whether or not they would win the

dealing with a very real Brexit
backlash, and many here are angry | 0:01:44 | 0:01:50 | |

Leeds knows you must

There had been a real buzz

a slick campaign, support from big

We've had a range of officials

We regularly get updates and reports

matters are progressing,

shock to me today and I'm
pretty outraged, actually. | 0:03:17 | 0:03:19 | |
The importance of such a title can
be seen first-hand in Hull, | 0:03:19 | 0:03:22 | |
currently UK City of Culture. | 0:03:22 | 0:03:25 | |
The spotlight has delivered
more than just visitors. | 0:03:25 | 0:03:28 | |
Certainly over the last three years
since it was announced | 0:03:28 | 0:03:31 | |
we'd got that title,
£3.3 billion has been | 0:03:31 | 0:03:36 | |
invested in the city. | 0:03:36 | 0:03:40 | |
Never before in my living memory
have we had that sort | 0:03:40 | 0:03:43 | |
of investment in the city. | 0:03:43 | 0:03:44 | |
Those backing the Leeds bid had
hoped the similar riches, | 0:03:44 | 0:03:49 | |

but with almost half a million

seemingly down the drain,

incumbent upon the leader

I think her position is becoming
increasingly untenable. | 0:04:06 | 0:04:08 | |
Councillor Dobson admits he voted
along party lines to back the bid | 0:04:08 | 0:04:11 | |
while he was Labour councillor
but says his position | 0:04:11 | 0:04:13 | |
is being echoed by residents
of Leeds this evening. | 0:04:13 | 0:04:23 | |
Unfortunately the councillor had a
previous commitment and could not | 0:04:24 | 0:04:27 | |
join us this evening. But she has
given us a statement saying they are | 0:04:27 | 0:04:31 | |
committed to the excellent work
being carried out and they are in | 0:04:31 | 0:04:34 | |
close contact with the department
for culture, media and sport. The | 0:04:34 | 0:04:39 | |
first thing I want to ask you is,
did you have any idea that the UK | 0:04:39 | 0:04:43 | |
couldn't host this? We had no idea
and neither did the other four | 0:04:43 | 0:04:49 | |
cities bidding that I have spoken to
today. The European Commission has | 0:04:49 | 0:04:52 | |
known for the last three or four
years that UK cities were bidding | 0:04:52 | 0:04:56 | |
and has known all the time since
Article 50 was invoked, so it is | 0:04:56 | 0:05:02 | |
really bizarre we have this view
just four days before the cities | 0:05:02 | 0:05:08 | |
were due to be interviewed. Is all
lost now? The Government says they | 0:05:08 | 0:05:14 | |
are talking to the EU Commission so
there might be light at the end of | 0:05:14 | 0:05:18 | |
the tunnel, but the bidding has
released so much energy. You can't | 0:05:18 | 0:05:25 | |
put that genie back in the box. So
we will gather our thoughts and if | 0:05:25 | 0:05:30 | |
the competition isn't to go ahead we
will obviously have to do something | 0:05:30 | 0:05:33 | |
different and deliver these
ambitions in different ways and | 0:05:33 | 0:05:36 | |
carry on making the culture heart --
the heart of Leeds as a city. A lot | 0:05:36 | 0:05:42 | |
of money was spent on this. Was it
worth it? We think it was around 30p | 0:05:42 | 0:05:50 | |
per person in Leeds and we think we
have had a lot of that back but | 0:05:50 | 0:05:54 | |
nevertheless of course we are
disappointed about the result today. | 0:05:54 | 0:05:57 | |
It will very much be picked over in
the weeks to come. People will take | 0:05:57 | 0:06:02 | |
a look at exactly why this decision
has been made and whether or not it | 0:06:02 | 0:06:06 | |
can be you. -- whether or not it can

student. That is the conclusion of a

Regulation has been suggested to

social media firms should require
any 13-18-year-olds to have a parent | 0:06:58 | 0:07:03 | |
on their application to open an

responsibility translates any

are some of the risks of being

At this school this afternoon, a

Students were sceptical about their

It does seem quite unfeasible for

responsibility. It would feel a bit

away but if it was for your safety

be a bad thing. I set up Facebook

young so I asked them about that but
everything else I send myself. It is | 0:07:47 | 0:07:52 | |
not just the online danger that --
online danger is that being flagged | 0:07:52 | 0:07:56 | |
up as the potential. The student had
shown a knife to two pupils at | 0:07:56 | 0:08:03 | |
school and they should be a "See a
knife, tell a teacher" policy in | 0:08:03 | 0:08:09 | |
schools. That is welcomed by a
teacher who was stabbed at his | 0:08:09 | 0:08:14 | |
school in Bradford a year later. He
thinks training students will be | 0:08:14 | 0:08:18 | |
needed, though. If we make them
understand that life is involved... | 0:08:18 | 0:08:27 | |
I know what I suffered after my
incident. What Ann Maguire's family | 0:08:27 | 0:08:34 | |
is suffering now cannot be
described. The inquest made clear | 0:08:34 | 0:08:39 | |
opportunities were missed. The next
few years will determine whether or | 0:08:39 | 0:08:42 | |
not lessons have been learned. | 0:08:42 | 0:08:45 | |
Well, Ann's husband, Don,
is with us in the studio now. | 0:08:45 | 0:08:51 | |
You said you wanted a fearless
fact-finding inquest. Do you feel | 0:08:51 | 0:08:54 | |
you got that? One of the problems
with this case is that there has | 0:08:54 | 0:09:02 | |
never been, right from the outset, a
thorough examination of all the | 0:09:02 | 0:09:09 | |
circumstances surrounding Ann's
murder. There's never been a Health | 0:09:09 | 0:09:18 | |
and Safety Executive investigation,
none of the trials, so none of the | 0:09:18 | 0:09:21 | |
evidence was examined or
cross-examined. The inquest was not | 0:09:21 | 0:09:25 | |
going to be resumed. And Leeds City
Council, or their safeguarding | 0:09:25 | 0:09:35 | |
section, had decided that there
wouldn't be a Serious Case Review. | 0:09:35 | 0:09:40 | |
So we were left with very little.
Fortunately, we asked the coroner to | 0:09:40 | 0:09:45 | |
resume the inquest and he decided to
do so. Are you satisfied with the | 0:09:45 | 0:09:55 | |
findings? Unfortunately, they
decided to resume the inquest but | 0:09:55 | 0:10:03 | |
they decided not to look at all the
evidence. Are you talking about the | 0:10:03 | 0:10:08 | |
evidence from the students there at
the time? I'm talking about evidence | 0:10:08 | 0:10:13 | |
that people, anyone has, that would
help us understand the full | 0:10:13 | 0:10:19 | |
circumstances, and obviously in this
case, that would include pupils, but | 0:10:19 | 0:10:26 | |
maybe teachers, except. So what are
you saying? Would you like something | 0:10:26 | 0:10:30 | |
to happen further from here? Do you
think there needs to be further | 0:10:30 | 0:10:34 | |
investigation? We need to do the
investigation properly and | 0:10:34 | 0:10:39 | |
thoroughly and fully. So you feel
that hasn't been done? Well, we've | 0:10:39 | 0:10:46 | |
only heard half the evidence. And
one of the very notable aspect | 0:10:46 | 0:10:51 | |
sitting in the courtroom last week
was that there was a discrepancy | 0:10:51 | 0:10:59 | |
between the versions reported by the
teachers in the witness box as to | 0:10:59 | 0:11:06 | |
the versions from the pupil
statements, which were supplied by | 0:11:06 | 0:11:11 | |
the police. You say yesterday he
still have questions that need | 0:11:11 | 0:11:16 | |
answering. What are those? -- you
said yesterday you still have | 0:11:16 | 0:11:22 | |
questions. Well, exactly what were
the true and full circumstances in | 0:11:22 | 0:11:27 | |
existence at the time Ann was
murdered? Thank you so much for | 0:11:27 | 0:11:34 | |
joining us. I know it's been a very

A farmer from Leeds is calling
for dog owners to be more | 0:11:40 | 0:11:43 | |
responsible after seven of her rare
breed sheep were mutilated. | 0:11:43 | 0:11:45 | |
Four of the animals

Nicky's family have been farming

bought a dozen rare breed sheep six
years ago and now has 200. Her flock | 0:12:06 | 0:12:10 | |
were grazing in a field when a
member of the public alerted her to | 0:12:10 | 0:12:13 | |
a dying ewe. A dog came off the path
and attacked her sheep. Four were so | 0:12:13 | 0:12:23 | |
badly injured that they had to be
put down. I had one ewe with her ear | 0:12:23 | 0:12:32 | |
completely torn off and she had to
be put down. Another two had a lot | 0:12:32 | 0:12:39 | |
of reading injuries to the nose and

and to show just how brutal a dog

the dog and we've had no contact

clip their dog on the lead and

didn't know what the doc had done.

And they just walked away. -- what
the dog had done. There have been | 0:13:09 | 0:13:17 | |
over 1000 incidents last year,
costing the industry over £3 million | 0:13:17 | 0:13:21 | |
-- over £1.3 million. Such attacks
are a criminal offence and owners | 0:13:21 | 0:13:26 | |
can be wind -- fined up to £1000.
This wipes out years of work and it | 0:13:26 | 0:13:34 | |
does have an emotional consequence.
This is a farmer's livelihood. Many | 0:13:34 | 0:13:40 | |
of the sheep were pregnant at the
time of the attack and she won't | 0:13:40 | 0:13:43 | |
know until January whether the lambs
have survived. So the stress | 0:13:43 | 0:13:48 | |
continues into the New Year and she
doesn't know whether the dog will | 0:13:48 | 0:13:51 | |

South Yorkshire's Police
and Crime Commissioner has refused | 0:13:53 | 0:13:55 | |
to pay the legal costs

who faces charges over

He has already received over £7

part of this is a criminal trial at
a court. Mr Duckenfield has asked | 0:14:36 | 0:14:41 | |
the commission to fund all of his

look, this budget has come under
real pressure. He has said he would | 0:14:50 | 0:14:56 | |
accept this new request for legal

And does this decision have

The decision has been described to

The Chinese Lantern Festival

This is a very small sample of what

There's everything from buildings,

bridges, everything! Everything you

lantern recreation. These are

we have. The biggest one is a temple
of heaven lantern. It's a famous | 0:23:59 | 0:24:05 | |
building, I'm sure many people will
have heard of the Beijing temple of | 0:24:05 | 0:24:09 | |
heaven. It stands about 20 metres
wide by eight metres high. We have a | 0:24:09 | 0:24:15 | |
giant Phoenix standing at ten metres
high. So much to see. I don't want | 0:24:15 | 0:24:20 | |
to give away too much at the moment
but visitors should come along and | 0:24:20 | 0:24:23 | |
enjoy it. You can see how effective
they look even in the studio. How | 0:24:23 | 0:24:29 | |
many light bulbs are we talking? We
are talking about in excess of | 0:24:29 | 0:24:35 | |
50,000 LED light bulbs. They are
definitely eco-friendly! We wouldn't | 0:24:35 | 0:24:43 | |
be forgiven otherwise! For anybody
coming this year, after last year's | 0:24:43 | 0:24:48 | |
success, you can't repeat
everything. So what happens to these | 0:24:48 | 0:24:52 | |
beautiful lanterns? These smaller
ones go into storage and they can be | 0:24:52 | 0:24:57 | |
reused for other cities in future
years. Sadly, the larger ones which | 0:24:57 | 0:25:02 | |
can't be stored are chopped up and
go into the lantern graveyard, I'm | 0:25:02 | 0:25:07 | |
afraid. How long does it take you to
make them? We are on site for around | 0:25:07 | 0:25:14 | |
three and a half weeks with a team
of Chinese understands. A team of | 0:25:14 | 0:25:18 | |
them have come over from the factory
in China and they produce them on | 0:25:18 | 0:25:22 | |
site. It goes through a four-stage
process. You have a sketch, then a | 0:25:22 | 0:25:30 | |
3-D lantern, then through to
production where it is made with the | 0:25:30 | 0:25:34 | |
internal structure and then the
final stage is when it is wrapped | 0:25:34 | 0:25:38 | |
with the beautiful silk and satin in
