Good evening. It welcome to North West Tonight police search a flat | :00:07. | :00:12.
in Stockport as they arrest a nurse on suspicion of murdering patients | :00:12. | :00:17.
at Stepping Hill Hospital. We have been following the story, and sex | :00:17. | :00:23.
minute is is on our doorstep. We will have the late is on that | :00:23. | :00:28.
investigation at the hospital. The legal challenge to one | :00:28. | :00:34.
council's plans to reduce adult social care. Walking tall, the | :00:34. | :00:37.
upstanding members of the community that lived 2 million years earlier | :00:37. | :00:44.
than we thought. And that of the rising Sun? Not sup | :00:44. | :00:54.
:00:54. | :01:04. | ||
-- not quite. It looks as if the Police are questioning a nurse from | :01:04. | :01:09.
Stepping Hill Hospital in Stockport on suspicion of murdering patients. | :01:09. | :01:14.
27-year-old Rebecca Leighton from heavily -- from Heaviley was | :01:14. | :01:20.
arrested this morning. The deaths of three patients are being | :01:20. | :01:23.
investigated, another patient remains in intensive care. | :01:23. | :01:27.
Laureates has been following developments as joins us from the | :01:27. | :01:32.
hospital. Yesterday we were saying do not expect any arrests soon, and | :01:32. | :01:39.
then early this morning this development. Yes. Eight days into | :01:39. | :01:43.
this investigation, and tonight Rebecca Leighton is being | :01:43. | :01:46.
questioned on suspicion of murdering three patients. The | :01:47. | :01:50.
arrest was an unexpected one given that 24 hours earlier police were | :01:51. | :01:55.
warning us it was likely to be a long and complex investigation. | :01:55. | :02:00.
Early this morning at her flat in the Heaviley area of Stockport she | :02:00. | :02:04.
was arrested. We have been speaking to people who lives near by. | :02:04. | :02:08.
have been following the story and next minute it is on my doorstep. | :02:08. | :02:13.
It is a shock. What reaction has there been from the families of | :02:13. | :02:19.
those three people whose deaths are being investigated? Let rename it | :02:19. | :02:24.
reminds you of the three patients at the centre of this story. They | :02:24. | :02:30.
are 44-year-old Tracey Arden, 71- year-old Arnold Lancaster and | :02:30. | :02:34.
George Keep. I was speaking to George Keep's daughter and son-in- | :02:34. | :02:38.
law this morning. They say they are very shocked at what has happened, | :02:38. | :02:43.
but they are hoping that George's death has nothing to do with this. | :02:43. | :02:50.
And what has been happening at the hospital today? This remains a | :02:50. | :02:56.
working hospital in the mist of a police investigation. Increase | :02:56. | :03:01.
security and police presence is here to reassure patients and staff | :03:01. | :03:06.
at all it under control, but also MMI debt as to what is happening in | :03:06. | :03:11.
this investigation. Staff say it is a difficult time. We are being more | :03:11. | :03:16.
careful. We are just watching everything and everything that is | :03:16. | :03:24.
going on. It makes the daily work harder. It is quite stressful | :03:24. | :03:28.
because you have to sign up everything. Everyone is looking at | :03:28. | :03:37.
everyone else really suspiciously. Tonight the hospital has told us | :03:37. | :03:41.
that special security measures remain in place. Greater Manchester | :03:41. | :03:44.
Police have until 6am tomorrow morning to charge or release | :03:44. | :03:50.
Rebecca Leighton. Laureates, thank you. | :03:50. | :03:54.
When spending cuts were made by local councils, did they do enough | :03:54. | :03:59.
to protect the vulnerable? To pensioners with disabilities say no. | :03:59. | :04:03.
They are now challenging Lancashire County Council in court, accusing | :04:03. | :04:07.
it of breaking the law. The council says his reduction in | :04:07. | :04:11.
the Budget was lawful. Both sides of the argument are being heard at | :04:12. | :04:16.
Manchester High Court. If the council loses, it could have | :04:16. | :04:22.
widespread implications. Margaret Cropper has cerebral palsy, | :04:22. | :04:27.
and relies on support from Lancashire County Council to lead | :04:27. | :04:30.
an independent life. She fears cuts to the social care budget could | :04:30. | :04:37.
threaten her independence. With my personal care needs, getting up in | :04:37. | :04:44.
the morning, getting dressed, they will not be so good. Regarding my | :04:44. | :04:50.
ability to get shopping, in --, regarding my ability to keep out of | :04:50. | :04:57.
the house, regarding my ability to make friends, my normal life, that | :04:57. | :05:04.
will beat seriously curtailed. Protesters took to the streets to | :05:04. | :05:09.
oppose cuts which they say targeted the most vulnerable in society. Two | :05:09. | :05:13.
have now taken their battle to the courts. They have been granted | :05:13. | :05:18.
anonymity, but one is 65 and has a range of health problems. She has | :05:18. | :05:25.
been unable to work since 1981. The second is 73 and partially | :05:25. | :05:31.
paralysed. Both say the cuts could seriously undermine their chance of | :05:31. | :05:35.
leading normal lives. The charity Disability Equality North West has | :05:35. | :05:39.
supported them. We know that Lancashire has to save money, but | :05:39. | :05:44.
we would like them to just do it differently. As the High Court in | :05:44. | :05:48.
Manchester, the women's lawyer has argued that the council broke the | :05:48. | :05:53.
law by not taking into account the impact the cuts would have. The | :05:53. | :05:57.
council insisted it sticks to decision-making process was that it | :05:57. | :06:03.
be legal. Dave joins us from outside the court. If the women | :06:03. | :06:08.
when their case, this will have major implications for Lancashire | :06:08. | :06:13.
County Council and not just them, but others to? That is right. | :06:13. | :06:17.
Lancashire are vigorously defending this case. They say they played | :06:17. | :06:20.
everything by the book, but if they do lose, if the judgment goes | :06:20. | :06:24.
against them, they will have to look again at their budgets. They | :06:24. | :06:28.
still have to save 71 million somewhere, so they will have to | :06:28. | :06:34.
have a look. Birmingham is in a similar position, and an action | :06:34. | :06:40.
against them succeeded. The they said they would have to make the | :06:40. | :06:43.
cuts somewhere else. That will be the case here as well, they would | :06:43. | :06:48.
have to look at the budget again, and decided other savings can be | :06:48. | :06:53.
made in other parts of the Budget. This case is expected to go on | :06:53. | :06:56.
tomorrow, the council were beginning their side of things then, | :06:56. | :07:05.
but the judge will make his judgment public at a later date. | :07:05. | :07:09.
Sonae has announced plans to start rebuilding its chipboard plant in | :07:09. | :07:14.
Kirkby after a fire last month. Demolition will finish in six weeks. | :07:14. | :07:19.
Two workers died there last December in a fire. A local MP had | :07:19. | :07:23.
called for the plants to close. It should be fully operational early | :07:23. | :07:28.
next year. The Royal Northern College of Music | :07:28. | :07:31.
has suspended a member of catering staff following the accidental | :07:31. | :07:35.
contamination of a bottle of salad dressing. Five people were taken to | :07:35. | :07:39.
hospital on Friday after eating salad contaminated with dishwasher | :07:39. | :07:44.
liquid. They were all unharmed. The college has apologised, and is | :07:44. | :07:49.
investigating. Members of the Isle of men at -- | :07:49. | :07:52.
Isle of Man Trade Union Council have mounted a protest outside | :07:52. | :07:57.
Government Building. They are questioning the cost of having 33 | :07:57. | :08:02.
members of Tynwald. It follows the loss last week of 75 million a | :08:02. | :08:07.
year, thanks to a new VAT deal with the UK. | :08:07. | :08:14.
Do you fail 80,000 is a fair cost for each MHK? That is what the | :08:14. | :08:18.
government in the Isle of man wants everyone to ask themselves in the | :08:18. | :08:21.
run-up to the elections in Manchester. We want to find out if | :08:21. | :08:26.
people think they are worth it. The same is going on across the public | :08:26. | :08:31.
sector, and it is applicable to our politicians. People are getting | :08:31. | :08:37.
steamed up about it. Demonstrations like this with the government -- | :08:37. | :08:42.
with the people questioning how government spend its money have | :08:42. | :08:46.
more resonance after the renegotiated VAT deal, which cost | :08:46. | :08:51.
the island 75 million a year. It is a view echoed on the street. | :08:51. | :08:55.
Everybody should be worried about the cuts. It will affect lot of | :08:55. | :09:00.
things. It is a great place to raise children, but if cuts are | :09:00. | :09:04.
made in education that is a bad thing. The government says | :09:04. | :09:08.
adjustments will have to be made, but they are what -- unwilling to | :09:08. | :09:13.
say where. Some things are for the next administration, we have a | :09:14. | :09:18.
general election in September. It is important that we all start | :09:18. | :09:23.
realising and recognising that we are going to have a tighter job on | :09:23. | :09:27.
our hands and we have up-to-date. The business community is worried | :09:27. | :09:32.
about how the island will deal with this drop in revenue. They will | :09:32. | :09:36.
have to cut their cloth a bit tighter. We do not want there to be | :09:36. | :09:40.
a significant reduction in services, or the island would not be such a | :09:40. | :09:45.
good place to do business or to live. | :09:45. | :09:49.
The first visitors have been arriving at the RHS Flower Show in | :09:49. | :09:54.
Tatton Park. It opens today. Tens of thousands of visitors are | :09:55. | :10:00.
expected over the next five days. Among them will be both of us on | :10:00. | :10:08.
Friday morning at around 11am. Right now Kate Simms is there. | :10:08. | :10:15.
It has not rained at all today, but I think that is about to change. No | :10:15. | :10:20.
rain could dampen this display. This one has been designed by | :10:20. | :10:25.
schoolchildren across Cheshire. This has been designed to represent | :10:25. | :10:31.
different countries, this one is France. And this one here is | :10:31. | :10:36.
designed to represent the country of Chile. There have been a record | :10:36. | :10:42.
number of gold medals given Altair, giving you an idea of the standard. | :10:42. | :10:52.
:10:52. | :10:58. | ||
The show has been changed completely this year. We decided to | :10:58. | :11:01.
remove some things from where they have been for 10 years and switch | :11:01. | :11:09.
the show around. It has a completely different feel to it. | :11:09. | :11:17.
looks as though the weather will hold out. He just stands there and | :11:17. | :11:27.
:11:27. | :11:28. | ||
carries everything! As soon as I saw this I was taken at right back. | :11:28. | :11:38.
:11:38. | :11:38. | ||
This is a college's homage to the children's Classic Garden. Talk be | :11:38. | :11:44.
through how this garden represents Blackpool. We have got the orange | :11:44. | :11:51.
flowers, the marigolds. We have got shrubs at the back, a seaside | :11:51. | :11:57.
shrubs. You must be a big black ball back? I do not know a thing | :11:57. | :12:04.
about football. Have you feel about being second in young design of the | :12:04. | :12:14.
:12:14. | :12:14. | ||
year? I feel pretty prowled. -- prowled. What d'you think of the | :12:14. | :12:23.
garden? It is really beautiful. The combinations are super. Thank | :12:23. | :12:27.
goodness for your programme. My mummy and daddy watch it every | :12:27. | :12:37.
:12:37. | :12:44. | ||
night, so I get to stay up a little One of those gold medal gardens is | :12:44. | :12:50.
this one, a Japanese garden. It was created by the head gardener at | :12:50. | :12:58.
Tatton Park. Why the Japanese theme? We thought it would be | :12:58. | :13:06.
appropriate to celebrate when it was built. It has won an award. | :13:06. | :13:11.
This has a special meaning for you. After 32 years as head gardener, | :13:11. | :13:17.
you are retiring? Only from Tatton Park. I cannot say forever. I am | :13:17. | :13:22.
going on to do other things. I am passionate about gardens. You have | :13:23. | :13:27.
been involved in this show since it has started. Do you have any | :13:27. | :13:34.
highlights? The weather can play havoc. One of the highlights was | :13:34. | :13:39.
1997 when it rained solidly. But, we did a garden about Venice, so it | :13:39. | :13:45.
was ironic. It has got bigger every year of. Yes. Some fantastic | :13:45. | :13:53.
exhibits are here. Thank you. I have a feeling we will be seeing | :13:53. | :14:00.
you again. We will be back with them weather later. Fingers crossed | :14:00. | :14:08.
it does not start raining before then. | :14:08. | :14:15.
Still to come. Saturday-night showdown. The Bury footballer | :14:15. | :14:18.
turned boxer with world champion potential. | :14:18. | :14:22.
A and why scientists in Liverpool are making footprints on the shore | :14:22. | :14:25.
of the Mersey to understand how cavemen walked millions of years | :14:25. | :14:35.
:14:35. | :14:36. | ||
ago. What would you say if your local | :14:36. | :14:40.
council started renovating a house he owned, with a theatre getting it | :14:40. | :14:47.
rented out without your permission? This happened to a property in | :14:47. | :14:51.
Kendal. The house had been empty for almost eight years. South | :14:51. | :14:54.
Lakeland District Council have permission to take it over and | :14:54. | :15:01.
rented out to a local family without the owner's permission. | :15:01. | :15:06.
It is one think machinery tearing up your driveway, but quite another | :15:06. | :15:12.
when you did not invited. On in Kendal, this house has been falling | :15:12. | :15:19.
apart for almost eight years. The council has used an empty dwelling | :15:19. | :15:23.
management order to do something about it and will offer it to one | :15:23. | :15:27.
of 3000 local families who need it. In seven years, the owner has the | :15:27. | :15:35.
option to take it back. We will get some by D from the housing list | :15:35. | :15:39.
command and we will get it done up and the neighbours will get | :15:39. | :15:42.
something that was an eyesore taken away and replaced with something | :15:42. | :15:47.
new. It has not been pleasant recently. Especially when it was | :15:47. | :15:53.
broken into, and teenagers were using it as a drinking den. My wife | :15:53. | :15:59.
was terrified. We invited the owner for interview. He has not responded. | :15:59. | :16:03.
Neighbours say in the eight years since there were tenants here, they | :16:03. | :16:08.
do not recall seeing him at the house. High property prices and low | :16:08. | :16:15.
wages means this area has a serious housing shortage. The owner could | :16:15. | :16:19.
argue it is not their problem. is about freedom and you could say | :16:19. | :16:22.
you have the freedom to hang on to your house and do what you like, | :16:22. | :16:26.
but I says somebody has a freedom to have an affordable home in the | :16:26. | :16:36.
area they grew up. It is estimated there are 1,000 empty properties in | :16:36. | :16:40.
the area. The council is saying do something about yours before the | :16:40. | :16:49.
diggers turn up. It is time for sport. We start with | :16:49. | :16:54.
the breaking news that Manchester City's South American footballer is | :16:54. | :17:00.
on his way back home. The final chapter for Carlos Tevez? If only. | :17:01. | :17:06.
Manchester City have announced their Brazilian striker is on his | :17:06. | :17:13.
way back home. As for Carlos Tevez, what is the story tonight? The deal | :17:13. | :17:19.
worth 40 million with Corinthians is off. The transfer window expired. | :17:19. | :17:24.
By does this leave him? He has gone on record -- where does this leave | :17:24. | :17:29.
in? He said he did not want to be back in Manchester. He is | :17:29. | :17:35.
contracted until 2014 to Manchester City. He could go in the January | :17:35. | :17:40.
transfer window. He scored 43 Premier League goals in two seasons | :17:40. | :17:45.
at City, more than any other player. Manchester City will hope he will | :17:45. | :17:52.
turn up and diet -- do his best. The alternative is to sit at home | :17:52. | :17:56.
and watch himself on North West Tonight until something happens! | :17:57. | :18:01.
Blackburn Rovers are expecting to find El Hadji Diouf when they find | :18:01. | :18:05.
him. The Senegal International should have reported for training | :18:05. | :18:11.
but has not been seen at Ewood Park since the month of May. This | :18:11. | :18:17.
weekend, three of the best boxers in the area will be in action. We | :18:17. | :18:22.
will praevia Amir Khan's fight in Vegas on Friday. Tonight, Tyson | :18:23. | :18:32.
:18:33. | :18:33. | ||
Fury and his clash at the wheel of Derek Chisora. Now, Scott Quigg, | :18:33. | :18:43.
:18:43. | :18:44. | ||
and his home time defence of his WBA title -- home town defence. | :18:44. | :18:49.
Saturday cannot come quickly enough for 22-year-old Scot quake. There | :18:49. | :18:58.
is nothing better than fighting in front of home fans -- Scott Quigg. | :18:58. | :19:03.
He may be only eight stones 10, but he packs a powerful punch. He has | :19:03. | :19:12.
not down 14 of his 21 opponents. has proved himself as a fighter. | :19:12. | :19:22.
:19:22. | :19:22. | ||
There is not much more to say. He is dedicated and disciplined. | :19:22. | :19:27.
says once he has beaten Franklin Varela from Venezuela, there will | :19:27. | :19:32.
be no limits. I believe I can become world champion. As a | :19:32. | :19:37.
youngster, he tasted failure when he was rejected as a footballer by | :19:37. | :19:42.
his home town club. He then turned to boxing. To be knocked back | :19:43. | :19:49.
because of your size and not your ability, I got disheartened. It was | :19:49. | :19:56.
rough on the pitch. I had a go at boxing. I ended up -- it ended up | :19:56. | :20:01.
working out for the best. I would not be doing his job. I would | :20:01. | :20:08.
rather be on the pitch. For him, football is just for fun now, but | :20:08. | :20:17.
on Saturday, it will be serious business. | :20:17. | :20:24.
Finally, second-placed Lancashire's bid to capture Durham took them to | :20:25. | :20:28.
Headingley for the Roses match. Headingley for the Roses match. | :20:28. | :20:34.
Lancashire were put into bat. They are not doing too badly. | :20:34. | :20:39.
It is good to get a day's cricket It is good to get a day's cricket | :20:40. | :20:45.
in. And hello to Carlos Tevez if he is watching! Scientists at | :20:45. | :20:50.
Liverpool University discovered one of ancestors walked upright earlier | :20:50. | :20:57.
than had been at thought. That was almost 4 million years ago, not 2 | :20:57. | :21:02.
million. They used computers to work out whether a species of | :21:02. | :21:08.
caveman walked like us. This is how a BBC series portrayed | :21:08. | :21:15.
a creature called Australopithecus afarensis, an ancestor. Scientists | :21:15. | :21:19.
thought that predecessors did not walk upright until 2 million years | :21:19. | :21:25.
ago. Here are casts of fossilised footprints made by Australopithecus | :21:25. | :21:29.
afarensis almost 4 million years ago. The Liverpool team it used | :21:29. | :21:33.
modern scanning methods to work out an average footprint. They worked | :21:33. | :21:38.
at the pressure pattern that print would create. They got a computer | :21:38. | :21:42.
to work at the most efficient way for the creature to walk. The | :21:42. | :21:46.
answer was upright with straight legs. The pressure pattern for | :21:46. | :21:51.
walking that way matches the pressure pattern which our ancestor | :21:51. | :22:00.
made. This is an animation. Compare this to the bench legged way that | :22:00. | :22:04.
animals like chimpanzees war. It is important because it suggests an | :22:04. | :22:09.
early humans walked upright to get out fruit in trees rather than | :22:09. | :22:19.
:22:19. | :22:19. | ||
chasing animals to eat. -- chimpanzees walked. A it is not | :22:19. | :22:25.
being a predator, but being a fruit eating her before. A more we know | :22:25. | :22:30.
about how they walked, the better we will understand how they evolved. | :22:30. | :22:35.
This is why scientists are taking measurements of their own feet in | :22:35. | :22:40.
the sand at New Brighton beach. Now, the team are gathering samples of | :22:40. | :22:44.
the way modern humans move to further understand how our walk | :22:44. | :22:53.
involved. Great. Before we go back to Tatton | :22:53. | :22:57.
Park, I will tell you about a programme you might be interested | :22:57. | :23:03.
in watching tonight. It is about regional television. It is called | :23:03. | :23:06.
Regional TV: Life Through A Local Lens. It is the story of how | :23:06. | :23:12.
audiences fell in love with regional television. It is on BBC4 | :23:12. | :23:17.
at 9pm. Now, we can go back to RHS Flower | :23:17. | :23:21.
Now, we can go back to RHS Flower Show command at putt. And the | :23:21. | :23:25.
weather. Hello, then weather is | :23:26. | :23:31.
disappointing today. For the moment, I am standing next to gardens that | :23:31. | :23:40.
are back to back. This is designed by Gordon Bayley, the head gardener | :23:40. | :23:50.
:23:50. | :23:53. | ||
at a company -- at Arley Hall. There are lots of pinks and reds. | :23:53. | :24:00.
We have the spider flower. Gordon Bailey has not exhibited before. He | :24:00. | :24:03.
has the bronze medal for this garden, which is amazing. My | :24:03. | :24:12.
favourite part of the garden is this. This was inspired by the | :24:12. | :24:20.
Arley Hall and garden. I think we will see a lot of hats tomorrow for | :24:20. | :24:25.
Ladies' Day. What about the weather? It has been a miserable | :24:25. | :24:35.
:24:35. | :24:35. | ||
day today. We have a warning for rain from the Met Office. | :24:35. | :24:38.
Temperatures have been disappointing. It has been very | :24:38. | :24:44.
cloudy. Tomorrow, disappointing temperature for this time of the | :24:44. | :24:52.
year. On Friday, we may see sunshine. The reason for the | :24:52. | :24:56.
weather being so cloudy is that over the next couple of days we | :24:56. | :25:00.
have low pressure. My first day, you can see the low-pressure | :25:00. | :25:05.
starting to creep away in the direction of the North Sea. On the | :25:05. | :25:11.
other side, we have high pressure. On Friday, we are stuck between two | :25:11. | :25:20.
systems. We could see sunshine. This evening, it is fairly cloudy. | :25:20. | :25:27.
We may see some scattered showers. It will be a fairly quiet night. | :25:27. | :25:34.
Temperatures will remain in double figures. By Thursday morning, it | :25:34. | :25:40.
will start off fairly cloudy. As we head into the afternoon, we may see | :25:40. | :25:50.
:25:50. | :25:50. | ||
scattered showers. We may see cloud breaks as well. The temperatures of | :25:50. | :25:58.
very disappointing. As we look at Friday, temperatures up to 18 | :25:58. | :26:03.
degrees. Maybe a bit more sunshine. And the weekend is looking better. | :26:03. | :26:08.
We should see brighter conditions for the weekend. That is the | :26:08. | :26:12.
weather. I think I have found a hat for | :26:12. | :26:17.
Ladies' Day. That is very becoming. | :26:17. | :26:21.
It is the first ladies' day tomorrow. | :26:21. | :26:24.
If you come tomorrow you have to make sure you are wearing your best | :26:24. | :26:31.
clothes. You may win a prize. Hats are the order of the day. If | :26:31. | :26:41.
:26:41. | :26:48. | ||
it rains, used a -- you will stay dry. | :26:48. | :26:58.
We shall be there on Friday. Before we go, we have something fun to | :26:58. | :27:03.
show you. The studio as you have not seen it before. It is made of | :27:03. | :27:08.
paper. Jim Scott has sent this picture of a model he made. | :27:08. | :27:16. |
