We're being warned the houshng market in Yorkshire is reaching | :00:49. | :00:56. | |
breaking point, with house prices and private rents being pushed | :00:57. | :00:58. | |
Just over 9,000 homes were built in Yorkshire last year. | :00:59. | :01:05. | |
According to the National Housing Federation, | :01:06. | :01:06. | |
It says a shortage of homes is causing a crisis, with the | :01:07. | :01:18. | |
average house price now mord than eight times the average sal`ry. | :01:19. | :01:20. | |
In York, the council is trying to alleviate | :01:21. | :01:23. | |
the problem with plans to btild nearly 17,000 new homes by 2030 But | :01:24. | :01:26. | |
nearly 70 per cent of those homes will be built on | :01:27. | :01:28. | |
green field sites, and that's led to strong opposition from some people | :01:29. | :01:31. | |
In a moment we'll be talking more about the region's housing problems, | :01:32. | :01:35. | |
but first here's Cathy Killhck's report from York. | :01:36. | :01:39. | |
Visit York and it's bustling and clearly prosperous, | :01:40. | :01:42. | |
but that very success has m`de it so popular there is a chronhc | :01:43. | :01:45. | |
It doesn't take long to find people who are struggling to stay here | :01:46. | :01:55. | |
Once I finish my course, I'l moving out of York, going up to Lincoln. | :01:56. | :02:05. | |
Most of the accommodation is being given to students. | :02:06. | :02:10. | |
They would rather get students than families. | :02:11. | :02:12. | |
I've lived in York a long thme, but I would say it is bad in York. | :02:13. | :02:21. | |
I know a lot of people, teenagers especially, | :02:22. | :02:28. | |
The council solution is to plan more housing estates. | :02:29. | :02:32. | |
Two big ones at Cliftonmoor and a new suburb called Whinthorpe with | :02:33. | :02:35. | |
thousands of homes and a pldthora of smaller sites, bringing the total | :02:36. | :02:38. | |
Already, the objections have started. | :02:39. | :02:48. | |
This land at Elvington has been earmarked | :02:49. | :02:50. | |
for 150 houses, a 60% incre`se in the village's housing total. | :02:51. | :02:54. | |
We all chose to live here bdcause of it being a rural area. | :02:55. | :03:02. | |
It's got its own atmosphere and character, people like that | :03:03. | :03:05. | |
The school is already full and that is testament to | :03:06. | :03:09. | |
If we have too many houses, that will change the character. | :03:10. | :03:13. | |
Brown field sites are preferable for development, as here within | :03:14. | :03:15. | |
But conserving York's historic charm, avoiding flood risk | :03:16. | :03:22. | |
and the cost of decontamination hinders developments like this one. | :03:23. | :03:26. | |
We have enormous pressure on our housing market. | :03:27. | :03:31. | |
We have some of the highest private sector rents and highest hotse | :03:32. | :03:38. | |
prices outside London and the south`east which reflects the | :03:39. | :03:40. | |
It is very difficult in a chty like York. | :03:41. | :03:44. | |
We are maximising the use of brown field sites, but wd do have | :03:45. | :03:47. | |
It is a dilemma for both cotncil and citizens. | :03:48. | :03:51. | |
But decisions must be made by the end of the year. | :03:52. | :04:00. | |
Well, Daniel Klemm is from the National Housing | :04:01. | :04:02. | |
Federation, which represents housing associations around the country | :04:03. | :04:04. | |
I asked him why he thinks it is such a problem. | :04:05. | :04:14. | |
Well, that means misery for thous`nds | :04:15. | :04:16. | |
In York, we know that house prices are around ?200,000 | :04:17. | :04:19. | |
It's difficult for people to think about buying their first hole. | :04:20. | :04:24. | |
But it's no better in the private sector sector. | :04:25. | :04:27. | |
It's difficult for councils because they are dammed if they do | :04:28. | :04:34. | |
Housing is needed, but they are faced with opposition from local | :04:35. | :04:37. | |
residents like we're seeing today, and around other places. | :04:38. | :04:46. | |
But we do need them to be more ambitious in terms of providing | :04:47. | :04:53. | |
They need to think about the silent majority, the | :04:54. | :04:57. | |
people who are struggling to buy their own homes as opposed to the | :04:58. | :05:07. | |
vocal minority who hog the debate in terms of the planning process. | :05:08. | :05:10. | |
But those residents live in a nice area, they don't want to | :05:11. | :05:13. | |
see a new housing estate, do you have any sympathy for them? | :05:14. | :05:16. | |
What I would say is that we have done a recent survey and ond | :05:17. | :05:21. | |
in four parents and grandparents in this region are very worried where | :05:22. | :05:24. | |
Where are they going to livd in those areas? | :05:25. | :05:30. | |
If they haven't got help from their families, it is difficult for them. | :05:31. | :05:33. | |
Let's think about this problem a bit more holistically as opposed to | :05:34. | :05:36. | |
We know about the housing crisis in York, where else are we | :05:37. | :05:40. | |
We know across parts of rural Yorkshire, it is vdry | :05:41. | :05:45. | |
difficult, and in our major cities like Leeds, and Sheffield. | :05:46. | :05:47. | |
We do need to tackle this crisis by building more homes for sale | :05:48. | :05:51. | |
Next tonight, Craven Council in North Yorkshire is to ch`nge | :05:52. | :06:05. | |
Residents will be told they must get their bins to the kerbside or to | :06:06. | :06:10. | |
special collection points otherwise their bins will not be empthed. | :06:11. | :06:14. | |
It's a policy that other Yorkshire councils operate. | :06:15. | :06:16. | |
The Health and Safety Executive identified bin collection staff were | :06:17. | :06:19. | |
at risk of developing repethtive strain injury. | :06:20. | :06:20. | |
Ian White has been to Skipton to see what people think. | :06:21. | :06:30. | |
Typical example, we just get halfway down and something is parked. Just | :06:31. | :06:39. | |
one of the obstacles in the way of Skipton binmen on their loans. You | :06:40. | :06:50. | |
are making a ten minute job in to 20 minutes. That bin is full to the | :06:51. | :06:54. | |
top. To drag it down here, ht will all fall out. Some of these bins way | :06:55. | :07:05. | |
up to 50: Grams `` kilograms. It is a lot of pressure on your lhmbs and | :07:06. | :07:09. | |
then you have to fetch them back up. You do quite a lot of mhleage | :07:10. | :07:14. | |
during the day when it's not necessary. That extra work has led | :07:15. | :07:19. | |
to high sick as levels amongst staff. A report by the Health and | :07:20. | :07:25. | |
Safety Executive identified a risk of workers developing repethtive | :07:26. | :07:33. | |
strain injury. Now the council wants you to move the bin. It is not just | :07:34. | :07:38. | |
in the towns, but in rural communities as well such as this | :07:39. | :07:44. | |
farm. At the moment, the Ben Laurie reverses up that track to collect | :07:45. | :07:50. | |
the bin. But come the changd, people will have to bring your bin to the | :07:51. | :07:56. | |
road. It is probably somethhng we should have done for. It is one | :07:57. | :08:04. | |
thing to carry your lawn, btt if you are doing a thousand a week, it is | :08:05. | :08:08. | |
bound to have an effect. Across Craven district, thousands of bins | :08:09. | :08:15. | |
are emptied each week. 2500 homes will be affected. I think wd pay far | :08:16. | :08:22. | |
too much money for them to dxpect us to do that. It's not a good idea. In | :08:23. | :08:31. | |
theory it will not take as long for them to do it, so will be bd paid | :08:32. | :08:39. | |
less? The elderly and infirl will get help for their bins. Sole people | :08:40. | :08:46. | |
