And we are in for a change, it is getting a lot colder. The forecast | :00:00. | :00:07.
shortly. Yorkshire's mining communithes have | :00:08. | :00:10.
reacted angrily tonight to the Home Secretary's dechsion not | :00:11. | :00:12.
to hold an inquiry into the violent clashes between police and striking | :00:13. | :00:16.
miners at Orgreave in 1984. For more than three decades, | :00:17. | :00:20.
campaigners have demanded the truth Our political editor | :00:21. | :00:23.
Len Tingle reports. At Barnsley's National union | :00:24. | :00:33.
of Mineworkers headquarters today, the news that there will be no | :00:34. | :00:35.
inquiry into Orgreave was met with a mixture | :00:36. | :00:38.
of anger and defiance. It says in the statement | :00:39. | :00:43.
that there were no deaths or wrongful prosecutions, | :00:44. | :00:45.
so a police force can get away with doing whatever they want | :00:46. | :00:47.
as long as nobody loses thehr life. What became known as the Battle | :00:48. | :00:52.
of Orgreave was a pivotal moment in a miners' strike that had been | :00:53. | :00:55.
going on for four months. On June the 18th, 1984, | :00:56. | :00:58.
an estimated 5000 pickets protested to stop anything getting | :00:59. | :01:04.
into or out of the giant coking Police were well aware | :01:05. | :01:07.
of what was happening, and 6000 uniformed officers | :01:08. | :01:13.
were brought in. The clashes that followed over | :01:14. | :01:15.
the next few hours had never been seen in an industrial dispute | :01:16. | :01:18.
in Britain before. It was later likened | :01:19. | :01:20.
to a medieval battle. Arthur Scargill, the miners' leader | :01:21. | :01:24.
during that year-long strikd, He's always said the facts | :01:25. | :01:26.
of the police operation havd been That reason should be exposdd, | :01:27. | :01:33.
and the only way you can do that is to disclose | :01:34. | :01:46.
all the documentation both from the Government | :01:47. | :01:47.
and from South Yorkshire Police What the demand for an inquhry | :01:48. | :01:52.
is is a demand to rerun the allegations of police brutality, | :01:53. | :01:55.
but the television film shows That a big bunch of thugs, | :01:56. | :01:57.
Scargill's storm pickets, turned up to prevent | :01:58. | :02:07.
men from going to work, to prevent lorries driving | :02:08. | :02:10.
in and out of the coke works. And they were intending to do | :02:11. | :02:13.
that by force. There were 95 arrests | :02:14. | :02:19.
of pickets, all acquitted. Those calling for an inquirx said it | :02:20. | :02:23.
might finally settle why It took an investigation by the BBC | :02:24. | :02:26.
as late as three years ago that those acquittals in 1985 | :02:27. | :02:42.
were no mere legal technicalities. Dozens of written statements came | :02:43. | :02:45.
to light made by arresting officers at the time and presented | :02:46. | :02:47.
as evidence at those Reporter Dan Johnson noticed | :02:48. | :02:49.
a remarkable similarity. We got hold of around 100 police | :02:50. | :02:52.
statements from Orgreave, and what you find in | :02:53. | :02:54.
them is fascinating. Eventually the pickets | :02:55. | :02:56.
were repelled and they retrdated. In turning down an Orgreave inquiry | :02:57. | :03:05.
today, the Government said policing had changed | :03:06. | :03:08.
so much in three decades, there was nothing more | :03:09. | :03:10.
for the forces to learn. But even this week, Tony Mundy, | :03:11. | :03:13.
one of those hundreds of police officers bused into Orgreavd | :03:14. | :03:16.
from around the country, came back for the first timd and met | :03:17. | :03:19.
campaigners to explain how those A South Yorkshire detective stood up | :03:20. | :03:22.
and then said, right, this is an instruction, | :03:23. | :03:34.
not a request. These phrases, these sentences, | :03:35. | :03:37.
must go into every statement So a number of us, including myself, | :03:38. | :03:39.
said, what's going on here? And it came back, no, | :03:40. | :03:44.
this is from the top. Campaigners are still convinced | :03:45. | :03:48.
that an inquiry would uncover embarrassing facts | :03:49. | :03:53.
for the Government and the police, deliberately heavy-handed t`ctics | :03:54. | :03:57.
on the day, and a systematic campaign for decades | :03:58. | :03:59.
to discredit miners. They say the parallels | :04:00. | :04:03.
with the Hillsborough disaster five And they won't stop campaigning | :04:04. | :04:05.
for that full inquiry. Today's announcement has rahsed | :04:06. | :04:10.
questions about the future In the Commons, there were renewed | :04:11. | :04:16.
calls in the Commons for thd force to be merged with West Yorkshire | :04:17. | :04:25.
Police. Would my right honourable friend | :04:26. | :04:28.
along with my honourable frhend the policing minister meet with me | :04:29. | :04:30.
to have a serious discussion about whether South Yorkshire Police | :04:31. | :04:33.
and West Yorkshire Police c`n be merged to become Yorkshire Police so | :04:34. | :04:35.
that the name South Yorkshire Police does not do an injustice | :04:36. | :04:38.
to the officers who are bravely putting their lives | :04:39. | :04:41.
on the line every day. I thank my answerable friend for his | :04:42. | :04:53.
question, and I can agree that we will meet with him to discuss it. | :04:54. | :04:58.
South Yorkshire Police is under new leadership, and I am hopeful it can | :04:59. | :05:02.
make progress, and my honourable friend the policing minister spoke | :05:03. | :05:06.
today to the PCC in order to explain the decision the Government has come | :05:07. | :05:07.
to. Well, tonight South Yorkshire's | :05:08. | :05:12.
Police and Crime Commissiondr said there was no appetite for a merger, | :05:13. | :05:14.
and that he was disappointed about the announcement as hd felt | :05:15. | :05:17.
an inquiry could have shown a change I saw this as an opportunitx, | :05:18. | :05:20.
and I think the present Chief Constable saw it | :05:21. | :05:24.
as an opportunity to show how they were being not defensive, | :05:25. | :05:26.
not self-justifying but willing I will meet the campaign group | :05:27. | :05:28.
and see where we can go frol there, whether there is anything wd can | :05:29. | :05:35.
retrieve from this to show that First of all, how big a surprise was | :05:36. | :05:53.
this decision? For the past two years, the Government, firstly David | :05:54. | :05:56.
Cameron as Prime Minister and latterly Amber Rudd as Home | :05:57. | :05:58.
Secretary, have encouraged the Orgreave activists to sending | :05:59. | :06:03.
information about why they think there ought to be an inquirx, so | :06:04. | :06:07.
right up until the 11th hour, they thought it wasn't a case of whether | :06:08. | :06:12.
there would be an inquiry or what sort of inquiry it would be, say | :06:13. | :06:17.
flat refusal was a big shock. And tonight talk of the merger between | :06:18. | :06:21.
South and West Yorkshire Police Will we see consequences of | :06:22. | :06:22.
Orgreave? It is not the first time Orgreave? It is not the first time | :06:23. | :06:26.
that mergers have been menthoned. Alex Schalk broke before today | :06:27. | :06:32.
mentioned it. But in 2006, the Labour Government said let's merge | :06:33. | :06:35.
or four Yorkshire police authorities. The suggestion then was | :06:36. | :06:40.
that that would be too big `nd unwieldy. What the opponents of | :06:41. | :06:45.
today's suggestion are saying is that it is South Yorkshire Police | :06:46. | :06:48.
they think is the problem, `nd if there is a change, it would be a | :06:49. | :06:52.
rebranding exercise, and wotldn t solve any problems at all. Len | :06:53. | :06:55.
Tingle, thank you so much for that date. In other news: | :06:56. | :06:59.

Post on social media show the bikes riding through a pedestrianhsed | :09:33. | :09:36.
area. We will be seeing some cold air | :09:37. | :09:50.
flowing down from the north, and that starts tonight. Dense patches | :09:51. | :09:55.
of fog by first thing tomorrow morning, along with some patchy | :09:56. | :09:58.
rain, lows between seven and 10 Celsius. That makes its way down | :09:59. | :10:04.
towards the south, and we whll hang onto a lot of that missed. Don't be | :10:05. | :10:09.
surprised if some of it is still sticking around by the time we get | :10:10. | :10:14.
to the afternoon. As you can see, it is right, things will get a lot | :10:15. | :10:17.
better as we had through thd day, with some sunny spells, but don t | :10:18. | :10:21.
expect the sunshine to have a big impact on the temperatures. We are | :10:22. | :10:25.

left some spookily interesting statistics. It has been a third | :10:51. | :10:56.
consecutive mild Halloween. The warmest was in 2014, 20 four | :10:57. | :11:02.
Celsius. Today we have been breaking records in Wales, the warmest | :11:03. | :11:08.
Halloween, 22 Celsius. A glorious shot, fairly indicative of what we | :11:09. | :11:12.
had in Wales today, sent in by weather watcher earlier. A different | :11:13. | :11:16.
story further north and east. The cloud made it great and in the | :11:17. | :11:21.

cold air set to descend south through the course of the | :11:27. | :11:27. |
