There had been a real buzz

Five UK cities had been

European Capital of Culture 2023,
that was until today. | 0:01:16 | 0:01:21 | |
Today the European

A decision that's caused uproar. | 0:01:32 | 0:01:34 | |
We had no idea, it's come
as a complete surprise to us today. | 0:01:34 | 0:01:37 | |
We didn't have an idea,
neither did the other four bidding | 0:01:37 | 0:01:40 | |
cities cos we've spoken to them
today, and neither, apparently, | 0:01:40 | 0:01:42 | |
did the UK government. | 0:01:42 | 0:01:43 | |
You look back in the past
and countries that are not members | 0:01:43 | 0:01:46 | |
of the European Union have had
capitals of culture. | 0:01:46 | 0:01:49 | |
Bergen in Norway and
Istanbul in Turkey. | 0:01:49 | 0:01:52 | |
But the second thing
that is really extraordinary, | 0:01:52 | 0:01:54 | |
they knew the result
of the referendum in June 2016. | 0:01:54 | 0:01:58 | |
Why did they wait till
all the bids have been put in, | 0:01:58 | 0:02:02 | |
all of the work done,
to then turn round and | 0:02:02 | 0:02:04 | |
say, you can't enter? | 0:02:04 | 0:02:06 | |
It's unacceptable. | 0:02:06 | 0:02:09 | |
So, what is Leeds going
to be missing out on? | 0:02:09 | 0:02:11 | |
Hull is currently the UK city
of culture, where being under | 0:02:11 | 0:02:14 | |
the spotlight has been a massive
boost for the economy. | 0:02:14 | 0:02:18 | |
Certainly over the last three years
since it was announced | 0:02:18 | 0:02:20 | |
we'd got that title,
£3.3 billion has been | 0:02:20 | 0:02:24 | |
invested in the city. | 0:02:24 | 0:02:26 | |
Never before in my living memory
have we had that sort | 0:02:26 | 0:02:29 | |
of investment in the city. | 0:02:29 | 0:02:32 | |
Those backing the Leeds bid had
hoped for similar riches, | 0:02:32 | 0:02:34 | |
but with almost half a million
pounds of public money now | 0:02:34 | 0:02:37 | |
seemingly down the drain,
serious questions are being asked. | 0:02:37 | 0:02:41 | |
They're consistently making
bad and poor decisions | 0:02:41 | 0:02:43 | |
with our money as taxpayers,
and, as I say, I do think it's now | 0:02:43 | 0:02:47 | |
incumbent upon the leader
of the council to explain herself, | 0:02:47 | 0:02:50 | |
and I'd go further,
I think her position is becoming | 0:02:50 | 0:02:53 | |
increasingly untenable. | 0:02:53 | 0:02:55 | |
Leeds council leader Judith Blake
was unavailable for interview this | 0:02:55 | 0:02:58 | |
evening but she did release a brief
statement in which she said | 0:02:58 | 0:03:01 | |
that she was shocked and hugely
frustrated by the decision. | 0:03:01 | 0:03:05 | |
She went on to say she remains fully
committed to the work that's already | 0:03:05 | 0:03:08 | |
been carried out to promote Leeds
as a centre for cultural | 0:03:08 | 0:03:11 | |
excellence and diversity. | 0:03:11 | 0:03:14 | |
It's estimated the whole
exercise has cost taxpayers | 0:03:14 | 0:03:16 | |
in Leeds 30p per person. | 0:03:16 | 0:03:18 | |
The council says it isn't wasted
money as culture in the city | 0:03:18 | 0:03:22 | |
isn't going to go away. | 0:03:22 | 0:03:24 | |
Meanwhile, talks with
the European Commission are set | 0:03:24 | 0:03:26 | |
to continue to try to find a way
to carry the bid forward. | 0:03:26 | 0:03:30 | |
Well, a former Leeds councillor
is actually on the European | 0:03:34 | 0:03:36 | |
Parliament's culture committee. | 0:03:36 | 0:03:39 | |
I asked the MEP John Procter
when he first heard the news. | 0:03:39 | 0:03:43 | |
I thought that Leeds was OK
to put in their bid, | 0:03:43 | 0:03:47 | |
as with all of the other UK cities
that had showed an interest | 0:03:47 | 0:03:51 | |

That was one of the indications,
that was also the indication that | 0:03:54 | 0:03:57 | |

I sit on the culture committee,

and I thought that everything was OK

and all of the UK cities to move

If you sit on the board for culture

how on earth were Leeds opposed

hundreds of thousands

We've had the culture committee this

We regularly get updates and reports

So this has come as a complete

A spokeswoman from the European

to nominate the UK as host was taken
in 2014, before we decided | 0:04:44 | 0:04:47 | |
to leave the EU. | 0:04:47 | 0:04:50 | |
So, isn't it fair enough if we want
out we shouldn't get any | 0:04:50 | 0:04:53 | |
of the perks that go
with being in Europe? | 0:04:53 | 0:04:55 | |
The referendum, in terms of the UK
leaving the European Union, | 0:04:55 | 0:04:59 | |

Everybody in the commission

Why on earth has it taken a year

South Yorkshire's Police
and Crime Commissioner has refused | 0:05:45 | 0:05:47 | |
to pay the legal costs of former
South Yorkshire police officer, | 0:05:47 | 0:05:51 | |
David Duckenfield, who faces charges
over the Hillsborough disaster. | 0:05:51 | 0:05:56 | |
Mr Duckenfield has already received
over £7 million in public money | 0:05:56 | 0:05:59 | |
to pay his legal fees
and Dr Alan Billings says it | 0:05:59 | 0:06:06 | |
would be inappropriate

Yorkshire police and said we are
under a lot of pressure financially, | 0:06:52 | 0:06:56 | |
David Duckenfield has received over

defence relating to Hillsborough,

Commissioner simply said I am not

been described to me as unusual. The
