Liverpool, police came knocking on the doors of more alleged offenders | :01:05. | :01:09.
today. The early morning raids involved a battering ram and an | :01:09. | :01:13.
element of surprise. Ever since the rioting, police have been trawling | :01:13. | :01:16.
through hours of CCTV footage looking for suspects. | :01:16. | :01:21.
So far more than 200 people have been arrested on Merseyside since | :01:21. | :01:24.
the two nights of May and which brought destruction to parts of | :01:24. | :01:28.

their way through around 800 hours of CCTV and video images. Here I | :02:36. | :02:40.
have some video footage of the shopping centre. You can see where | :02:40. | :02:46.
the arrow is, we have a male wearing a blue jacket. We tracked | :02:46. | :02:53.
him down from the McDonald's earlier in the evening. We can see | :02:53. | :02:58.
them entering from the broken window. You must be working long | :02:58. | :03:03.
hours. I am looking at four minutes of video footage over the course of | :03:03. | :03:08.
two days because there are so many people to identified. Police say | :03:08. | :03:11.
they will be identified and then they will receive an unwelcome | :03:11. | :03:18.
early morning visit like this. Hundreds of people have now been | :03:18. | :03:23.
through special courts set up to deal with the writing. Some lawyers | :03:23. | :03:26.
and magistrates have questioned the speed of the sentencing of some of | :03:26. | :03:31.
those brought in. In a moment we will hear the views of a magistrate, | :03:31. | :03:34.
but first this from a mother who handed her son into police in | :03:34. | :03:38.
Manchester. He admitted one count of theft and another of unlawful | :03:38. | :03:42.
violence and was given a referral order for nine months. They have | :03:42. | :03:49.
treated him like an animal. He his 12th. I wouldn't be treated the way | :03:49. | :03:58.
he was treated. -- he is 12. you know where he was? No. I was | :03:58. | :04:02.
looking for him, I couldn't find him. I have other responsibilities | :04:02. | :04:07.
at the end of the day. Is he not a responsibility for you? Don't blame | :04:07. | :04:15.
me for it. Who is to blame for what your son did? Who is to blame? | :04:15. | :04:19.
is the government responsible? Joining me now is Richard Monkhouse, | :04:19. | :04:24.
a magistrate in Trafford and deputy chairman elect of the Magistrates' | :04:24. | :04:29.
Association. Are you worried that there has been a knee-jerk reaction | :04:29. | :04:33.
to all this, and magistrates had been caught up in its in their | :04:33. | :04:40.
sentencing? -- have been caught up. A I am not sure about sentencing | :04:40. | :04:44.
because it carries a strict process which we are bound by law to follow, | :04:44. | :04:51.
but the only issue that has been reported, certainly from London, is | :04:51. | :04:55.
that on occasion, paperwork has not been complete. Cases have been | :04:55. | :05:01.
brought to court incomplete, and defence solicitors have not had the | :05:01. | :05:05.
time to assess what the evidence is against their client because it has | :05:05. | :05:09.
all been brought to quickly. That is the allegation. I don't know | :05:10. | :05:13.
because I haven't seen any of this and I have not sat on these | :05:13. | :05:17.
overnight cases, but that has been reported. Certainly some lawyers | :05:17. | :05:23.
have suggested this. So instancing does seem to have been harsher than | :05:23. | :05:27.
it would have been, say if those sentences had been handed out the | :05:27. | :05:32.
week before the riots. We have one case of a mother of three young | :05:32. | :05:34.
children who slept through the riots and had nothing to do with | :05:34. | :05:38.
them, but next day accepted a pair of polluted shorts. She shouldn't | :05:38. | :05:46.
have done that but was given five months in jail. -- stolen shorts. | :05:46. | :05:48.
cannot comment on specific sentences because I don't have all | :05:48. | :05:53.
the information. The media does not have all the information either. It | :05:53. | :05:57.
is quite strange that people have suddenly become experts at | :05:57. | :06:03.
sentencing in five minutes. We have taken years to train, everybody has | :06:03. | :06:07.
taken years to train, had to develop sentencing. It is an art, | :06:07. | :06:11.
not a science, and there are many elements we must bear in mind. | :06:11. | :06:14.
Prime Minister calls for swift justice and severe punishment for | :06:14. | :06:18.
those involved. Does that not get through to magistrates and the | :06:18. | :06:22.
whole court system, where things are a bit harsher and too quick? | :06:22. | :06:25.
shouldn't, because there is a mechanism. The judiciary is | :06:25. | :06:29.
supposed to be independent. The judiciary is not supposed to be | :06:30. | :06:34.
ordered to be able to pass certain sentences against certain | :06:34. | :06:37.
individuals because politicians say so or the media say so. I | :06:37. | :06:42.
understand fully the concerns, but we are independent. Richard | :06:42. | :06:48.
Monkhouse, thank you. A other news from the region, two | :06:48. | :06:51.
people from Manchester had been charged following the discovery of | :06:51. | :06:57.

merrier. People like yourself, there are many service leaders from | :07:45. | :07:50.

they have been born and bred. Muhammad and Kevin are both drug | :07:54. | :07:58.

kinds of drugs should be prescribed for no more than four weeks, but | :09:25. | :09:29.
between 1991-2009, more than a third of prescriptions were for | :09:29. | :09:33.
more than eight weeks, despite experts say that coming off benzos | :09:33. | :09:39.

Rovers manager Steve Kean has been banned from driving for 18 months | :11:45. | :11:47.
after admitting drink-driving -- Blackburn Rovers. | :11:47. | :11:51.
He was twice over the legal limit when he failed a breath test on the | :11:51. | :11:58.
M6 in Cheshire. It was earlier this year. He argued there were special | :11:58. | :12:03.
reasons why he shouldn't be banned. Steve Kean, here in the middle, | :12:03. | :12:07.
today admitted he had been drinking on the day he was stopped by police | :12:07. | :12:11.
doing 90 mph on the M6, but he asked the court at Macclesfield not | :12:11. | :12:15.
to ban him from driving as he believed that day his drinks must | :12:15. | :12:20.
have been laced. The court heard that on 14th May, his team, | :12:20. | :12:25.
Blackburn Rovers, drew 1-1 with Manchester United's at home, a good | :12:25. | :12:28.
result for both teams and meaning Manchester United could claim the | :12:29. | :12:32.
Premier League title. As his football etiquette, Steve Kean told | :12:32. | :12:36.
the court, after a match he had a drink with the opposition manager. | :12:36. | :12:41.

Later, he met friends in a nearby village where he had a bottle of | :12:45. | :12:51.
beer before heading south to his family home in Surrey. At the | :12:51. | :12:54.
ground and the village, he said, he had left his drink and attended. | :12:54. | :12:57.
Today Macclesfield Magistrates' Court heard a doctor's report | :12:57. | :13:01.
concluded and that had Steve Kean consumed what he claimed he would | :13:01. | :13:08.
have been under the limit, but Steve Kean's barrister told the | :13:08. | :13:12.
court there were times his drink could have been laced and that was | :13:12. | :13:15.
the reason why the reading was so high. The judge said today that | :13:15. | :13:19.
Steve Kean failed to prove his drink had been laced. Instead he | :13:19. | :13:22.
told the court the more likely explanation was that he had had | :13:22. | :13:28.

Changes are to be made to the -- the Grand National course at | :14:02. | :14:06.
Aintree after two for horses died this year. Becher's Brook is to be | :14:06. | :14:11.

This year's Grand National brought a popular victor. The 14-1 shot | :14:24. | :14:27.
Balabriggs was the 5th winner for the McCain family, but it came at a | :14:27. | :14:32.
cost. The horse was taken back to Aintree stables after finishing | :14:32. | :14:36.
severely dehydrated. Perhaps even more controversially, two other | :14:36. | :14:40.
horses were killed in the race. The heat has been on National | :14:40. | :14:46.

as much money. Aintree says the safety and welfare of the runners | :15:44. | :15:48.

changes will not sanitise the race loved by millions across the world. | :15:57. | :16:03.
The Premier League is backed, you could not really have missed it. | :16:03. | :16:07.
Bolton are on the top of the league, but it is the champions who have | :16:07. | :16:12.
had a difficult start to one of their signings. | :16:12. | :16:16.
Good evening. Manchester United, even though they got off to a win | :16:16. | :16:19.
in the defence of their title, plenty of good things happened in | :16:19. | :16:24.
the match: Wayne Rooney looked really shop. Without dwelling on | :16:24. | :16:27.
the negatives that a lot of supporters will be talking about, | :16:27. | :16:32.
another mistake from their new goalkeeper of David de Gea. He was | :16:32. | :16:36.
at fault in the community Shield last week and he made an error | :16:36. | :16:41.
again yesterday against West Brom. That was it. Painful viewing for | :16:41. | :16:45.
the young man. His boss, Sir Alex Ferguson, is backing him and | :16:45. | :16:50.
pointing out that he is young, he is 20, and is still early in the | :16:50. | :16:54.
Premier League. During yesterday's match, we saw | :16:54. | :16:58.
Rio Ferdinand limping off, that man United have other injury problems | :16:58. | :17:05.

being out, Ferdinand's central defensive player Nemanja Vidic will | :17:09. | :17:15.
be out as well. Raphael, one of the Brazilian full-backs, will be out | :17:15. | :17:19.
with a dislocated shoulder. On the plus side, United did get off with | :17:19. | :17:25.
a victory. There was an early strike from Wayne Rooney, ensuring | :17:26. | :17:30.
that all three points when to them at the Hawthorns yesterday. | :17:30. | :17:34.
That is the Champions' taken care of, but what about the rest of the | :17:34. | :17:41.
teams? Bolton lead the way thanks to their 4-0 win at QPR in the | :17:41. | :17:47.
Football League. Two north-west teams have 100 % records. | :17:47. | :17:53.
On paper, tricky away games for both sides. On the pitch, a breeze | :17:53. | :17:57.

We were looking to add to the score. That is common knowledge. We have | :18:18. | :18:23.
strengthened the team. Not such a happy start elsewhere. Optimism in | :18:23. | :18:26.
the first half for Liverpool gave way to frustration in the second | :18:26. | :18:31.

this year, we have got to be in the top half. We were in the top half | :19:27. | :19:32.
at Easter and we have got another chance again. Morecambe followed | :19:33. | :19:37.

bet you have had the odd butterfly in the stomach. City kick-off their | :19:57. | :20:01.
campaign tonight at home against Swansea with expectations growing | :20:01. | :20:05.
by the signing that this could be the year the Blues leave the | :20:05. | :20:08.
Premier League title. I have been talking to fans and the man who has | :20:08. | :20:13.
been reporting on the Blues since the 1980s about whether this year's | :20:13. | :20:23.
:20:23. | :20:26. | ||
class is shaping up for top marks, Yes, I think about it every night, | :20:26. | :20:32.
just before I close my eyes! they are going to do it, this is | :20:32. | :20:37.
the year. After splashing out another 60 million in the transfer | :20:37. | :20:43.
window, the pressure is on from the start for city's head man to get | :20:43. | :20:48.
results. The expectation level now that the Bar has been moved up its | :20:48. | :20:56.
high. Mancini does have a new stop people in the shape of 38 million | :20:57. | :21:03.
man Sergio Aguerro. He has got the platform, the stage, he is a young | :21:03. | :21:08.
man who could be going places, this could be his season. I believe he | :21:08. | :21:12.
can beat whatever he wants to be. What about the problem pupils? | :21:12. | :21:18.
Mario Balotelli hasn't settled whilst Tevez wants out. If he is | :21:18. | :21:22.
there, great, but if he is not, there is a strong enough squad | :21:22. | :21:27.
there. If he wants to stay and work hard, I will happily keep them. | :21:27. | :21:32.
More properties are on the radar: Arsenal's summit Nazari is among | :21:32. | :21:37.
them. The manager says once he has a full register, that is when he | :21:37. | :21:45.
will be able to judge his squad's true credentials. We buy all the | :21:45. | :21:49.
players that we need and we complete our squad because at the | :21:49. | :21:59.
:21:59. | :22:03. | ||
Fascinating to see how Manchester City go this season. Wigan | :22:03. | :22:09.
maintained their one-point lead at the top of the Superleague. Sam | :22:09. | :22:14.
Tomkins was the star of the show for the Warriors. They were | :22:14. | :22:24.
:22:24. | :22:24. | ||
criticised by their coach for poor defending. Chris Bridge started the | :22:25. | :22:29.
route in the first minute. Congratulations as well to Swinton | :22:29. | :22:33.
Lions who are celebrating their first championship in 25 years. | :22:33. | :22:39.
They secured the championship One title with victory over South Wales | :22:39. | :22:44.
at the weekend. Not the whole South Wales! | :22:44. | :22:52.
What a player Sam Tomkins is. He It has been nice to see a bit of | :22:52. | :22:57.
sunshine over the past few days. But I have a horrible feeling of | :22:57. | :23:00.
Diane is going to tell us about is going to change. | :23:00. | :23:03.
You can tell you have not been out today because it has slipped away | :23:03. | :23:07.
over the past couple of hours. For this time of year, it is not great, | :23:08. | :23:11.
but all things considered, once we get to stay out of the way, it | :23:11. | :23:15.
should not be a bad week. It is staying settle, perhaps a shower | :23:15. | :23:19.
from time to time, but it will be mostly dry, a fairly bright. There | :23:19. | :23:24.
were some lovely spells of sunshine today. The winds were relatively | :23:24. | :23:28.
light and it felt like. Temperatures of 18 or 19 for most | :23:28. | :23:32.
of us. The picture is definitely changing because the sunshine has | :23:32. | :23:36.
gone over the past couple of hours. There is a bit of rain on his way | :23:36. | :23:41.
towards us, but the bigger story is that the cloud will be a thickening. | :23:41. | :23:45.
The stuff that was just of our frame will start to much but as we | :23:45. | :23:53.
head through the night. All the time, catching up hour by hour. It | :23:53. | :23:56.
will come regardless once the sun has gone down. It will sit over the | :23:56. | :23:59.
north-west of England towards tomorrow morning. It is fairly | :23:59. | :24:03.
patchy every now and again, but as we head towards dawn, it gets its | :24:03. | :24:08.
act together a bit more. Temperatures, it is 13 or 14 | :24:08. | :24:13.
degrees. Tomorrow morning, a bit of rain will be a brand, perhaps until | :24:13. | :24:18.
breakfast. Then it starts to break up and die away. Behind it, they | :24:18. | :24:21.
will beat a couple of showers coming through so it will never be | :24:21. | :24:26.
completely dry. By 5pm, they should have left us, but there is not room | :24:26. | :24:30.
for any improvement for parts of Cumbria. But for most of us, a | :24:30. | :24:36.
disappointing day with temperatures up to 20 degrees. | :24:36. | :24:41.
Many people in Liverpool may find it difficult to forget last week's | :24:41. | :24:45.
rioting. Yet few recall how one Andrea's ago, there was a far | :24:45. | :24:50.
greater trouble in the City. Troops shot two man dead as | :24:50. | :24:53.
transport strikes and riots broke to Liverpool. The shootings were | :24:53. | :24:57.
kept quiet, but as our political editor has been finding out, | :24:57. | :25:01.
campaigners want memories revived. campaigners want memories revived. | :25:01. | :25:01.
campaigners want memories revived. campaigners want memories revived. | :25:01. | :25:03.
campaigners want memories revived. 100 years ago Liverpool was hosting | :25:03. | :25:08.
a revolutionary exhibition of post- modern art. But there was fear of | :25:09. | :25:12.
political revolution as well as dockers and railway workers | :25:12. | :25:17.
demanded better conditions and they went on to strike. | :25:17. | :25:23.
Maybe 100,000 people gathered on same jaws's plateau. It started | :25:23. | :25:26.
peacefully but went horribly wrong when the police charged. They | :25:26. | :25:33.
rushed out of their hiding place order to break up the demonstration. | :25:33. | :25:38.
They started lashing out, and in fact, there are press descriptions | :25:38. | :25:43.
of how all the people were pushed off the edge of the plateau. Almost | :25:43. | :25:48.
200 people needed hospital treatment after bloody Sunday. Two | :25:48. | :25:52.
days later, those arrested were taken to jail. People demonstrated | :25:53. | :25:57.
again and soldiers shot two men dead. | :25:57. | :26:01.
In-crowd situations, things can get out of control, as we recent -- | :26:02. | :26:08.
witnessed recently. One of the meant was shot here and the other | :26:08. | :26:17.
500 metres down the road. Newsreel film was suppressed. There was no | :26:17. | :26:24.
public inquiry, only a few remember those who died. He was just an | :26:24. | :26:31.
innocent, hard-working young man. He was just shot in the crowd. For | :26:31. | :26:38.
nothing. It was very cool, what went on at the time. It took an | :26:38. | :26:42.
inquest jury just three minutes to acquit the soldiers, returning a | :26:42. | :26:48.
verdict of justifiable homicide. 100 years later, they are still | :26:48. | :26:56.
campaigning to have it overturned. Before we go, we are getting lots | :26:56. | :27:02.
of calls about a huge plume of smoke over the centre of Salford. | :27:02. | :27:06.
The Fire Service believe the fire is at a tyre depot. It is not | :27:06. | :27:12.
thought that anyone has been heard. That is a huge plume. I'm going to | :27:13. | :27:17.
have to mention is, you were saying how a sharp Wayne Rooney looks, | :27:17. | :27:25. |
