Bleeding. Our top story. Thd Royal Liverpool Hospital defends hts care

:00:10.:00:16.

record after a BBC survey fhnds far fewer doctors on duty at wedkends

:00:17.:00:22.

than weekdays. The head of the NHS says he wants more weekend services.

:00:23.:00:28.

The Lancashire MP accused of rape tells a court he's done nothing

:00:29.:00:32.

wrong. As Manchester United's empire shows

:00:33.:00:36.

signs of crumbling, we visit this new empire.

:00:37.:00:43.

And we catch up with BBC School reporters as they unravel the

:00:44.:01:00.

mysteries of predicting the weather. The Royal Liverpool Hospital has

:01:01.:01:03.

defended the care it providds at weekends after a BBC survey revealed

:01:04.:01:07.

that it has 7% of doctors in the hospital on a weekend compared to a

:01:08.:01:11.

week day. The figures were obtained by the BBC Radio 4 consumer

:01:12.:01:14.

programme You and Yours. But the Royal Liverpool says it's confident

:01:15.:01:17.

that it provides a safe service at weekends. Andy Gill joins us now

:01:18.:01:20.

from the hospital. What's the latest? It's gendrally

:01:21.:01:22.

recognised that hospitals h`ve fewer staff on site at weekends compared

:01:23.:01:26.

to the number at work from Londay to Friday. But the consumer programme

:01:27.:01:30.

You and Yours decided to trx to find out some hard statistics. Doctors

:01:31.:01:36.

say you have to compare acthvities during the week with the wedkend.

:01:37.:01:37.

Senior doctors here though say you just look at the numbers, you

:01:38.:01:41.

don't get the full picture. A surgery ward at the Royal

:01:42.:01:46.

Liverpool today. You and Yotrs asked a number of acute hospitals how many

:01:47.:01:49.

doctors were on site one Wednesday in December. They then asked how

:01:50.:01:53.

many doctors were on site on the following Saturday and Sund`y. In

:01:54.:01:56.

England, the average proportion of doctors on site on the weekdnd was

:01:57.:02:01.

16% of the weekday figure. For the Royal Liverpool Hospital it was 7%

:02:02.:02:06.

of the weekday figure. But doctors here say having that fraction of

:02:07.:02:09.

doctors on site doesn't mean that patients should be worried. We are a

:02:10.:02:19.

major teaching hospital with a lot of training and academics dtring the

:02:20.:02:24.

week who do not provide hands`on medical contact, so when yot look at

:02:25.:02:29.

the percentages, it appears lower the weekend. You and Yours say there

:02:30.:02:32.

were six consultants on sitd at the weekend compared to 300 in the week.

:02:33.:02:36.

The hospital says that figure doesn't take account of consultants

:02:37.:02:39.

on call. And it says its wedkend mortality rate is the same `s its

:02:40.:02:44.

weekday rate. The head of the NHS in England does want more servhces

:02:45.:02:54.

available at weekends. Therd are lots of consultants who comlent to

:02:55.:02:57.

see patients when they are not on call, and I am keen to form`lise

:02:58.:03:03.

that level of professionalism to ensure patients get access to the

:03:04.:03:06.

diagnostics they need. But other senior doctors say that will cost.

:03:07.:03:10.

If we want to change service completely and have a

:03:11.:03:18.

singing and dancing service equal at weekends, that will need enormous

:03:19.:03:21.

extra input. Here at the Roxal they say having more doctors on site at

:03:22.:03:24.

weekends would only make difference if you also had more nurses, more

:03:25.:03:29.

porters and more lab technicians. From next month, hospitals will have

:03:30.:03:33.

to publish the number of nurses working on each ward to a s`fety

:03:34.:03:36.

website and they'll be revidwed if they fall below minimum standards.

:03:37.:03:40.

But the new system won't include doctor numbers. And the Nathonal

:03:41.:03:44.

Institute for Health and Care Excellence has told the BBC it might

:03:45.:03:48.

look at doctor staffing levdls in future but at the moment has no

:03:49.:03:53.

plans to do so. 13 retired or serving policd

:03:54.:04:04.

the Ribble Valley MP Nigel Dvans, has started giving evidence at his

:04:05.:04:10.

trial in Preston. He is acctsed of rape and other sex charges. He said

:04:11.:04:13.

the allegations were all false. But Mr Evans admitted to having sex with

:04:14.:04:18.

one of the men and making a pass at another. Our political editor Arif

:04:19.:04:20.

Ansari joins us from outsidd Preston Crown Court. So Arif, Mr Ev`ns has

:04:21.:04:24.

denied it all? All nine charges Nigel Evans arrived here thhs

:04:25.:04:32.

morning after hearing almost three weeks of prosecution evidence

:04:33.:04:35.

against him. This was his fhrst opportunity to take the stand and

:04:36.:04:40.

get his own version of events of what happened. The principal charge

:04:41.:04:48.

against him is the allegedlx in his constituency home last year and it

:04:49.:04:48.

was put to him by his barrister .. And today can really be sumled up on

:04:49.:05:21.

one short exchange, the barrister asking have you ever sexually

:05:22.:05:25.

assaulted anyone? He replied no And he's also been asked about working

:05:26.:05:33.

practices in his Commons office The MP painted a picture rather

:05:34.:05:38.

informality, of a relaxed office where everybody got wrong `` got on

:05:39.:05:44.

and socialised. He said he was regularly asked by students to do

:05:45.:05:47.

work experience and he alwaxs tried to help. He said any bias in trying

:05:48.:05:54.

to engage young men? Absolutely none, he replied.

:05:55.:06:04.

Nigel Evans denies all nine charges against him and the case continues

:06:05.:06:13.

here on Monday. 13 retired or serving policd

officers investigation into the Hillsborough

:06:16.:06:21.

disaster. The IPCC says 11 of these had already been interviewed under

:06:22.:06:24.

caution relating to a range of offences including manslaughter and

:06:25.:06:29.

perverting the course of justice. A man and woman have been arrested

:06:30.:06:32.

on suspicion of murder after the death of a 13`month`old boy in

:06:33.:06:37.

Preston. Emergency services were called to reports that the child

:06:38.:06:41.

wasn't breathing, at an address on Church Street. He died later in

:06:42.:06:43.

hospital. Police say they'rd treating his death as unexplained.

:06:44.:06:47.

Three children's homes in M`nchester are among 21 across the UK tnder

:06:48.:06:50.

investigation as part of thd Jimmy Savile inquiry. They're the Sarah

:06:51.:06:55.

Laski Children's Home, Broole House Children's Home, which are now both

:06:56.:06:59.

closed, and an un`named sitd. Manchester City Council, whhch ran

:07:00.:07:02.

Broom House, says it'll do everything it can to investhgate as

:07:03.:07:06.

thoroughly as possible. Tributes have been paid to three

:07:07.:07:10.

people from Rochdale killed in a car crash in Norfolk. Jeffrey H`in, who

:07:11.:07:14.

was 66 and from Newhey near Rochdale, died in the collision

:07:15.:07:17.

along with his wife Marion, who was 69, and their 36`year`old son

:07:18.:07:22.

Christopher. They were involved in a collision with a lorry near Kings

:07:23.:07:25.

Lynn yesterday. The family were heavily involved in the loc`l church

:07:26.:07:29.

and special prayers will be said for them this Sunday. A lot of friends

:07:30.:07:38.

have been rallying around and speaking to each other and dveryone

:07:39.:07:43.

is devastated. I want to be going out tonight. Won't be going out for

:07:44.:07:45.

a while. That is all I basically, and I am just so sad

:07:46.:07:54.

Such a shock. A historically significant building

:07:55.:07:57.

in the centre of Ashton Unddr Lyne has partially collapsed. Thd shop on

:07:58.:08:00.

Stamford Street was once hole to the poet Francis Thompson. A blte plaque

:08:01.:08:03.

commemorated the writer who was known as the poet of Catholhcism.

:08:04.:08:07.

Part of Stamford Street has been closed off while the area is made

:08:08.:08:09.

safe. Victims of domestic violencd in

:08:10.:08:12.

Greater Manchester are being failed by police ` that's the damnhng

:08:13.:08:15.

verdict of a new report by government inspectors. They singled

:08:16.:08:19.

out the force, along with three others nationally, as having serious

:08:20.:08:22.

weaknesses in keeping victils safe and say urgent action is nedded The

:08:23.:08:27.

report by Her Majesty's Inspectorate of Constabulary says officers focus

:08:28.:08:30.

more on dealing with offenddrs than victims. Meanwhile Lancashire Police

:08:31.:08:36.

has been singled out as the best in the country. Abbie Jones is here

:08:37.:08:40.

with more. Greater Manchester Police ddals with

:08:41.:08:46.

164 domestic abuse incidents a day. But the report says some st`ff have

:08:47.:08:51.

only limited specific trainhng. Front line officers might attend an

:08:52.:08:54.

incident without knowing thd full picture of the victim or offender's

:08:55.:08:58.

history. And there are problems dealing with black and ethnhc

:08:59.:09:03.

minority victims. In one case a male community leader was asked to

:09:04.:09:06.

interpret for a female victhm who later said the man tried to persuade

:09:07.:09:09.

her to stay with her abusivd husband. This woman was a vhctim of

:09:10.:09:14.

abuse ` she now helps others. She says the force handled her case very

:09:15.:09:17.

well but in general, mistakds are being made. We haven't got the these

:09:18.:09:30.

sources. We cannot put an alarm system in to make sure the house is

:09:31.:09:36.

secured and to risk assess. It is time the victims came first. GMP is

:09:37.:09:38.

currently being investigated over the way it handled domestic violence

:09:39.:09:42.

complaints from these women ` Linzi Ashton, Farkhanda Younis and Rania

:09:43.:09:46.

Alayed. All died. It was also highly criticised for the murder of Clare

:09:47.:09:49.

Wood, killed by her ex`boyfriend in Salford in 2009. After this the

:09:50.:09:54.

force worked with her parents to pilot Clare's Law, which lets people

:09:55.:09:57.

find out about a partner's violent past. But today's report saxs

:09:58.:10:01.

lessons learnt from reviews haven't been fed through to officers. The

:10:02.:10:12.

force doesn't seem to learn from previous mistakes and I know they

:10:13.:10:15.

will say that they have madd changes, but the report was

:10:16.:10:26.

conducted in the last six months and clearly they feel Greater M`nchester

:10:27.:10:30.

Police needs to improve, and we would like to see them showhng moral

:10:31.:10:33.

leadership. Other forces in the North West were praised by

:10:34.:10:35.

inspectors, in particular L`ncashire Police. `` more leadership. The

:10:36.:10:39.

report says staff are well trained and work well with other agdncies.

:10:40.:10:42.

Well, our reporter Dave Guest has been speaking to the Chief Constable

:10:43.:10:45.

of Greater Manchester Policd Sir Peter Fahy.

:10:46.:10:55.

According to this report, yours is one of the worst forces for this,

:10:56.:11:00.

and that has to be a source of shame? We are disappointed but we

:11:01.:11:06.

have a higher arrest rate than the national average and one of the

:11:07.:11:09.

highest conviction rates for domestic violence. We deal with 170

:11:10.:11:17.

incidents every day. The report says there are serious weaknesses in the

:11:18.:11:21.

way you respond, more important than managing the risk? This is ` single

:11:22.:11:28.

agency report and we are working with a whole range of agenches

:11:29.:11:31.

looking at abuse victims and trying to make sure we deal with the poor

:11:32.:11:42.

list you `` whole issue. Thd system relies on a victim making a

:11:43.:11:45.

complaint, going to a court in front of a bunch of strangers, and that

:11:46.:11:51.

will never solve the problel. Are you satisfied all your front line

:11:52.:11:55.

officers are on board because there's been a temptation for them

:11:56.:11:59.

to think it is a domestic and we do not want to get involved? The very

:12:00.:12:05.

often face complex situations and can feel powerless, so it is not

:12:06.:12:10.

that they don't care but th`t they feel they are unsupported and that

:12:11.:12:13.

is why we are trying to work in this different way. Do you think the

:12:14.:12:19.

inspectors would find a different results now? There are alwaxs

:12:20.:12:26.

procedures we can improve upon but we have to come back to the

:12:27.:12:28.

fundamentals and put police officers in a position where they can do more

:12:29.:12:34.

to solve the problem. Not jtst trying to sustain a system which

:12:35.:12:37.

fundamentally does not allow us to deal properly with the complexities

:12:38.:12:39.

and risks. Police on Merseyside have sdized and

:12:40.:12:42.

destroyed dozens of dogs from dangerous breeds in the first

:12:43.:12:45.

operation of its kind in thd country. They were the pets of

:12:46.:12:48.

owners who'd been given leg`l approval to keep them. But those

:12:49.:12:52.

same owners had failed to mdet the conditions they'd previouslx agreed

:12:53.:12:55.

with a court. Today, the force mounted an operation to deal with

:12:56.:12:58.

the dogs and their irresponsible owners. Mark Edwardson reports.

:12:59.:13:11.

On Merseyside, 247 people wdre exempted under the Dangerous Dogs

:13:12.:13:15.

Act and can legally own a d`ngerous breed, but 130 have failed to comply

:13:16.:13:21.

with conditions including not renewing insurance. 22 dogs were

:13:22.:13:27.

seized today and destroyed. There are other breaches when we visit

:13:28.:13:30.

Luther addresses and one was guarding a cannabis factory. In

:13:31.:13:35.

recent years, three people have died after being attacked by dogs on

:13:36.:13:45.

Merseyside. Both were killed by pit bull type dogs banned under the

:13:46.:13:50.

Dangerous Dogs Act. Last ye`r Clifford Clark was killed bx two

:13:51.:13:56.

dogs not classified as dangdrous, and his brother has welcomed

:13:57.:14:01.

today's operation. Ten out of ten for the Merseyside police. They took

:14:02.:14:08.

it on themselves to do this. She will all the rest of the cotntry up,

:14:09.:14:14.

it just gets too much. Dangdrous breeds are often used by organised

:14:15.:14:18.

criminals for status symbols and security. One of the first `ddresses

:14:19.:14:28.

this morning, the individual whose dog we seized and has been

:14:29.:14:31.

destroyed, is linked to an organised criminal group and is currently on

:14:32.:14:38.

remand for possession of drtgs with intent to supply. Interestingly

:14:39.:14:42.

Merseyside police have said that once word of today's raids got out,

:14:43.:14:48.

quite a few orders went out and got things like insurance for their

:14:49.:14:49.

pets. Still to come on North West Tonight.

:14:50.:14:53.

Catch up with our BBC school reporters as they unravel the

:14:54.:14:58.

mysteries of predicting the weather. Can the court of Camelot re`lly be

:14:59.:15:01.

traced back to a cul`de`sac in Standish?

:15:02.:15:12.

I would say not but we will find out. Football, and Liverpool are

:15:13.:15:17.

back up to second in the Prdmier League and cut the gap with Chelsea

:15:18.:15:21.

to just one point after a 2`1 win over Sunderland.

:15:22.:15:24.

Captain Steven Gerard broke the deadlock in the 39th minute with

:15:25.:15:28.

this free kick. After the break the Reds made it 2`0 with anothdr

:15:29.:15:37.

spectacular shot. This time Daniel Sturridge with a curler. Sunderland

:15:38.:15:40.

got one back but Brendan Rodgers's side held on for all three points.

:15:41.:15:44.

You watch Manchester City l`st night, they have the games hn hand

:15:45.:15:49.

than they are squads built to win the title and the Champions League.

:15:50.:15:55.

Chelsea has a very strong spuad but we are enjoying being up thdre and

:15:56.:16:01.

improving, and it is a markdr for improvement we have made as a team.

:16:02.:16:04.

Now, as Manchester United f`ns suffer their worst season for 2

:16:05.:16:07.

years, FC United, the club formed by supporters disaffected with the

:16:08.:16:10.

Glazers takeover at Old Trafford, goes from strength to strength. FC

:16:11.:16:13.

United are top of their league and also halfway through building a

:16:14.:16:19.

brand new ?6 million stadiul. Stuart Pollitt reports.

:16:20.:16:27.

As Manchester United's foundations are shaken by a nightmare sdason. FC

:16:28.:16:31.

United are busy laying the foundations for future succdss.

:16:32.:16:42.

It has given a boost to our fundraising and our members. People

:16:43.:16:45.

can see the progress that is being made. FC United was forged out of

:16:46.:16:49.

fury at the Glazer family's Old Trafford takeover. They've since

:16:50.:16:53.

enjoyed numerous promotions and play in front of around 2,000 at Bury's

:16:54.:16:55.

Gigg Lane. Nine years after they were formed,

:16:56.:17:05.

FC United are on the brink of another promotion. By August they

:17:06.:17:08.

could be playing just two dhvisions below the football league and

:17:09.:17:18.

playing in their own stadiul. We are aiming to complete this by September

:17:19.:17:23.

and it gets us opportunity to better that. The stadium plans havd been

:17:24.:17:26.

opposed by residents but FC United insist it will benefit the whole

:17:27.:17:32.

community. Our football matches are really just for one month of the

:17:33.:17:37.

year and for 11 months this is an open community facility. And could

:17:38.:17:40.

Manchester United learn lessons from what's happening here? What we see

:17:41.:17:47.

at Manchester United now is the legacy of the Glazer ownership. They

:17:48.:17:51.

have refused to talk to supporters and find out what they want. We have

:17:52.:17:56.

demonstrated that by putting supporters at the heart of the club,

:17:57.:18:01.

they will show that commitmdnt, not just coming along to games but also

:18:02.:18:05.

putting in money. With the building of a new stadium

:18:06.:18:11.

and the rise through the le`gue they see themselves as the symbol of

:18:12.:18:14.

what a united group of fans can achieve.

:18:15.:18:19.

An amazing story and worth going just for the songs.

:18:20.:18:22.

It's that day when you start to see a few nervous smiles around the

:18:23.:18:25.

newsroom. That's right, School Report is upon us, and the next

:18:26.:18:28.

generation of journalistic stars is well and truly beginning to shine

:18:29.:18:30.

through. Today's mission for the pupils of Malbank School from

:18:31.:18:34.

Nantwich in Cheshire ` learn to produce and present the weather in

:18:35.:18:37.

double quick time. All under the watchful eye of Eno. And thd talent

:18:38.:18:41.

was clear from all of our TV apprentices.

:18:42.:18:53.

I'm Phoebe. I'm Rachel. We'll be presenting the lunchtime we`ther.

:18:54.:19:08.

Hi, girls. How often are their technic`l

:19:09.:19:12.

difficulties? Not very often although we had some

:19:13.:19:16.

last week which were sorted out at the end of the day saw most of the

:19:17.:19:19.

time it is good. What are wd going to do next? We are going to do the

:19:20.:19:24.

morning confidence with the Met Office. Is it hard knowing where to

:19:25.:19:32.

point when you cannot turn `round? It is pretty hard but you sort of

:19:33.:19:38.

get used to it. What you have to do is point vaguely where you think,

:19:39.:19:44.

broadly in the IT area. We are now going to look at graphics

:19:45.:19:51.

and this is what everybody tses This is what you see on teldvision

:19:52.:19:56.

and recover from Cheshire to Cumbria, including the Isle of Man

:19:57.:20:01.

and those are the temperatures tomorrow morning. It is timd to go

:20:02.:20:08.

to the studio. Shall we have another rehearsal

:20:09.:20:14.

The director wants your caller sorting out. It has been a bit of a

:20:15.:20:25.

breezy start with lots of clothes around. Some hail and thunddr. It

:20:26.:20:34.

looks as if you are in for similar conditions tomorrow, stealing breezy

:20:35.:20:45.

and wet. That's a wrap. Luckily experience counts for a lot and you

:20:46.:20:54.

have plenty. We are joined by the four rising stars of the we`ther

:20:55.:20:59.

world we just saw on the tape. Let's just get your high points of the

:21:00.:21:03.

day. What have you enjoyed the most? We got to sit on the cheers

:21:04.:21:10.

and broadcast the weather, `nd looking in the gallery was

:21:11.:21:12.

interesting. Did anything strprise you? How organised everything is! We

:21:13.:21:25.

will take that as a complimdnt! Diane who does the weather normally,

:21:26.:21:31.

just how easy was it? It was a lot easier than I thought it wotld be

:21:32.:21:38.

but it wasn't the easiest job. It was definitely interesting. You

:21:39.:21:44.

looked very professional, you weren't nervous? Not really because

:21:45.:21:50.

I knew it was pre`recorded so we could make different ticks. It was

:21:51.:21:55.

better at doing that rather than just going live because we could

:21:56.:21:59.

stumble over the words. And actually, three of you have envy

:22:00.:22:06.

after today because one of xou met somebody else. The others h`d gone
