more scrutiny this evening. The IPCC, the Independent Police | :01:57. | :01:59. | |
Complaints Commission, says this report into child sexual | :02:00. | :02:03. | |
exploitation is shocking, and it's writing to the Chief Constable of | :02:04. | :02:06. | |
South Yorkshire police and it wants any evidence of failure is or must | :02:07. | :02:10. | |
conduct to be referred to them so that they can investigate. This | :02:11. | :02:16. | |
report has shocked Rotherham. 1400 children exploited in this town over | :02:17. | :02:20. | |
16 years. It's been in the news all week, and people want to know whose | :02:21. | :02:26. | |
fault it is. The scope of this report into child | :02:27. | :02:30. | |
sexual exploitation in Rotherham has now led for some to call for a | :02:31. | :02:35. | |
criminal investigation. People simply want answers as to why this | :02:36. | :02:39. | |
was allowed to happen. This man's daughter was a victim of child | :02:40. | :02:43. | |
sexual exploitation. They know who they are, they know they've not done | :02:44. | :02:47. | |
their job and if they have anything about them, they shouldn't be doing | :02:48. | :02:51. | |
the job. They need to be brought to task because it is perverting the | :02:52. | :02:57. | |
course of justice. They are offices for the police and also the people | :02:58. | :03:00. | |
in the council are paid to safeguard children. It's not just those | :03:01. | :03:06. | |
terribly affected by grooming. The town has been shamed and people | :03:07. | :03:10. | |
living here at angry. It's disgusting to hear about it, | :03:11. | :03:14. | |
especially the amount it is, it's terrible. To be fair, as a | :03:15. | :03:18. | |
community, we should stick together and not be doing stuff like that, | :03:19. | :03:23. | |
and the council needs to do something, step up. These guys now, | :03:24. | :03:29. | |
they need to quit don't they? They need to quit. From the top to the | :03:30. | :03:35. | |
bottom. We know about Rotherham Council. They need to get their | :03:36. | :03:40. | |
finger out, and start looking after people what they are meant to be | :03:41. | :03:44. | |
looking after, and not just sitting on their backsides. The police | :03:45. | :03:49. | |
commissioner continues to be under pressure to resign. He is a | :03:50. | :03:53. | |
politician without a party and now the Prime Minister is saying he | :03:54. | :03:57. | |
needs to take responsibility. But he's the only person who can decide | :03:58. | :04:01. | |
if he stays or goes. The reports are shocking from Rob from, and the | :04:02. | :04:05. | |
scale of the abuse that was going on is deeply shocking and I think the | :04:06. | :04:08. | |
Home Secretary was right yesterday to say, having looked at the report, | :04:09. | :04:12. | |
and the fact that the police commissioner was at the time head of | :04:13. | :04:16. | |
Children's Services, that the right decision would be to resign and take | :04:17. | :04:19. | |
full responsible at you for what happened. One news Chris chased the | :04:20. | :04:24. | |
police commissioner, his former colleagues are queueing up to | :04:25. | :04:29. | |
criticise him. It is wilful neglect. If you know that there is child | :04:30. | :04:33. | |
abuse on this scale and of this nature going on, to turn a blind eye | :04:34. | :04:38. | |
to it, and there is a criminal charge that can be brought, and we | :04:39. | :04:41. | |
should use the law against those people. The government has already | :04:42. | :04:44. | |
said it will have an inquiry into what has happened in Rotherham. For | :04:45. | :04:49. | |
many, that is not enough. There is even more pressure on the | :04:50. | :04:54. | |
police Commissioner this evening. In the last hour, his deputy police | :04:55. | :04:58. | |
commissioner, a Labour councillor, has decided she will quit. She is a | :04:59. | :05:02. | |
Labour politician but, of course, after Shaun Wright resigned from the | :05:03. | :05:09. | |
Labour Party, she is saying she can't work with him, and he should | :05:10. | :05:14. | |
have stepped down. No word from Shaun Wright or South Yorkshire | :05:15. | :05:18. | |
police. We asked both for interviews. South Yorkshire police | :05:19. | :05:25. | |
told us there are 173 active child sexual exploitation investigations | :05:26. | :05:28. | |
in South Yorkshire at the moment. 32 of those are based here in | :05:29. | :05:31. | |
Rotherham. Thank you. | :05:32. | :05:35. | |
Well, the report author has insisted that there were no senior figures | :05:36. | :05:39. | |
The report into sexual exploitation in Rotherham tells us that | :05:40. | :05:41. | |
from 2005, it's hard to believe any senior people at the council were | :05:42. | :05:45. | |
So, who held some of the key posts, and where are they now? | :05:46. | :05:49. | |
Our correspondent Jamie Coulson has the details. | :05:50. | :05:51. | |
Well, the report author has insisted that there were no senior figures | :05:52. | :05:54. | |
Now, Roger Stone has been the council | :05:55. | :05:57. | |
leader since 2003, and is the only senior person to resign so far. | :05:58. | :06:00. | |
He said it's "only right he takes responsibility | :06:01. | :06:04. | |
Shaun Wright is currently South Yorkshire's Police and | :06:05. | :06:08. | |
But he managed children's services between 2005 and 2010. | :06:09. | :06:14. | |
He's resisted calls to resign, although he has stepped down | :06:15. | :06:18. | |
Joyce Thacker is the current Executive Director of Children | :06:19. | :06:23. | |
She's already a controversial figure, having removed three | :06:24. | :06:28. | |
ethnic minority children from their foster parents because of their | :06:29. | :06:32. | |
And, today, Rotherham Council gave her its full support. | :06:33. | :06:40. | |
Sonia Sharp is a former Director of Children and | :06:41. | :06:42. | |
She now holds a senior position in Australia. | :06:43. | :06:46. | |
She has said she "regrets every case of exploitation of young girls but | :06:47. | :06:50. | |
"feels strongly that their collective efforts led to gradual | :06:51. | :06:54. | |
"situation." And Mike Cuff, a former Chief Executive who was in | :06:55. | :07:00. | |
post between 2004`2009, has said he "takes his share of responsibility | :07:01. | :07:05. | |
"for the council's failure to prevent the appalling abuse." | :07:06. | :07:11. | |
These are just some of the 52 senior people from the | :07:12. | :07:13. | |
council, past and present, who were interviewed as part of the review. | :07:14. | :07:20. | |
Steve Ashley is the independent chair of Rotherham's | :07:21. | :07:22. | |
A former chief superintendent with Merseyside Police, he took up | :07:23. | :07:27. | |
I began by asking him why no`on else from | :07:28. | :07:32. | |
the council, including the head of Children's' Services, Joyce Thacker, | :07:33. | :07:35. | |
I can't speak for them as to why they're not prepared to speak. | :07:36. | :07:45. | |
What I can say is this, the director of Children's Services | :07:46. | :07:47. | |
She is very committed to sorting these problems out. | :07:48. | :07:54. | |
I think the report doesn't highlight particular issues | :07:55. | :07:57. | |
And all I can do is talk about people and | :07:58. | :08:03. | |
The report itself says, and I'm virtually quoting, it's hard | :08:04. | :08:09. | |
to believe that any senior people, from the leader of the Council | :08:10. | :08:12. | |
and chief executive downwards or not aware of the problem. | :08:13. | :08:17. | |
That, of course, suggests a cover`up. | :08:18. | :08:18. | |
Everybody knew what was going on, nobody wanted to tackle the issue. | :08:19. | :08:27. | |
No, and I think you've got to look at what level people were at, | :08:28. | :08:30. | |
and what their involvement was at that point. | :08:31. | :08:32. | |
It's totally impractical to think that you can remove every senior | :08:33. | :08:35. | |
manager that is currently working in Rotherham social care, | :08:36. | :08:37. | |
or the police service, for that matter, and then move forward. | :08:38. | :08:40. | |
I do accept absolutely, though, that if people have been found | :08:41. | :08:45. | |
wanting in the past, and that is still a concern, then, of course, | :08:46. | :08:51. | |
All I can say is that in terms of, certainly, the chief executive and | :08:52. | :08:57. | |
the director of Children's Services, they have shown nothing but full | :08:58. | :09:00. | |
They were very supportive of this report. | :09:01. | :09:07. | |
You see, in Rotherham, the one thing they do, | :09:08. | :09:09. | |
and I'm sure you're aware of this, when you go in the town, or in the | :09:10. | :09:13. | |
When they see the senior management of Rotherham Council hiding | :09:14. | :09:18. | |
behind statements, they don't like it and they smell a rat. | :09:19. | :09:24. | |
Rotherham could have been opened up any more than it has been. | :09:25. | :09:30. | |
This report is shocking in its nature, it's, you know, | :09:31. | :09:34. | |
frankly I did not expect it to be as blunt, and I am glad it is. | :09:35. | :09:38. | |
People have to answer for the actions they took, | :09:39. | :09:41. | |
The Chief Executive has been in post, I think, since about 2009, | :09:42. | :09:47. | |
and, when, really, the moves to improve the situation could occur. | :09:48. | :09:53. | |
So, from that point of view, what I'm interested in is are the people | :09:54. | :09:57. | |
we've got now totally committed to moving this issue forward? | :09:58. | :10:01. | |
Would people be listened to if they went to the police? | :10:02. | :10:08. | |
Because one of the suggestions is that there's | :10:09. | :10:10. | |
no support by the council to help them in future anyway. | :10:11. | :10:14. | |
The fact of the matter is that support | :10:15. | :10:17. | |
for post abuse victims, not just in South Yorkshire, at in the whole | :10:18. | :10:26. | |

We rely almost entirely on charity organisations to provide | :10:30. | :10:32. | |
I have written to the Health and Well`being Board to enter | :10:33. | :10:36. | |
discussions with them about what funding there's going to | :10:37. | :10:38. | |
I've no doubt that there will be considerable argument now that takes | :10:39. | :10:44. | |
place about who is responsible for that. | :10:45. | :10:46. | |
What I care about is the fact that 1400 children now need | :10:47. | :10:51. | |
support, and, one way or another, I will fight, I think along with many | :10:52. | :10:55. | |
Well, the issue of child sexual exploitation isn't | :10:56. | :11:03. | |
Police forces across Yorkshire are dealing with | :11:04. | :11:07. | |
West Yorkshire police revealed it's investigating more than 60 cases | :11:08. | :11:12. | |
of child sexual exploitation in the county. | :11:13. | :11:15. | |
Our reporter Phil Bodmer has been investigating the scale | :11:16. | :11:17. | |
The scale of child sexual exploitation in | :11:18. | :11:25. | |
Rotherham has rung alarm bells in towns and cities across Yorkshire. | :11:26. | :11:29. | |
The journalist who first uncovered the extent of grooming in Rotherham | :11:30. | :11:33. | |
believes the problem extends beyond South Yorkshire. | :11:34. | :11:36. | |
We certainly found very specific examples in Leeds, in Keighley, | :11:37. | :11:41. | |
in Bradford, Dewsbury, where, over a number of years, girls had fallen | :11:42. | :11:47. | |
Attempts had been made by those children, or their family, | :11:48. | :11:53. | |
their parents, to draw attention to it, and we saw records where, | :11:54. | :11:57. | |
unfortunately, those in authority, who had a duty to protect children, | :11:58. | :12:01. | |
had failed to take the action that needed to be taken. | :12:02. | :12:04. | |
In West Yorkshire, police say they are currently | :12:05. | :12:06. | |
investigating 65 cases of grooming but admit the true figure could be | :12:07. | :12:10. | |
much higher, as many victims are simply too afraid to report abuse. | :12:11. | :12:15. | |
There are investigations ongoing across all areas of West Yorkshire, | :12:16. | :12:19. | |
We have 65 live investigations at this moment in time. | :12:20. | :12:26. | |
In the main, they are single offender and single victim, but we | :12:27. | :12:29. | |
have three large investigations with multiple offenders, | :12:30. | :12:31. | |
Do you believe the problem could be higher than the 65 you're | :12:32. | :12:35. | |
Most definitely, in the sense that we're always going to have | :12:36. | :12:39. | |
And I'd ask people in the voluntary sector to encourage | :12:40. | :12:45. | |
The former Labour MP for Keighley first raised concerns | :12:46. | :12:50. | |
about child sexual exploitation back in 2002, but she became frustrated | :12:51. | :12:55. | |
by the reluctance of the authorities to take action. | :12:56. | :12:59. | |
Does she now think the issue is being taken more seriously? | :13:00. | :13:03. | |
We're at least talking about it now, and once you start to talk | :13:04. | :13:06. | |
about something, you start to find solutions. | :13:07. | :13:08. | |
I think we are on the way to finding a solution. | :13:09. | :13:12. | |
And it is all agencies that have to be involved in that. | :13:13. | :13:16. | |
Kirtley's council says it's increasing help for those worried | :13:17. | :13:18. | |
by the report into child abuse in Rotherham. | :13:19. | :13:21. | |
Meanwhile, the Huddersfield MP is calling for a national commission to | :13:22. | :13:25. | |
safeguard young people against this scale of abuse happening again. | :13:26. | :13:34. | |
Ten years ago, a documentary was made for Channel 4 | :13:35. | :13:37. | |
which shone a spotlight on child grooming in Bradford. | :13:38. | :13:41. | |
It provoked a huge response, and its original transmission was | :13:42. | :13:43. | |
delayed for several months because it was hijacked | :13:44. | :13:46. | |
It was called Edge Of The City and it uncovered some now very | :13:47. | :13:51. | |
Two mothers, they search for their daughters. They go missing virtually | :13:52. | :14:06. | |
every night. These mothers are too frightened to be identified. Their | :14:07. | :14:11. | |
daughters are too trusting to realise the danger they are heading | :14:12. | :14:20. | |
into. I walked into the room, and there were about six guys in there. | :14:21. | :14:25. | |
One guy wanted sex, he was nasty, forceful, throwing me about a bit. | :14:26. | :14:34. | |
He abused me. That sounds familiar to what we have been hearing. | :14:35. | :14:37. | |
Anna Hall made that documentary and joins us now. | :14:38. | :14:41. | |
That was ten years ago, nothing was done about it, but why? Well, in | :14:42. | :14:50. | |
Bradford ten years ago, there was a significant child protection | :14:51. | :14:52. | |
investigation in Keighley that we followed in that documentary so I | :14:53. | :14:57. | |
started making that in 2002 and 2003. It was transmitted in 2004. At | :14:58. | :15:04. | |
that point, what we found was that social services or firefighting, and | :15:05. | :15:11. | |
that the police were investigating. They had 50... Suspected victims who | :15:12. | :15:18. | |
are coming forward. But, in fact, what they were finding is that the | :15:19. | :15:23. | |
victims, those girls who were being investigated, would not give | :15:24. | :15:27. | |
statements. They didn't see themselves as being victims. And, | :15:28. | :15:31. | |
therefore, the police couldn't take the cases forward because there were | :15:32. | :15:36. | |
no complaints. What we've learned now, in the last ten years, since I | :15:37. | :15:42. | |
made that film, is that, as people have come to understand, what is | :15:43. | :15:47. | |
this sexual exploitation all about? It is about the psychological | :15:48. | :15:50. | |
manipulation of really young teenagers. Are we actually | :15:51. | :15:55. | |
frightened of getting to the real issue about who is to blame for this | :15:56. | :15:59. | |
situation as well? You knew about Rotherham. Are we talking about a | :16:00. | :16:03. | |
certain community that may be perpetrating these things? Well, I | :16:04. | :16:12. | |
mean, in 2004, in my film, the cat was out of the bag. In 2004, we said | :16:13. | :16:16. | |
the perpetrators were overwhelmingly Asian. Now, that, in fact, was | :16:17. | :16:22. | |
inaccurate. What we should have said, and what we've learned now is | :16:23. | :16:27. | |
that the perpetrators of these big style gang grooming cases are | :16:28. | :16:30. | |
overwhelmingly British Pakistani. And lots of people will say you | :16:31. | :16:34. | |
can't say that. And we need to be careful about saying that. Of | :16:35. | :16:39. | |
course, we are not saying that is every type of child sexual abuse, | :16:40. | :16:43. | |
but what it seemed to me, as I made that film in 2004, and I knew about | :16:44. | :16:50. | |
this style of grooming in 1996 in Bradford because Barnardos in | :16:51. | :16:53. | |
Bradford had uncovered exactly this pattern 20 years ago. So, my thing | :16:54. | :17:01. | |
was always if there is a pattern that is staring us in the face, | :17:02. | :17:05. | |
let's deal with it, however unpalatable it is. How do we deal | :17:06. | :17:12. | |
with it? What is the answer? In my opinion, the complexity of this | :17:13. | :17:16. | |
crime, there are so many different layers... I've now made three films | :17:17. | :17:20. | |
on this issue. I made a film three years ago, and we went around the | :17:21. | :17:25. | |
country talking to the British Pakistani community and, guess | :17:26. | :17:30. | |
what? Absolutely everybody we talked to was horrified. So, the answer is | :17:31. | :17:36. | |
to engage, youth workers, Imam 's, leaders within the community, women | :17:37. | :17:40. | |
within the community, to help us understand. And that is what hasn't | :17:41. | :17:44. | |
happened, there hasn't been a cultural sociology. What is going | :17:45. | :17:49. | |
on, and why is this being allowed to happen? You are saying about | :17:50. | :17:55. | |
schools, making girls aware of what grooming is. Absolutely. I think we | :17:56. | :18:00. | |
need to go into schools in year five, your six, a seven, and the | :18:01. | :18:05. | |
aid. Most of these young people are in schools. Eventually, they start | :18:06. | :18:09. | |
cropping out but in year seven, they are in schools, and we need | :18:10. | :18:13. | |
specialist youth workers to go to schools. | :18:14. | :18:17. | |
