The BBC has learned that a body has been found not far from further | :00:00. | :00:20.
Shropshire, went missing. The disappeared last summer. Almost 100 | :00:21. | :00:26.
people joined the search for his body. They are awaiting formal | :00:27. | :00:32.
They are awaiting formal identity -- dedication. | :00:33. | :00:34.
The cost to councils in the West Midlands of cleaning | :00:35. | :00:37.
up fly-tipping reached ?3 million last year. | :00:38. | :00:38.
Government figures reveal the number of incidents on the region's streets | :00:39. | :00:41.
increased by 13% over the last five years. | :00:42. | :00:43.
It comes as local authorities across England recorded 100 reports | :00:44. | :00:45.
Emma Thomas has been out with one council tackling the problem. | :00:46. | :00:51.
Birmingham City Council is one of four local authorities | :00:52. | :00:54.
in our region which has defied the trend, seeing a reduction | :00:55. | :00:57.
in fly-tipping for two consecutive years, after a dedicated team | :00:58. | :01:01.
That can be from local CCTV, from CCTV that stores and local | :01:02. | :01:11.
businesses may have as well as just actually | :01:12. | :01:16.
We've got rats, we've got mice, it's just horrible to live like this. | :01:17. | :01:23.
And I looked out of my bedroom window, | :01:24. | :01:29.
two days later and I went, "Oh, my God!" | :01:30. | :01:31.
So why are people choosing to break the law rather | :01:32. | :01:41.
In Staffordshire, we've had a levy placed | :01:42. | :01:44.
on charging for some of the | :01:45. | :01:46.
waste that was previously going free into the tips, and that has an | :01:47. | :01:49.
impact on forcing people to think about what the alternatives are, | :01:50. | :01:51.
particularly if you're of low income or limited income. | :01:52. | :01:54.
In November, Staffordshire County Council introduced charges for | :01:55. | :01:56.
certain items at its tips, including the tip the other side of this gate. | :01:57. | :02:00.
Things such as ?3 for bag of rubble, ?4 for a tire, but the authority | :02:01. | :02:03.
says there is no evidence to suggest the charges increase fly-tipping. | :02:04. | :02:08.
Local councils do have the power to issue penalties to fly-tippers | :02:09. | :02:11.
But with fines ranging from ?400 to ?5,000, | :02:12. | :02:16.
some charities say the deterent, unlike the mounting piles | :02:17. | :02:21.
Emma Thomas, BBC Midlands Today, Birmingham. | :02:22. | :02:27.
Well, our reporter Emma Thomas is outside the Birmingham | :02:28. | :02:30.
Emma, we've heard in your film what's being done to tackle | :02:31. | :02:35.
the rise in fly-tipping, so where in our region is the worst | :02:36. | :02:38.
The incinerator behind me is where Birmingham's rubbish | :02:39. | :02:43.
It's no surprise the city sees the highest number | :02:44. | :02:48.
of fly-tipping incidents, given its size. | :02:49. | :02:50.
But if we look across the region, Stoke-on-Trent, Walsall and Sandwell | :02:51. | :02:52.
are all examples of areas where fly-tipping has doubled over | :02:53. | :02:55.
The problem isn't confined to just the urban cities, | :02:56. | :03:02.
but rural country lanes are affected too. | :03:03. | :03:05.
In Herefordshire, a largely agricultural county, | :03:06. | :03:08.
it's gone up by nearly 50% since 2011. | :03:09. | :03:13.
Those caught dumping waste illegally can face prison | :03:14. | :03:15.
One sentencing last year saw two men men jailed for dumping sheep | :03:16. | :03:20.
Councils tell us they'll continue to prosecute in the courts | :03:21. | :03:24.
as they hope to reduce the financial burden to taxpayers | :03:25. | :03:26.
And there will be more on this story on the Sunday Politics programme, | :03:27. | :03:32.
on BBC1 this Sunday morning at 11 o'clock. | :03:33. | :03:36.
A man from Kidderminster has been jailed for four and a half years, | :03:37. | :03:40.
after admitting starting a fire on board a flight to Egypt. | :03:41. | :03:42.
46-year-old John Cox was arrested as he landed back | :03:43. | :03:45.
The cabin crew had to put out two fires, both in the toilets, | :03:46. | :03:51.
The second was so severe the captain made a mayday call and began to plan | :03:52. | :03:58.
The Chief Constable of West Midlands Police has | :03:59. | :04:05.
denied his force is engaged in positive discrimination, | :04:06. | :04:07.
in appointing black and ethnic minority officers. | :04:08. | :04:08.
A big recruitment drive is under way, which includes a series | :04:09. | :04:11.
of workshops for applicants from diverse communities. | :04:12. | :04:14.
But senior police officers at another force have said they fear | :04:15. | :04:17.
that the process is unfair and borderline discriminatory. | :04:18. | :04:19.
The Chief Constable of West Midlands Police has made no | :04:20. | :04:27.
secret of his desire for his officers to be | :04:28. | :04:29.
more representative of the people they serve. | :04:30. | :04:31.
In an extraordinary intervention, unnamed officers with | :04:32. | :04:36.
South Yorkshire Police told a public meeting that West Midlands Police | :04:37. | :04:39.
are "pushing the boundaries of positive action" by tailoring | :04:40. | :04:42.
coaching for black and ethnic minority job candidates. | :04:43. | :04:44.
That is not discrimination, says the chief. | :04:45. | :04:50.
We offer the same level of advice for any candidate. | :04:51. | :04:53.
But those from minority communities need perhaps a | :04:54. | :04:58.
little bit more confidence, little bit more inside, a little bit more | :04:59. | :05:01.
awareness, so they are better prepared to come forward and compete | :05:02. | :05:04.
at the same level as any other candidate applying. | :05:05. | :05:06.
West Midlands Police has held workshops in areas with more | :05:07. | :05:10.
under-represented groups, but says it's never at the exclusion | :05:11. | :05:14.
Encouraging applications and providing support, pre-application | :05:15. | :05:19.
stage to those from a particular race, is not in itself | :05:20. | :05:23.
discriminatory and is not unlawful under the Equality Act 2010. | :05:24. | :05:29.
In a statement, South Yorkshire Police, which is also trying | :05:30. | :05:31.
to diversify its workforce, said the comments were part | :05:32. | :05:35.
In a sense, they've come to see what is good | :05:36. | :05:42.
They've been to a positive action for run by policing, | :05:43. | :05:48.
to understand that and thought I would say is if people want to | :05:49. | :05:52.
understand what we're doing, get a real insight | :05:53. | :05:54.
and they have a genuine commitment, a genuine commitment to | :05:55. | :05:57.
diversify their force, then actually, they will be looking at | :05:58. | :05:59.
800 new West Midlands police officers will be enlisted by 2020 - | :06:00. | :06:05.
more than 10,000 people have registered an interest. | :06:06. | :06:09.
Ben Godfrey, BBC Midlands Today, Birmingham. | :06:10. | :06:21.
Thousands of people will descend on Burton upon Trent this weekend | :06:22. | :06:24.
for the International Brewing and Cider Awards. | :06:25. | :06:26.
The town has a strong brewing history stretching | :06:27. | :06:28.
Burton's brewing industry contributes ?140 million | :06:29. | :06:30.
We'll be back tomorrow evening just before six. | :06:31. | :06:34.
I'll leave you now with the weather forecast from Sara Blizzard. | :06:35. | :06:37.
It's been a very cloudy day today but also quite mild as well | :06:38. | :06:42.
and that's been captured quite nicely by one of our weather | :06:43. | :06:45.
It's a cloudy night at the moment but we have the potential to see | :06:46. | :06:55.
just a few clear spells so it also means that the odd fog patch might | :06:56. | :06:59.
be present first thing tomorrow morning and it's | :07:00. | :07:01.
A great start to the day initially for Saturday but the clouds thinning | :07:02. | :07:06.
and breaking quite nicely as we head into the afternoon so a few sunny | :07:07. | :07:09.
spells likely tomorrow, gentle southerly breeze and highs of 14C. | :07:10. | :07:11.
But the thicker cloud coming in from the north-west will bring | :07:12. | :07:14.
That rain band's clearing away eastwards and it brings fresh | :07:15. | :07:21.
I'm going to leave you now with the outlook and in just | :07:22. | :07:25.
a moment, Sarah Keith-Lucas will be here with a look at | :07:26. | :07:28.
Where the sunshine broke through to the North of Cornwall temperatures | :07:29. | :07:46.
rose to 17 degrees under the blue skies. For many of us the cloud | :07:47. | :07:50.
didn't break up through the day, keeping temperatures pegged at | :07:51. | :07:54.
around about 13 degrees. That was the high today in the London region. | :07:55. | :07:59.
Mild over night with the blanket of cloud around. Most places dry. Rain | :08:00. | :08:04.
will work into parts of Northern Ireland and Scotland through the | :08:05. | :08:07.
early hours of Saturday. It will be mild. Temperatures six to ten | :08:08. | :08:11.
degrees. Frost-free to start off your weekend. Saturday will be a | :08:12. | :08:17.
decent day to many parts of the country. There will be sunshine | :08:18. | :08:19. |
