bottom line is. The Government wants to get rid of police | :02:47. | :02:50. | |
authorities and replace them with elected police commissioners who | :02:50. | :02:55. | |

our crime in their area. This shows that these are invisible to the | :03:11. | :03:16. | |
vast majority of the general public. 93% of the public do not know they | :03:16. | :03:23. | |

correspondent has been talking to people in Handsworth in Birmingham | :07:10. | :07:14. | |
who have experience, not just last week's events, but many other | :07:14. | :07:19. | |
rights in the past decades. Last week, the police got to take | :07:19. | :07:23. | |
back control of the streets of Handsworth. Traders say they gangs | :07:23. | :07:28. | |
co-ordinated their actions with burning tyres to shut off roads to | :07:28. | :07:34. | |
the police. In 1985, to my brothers were killed in a Post Office set on | :07:34. | :07:39. | |
fire by rioters. At that time, some such the Handsworth riots as are | :07:39. | :07:46. | |
not rising against poverty and police raciscm. But Deepak Patel, | :07:46. | :07:48. | |
chair of the Local Traders Association believes that pure | :07:48. | :07:54. | |
greed sparked last week's events. It is a form of rushing where a | :07:54. | :07:59. | |
gang of people pillage as much as they can, as quickly as they can. | :07:59. | :08:03. | |
And they have taken it to the next level and developed it. There are | :08:03. | :08:08. | |
more of them. A local police station and a bank were targeted by | :08:08. | :08:13. | |
rioters, dozens of shops were damaged. Even one week on, you can | :08:13. | :08:18. | |
smell the stench of the fire and the smoke and the mob violence was | :08:18. | :08:23. | |
like a wildfires that swept through the streets. The community here is | :08:23. | :08:27. | |
still trying to piece together exactly what it means and what the | :08:27. | :08:36. | |
impact is going to be. 26 years ago, Dave Heeley -- Pogus Caesar was in | :08:36. | :08:42. | |
his office next to Handsworth Police Station. He ran alongside | :08:42. | :08:50. | |
writers and police to record events. Then in 2005, Lozells erupted in | :08:50. | :08:58. | |
violence. Handsworth is a community he loves and respects. Do not | :08:58. | :09:04. | |
stereotype Handsworth. Handsworth that I know is A1 of great beauty. | :09:04. | :09:09. | |
It is a very rich multicultural area. We have communities from all | :09:09. | :09:14. | |
over the world her year. What has happened over the last few days, | :09:14. | :09:21. | |
one should not say it is a race riot, it is not. It is people who | :09:21. | :09:26. | |
have a fire in them and they have so much confusion. What about the | :09:26. | :09:31. | |

Instead 100 BMX bikes were stolen. Greed is not new. People here are | :10:44. | :10:49. | |
happy that the police restored order but they also say that jobs | :10:49. | :10:56. | |
and hope are needed as well. There will be more on this whole | :10:56. | :11:05. | |
issue to do with the riots. There will be more discussion between the | :11:05. | :11:09. | |

million of cuts next year. That is criminal. We have lost seven are | :12:01. | :12:08. | |
100 officers. We are all for cutting out waste. What is a bigger | :12:08. | :12:12. | |
ways than this? All that money is out there but we have not collected | :12:12. | :12:17. | |
it. For among those counting the cost is this woman. She campaigned | :12:17. | :12:23. | |
against cuts which led to a swimming pool closing. It was so | :12:23. | :12:28. | |
needless. Yes, cuts need to be made. But cuts in the right places. There | :12:28. | :12:34. | |
are a lot of things they could be saved. Vital services have been cut | :12:34. | :12:39. | |
and affected because of this. debts have arisen mostly because | :12:39. | :12:44. | |
people have not paid up. What do council taxpayers make of the | :12:44. | :12:51. | |
situation? Make these people pay these. It is terrible. Why have | :12:51. | :12:57. | |
they not sorted out before her? Some people cannot afford to pay. | :12:57. | :13:00. | |
The council have a difficult job on their hands. Following the protests | :13:00. | :13:05. | |
of a cuts this year, the council says it will make improved efforts | :13:05. | :13:09. | |
to collect council tax next year. It points out the vast majority of | :13:09. | :13:14. | |
people to pay. We are working with some officers about looking are | :13:14. | :13:18. | |
what we should be doing differently. About when we should be taking | :13:18. | :13:22. | |
action and what the right point is to take action. Having made | :13:22. | :13:27. | |
substantial cuts this year, the council accepts that the next | :13:27. | :13:34. | |

region? When we look across our other local authorities, there are | :13:43. | :13:48. | |
striking differences. It may appear at a couple of percentage points. | :13:48. | :13:52. | |
That can translate into significant amounts of money. The important | :13:52. | :13:56. | |
thing to point out is that most people to pay their council tax. | :13:56. | :14:01. | |
But now the Government does provide figures so we can compare one | :14:01. | :14:03. | |
council against another as far as the collection rates goal. When we | :14:04. | :14:08. | |
look at those, we see the Birmingham does not do as well as | :14:08. | :14:12. | |
neighbouring authorities such as Dudley and Sandwell. Places with | :14:12. | :14:20. | |
the best collection rates include Warwickshire. The best place of all | :14:20. | :14:22. | |
Staffordshire Moorlands up in the Peak District. They have a | :14:22. | :14:27. | |
collection rate of almost 99%. is the Government's reaction to all | :14:27. | :14:32. | |
of this? The Secretary of State has not been available today. But in | :14:32. | :14:36. | |
the past he has said that councils to have a good collection rate, | :14:37. | :14:41. | |
they can set lower council tax bills. He has also won the councils | :14:41. | :14:50. | |
