In England the total flood defence building programme is currently | :01:44. | :01:51. | |
worth over ?3.5 billion in the coming decades. | :01:52. | :01:54. | |
?440 million will be spent in Yorkshire on improving | :01:55. | :01:58. | |
and building flood defences across the region. | :01:59. | :02:02. | |
Now this is the Thames Barrier, it is the river gateway to London, | :02:03. | :02:13. | |
and we've found that ?1.8 billion will be spent | :02:14. | :02:15. | |
on new flood defences here beyond 2021 That is four times | :02:16. | :02:18. | |
as much than is currently earmarked to be spent | :02:19. | :02:20. | |
And all of this is happening as the rivers in our | :02:21. | :02:24. | |
Yorkshire has a long history of being scarred by the effects of | :02:25. | :02:33. | |
flooding. The first-ever addition of a programme in 1968 was all about | :02:34. | :02:37. | |
flooding in York. The police force have about 30 officers and about a | :02:38. | :02:42. | |
dozen boats helping people like this. York today is looking like | :02:43. | :02:48. | |
Little Venice. I was piggyback by somebody with rages on. They're | :02:49. | :02:54. | |
going to pick us up to take us for something you eat. In 2007, | :02:55. | :02:58. | |
Sheffield and South Yorkshire was subsumed in torrential rain while | :02:59. | :03:03. | |
storm either blasted West and North Yorkshire last Christmas. Last | :03:04. | :03:08. | |
Christmas was the wettest December on record. The climate models | :03:09. | :03:13. | |
suggest the extreme events as we saw last year should become the norm as | :03:14. | :03:19. | |
we move into the future. Today, the Environment Agency says it's | :03:20. | :03:23. | |
investing record amounts of money in defences in Yorkshire which will | :03:24. | :03:28. | |
protect 70,000 homes. Many is spent on protecting London because it is | :03:29. | :03:31. | |
the central economic driving force of the UK but that is of little | :03:32. | :03:36. | |
comfort to those 4000 households across Yorkshire flooded last year | :03:37. | :03:40. | |
and whilst London remains dry, the rivers in our region are rising. | :03:41. | :03:45. | |
During the 1970s, the Reverend 's hand and average peak of 8.5 metres | :03:46. | :03:51. | |
a year. In the 1980s, that peak climbed again and broke them nine | :03:52. | :03:55. | |
metre threshold a decade after. It has continued to rise ever since. | :03:56. | :04:00. | |
Given what happened last year, this river is now picking on average at | :04:01. | :04:04. | |
9.3 metres high. Other academics warned that we face tough choices | :04:05. | :04:08. | |
and by the government and those affected by flooding have to realise | :04:09. | :04:12. | |
that money cannot solve everything. What happens every time we have a | :04:13. | :04:16. | |
flood? We throw some money at it. We hope to god it doesn't happen again. | :04:17. | :04:20. | |
And it's blatantly obvious that the kind of sticky plaster approach we | :04:21. | :04:24. | |
have is not up to the job, not fit for purpose. If you take a place | :04:25. | :04:30. | |
like York, it's the case that almost no amount of flood defences and | :04:31. | :04:35. | |
cities could ever properly cope. There isn't an amount of concrete | :04:36. | :04:40. | |
that you could apply if you allow for building all over the flood | :04:41. | :04:44. | |
plains of the river and allow the agricultural practices, the lack of | :04:45. | :04:49. | |
tree-planting etc to continue. On current trends, it's not a question | :04:50. | :04:53. | |
of if Yorkshire will flood badly again. It's now really only a | :04:54. | :04:55. | |
question of when. Well, every night this week we'll be | :04:56. | :04:59. | |
revisiting the Yorkshire communities devastated by the Boxing Day floods | :05:00. | :05:01. | |
to see how they're recovering and planning | :05:02. | :05:04. | |
for a flood-resilient future. Yes, and tonight we're in Leeds | :05:05. | :05:06. | |
where more than three thousand homes and businesses were affected | :05:07. | :05:09. | |
and where work is well underway Ian White is at Armley Mills museum | :05:10. | :05:12. | |
close to the River Aire Good evening. The reason we've come | :05:13. | :05:29. | |
to this museum is because they've got an exhibition remembering what | :05:30. | :05:33. | |
happened a year ago. In fact, it's been put together by local people | :05:34. | :05:37. | |
who were involved. One of the things that struck me was this chart on the | :05:38. | :05:41. | |
wall. It shows water levels. This was the flood of 1946. A little bit | :05:42. | :05:47. | |
higher up, the flood of 1866. If you go right up, this is the 27th of | :05:48. | :05:53. | |
December 2015. That shows you how much water was here inside the | :05:54. | :05:57. | |
mills. Great things on display, including some of the things that | :05:58. | :06:00. | |
were washed up along the river banks. If you look over here, some | :06:01. | :06:07. | |
of the photographs taken by local people. This is a good scene, the | :06:08. | :06:11. | |
petrol station we saw on the news a few times. Appear again, a reporter | :06:12. | :06:17. | |
interviewing some people who were involved in the rescue. I have spent | :06:18. | :06:21. | |
the day in and around the cakes or area of Leeds finding out about the | :06:22. | :06:25. | |
bull who were involved but it has been like for them. It was a flood | :06:26. | :06:40. | |
like no other. The result, more than 2500 homes and 700 commercial office | :06:41. | :06:45. | |
were flooded. Close to the city centre, the Environment Agency has | :06:46. | :06:49. | |
been working on phase one of the Leeds flood alleviation scheme. That | :06:50. | :06:54. | |
should prevent 3000 homes and 500 businesses being flooded in the | :06:55. | :06:58. | |
future. The work going on behind B is the project led by Leeds City | :06:59. | :07:02. | |
Council. They are installing a movable rear. Any further vent, | :07:03. | :07:07. | |
those words will fall down and that will create extra capacity for the | :07:08. | :07:11. | |
flood waters and help the war move safely through the city. I name is | :07:12. | :07:18. | |
David Long. I'm the manager for a business in Leeds. Water came into | :07:19. | :07:23. | |
the units around chest height and affected our materials which has | :07:24. | :07:25. | |
meant we've had to delay the opening. A year on, the climbing | :07:26. | :07:29. | |

for a first-year business is an unaffordable cost. We are having to | :07:43. | :07:45. | |
look at it because the cost of that versus the cost of home to close the | :07:46. | :07:49. | |
business is something you have to weigh up. This is the ITV archive | :07:50. | :07:55. | |

At the studios on Coke Saul Rose, panic set in the flood water came | :07:59. | :08:02. | |

includes an early warning system. There are a series of pumps that we | :08:15. | :08:20. | |

we don't get any water into these film and tape storage areas. This | :08:32. | :08:36. | |

it has been turned into a community health, providing help and | :08:41. | :08:42. | |
coordinating a team of over 1000 volunteers. A lot of it is clear | :08:43. | :08:51. | |

bringing the river back into people's lives because it was | :08:56. | :08:57. | |
something people had turned their back on. There is still a massive | :08:58. | :09:02. | |
amount of work to be done and there is still uncertainty about funding | :09:03. | :09:05. | |
for phase two of the flood alleviation scheme which would | :09:06. | :09:08. | |
prevent -- protect areas like this one. Councillor Blake, obviously, it | :09:09. | :09:17. | |
was devastating and there is talk of the phase two. Where are we with | :09:18. | :09:22. | |
that? We are going to be competing phase one next year and additional | :09:23. | :09:25. | |
money going into that. But we are putting together the feasibility | :09:26. | :09:30. | |
study, looking at the city centre right up to the other place. We are | :09:31. | :09:37. | |
looking at the whole river going right up into the Dales, making sure | :09:38. | :09:41. | |
anything we can do higher upstream to stem the flow of water if it ever | :09:42. | :09:48. | |
rises again is crucial. Absolutely crucial. Get the business plan and | :09:49. | :09:52. | |
the government needs to commit the full amount. Previous governments | :09:53. | :09:57. | |
needed to commit. That is the real disappointment. After 2007, 2008, we | :09:58. | :10:04. | |
had a fully costed scheme. They changed their criteria and cancelled | :10:05. | :10:09. | |
the scheme in 2011 because it was deemed to be unaffordable. Well, | :10:10. | :10:13. | |
what a false economy. So many people have suffered so much as a result. | :10:14. | :10:18. | |
Our people safer now than a year ago? They certainly are in the city | :10:19. | :10:24. | |
centre where phase one is. The response of the community, the | :10:25. | :10:26. | |
facsimile people now know what to do, know who to get in contact with | :10:27. | :10:33. | |
