Carla, what are the main complaints about the gulls? | :04:27. | :04:38. | |
Scarborough Council say thex are receiving increasing numbers of | :04:39. | :04:42. | |
complaints about seagulls in the town. It is known locally as mugging | :04:43. | :04:52. | |
when a seagulls soapstone and snatches food, and these birds can | :04:53. | :04:57. | |
be intimidating and dangerots. It can also make a mess everywhere The | :04:58. | :05:06. | |
noise they make is year`round. I spoke to one licensee who h`s lived | :05:07. | :05:09. | |
here for 31 years and she told me why she is lobbying the council | :05:10. | :05:16. | |
It is dangerous for children. If they are sat down with an ice cream | :05:17. | :05:23. | |
and a seagull dives, somethhng can happen and it needs to be addressed | :05:24. | :05:31. | |
straightaway. It has to happen so that by next summer people can feel | :05:32. | :05:32. | |
comfortable. This is not a new problem though, | :05:33. | :05:34. | |
is it? At today's meeting, the council | :05:35. | :05:45. | |
looked back over decades of trying to deal with the issue. Over the | :05:46. | :05:51. | |
years various remedies have been tried including playing tapd | :05:52. | :05:56. | |
recordings. They have also wrapped buildings in netting, which has been | :05:57. | :05:58. | |
partially successful. They had any difficult position | :05:59. | :06:13. | |
because all sea birds are protected. All they can do is apply for a | :06:14. | :06:17. | |
special license to remove the eggs or the nest but only after they have | :06:18. | :06:21. | |
exhausted all other possibld methods of intervention. That is wh`t the | :06:22. | :06:31. | |
scrutiny task force will look at today, and we spoke to the chairman | :06:32. | :06:37. | |
error. We will find solutions to the problem which is significant in | :06:38. | :06:42. | |
Scarborough, but this can bd in the way of controlling the food which is | :06:43. | :06:48. | |

But first to Drax power station whose owners tonight are accused | :09:38. | :09:40. | |
of causing environmental dalage while trying to produce gredner | :09:41. | :09:42. | |
It's converting part of its operation from burning coal | :09:43. | :09:47. | |
to burning trees or biomass, because it says it causes less pollttion. | :09:48. | :09:50. | |
But some campaigners say it's damaging woodland. | :09:51. | :09:52. | |
As one of the biggest coal burning plants in Europe, this plant is a | :09:53. | :10:10. | |
Pulitzer but it is trying to change. It is hoping to reduce the `mount of | :10:11. | :10:17. | |
carbon dioxide it emits. Thd theory is that these wooden pellets come | :10:18. | :10:22. | |
from forests that regrow so they can absorb the carbon dioxide pollution. | :10:23. | :10:28. | |
By turning this into a renewable power station it gives us a | :10:29. | :10:32. | |
long`term future. It preserves jobs in Yorkshire and is a reallx good | :10:33. | :10:38. | |
renewable. The biomass is shipped from the United States, one of the | :10:39. | :10:42. | |
few countries was in a forest to supply the operation. Drax says it | :10:43. | :10:48. | |
only uses trees which are not good enough for furniture or construction | :10:49. | :10:51. | |
and it ensures trees are grown to replace them, but some questioned | :10:52. | :10:55. | |
the wisdom of burning trees in the first place. Carbon dioxide goes | :10:56. | :11:00. | |
straight out the chimney and into the atmosphere and five a long time | :11:01. | :11:05. | |
we have been told, don't worry about that because the forest will redraw, | :11:06. | :11:10. | |
but it is common sense that trees take a bit of time to legal, it can | :11:11. | :11:16. | |
take decades to neutralise the carbon dioxide. And there are | :11:17. | :11:21. | |
further concerns. Environmentalists in the United States claim some of | :11:22. | :11:25. | |
the trees being burnt are from sensitive habitats. The wood pellet | :11:26. | :11:31. | |
industry and the biomass industry want you to see and artifichal | :11:32. | :11:40. | |
planted area, that is a monoculture. They do not want to see nattral | :11:41. | :11:47. | |
forest like this. That is in part because anyone can look arotnd here | :11:48. | :11:52. | |
and see that there is a law that will be lost. Drax says all of its | :11:53. | :11:57. | |
biomass is carefully policed to ensure habitats are protectdd. We | :11:58. | :12:03. | |
will only deal with pale producers who deliver biomass from ardas that | :12:04. | :12:07. | |
are not protected, not defined as special habitats. The company is | :12:08. | :12:13. | |
confident that biomass is bdtter than call for the environment. We | :12:14. | :12:18. | |
can deliver 80% savings rel`tive to call. That is why we believd it is | :12:19. | :12:24. | |
good for us. The government is spending millions of pounds of | :12:25. | :12:29. | |
taxpayer money subsidising the conversion to wood, but despite the | :12:30. | :12:34. | |
concerns being raised, the linister responsible declined an intdrview. | :12:35. | :12:37. | |

But for many householders though, the primary concern is not how | :12:40. | :12:43. | |
green our power is, but if we can afford it. | :12:44. | :12:46. | |
Here in Sheffield, not worrying about heating bills | :12:47. | :12:48. | |
and energy prices will be a reality at these so called passive houses. | :12:49. | :12:52. | |
More than 100 of them are being built in the city, | :12:53. | :12:55. | |
the biggest development of its kind in the country. | :12:56. | :12:57. | |
They're heated by the warmth given off by people and appliances, | :12:58. | :13:00. | |
It might not like it, but this building site is green. These are | :13:01. | :13:15. | |
passive houses and they are seated in an unusual way. The horns are | :13:16. | :13:19. | |
essentially airtight and super insulated. Heat generated bx people | :13:20. | :13:24. | |
and household appliances st`ys inside. The technology is not new | :13:25. | :13:29. | |
and is widely used abroad btt has only been used in smaller projects | :13:30. | :13:35. | |
in the UK. This is the first development entirely made in this | :13:36. | :13:40. | |
way. The walls are very thick and insulated. An average new home has | :13:41. | :13:46. | |
walls about their spec but these walls are about double. There's this | :13:47. | :13:55. | |
solid form and these beads, then this is the normal once you wishing | :13:56. | :14:00. | |
you might find in your loft. They keep things very warm easilx. | :14:01. | :14:07. | |
It is hoped the project will rejuvenate an area rich in | :14:08. | :14:13. | |
industrial heritage. Most pdople in Sheffield are familiar with this | :14:14. | :14:17. | |
area and it was originally ` steelworks. We got it from `nother | :14:18. | :14:20. | |
developer who had planning permission for 300 apartments and we | :14:21. | :14:27. | |
felt that to build a communhty, we designed it with Emacs of up to four | :14:28. | :14:34. | |
bedroom houses. And it is proving popular. We have seen developments | :14:35. | :14:42. | |
like this in North America. It really appealed to us, especially | :14:43. | :14:49. | |
