Good evening. on the BBC News Channel,

:00:00.:00:00.

It's emerged that the Chief Executive of Birmingham City Council

:00:07.:00:09.

is leaving his job just days before a crucial meeting

:00:10.:00:12.

Mark Rogers took over the role in 2014 after seven years

:00:13.:00:18.

He's dealt with the fallout from the so-called Trojan Horse

:00:19.:00:22.

affair and faced pressure from Government to improve services

:00:23.:00:24.

There are fears that public parks in the West Midlands are set to slip

:00:25.:00:32.

into years of decline as a result of budget cuts.

:00:33.:00:34.

Many local authorities are looking to slash spending on green spaces

:00:35.:00:37.

as they struggle to balance their books.

:00:38.:00:39.

Birmingham's got 591 parks and it's proud of them.

:00:40.:00:46.

In some, volunteers to do the things you might expect

:00:47.:00:49.

the council or even the Environment Agency to do.

:00:50.:00:53.

But times are tough and look like getting tougher.

:00:54.:00:56.

We rely on park staff, park keepers and rangers

:00:57.:00:58.

to support us and if those jobs are going, it's going to get harder

:00:59.:01:02.

for us as an established group to do work

:01:03.:01:05.

but more importantly, it's going to be much harder

:01:06.:01:08.

for new friends groups just getting started.

:01:09.:01:09.

The council won't say whether jobs will go,

:01:10.:01:12.

but they are planning cuts of 1.2 million from the parks budget,

:01:13.:01:15.

cuts forced on them, they say, by central Government.

:01:16.:01:19.

None of us like the decisions we're making, but the fact

:01:20.:01:22.

that we have not had a fair settlement in the city

:01:23.:01:25.

Across the West Midlands, recent surveys show 70% of

:01:26.:01:32.

local authorities are looking at transferring

:01:33.:01:35.

Less than half our park managers feel their parks

:01:36.:01:40.

And the percentage of parks in decline looks set to

:01:41.:01:46.

more than double over the next three years.

:01:47.:01:49.

Fran started a friends group six months ago to reclaim her

:01:50.:01:53.

local park and it's a work still in progress

:01:54.:01:56.

The rangers do provide valuable help, advice and can do a lot more,

:01:57.:02:04.

so without the rangers, it would be very, very hard to keep going.

:02:05.:02:09.

Visitors are surprised how green the city is.

:02:10.:02:12.

The challenge now, keeping it pleasant for people

:02:13.:02:15.

A man from Wednesbury has defied death not once,

:02:16.:02:22.

Father of three, Ray Woodhall, had a heart attack whilst playing

:02:23.:02:28.

He was rushed to the Worcestershire Royal Hospital where doctors

:02:29.:02:33.

revived him, but his heart stopped working a further 26 times

:02:34.:02:36.

Given what happened to Ray Woodall, his recovery feels like a miracle.

:02:37.:02:46.

I think I should be getting a little breathless at times,

:02:47.:02:48.

but I've never experienced that.

:02:49.:02:53.

Ray's heart stopped beating not once but on 26

:02:54.:02:56.

separate occasions after having a heart attack

:02:57.:02:57.

One moment, Ray felt a pain in his chest.

:02:58.:03:02.

The next thing he knew, he was in accident and emergency

:03:03.:03:05.

at Worcestershire Royal Hospital.

:03:06.:03:06.

The amazing thing was I always thought

:03:07.:03:08.

So when I woke up and there were people around me

:03:09.:03:11.

I was going, I've just been asleep here, it's OK.

:03:12.:03:14.

Doctor Goyal saves lives most days, but rarely does he save

:03:15.:03:19.

one man's life 27 times in a single shift.

:03:20.:03:23.

I think when people have multiple cardiac arrests, there is a

:03:24.:03:26.

very high chance that one of them could be the last one and we

:03:27.:03:29.

may not be able to bring them back, so we have to use different

:03:30.:03:33.

treatment regimes to try and help people in this sort of situation

:03:34.:03:36.

to try and maximise their chance of survival.

:03:37.:03:41.

Every time Ray stopped breathing, the team of doctors and nurses

:03:42.:03:44.

got his heart are going again.

:03:45.:03:46.

Now, thanks to a couple of stents in his heart, he's strong enough

:03:47.:03:49.

It's just a minute spot on my wrist, that's all I've got to show

:03:50.:03:57.

for all the trauma that I went through

:03:58.:04:00.

Ray feels indebted to the medics received his life but they

:04:01.:04:04.

He should be back playing walking football within a couple of months.

:04:05.:04:15.

The future of Peugeot's headquarters in Coventry is at risk according

:04:16.:04:18.

to a motor industry expert in the region.

:04:19.:04:20.

The warning comes as the Prime Minister Theresa May

:04:21.:04:22.

has agreed to meet the boss of the French car group

:04:23.:04:25.

to discuss its proposed takeover of Vauxhall in the UK.

:04:26.:04:30.

There are concerns within the industry that any takeover may

:04:31.:04:32.

have an impact on thousands of jobs, many of them in the Midlands.

:04:33.:04:38.

then they will only need one UK headquarters.

:04:39.:04:43.

There are hundreds of people employed at the Peugeot

:04:44.:04:47.

I think the question then is will it be that operation

:04:48.:04:51.

that stays open or will it be General Motors' head office?

:04:52.:04:53.

Rugby and Premiership leaders Wasps have been stunned by Sale Sharks.

:04:54.:04:58.

Wasps came back from being 31-9 down.

:04:59.:05:08.

Let's have a look at the weather forecast now.

:05:09.:05:10.

After a mild weekend, our temperatures are going to

:05:11.:05:14.

continue to rise as we go into the working week.

:05:15.:05:17.

Overnight, plenty of low cloud around.

:05:18.:05:19.

I think we'll see one or two outbreaks of light,

:05:20.:05:21.

There will be some mist and murk and hill fog around.

:05:22.:05:25.

Overnight lows of 9 or 10 degrees Celsius, so really mild for the time

:05:26.:05:28.

of year and not much down on our daytime highs.

:05:29.:05:30.

It will be a mild start the day tomorrow and a fairly cloudy day.

:05:31.:05:34.

One or two bright intervals and feeling pleasant in any sunshine.

:05:35.:05:37.

That cloud thickening up with some outbreaks

:05:38.:05:39.

We will see a bit more in the way of a breeze.

:05:40.:05:46.

We are looking at an unsettled week and I think it will

:05:47.:05:50.

feel noticeably cooler by the time we get to midweek.

:05:51.:05:53.

I'm back with the late bulletin at 10:22pm.

:05:54.:05:56.

on and on. It is because of the direction of the wind. Tomorrow's

:05:57.:06:21.

temperatures might be higher than today by a couple of degrees. There

:06:22.:06:25.

has been a lot of cloud. But we had some lovely pictures coming in. Some

:06:26.:06:29.

sunshine, but predominantly the clouds have been -- the skies have

:06:30.:06:36.

been cloudy. This will continue as well as a smattering of rain. For

:06:37.:06:43.

all those reasons it isn't going to be a cold night. In fact a night's

:06:44.:06:47.

temperatures will be higher than the daytime maximum averages for this

:06:48.:06:51.

time of year. A murky grey start in the morning. Hill and coastal fog.

:06:52.:06:56.

Rainfall western Scotland and Northern Ireland and a real

:06:57.:07:00.

buffeting from the winds. East of the Grampians could be particularly

:07:01.:07:01.

nasty on

:07:02.:07:03.
