Plans have been announced for the region's first smart motorway, which

it's hoped will cut congestion and make journey times more reliable.

The ?228 million scheme outlined by the Highways Agency would mean

converting the hard shoulder on a 17`mile stretch of the M60 and M62

to a new, permanent lane. It is a plan which has its supporters and

its critics. Ian Haslam has been following the story and joins us

now. What has been the reaction It is something many of us can

relate to. The all`too`familiar updates on BBC local radio

confirming we are stuck in rush`hour traffic, again. You can see the

traffic is moving freely at the moment, but then again it is only

3:20pm. As this was rush`hour in the morning it would be a very different

story. This morning took me ages to get through. However, such misery

could become a thing of the past for those in 180,000 vehicles that

travel along this 17`mile stretch from junction eight of the M60 near

Sale to Junction 20 of the M62 near Rochdale. By 2017 it will have a

permanent additional lane. It will be a nightmare as they are doing

it, obviously, but long term it will be better. The M42 also uses the

hard shoulder as an extra lane, but only during dizzy times. Induced to

take 40 or 50 minutes. Now that they're using the hard shoulder it

has made a great deal of difference. One major concern raised by the AA

among others is safety. The Highways Agency says electronic signs are

used to close lanes to allow emergency vehicles through and new

safe refuge areas will be created. As well as people breaking down the

emergency services themselves in the case of rape ten will use the hard

shoulder to access an accident. I think it is too dangerous. As you

heard in the report, the RAC has criticised the plans, they have said

it is a second`rate version of the scheme in the Midlands, that is

known as the Dynamic Hard Shoulder Scheme, where the hard shoulder on

the M42 is opened up when needed. I asked why the proposals here were

different. There are emergency refuge areas, but on the schemes

they will be up to 200: Matters apart. `` 200 kilometres apart. What

would happen if there was an accident. Hayward emergency services

get access? This is one of the issues we have. As a breakdown

organisation we have to be there to attend to our members and the same

for the emergency services. There is a big? Over what will happen there.

We feel that the government and the Highways Agency should be looking to

make our motorway safer for people who breakdown rather than more

dangerous. Do you suggest as an alternative `` what you suggest

This June `` the issue for us is the emergency refuge areas. If they were

same distances as their Dynamic Hard Shoulder schemes then that would be

injuries to his left arm and right leg. It's understood he became

trapped between two floors just before 11am this morning.

The firm operating the coach involved in the Bestival crash which

killed three people is to face a public inquiry. The driver, Colin

Daulby, and passengers Kerry Ogden and Michael Molloy from Liverpool,

died in the crash on the A3 in Surrey as they returned home from

themMusic festival last September. Earlier this year Merseypride Travel

was fined ?4,300 after admitting two charges ` one relating to a tyre,

another to carrying too many passengers. A second man has been

charged with the murder of a 19`year`old from Macclesfield. Zain

Sailsman was found lying in the road on Bullocks Lane in Sutton with

serious injuries on Wednesday. He died from a single stab wound.

Charles Beadell and Ricky Jervis, who are both 22, have been charged

with his murder. A plan to save Manchester's Co`operative Bank from

collapse has been unveiled today. It involves the closure of around 0

branches. 15% of the total. It also sees control of the institution fall

into the hands of hedge funds for the very first time. Unite, the

union representing banking staff, said the move could "suffocate its

ethical ethos". Customers we spoke to today were also concerned.

My fear is that they made eventually slowly turn into the same as all of

afternoon until the early hours of the morning. If he is found guilty

of breaching the order, the 40`year`old could be sent to prison.

Hospitals in Greater Manchester are introducing a new scheme to try to

spot people who are victims of domestic violence. Often the first

indication something is wrong is when patients turn up at A But in

a busy hospital the signs might go unnoticed. So domestic abuse

specialists are being placed in five hospitals in an attempt to ensure

victims don't go unheard. Our Chief Reporter Dave Guest has the details.

This woman says she suffered physical and psychological abuse at

the hands of a former partner. When I went to A I was suffering from a

panic attack that I could not get on top of. All I wanted to do was talk

everything out. Everything that was going on.

Hospital staff are often on the front line when it comes to

identifying potential victims. People with regular attendances

perhaps coming with a number of injuries, perhaps not quite wanting

to tell you head injuries have happened. Spotting the Saints is one

thing, being able to do anything about it as another. That's why

they're trying an experiment in this and four other hospitals in Greater

Manchester, which will see domestic abuse specialists working alongside

front`line emergency staff. The ?180,000 cost is being met by the

Police and Crime Commissioner. That kind of early intervention that says

do not put up with it can literally save someone's way. Two people in

Britain die every week because of domestic violence. To pick up on it

and encourage people to talk would be a good idea. If the idea proves

successful it will be rolled out to other hospitals in Greater

The footballer Mark Wright had an illustrious career. Captaining

Liverpool when they won the FA Cup in 1992, and playing for England 45

times. Today though, he was in the limelight for an entirely different

reason. Mark and his wife Sue have launched a major campaign to recruit

10,000 foster carers. They've been fostering for five years, and say

people need to think more about the rewards of fostering, rather than

the difficulties. Andy Gill reports. The campaign was launched today in

the trophy room at Anfield. Because, as the managing director put it

Liverpool FC thinks of itself as a family club. Mark Wright is an

ambassador for a company which works with local councils to find foster

homes for children. He and his wife, a barrister who works in child

protection, say recruiting 10,0 0 new foster families out of the UK

population should be achievable Children who are sad, let down, left

alone, deserted, whatever you want to see. For us as foster carers to

bring a smile to their face, that is the reward. There is nothing better

than to be able to see a child who has been neglected or has had an

unfortunate start in life to develop and flourish Andrey gained their

childhood. Former team`mates of Mark support his campaign. Rail it has

nothing to do with Liverpool or sport fit all. It is about helping

people to find opportunities to foster, that is what football can

do. The agency Mark represents says the figures on children's care show

why more foster parents are needed. One in five homeless people has been

in care. Nearly a quarter of the prison population has been in care.

They're four times more likely to commit suicide than other young

people when they leave care. I think it is about giving the life chances

back to children and young people. Providing educational support where

it is needed, providing therapy that's really important. Foster Care

Associates say they'll consider single parents, unmarried couples

and same`sex couples as foster carers. Andy Gill BBC North West

Yes, and it looks that "rest" that Manuel Pellegrini gave to Joe Hart

when he left him out of Saturday's game against Norwich is turning into

a bit more of a holiday. Ahead of tomorrow night's Champions League

match at home to CSKA Moscow, the City manager was asked whether Hart

will be back between the sticks I do not know when Joe Hart will come

back to the team, it is very important for him to have a rest. He

says they should review Sascha Reiter's apparent stamp on Adnan

Januzaj late in the 3`1 win at Craven Cottage. The FA can act

retrospectively if an incident isn't mentioned in the referee's match

report. Fellaini says the stamp is worthy of a red card.

The top of League Two has a nice North West look to it tonight, with

Rochdale fourth, Morecambe fifth and Fleetwood Town on top after a 4`1

thrashing of Newport at the weekend. Manager Graham Alexander has

assembled a lean, and it seems hungry, squad, which is living up to

its pre`season billing. I spoke with Graham earlier today, as well as the

man whose first`ever professional hat`trick secured the points for his

team. Spending power has seen many Mark

Fleetwood out. Fleetwood eased past Newport in some stale. To get my

first professional hat trick was really nice and to get three all at

once was great. Fleetwood Town asked top `` are top but still searching

for more consistency. The expectations are there and the

chairman has supported you in the transfer market, but you know how

ambitious years. It is one of the reasons I wanted to get the job

because you want to work with people who want success and that is what we

have here. We have players who are hungry for it. We have played well

in a number of games and have had some good results, we've had some

disappointing results as well. But I still think that our overall

performance level can rise. It takes a lot of work for players who have

not played on a Saturday to support their team`mates, but they have done

it and it is great to be a part of it.

ones to look out for. For players have been short listed for the North

West's Premier league player the year. Leighton Baines, whose deadly

free kicks have made him such a favourite at Everton, is up against

Liverpool's Jamie character. In the rising Star award, Ross

Barclay is up against Tom Ince and for other contenders. Tom Innes is

also up for championship player of the year. But he faces tough

competition in this category. For the women's player of the year

award, it is one Liverpool player up against two Everton players.

Here is a man who has played for many North West clubs. Thank you for

the awards. How'd you compare players who are experienced with

young, up`and`coming stars? They are both great food dollars. ``

footballers. I am still enjoying my time up here. It is going well. We

are sitting fourth in league. We have our expectations this year We

have made a decent to the season. How have you found, having played in

the Premiership in the Champions League, no plain denim League one,

how have you found out and the strength of the competition? I have

played at this level before. There are a lot of teams they're trying to

play football in the right way. I have and pleasantly said prized ``

surprised by the level. There are some fantastic teams in this league,

will send Sheffield United and, it has been very competitive. We wish
