |
council, you take collective responsibility for the actions | :03:41. | :03:46. | |
of that organisation and I took my responsibility as part of that | :03:47. | :03:48. | |
organisation and I have moved on and taken lessons from that experience | :03:49. | :03:52. | |
and transferred them into another I can stand proudly on my record, | :03:53. | :03:56. | |
being a Police and Crime The clamour to step down came | :03:57. | :04:02. | |
from the panel tasked to scrutinise his job and it initially | :04:03. | :04:14. | |
came from his political opponents. I am calling | :04:15. | :04:19. | |
for his immediate resignation and He should never have put up | :04:20. | :04:23. | |
for the job. The government cannot sack him | :04:24. | :04:29. | |
but this afternoon it made I believe | :04:30. | :04:32. | |
the Labour Party have called for him to resign and he has questions to | :04:33. | :04:37. | |
answer and in the circumstances come His opponents, his own party | :04:38. | :04:42. | |
and the government want Shaun Wright to consider his position that they, | :04:43. | :04:48. | |
nor his constituents can make him The Police and Crime Panel cannot | :04:49. | :05:07. | |
sack him, they can only suspend a Police Commissioner if they are | :05:08. | :05:10. | |
accused of a crime that has a jail term of over two years. The idea of | :05:11. | :05:15. | |
police commissioners was to break `` make the ball more accountable. No | :05:16. | :05:19. | |
one can sack him apart from voters in the next election in 2016. | :05:20. | :05:24. | |
Well earlier Harry spoke to the local MP Sarah Champion, | :05:25. | :05:27. | |
who's also called for Shaun Wright to stand down. | :05:28. | :05:35. | |
I began though by asking her how she's reacted to the report. | :05:36. | :05:42. | |
I feel sorry for the abuse they have gone through and the abuse they have | :05:43. | :05:48. | |
had to endure and how incredibly let down may have been. There is a | :05:49. | :05:53. | |
growing momentum for the Police Commissioner to review his | :05:54. | :05:57. | |
permission `` position at the moment. How do you stand on that? He | :05:58. | :06:04. | |
has done some great work around Child exploitation and has put a lot | :06:05. | :06:09. | |
of money into it. That is great but from my perspective, it is about the | :06:10. | :06:13. | |
victims and we are talking about 1400 victims that have been let down | :06:14. | :06:17. | |
under his watch and so morally I think he needs to step down in | :06:18. | :06:23. | |
recognition of that. Rogerstone has fallen on his sword. Should others | :06:24. | :06:27. | |
do the same because there are other people involved. `` Roger Stone. | :06:28. | :06:37. | |
What was very clear to me was that while the front`line staff were | :06:38. | :06:41. | |
recognising the problem, the senior managers come I don't know if they | :06:42. | :06:46. | |
were turning a blind eye, I don't know. Child abuse is child abuse and | :06:47. | :06:50. | |
I cannot understand why a senior manager would not act on that. Why | :06:51. | :06:56. | |
are they saying they will not be any disciplinary action? It makes no | :06:57. | :07:02. | |
sense. It is the image of Rotherham that is affected by this, not so | :07:03. | :07:07. | |
much what people think of it here, what people think of Rotherham | :07:08. | :07:13. | |
outside. That is the saddest thing because it is a great town, a great | :07:14. | :07:18. | |
community but if you Google Rotherham now, all you get is child | :07:19. | :07:25. | |
abuse. What about a bigger enquiry to the bottom of this or will that | :07:26. | :07:30. | |
just bring up more dirt that Rotherham can't handle? I can see | :07:31. | :07:36. | |
why people are calling for that. I want to focus on the victims who | :07:37. | :07:41. | |
haven't received any justice and any support to rebuild their lives. It | :07:42. | :07:45. | |
is also about going forward with the focus being on those victims and how | :07:46. | :07:49. | |
best to protect them. With the best will in the world, doing a | :07:50. | :07:54. | |
retrospective enquiry, it will find failings but what are we going to do | :07:55. | :07:59. | |
now to protect our children? This isn't just a Rotherham issue and I | :08:00. | :08:06. | |
have been in Parliament and it is national and most areas are not | :08:07. | :08:08. | |
recognising it. There will be thousands if not tens of thousands | :08:09. | :08:12. | |
of people out there who are not getting support who are being abused | :08:13. | :08:15. | |
as they have been in Rotherham. Now the failure of police and social | :08:16. | :08:19. | |
services to tackle grooming is something Margaret Wilson has been | :08:20. | :08:22. | |
campaigning about for some time. Her daughter Laura was murdered | :08:23. | :08:25. | |
in Rotherham. She was stabbed to death | :08:26. | :08:29. | |
and thrown into a canal. Her mother says her daughter would | :08:30. | :08:34. | |
still be alive if police Laura Wilson died a brutal death and | :08:35. | :08:54. | |
was stabbed and drowned at knife`point because she had fallen | :08:55. | :08:57. | |
pregnant and threatened to tell the man's family. He was convicted of | :08:58. | :09:09. | |
her murder. For her mother, who says she first contacted the authorities | :09:10. | :09:13. | |
about grooming a decade ago, she says responsibility goes beyond the | :09:14. | :09:19. | |
killer. Social services and the police, they kept things quiet for | :09:20. | :09:23. | |
so many years and were getting away with things. If they had acted all | :09:24. | :09:28. | |
those years ago, my daughter may have been alive. She once | :09:29. | :09:32. | |
vindication for what she has been saying has been going on for years | :09:33. | :09:37. | |
but the staggering numbers, 1400 victims, it doesn't go far enough. | :09:38. | :09:43. | |
It is the tip of the iceberg. There will be a hell of a lot more girls. | :09:44. | :09:50. | |
What do you `` why do you think that? It has been going on for so | :09:51. | :09:53. | |
long and some of these girls may have families of their own. They | :09:54. | :09:58. | |
will never ever be able to forget. Margaret thinks apologies are not | :09:59. | :10:03. | |
enough. What would you want to see happen to the people who are still | :10:04. | :10:07. | |
at the council and South Yorkshire Police? They should step down if | :10:08. | :10:15. | |
they are in the council and police that were there all those years ago. | :10:16. | :10:21. | |
Laura's daughter was 13 weeks old when her mum was killed and it is | :10:22. | :10:25. | |
that thought that has kept Margaret fighting. I have a young child that | :10:26. | :10:33. | |
hasn't got a mother. I want to get justice for these girls. Not all of | :10:34. | :10:40. | |
them were groomed. They should have done things years ago and she would | :10:41. | :11:16. | |
still be alive today. These exploitation cases involve some very | :11:17. | :11:20. | |
dangerous perpetrators and if agencies don't respond, there is a | :11:21. | :11:25. | |
risk to children beyond abuse even risk of. We're hearing from 1400 | :11:26. | :11:32. | |
children. Is it not their job to remove children from a dangerous | :11:33. | :11:37. | |
situation and protect them? The report isn't as balanced as it | :11:38. | :11:40. | |
should have been and there is a danger also of a hysterical reaction | :11:41. | :11:47. | |
to this report. Obviously it is very serious but I would question whether | :11:48. | :11:51. | |
that number of children were exploited. They have not made up | :11:52. | :12:00. | |
that member. It is a guess at the very best. They are in danger of | :12:01. | :12:04. | |
losing sight of the fact that many front`line workers did raise | :12:05. | :12:10. | |
concerns. Residential social workers, voluntary youth workers and | :12:11. | :12:14. | |
a range of other workers in education, health, police and social | :12:15. | :12:20. | |
work. At the front`line level, where there may have been failings, is in | :12:21. | :12:25. | |
middle management and senior management but it is important to | :12:26. | :12:29. | |
make that distinction. This is a fact that will have to be addressed | :12:30. | :12:34. | |
that long`term support has got to be given to the victims. That could be | :12:35. | :12:38. | |
over one year, over ten years, it could be of a lifetime. How many | :12:39. | :12:44. | |
staff do you need to do that? A lot of stuff will be needed. It has been | :12:45. | :12:49. | |
known for decades that there aren't enough support services for the | :12:50. | :12:52. | |
victims of child abuse. It is all well and good getting hot under the | :12:53. | :12:59. | |
collar but once a media has moved on, these children are left | :13:00. | :13:03. | |
unsupported and we need to invest far more resources in helping them. | :13:04. | :13:11. | |
At a time of austerity cuts, are you saying they awe at the bottom of the | :13:12. | :13:18. | |
ladder? They are and the report does warn that many of these services in | :13:19. | :13:22. | |
Rotherham and elsewhere have far too much demand on their services and | :13:23. | :13:27. | |
they haven't got the resources. That situation is likely to get worse. It | :13:28. | :13:33. | |
says that they are acutely overstaffed and under stretched. It | :13:34. | :13:39. | |
is a big factor. Services in Rotherham and across the country are | :13:40. | :13:44. | |
inundated with parents who have mental health problems, drug abuse | :13:45. | :13:48. | |
problems, domestic violence and bringing up many children and | :13:49. | :13:51. | |
children are suffering as a result of that will stop what therapy is | :13:52. | :14:02. | |
available to the victims? They will be there to meet a number | :14:03. | :14:19. | |
of their needs. The impact of abuse suffered by hundreds of victims in | :14:20. | :14:22. | |
one of the room could last for years if not a lifetime. | :14:23. | :14:32. | |
Emma was raped and abused weekly from the age of 13 | :14:33. | :14:35. | |
Emma says the police really let her down, even losing evidence | :14:36. | :14:39. | |
That happened weekly by the same man but not only that, I had to | :14:40. | :14:46. | |
start sleeping with people whoever they wanted me to sleep with. | :14:47. | :14:51. | |
As things went on, that pressure got more and more and | :14:52. | :14:58. | |
they got more violent and aggressive and more angry towards you. | :14:59. | :15:02. | |
I went to the police, I went on two occasions. | :15:03. | :15:07. | |
The first time they lost my evidence and lost my clothes that | :15:08. | :15:11. | |
On the second occasion, they brought the men in for questioning. | :15:12. | :15:17. | |
Two of them backed up in their statements what I had said | :15:18. | :15:23. | |
and they released them without charge and said that there wasn't | :15:24. | :15:27. | |
They make you feel like what you're doing isn't a crime and it | :15:28. | :15:32. | |
The police with their response backed that up. | :15:33. | :15:39. | |
I was treated worse than a criminal and I was a victim | :15:40. | :15:42. | |
They are perverting the course of justice. | :15:43. | :15:46. | |
They have known children have been seriously sexually assaulted | :15:47. | :15:50. | |
and abused and they have turned a blind eye and let it continue. | :15:51. | :15:54. | |
I have depression, I will always have it. | :15:55. | :15:59. | |
I've got a bad eating disorder and was very depressed. | :16:00. | :16:06. | |
I couldn't even function day to day and do normal day to day | :16:07. | :16:11. | |
tasks because of the mental health issues I had from my abuse. | :16:12. | :16:16. | |
The horrific reality for one Victim who's life has been torn apart | :16:17. | :16:24. | |
So what help is on hand for teenagers like Emma? | :16:25. | :16:32. | |
Who is there to pick up the pieces when their lives fall apart? | :16:33. | :16:36. | |
We're joined by Tracy Haycox from Safe at Last, | :16:37. | :16:38. | |
a charity which supports young people who leave home. | :16:39. | :16:40. | |
Depression` what impact on rest of lives? | :16:41. | :16:51. | |
The impact on their lives is horrific. They have suffered such | :16:52. | :17:00. | |
traumatic experiences that will probably last well into their adult | :17:01. | :17:06. | |
it. There was an exemplar of a victim who took her clothes to the | :17:07. | :17:10. | |
police and they lost that evidence. `` example. We have seen an | :17:11. | :17:21. | |
improvement in this over the years. The police and crime commission has | :17:22. | :17:25. | |
dedicated funds to a project which works with young people. `` Police | :17:26. | :17:35. | |
and Crime Commissioner. They also support us when children go and run | :17:36. | :17:43. | |
away from home. You have seen an improvement. How shocked were you by | :17:44. | :17:49. | |
what was exposed yesterday, 1400 children? We were shocked and | :17:50. | :17:54. | |
saddened to see the extent of such abuse in Rotherham. How much support | :17:55. | :18:00. | |
is available for victims? What is provided by the state? In terms of | :18:01. | :18:07. | |
the state, it is up to the young person to tell us what support they | :18:08. | :18:12. | |
need. It should be an menu of services that they given person can | :18:13. | :18:18. | |
choose to what suits them the best, whether it is from statutory | :18:19. | :18:22. | |
services to social services, their GP health services or charities like | :18:23. | :18:26. | |
us know and we have a history of working with children and people. | :18:27. | :18:32. | |
Have you seen an influx of people coming through your doors? It has | :18:33. | :18:38. | |
been quite says `` stable in terms of the number that referred to that | :18:39. | :18:43. | |
have issues around child exploitation. Thank you. | :18:44. | :18:45. | |
The failings by the authorities has been described | :18:46. | :18:47. | |
by Children's charity the NSPCC as a sort of collective blindness. | :18:48. | :18:52. | |
One of the explanations for that in the review is that some council | :18:53. | :18:55. | |
workers were afraid to tell the truth. | :18:56. | :18:58. | |
Most of the perpetrators were of Pakistani heritage and staff were | :18:59. | :19:01. | |
Joining us now are Muhbeen Husain and Parveen Qureshi who both work | :19:02. | :19:08. | |
Parveen, was there a sense of denial that there was a problem? It is a | :19:09. | :19:23. | |
shambles for the council and police authorities. Was there a denial by | :19:24. | :19:32. | |

people and bring the communities together. How do you get over | :20:14. | :20:16. | |
