Birmingham issued nearly 55,000 fines in the year 2015-16, | :01:22. | :01:34. | |
with 21,000 of those on one road alone. | :01:35. | :01:36. | |
Income from all those fines was almost ?1.7million. | :01:37. | :01:38. | |
In the corresponding period in Wolverhampton, | :01:39. | :01:54. | |
over 57,500 fines were handed out, with 25,000 | :01:55. | :01:55. | |
Local authorities have denied claims by one motoring organisation that | :01:56. | :02:00. | |
they're effectively overseeing a 'cash bonanza'. | :02:01. | :02:01. | |
?3 million - that's how much Wolverhampton | :02:02. | :02:04. | |
and Birmingham Councils made between them from bus | :02:05. | :02:06. | |
It's a figure that horrifies taxi driver Garry Aldridge. | :02:07. | :02:11. | |
He received a demand for ?30 after driving into a bus lane | :02:12. | :02:15. | |
But because he's not paid, the fine has now come up to over ?400. | :02:16. | :02:25. | |

Motorists we spoke to said they felt it was too easy to make a mistake. | :03:06. | :03:10. | |
If I came up this way with my car, I wouldn't have thought this | :03:11. | :03:13. | |
I don't think there's another warning at all. | :03:14. | :03:25. | |
They are making a lot of money out of it, aren't they? | :03:26. | :03:30. | |
Birmingham City Council insists the signs are adequate. | :03:31. | :03:32. | |
It says the money raised pays for improvements | :03:33. | :03:33. | |
And labelling bus lanes as lucrative is wrong. | :03:34. | :03:36. | |
Is this fining people for going in bus lanes simply a cash | :03:37. | :03:39. | |
That's not what bus lanes are for at all. | :03:40. | :03:42. | |
They are there to maximise the capacity of our roads. | :03:43. | :03:45. | |
If people break the law and get in the way of that, | :03:46. | :03:48. | |
they would expect the full force to come down on them like it | :03:49. | :03:52. | |
would if they were driving and texting at the same time. | :03:53. | :03:57. | |
Some drivers have successfully appealed against fines after taking | :03:58. | :04:01. | |
Campaigners say such motorists are in the minority. | :04:02. | :04:06. | |
They will continue to fight against the bus lanes. | :04:07. | :04:14. | |
Earlier I spoke to Simon Williams of the RAC who joined us | :04:15. | :04:17. | |

Something must be investigated here, because it's just too large a number | :04:23. | :04:27. | |
for it to be motorists deliberately flouting the bus lane regulations. | :04:28. | :04:33. | |
To be fair, Birmingham City Council say they think the signage | :04:34. | :04:36. | |
They're obviously making a lot money. | :04:37. | :04:44. | |
They are perhaps too busy counting the money as opposed to trying | :04:45. | :04:47. | |
Bus lanes presumably do a good job, don't they? | :04:48. | :04:51. | |
Bus lanes are there for a reason, obviously. | :04:52. | :04:54. | |
Motorists shouldn't drive in them because they are there to make sure | :04:55. | :04:57. | |
the buses run on time and they've got a clear run at the traffic. | :04:58. | :05:00. | |
Interestingly, in Liverpool they had a trial where they did away | :05:01. | :05:03. | |
with 26 other bus lanes and after a while they | :05:04. | :05:10. | |
And actually found the traffic moved perfectly well and the buses | :05:11. | :05:14. | |
Obviously it's the latest kind of cash bonanza, if you like. | :05:15. | :05:18. | |
We've got parking charges, councils seem to do very well at all. | :05:19. | :05:28. | |
Bus lanes shouldn't be about raising money, | :05:29. | :05:31. | |
they should be about making sure people don't drive at them. | :05:32. | :05:34. | |
But perhaps we need to look at where the cameras are positioned. | :05:35. | :05:37. | |
Sometimes the cameras may be positioned at the very | :05:38. | :05:39. | |
start of the bus lane, so if you make an honest mistake | :05:40. | :05:42. | |
it's too late by the time you realise it and correct yourself. | :05:43. | :05:44. | |
The councils are obviously making an enormous amount of money | :05:45. | :05:47. | |
In their defence, they do say that that money is ploughed back | :05:48. | :05:51. | |
into transportation of one sort or another. | :05:52. | :05:53. | |
It's good to hear that, but the RAC carried out research | :05:54. | :05:57. | |
for its annual report on motoring said that the state | :05:58. | :06:02. | |
of the roads, some of the worst condition we have seen. | :06:03. | :06:05. | |
Motorists are constantly fed up with pothole ridden roads | :06:06. | :06:07. | |
