Good evening. Welcome to North West Tonight with Tony Livesey and | :00:01. | :00:05.
Annabel Tiffin. Our top story: Built by private finance, bailed | :00:05. | :00:08.
out by the Government - two of the region's hospitals are rescued, but | :00:08. | :00:13.
at what cost to taxpayers? We look at the financial controversy | :00:13. | :00:18.
surrounding St Helens and Whiston hospitals. Also tonight: Cruise | :00:18. | :00:21.
control - Liverpool's new terminal becomes a major start and stop | :00:21. | :00:27.
destination for the world's biggest liners. A very close shave. Brave | :00:27. | :00:35.
little Lola helps her mum fights cancer. She is so sensitive and | :00:36. | :00:45.
:00:46. | :00:46. | ||
kind and took so much care. It was like, oh it is setting me off. | :00:46. | :00:54.
Widnes Vikings first match back in Super League for seven years. | :00:54. | :01:00.
talk to a support - supporter who has travelled thousands of miles to | :01:00. | :01:05.
be here. Also tonight: Brace yourself - snow's on its way. | :01:05. | :01:13.
Dianne's popped outside to see if we're all in for a white weekend. | :01:13. | :01:17.
Yes it seems that bad weather is like buses, you wait all winter and | :01:17. | :01:23.
then it all comes along at once. Let's start with tonight's problem. | :01:23. | :01:26.
We're already sub zero, tomorrow you will have heard there is a | :01:26. | :01:31.
warning of snow. Two to five centimetres falling anywhere up to | :01:31. | :01:37.
ten centimetres on high level groups. By Saturday night it turns | :01:37. | :01:43.
to rain and falls on frozen surfaces and ice could be a massive | :01:43. | :01:47.
problem. Thank you. Two new hospitals built under a | :01:47. | :01:50.
controversial private finance scheme are to be bailed out by the | :01:50. | :01:52.
Government because of crippling financial problems. The trust which | :01:52. | :01:55.
runs Whiston and St Helens Hospitals is being given a share of | :01:55. | :01:59.
1.5 billion. The Government says without it services for patients | :01:59. | :02:04.
would be at risk. Last year North West Tonight reported on fears the | :02:04. | :02:06.
hospital was being pressured to go private because of those financial | :02:06. | :02:09.
problems. Thousands of people signed a petition and handed it | :02:09. | :02:12.
into the Government. That's now not going to happen, but millions of | :02:12. | :02:16.
pounds will now have to come out of the NHS budget to keep the trust | :02:16. | :02:26.
:02:26. | :02:29. | ||
solvent. Our health correspondent Laura Yates is here now with more. | :02:29. | :02:34.
Yes a they are two of the north- west's best hospitals. All that | :02:34. | :02:39.
comes at a cost. Because St Helens and Whiston are PFI hospitals. | :02:39. | :02:46.
Built by a priev company and rented to the NHS, -- private, - every | :02:46. | :02:53.
year they have to pay mortgage. This year this a 42.5 million. 17% | :02:53. | :02:58.
of their annual budget. It is a mortgage they cannot afford. Last | :02:58. | :03:03.
year we revealed pressure on the trused to go private so, deep were | :03:03. | :03:09.
its problems. -- the trust. Today they got what they wanted, a | :03:09. | :03:14.
bailout. Several select committees, most recent think treasury and the | :03:14. | :03:21.
Public Accounts Committee, have said what an appallingly | :03:21. | :03:28.
inefficient scheme it is for building public projicts -- | :03:28. | :03:38.
projects. 1.5 billion has been put into the pot to be shared between | :03:38. | :03:41.
seven hospitals. The Government says Labour left them with a dismal | :03:41. | :03:45.
legacy and that without the bailout, patients' services would be at risk. | :03:45. | :03:51.
But Labour say they only used PFI to support hospitals. The Trust is | :03:51. | :03:54.
pleased at the news, but what notice clear is how much of the | :03:54. | :04:02.
money they will get. We know it will be spread out over many years. | :04:02. | :04:04.
Liverpool's status as major centre for tourism was boosted today with | :04:04. | :04:08.
the news that cruise liners will soon be able to begin and end their | :04:08. | :04:11.
voyages there. Until now ships have only been allowed to make stop off | :04:11. | :04:14.
visits on the Mersey. The city council says it expects so-called | :04:14. | :04:17.
turnaround cruises to begin as early as May. As part of the | :04:17. | :04:20.
breakthrough, it's agreed to repay up to 9 million of a Government | :04:20. | :04:22.
subsidy, which should allow the more lucrative voyages to start. | :04:22. | :04:32.
:04:32. | :04:32. | ||
But Liverpool's rivals still aren't happy, as Andy Gill reports. A | :04:32. | :04:35.
cruiser with passengers who will spend money in Liverpool, if their | :04:36. | :04:40.
voyage starts and ends here, they will spend more than if they just | :04:40. | :04:46.
stop for the day. Is why Liverpool is keen on what are called turn | :04:46. | :04:51.
around cruiser. But the terminal was built with public money for | :04:51. | :04:56.
stop offs only. Now council will pay 9 million of the money back to | :04:57. | :05:01.
the Government. It is right cruises come back to the city and we have a | :05:01. | :05:06.
turn around facility. It is a unique city that visitor want to | :05:06. | :05:10.
come to. Liverpool said the Government's agreed to stagger the | :05:10. | :05:13.
repayments and an independent assessor will decide how much they | :05:13. | :05:19.
will be. People promoting the city say it will make a difference. | :05:19. | :05:24.
People will be here not just for a day will be vital in in addition | :05:24. | :05:31.
there is the boost to the hot -- hotel industry. It is great news. | :05:31. | :05:35.
But Liverpool didn't just get Government money to build the | :05:35. | :05:39.
terminal. It got 9 million of European money too. And rival ports | :05:39. | :05:43.
like Southampton have said they think that Liverpool should pay | :05:43. | :05:49.
back that as well. But the council say there is no legal requirement | :05:49. | :05:55.
to pay back the European money and Europe has not asked for money back. | :05:55. | :05:59.
Liverpool has a turn around facility already at the unlovely | :05:59. | :06:06.
Langton dock. Work on baggage and customs facilities on the new | :06:06. | :06:11.
terminal should be ready by May. A Merseyrail guard has been charged | :06:11. | :06:14.
in connection with the death of a teenage girl at James Street train | :06:14. | :06:17.
station in Liverpool. Georgia Varley from Wirral was hit by a | :06:17. | :06:20.
train after falling between the carriage and the platform and died | :06:20. | :06:22.
from her injuries. Christopher James McGee, has been charged with | :06:22. | :06:27.
manslaughter by gross negligence. The nurse who was accused of | :06:27. | :06:29.
tampering with saline at Stockport's Stepping Hill Hospital | :06:29. | :06:31.
has lost an appeal against her dismissal from her job. Rebecca | :06:31. | :06:34.
Leighton spent six weeks in custody last year, but was released in | :06:34. | :06:37.
September when all criminal charges against her were dropped. She was | :06:37. | :06:43.
sacked in December after admitting stealing drugs from the hospital. | :06:43. | :06:46.
Lancaster University has announced a scholarship in memory the Indian | :06:46. | :06:50.
student killed in Salford on Boxing Day. The Anuj Bidve Memorial | :06:50. | :06:53.
Scholarship will fund a student graduating from his former | :06:53. | :06:55.
University in India, to study a master of sciences in Lancaster's | :06:55. | :07:05.
:07:05. | :07:11. | ||
Engineering Department. Now the story of Sara done Dan, can, a cab | :07:11. | :07:17.
cancer patient who has become an unlikely you're tube star. She | :07:17. | :07:20.
decided to make it a positive experience and got her daughter | :07:20. | :07:25.
involved, her partner filmed it and that film is now an internet hit. | :07:25. | :07:32.
This is Sara's story. As we were doing it, she was laughing and we | :07:32. | :07:38.
were laughing. When I saw the look on her face of pure concentration | :07:38. | :07:44.
and how kind she was with the scissors and where the clippers | :07:44. | :07:49.
were going up and she carefully put my hair in the bowl and it was just | :07:49. | :07:56.
like... She's so sensitive and kind and took so much care. It was like, | :07:56. | :08:03.
oh it's set me off! What the children have seen, they have seen | :08:03. | :08:09.
me in tears and they have seen me get ill and get better and get ill | :08:09. | :08:16.
again. By doing things like this, it is important to us and it helps | :08:16. | :08:25.
others as well. It is about raising money for cancer charities. The | :08:25. | :08:32.
power of the individual owe -- video, it hopefully stirs emotions | :08:32. | :08:41.
to get people to donate to one of the cancer charities. Once it was | :08:41. | :08:46.
over, like all my hair had gone and it was like a weight was lifted, | :08:46. | :08:53.
the decision wiz - was done and now I wish I had tone it earlier in a | :08:53. | :09:02.
way. Yeah, it's helped. What a brave thing for a little girl to do. | :09:02. | :09:09.
Now still to come: The battle of Clough Head, the cafe in the | :09:09. | :09:15.
country with survival on the menu. And a new era for Salford Reds as | :09:15. | :09:25.
:09:25. | :09:25. | ||
they start life in their new home. As we know it is a big year for | :09:25. | :09:30.
Preston, as they gear up for their gild celebrations, there are | :09:30. | :09:35.
questions for the economy after the collapse of the Tithebarn | :09:35. | :09:39.
development. It was meant to be a retail revolution, but with the | :09:39. | :09:47.
loss of scheme, what next for Preston. Presston is a city missing | :09:47. | :09:52.
something. We have got to find our USP. What is our unique selling | :09:52. | :09:58.
point. It was meant to be the Tithebarn development. But with its | :09:58. | :10:04.
collapse, what trection now - direction now? We're asking the | :10:04. | :10:09.
thoughts of people old and new. What do they think is the way | :10:09. | :10:14.
forward. You have to sell the city. To investors, what should the focus | :10:14. | :10:24.
:10:24. | :10:24. | ||
be? No pressure. Just have a pause for a second. In fact he is a she. | :10:24. | :10:30.
What would woe we have do. Lorraine Norris and she and the council are | :10:30. | :10:35.
asking students to flag up and map out their ideas. Maybe advertise | :10:35. | :10:41.
the festival. Up market shops. That is what it is lacking. Down the | :10:41. | :10:49.
road a generation that wants presston to flourish, but wants | :10:49. | :10:53.
something more niche. It is about tradition and investment in the | :10:53. | :10:59.
quality of its people. In term of crafts and skills set. But for the | :10:59. | :11:04.
next generation, was the John Lewis retail revolution a bad idea? | :11:04. | :11:09.
wasn't a bad idea, some people couldn't see the advantages, but it | :11:09. | :11:15.
was a good idea. Big new shops, or something else? What direction will | :11:16. | :11:20.
the council go in? They think retail isn't the only way. | :11:20. | :11:27.
economy, if you look at the economy, what isn't doing well at the moment | :11:27. | :11:31.
is retail. Surprised there was ant sin Manchester I don't know if you | :11:31. | :11:35.
have heard of the palace. There isn't anything similar in presston. | :11:35. | :11:40.
We have got to look at the gaps in the market. The gaps new leisure | :11:40. | :11:50.
:11:50. | :11:51. | ||
and one year to make a mark and It's a tiny little place in the | :11:51. | :11:54.
middle of nowhere but there is a big protest building to try and | :11:54. | :11:57.
save Clough Head Cafe, nestled on the West Pennine Moors, near | :11:57. | :11:59.
Haslingden in Lancashire. United Utilities, which owns the | :11:59. | :12:02.
property, has warned it will have to close. It seems the problems | :12:02. | :12:05.
arisen because it has no mains water supply. But the woman who | :12:05. | :12:08.
runs it says she will not go without a fight. Peter Marshall | :12:08. | :12:13.
reports. It has everything an exhausted | :12:13. | :12:17.
walker could need at the end of a day on the Moors. Food, drink, but | :12:17. | :12:24.
it is more than just a cafe. June we do so much for the community. We | :12:24. | :12:28.
even had a funeral here a few weeks ago for one of the walkers that had | :12:28. | :12:36.
passed away. So that shows how popular the places. Yes, yes. | :12:36. | :12:39.
Cumming took over the Clough Head Cafe and visitor centre three years | :12:39. | :12:42.
ago. Earlier this week, she got a letter from the owners, United | :12:42. | :12:45.
Utilities, saying she would have to close in 28 days. The problem, it | :12:46. | :12:49.
seems, is the standard of its water supply, which comes not from mains | :12:49. | :12:52.
but from a bore hole. There is nothing wrong with the water. It is | :12:52. | :12:56.
the new directive. They have to follow rules, I understand that. | :12:56. | :13:05.
But it did not think they realise he -- special this place is. | :13:05. | :13:08.
Despite the fact it passes through two filters and is boiled before | :13:08. | :13:11.
use, United Utilities says it has a legal obligation to improve raw | :13:11. | :13:14.
water supplies to met new European standards. It has given the cafe a | :13:14. | :13:17.
stay of execution until September, but after that, the future looks | :13:17. | :13:19.
bleak. United Utilities says that because there are no water mains in | :13:20. | :13:22.
the media, it has to consider the cost effectiveness of pitting a | :13:22. | :13:25.
supply to a single property. It does however say it is willing to | :13:25. | :13:29.
discuss alternatives. We would be devastated, because they would be | :13:29. | :13:34.
no were to come back to, no facilities for us. Overall, it is a | :13:34. | :13:43.
very busy place. It is a special place. The fight to save the cafe | :13:43. | :13:51.
gathers momentum. They might have a fight and there | :13:51. | :13:54.
and! They will be paid if they try to | :13:54. | :14:01.
the sand which tomorrow! -- they will be brave if they try to have a | :14:01. | :14:05.
sand which tomorrow. Sport now, and it is a big day for | :14:05. | :14:08.
Rugby League fans with the start of the new Super League season. And | :14:08. | :14:11.
for Widnes Vikings in particular, who kick off in the top flight this | :14:11. | :14:14.
evening for the first time in seven years. They face Wakefield and | :14:14. | :14:18.
Richard is at their Stobart Stadium. It looks freezing. | :14:18. | :14:22.
It is not exactly warm. It is well below freezing here. There was | :14:22. | :14:32.
never a danger of this game being called off. It is an artificial, | :14:32. | :14:35.
state-of-the-art pitch. It has enough give in it for all of those | :14:36. | :14:39.
knocks and collisions that you get in rugby league. There is going to | :14:39. | :14:43.
be a lot of emotion around tonight, because this is a club that has | :14:43. | :14:47.
been through an awful lot. This man I am about to speak to, the | :14:47. | :14:52.
chairman, a lot of the fans' credit him with turning this club around. | :14:52. | :14:58.
An emotional day for you? I think it is an emotional day for all was. | :14:58. | :15:01.
The fans have been on the same journey that we have all been on. | :15:01. | :15:04.
And we're very excited fortnight. What does it mean for everyone | :15:05. | :15:10.
here? I suppose it is the beginning of a journey. We want to PY near | :15:10. | :15:15.
ideas in the sport. The pitch and what you see here today will be | :15:15. | :15:19.
really a revolution. It will be great to be a part of that. There | :15:19. | :15:22.
will be a lot of the motion for supporters and for everyone | :15:23. | :15:28.
involved. Everybody told me when I got involved that they wanted Super | :15:28. | :15:31.
League nights, they wanted the local derbies, the big games. This | :15:31. | :15:36.
is the culmination of all that. What does well but there is -- it | :15:36. | :15:42.
is the beginning of something. you very much. One man that has put | :15:42. | :15:48.
himself out to be here. You have fallen from Bangkok to be here. | :15:48. | :15:53.
People say you're mad. Why did you feel as if you had to be here. | :15:53. | :16:00.
was here five years ago on a fan's evening and Steve gave a speech | :16:00. | :16:04.
about what he wanted to do for the club. I got into that. I think | :16:04. | :16:08.
tonight is my way of saying thank you to him and to all the people | :16:08. | :16:12.
behind him for what they have done it to this club. You have been | :16:12. | :16:16.
falling the team for 25 years. The effect the glory days might return | :16:16. | :16:21.
to my definitely, why not? I think five years ago, when Steve picked | :16:21. | :16:28.
us up, who knows where we would have been at that time. The fans | :16:28. | :16:32.
have been through one degrade and that is just continuing. It icy | :16:32. | :16:35.
give it another five years and this man can put the score back at the | :16:35. | :16:42.
top. We certainly hope so. Thank you for talking to us. All of a | :16:42. | :16:47.
Super League clubs are in action this weekend. And it will also be a | :16:47. | :16:49.
landmark occasion for Salford City Reds who play their first | :16:49. | :16:53.
competitive match in their new stadium. Here's Stuart Pollitt. | :16:53. | :17:03.
:17:03. | :17:03. | ||
For more than a century, the New Lodge -- rugby league century -- | :17:03. | :17:08.
fans have been travelling here. Now it they are planning to move to a | :17:08. | :17:18.
:17:18. | :17:19. | ||
It is quite a change. It is a beautiful stadium. It has been a | :17:19. | :17:26.
long time in the coming. Chief executive David Tarry has worked | :17:26. | :17:29.
here for three decades. Half of that time has been spent planning | :17:29. | :17:32.
for this moment. This is a new beginning for the club. To all | :17:32. | :17:39.
intents and purposes, it is a new club. Dave is hoping the new | :17:39. | :17:41.
Salford City Stadium will use its entire 9,000 capacity against | :17:41. | :17:46.
Castleford tomorrow. The mascot will come on and hold a balloon. | :17:46. | :17:50.
you have cleaned them out for tickets? I have! It has taken the | :17:50. | :17:56.
will to get them! It is a modern facility and I hope it will take | :17:56. | :18:00.
the club forward. It is a big day for us all. With an infrastructure | :18:01. | :18:04.
as good as any in Super League, the next challenge is to make the team | :18:04. | :18:07.
more competitive. There are five new signings and a new coaching | :18:07. | :18:10.
team of Phil Veivers and Sean Long. We're not getting carried away with | :18:10. | :18:18.
ourselves. We just want to improve on last year. We have fought for a | :18:18. | :18:21.
stadium for a long time and now we have something to build on and that | :18:21. | :18:30.
is the start of a new era. All that remains is to finish a few jobs, | :18:30. | :18:39.
and that new year can get started. -- new era. | :18:39. | :18:41.
And there's full commentary on the game here, Widnes versus Wakefield, | :18:41. | :18:44.
on BBC Radio Merseyside medium wave and DAB. | :18:44. | :18:46.
And tomorrow you can hear London Broncos versus St. Helens. | :18:46. | :18:49.
Meanwhile, BBC Radio Manchester is covering Wigan versus Huddersfield, | :18:49. | :18:51.
Hull against Warrington, and of course Salford City Reds' first | :18:51. | :18:53.
game in their new home against Castleford. | :18:53. | :18:56.
This game will definitely go ahead because of the stadium's new | :18:56. | :18:59.
artificial pitch, but a number of football matches have already been | :18:59. | :19:01.
called off. The postponed games so far are: Bury versus Hartlepool, | :19:01. | :19:03.
Oldham versus Leyton Orient, Preston versus Brentford and | :19:03. | :19:12.
Morecambe versus Dagenham and Redbridge. | :19:12. | :19:14.
Blackburn's captain Chris Samba will not play against Arsenal | :19:14. | :19:20.
tomorrow despite being fit. Rovers refused to sell the defender after | :19:20. | :19:23.
he put in a transfer request. Samba is reported to still be unhappy and | :19:23. | :19:26.
despite talks with manager Steve Kean, the issue has not been | :19:26. | :19:31.
resolved. Liverpool are being given only | :19:31. | :19:37.
2,100 tickets for next Saturday's match at Old Trafford. Luis Suarez | :19:37. | :19:39.
is expected to play against United after completing his eight-match | :19:39. | :19:43.
ban for racially abusing Patrice Evra. Safety officials cut | :19:43. | :19:45.
Liverpool's allocation by 1,000 tickets because of the need for | :19:45. | :19:55.
:19:55. | :19:56. | ||
extra stewarding and segregation. The fans are just starting to come | :19:56. | :20:00.
in, I do not blame him for staying inside. It is very cold beer. There | :20:00. | :20:05.
will be a lot of emotion. Widnes biking fans have been through so | :20:05. | :20:08.
much and there's a feeling that they dare back in Super League, | :20:09. | :20:13.
they can be now -- they can now become one of the real powerhouses | :20:13. | :20:21.
of the sport. Thank you very much and good luck | :20:21. | :20:30.
to the Vikings. At the end of a freezing cold week, we now face the | :20:30. | :20:32.
prospect of snow tomorrow. Remember the chaos it caused in recent | :20:32. | :20:35.
winters? But are different parts of the region better able to cope? | :20:35. | :20:39.
Di will be here with the all- important forecast in a moment. But | :20:39. | :20:42.
first we wrapped up two of our reporters and sent them out to | :20:42. | :20:44.
brave the elements. Stuart Flinders took the temperature in Manchester, | :20:44. | :20:54.

mild winter we had enjoyed so far has lulled us into a false sense of | :21:12. | :21:19.
security. Even here, there is only a slight snow. But they never take | :21:19. | :21:22.

prepared for the worse. Take the villagers here, near Windermere. | :21:28. | :21:32.
They have clubbed together to buy their own better and snow plough. | :21:32. | :21:38.
In winter as previous to this, we had a hard time. The village was | :21:38. | :21:44.

of getting in and out. But the man who operates the Plough believes | :21:48. | :21:52.
people in big towns or cities can over-react when a small amount of | :21:52. | :21:57.
snow falls or the temperature drops. They seem to think that the world | :21:57. | :22:02.
is going to stop revolving round if it will snow. What is your tip for | :22:02. | :22:09.
keeping warm? A good hat and a good coat as well. This man has no hat | :22:09. | :22:15.
or quote for that matter. The general manager of a hotel | :22:15. | :22:19.
regularly takes a dip in Windermere, no matter of the weather. It is | :22:19. | :22:23.
invigorating. It blows away the cobwebs and did she feel fantastic | :22:23. | :22:30.

How many layers DL1? I have lost count. It takes me 20 minutes to | :22:56. | :23:04.

Where is your boss to? I will go Starting off first thing, it must | :23:28. | :23:37.

:23:54. | :24:00. | ||
It will get colder tomorrow and I cannot look at this next bit. And | :24:00. | :24:10.
:24:10. | :24:14. | ||
We have been talking about it all week and we're now really quite | :24:14. | :24:17.
confident that there will be snow when the forecast as the go through | :24:18. | :24:22.

the ground as well. Back to tonight, temperatures already sub-zero. Even | :24:37. | :24:41.

the tail-end of Saturday and Saturday night, ice will be a big | :26:37. | :26:40.
