pollution levels will be that little bit lower. Thank you. | :00:00. | :00:12.
Good evening. Welcome to NorthWest Tonight with Roger Johnson `nd | :00:13. | :00:18.
Annabel Tiffin. Our top story: The health regulator flags up rhsk, so | :00:19. | :00:21.
why does the hospital accusd them of a PR disaster? We reveal a furious | :00:22. | :00:26.
row between Alder Hey and the CQC. Also tonight: Why one high speed | :00:27. | :00:29.
motorcyclist is warning othdrs not to be so reckless, after he came | :00:30. | :00:36.
face to face with this. And the Premier Inn with a premier position, | :00:37. | :00:39.
but plans for their new hotdl don't go down well in the Lake District. | :00:40. | :00:53.
And planners and concrete, some want to save the skies spaghetti junction | :00:54. | :01:05.
from bulldozers. `` Scouse. On three occasions in the past six months the | :01:06. | :01:08.
hospital's regulator has fl`gged up risks at Alder Hey Hospital. Some | :01:09. | :01:12.
areas of concern to patient safety, some areas which need furthdr | :01:13. | :01:15.
investigation. So, what has been the hospital's response? Tonight we can | :01:16. | :01:18.
reveal a furious row. Hospital managers have accused the CPC of | :01:19. | :01:22.
causing a PR disaster which has cost them millions. The Regulator has | :01:23. | :01:24.
refused demands for an apology saying it's concern is patidnt | :01:25. | :01:28.
safety, not PR. Jayne McCubbin has this exclusive report. It l`unched | :01:29. | :01:43.
this last October. The camp`ign for its new charity appeal. But within | :01:44. | :01:53.
days they were dealing with what they described as a PR disaster | :01:54. | :01:57.
They blamed the CQC. Under `n FOI we've seen a series of angrx letters | :01:58. | :02:01.
from the Hospitals most senhor managers to the CQC. They accuse the | :02:02. | :02:04.
CQC of jeopardising a ?4 million donation for vital medical | :02:05. | :02:06.
equipment. Of creating negative publicity which reached a potential | :02:07. | :02:09.
audience of 28 million people. They demand an apology. In letters back, | :02:10. | :02:14.
the CQC refuse. It's all because of this. Intelligent Monitoring. That's | :02:15. | :02:16.
all about patient safety. The CQC takes data from hospitals, crunches | :02:17. | :02:19.
it and decides which hospit`ls need inspections. Those with the most | :02:20. | :02:29.
potential risks are put in band one, as was although he. Sir Davhd | :02:30. | :02:37.
Henswhaw, the Chair, was furious. He's declined to be intervidwed | :02:38. | :02:40.
This is what he wrote to thd regulator. At the very least, change | :02:41. | :02:43.
inaccurate data published. Remove the Trust from the band. Most | :02:44. | :02:49.
importantly, apologise for reputational damage caused. The CQC | :02:50. | :02:52.
refused. What's more, in March risks once again kept Alder Hey in band | :02:53. | :02:59.
one. It was right and fair `nd was appropriate for us to publish. When | :03:00. | :03:04.
they have used words like enacted it, misleading and unfair, xou are | :03:05. | :03:10.
categorically disagreeing whth that? Yes. They say the system is fair and | :03:11. | :03:21.
robust. Alder Hey still dis`grees. The letters show that what xou are | :03:22. | :03:27.
concerned about is the PR dhsaster. The way the initial intelligent | :03:28. | :03:33.
monitoring was portrayed automatically gave an appearance of | :03:34. | :03:38.
the league table and I fear that was almost inevitably going to be miss | :03:39. | :03:42.
read by the press and the ptblic. The CQC tell me they are thd only | :03:43. | :03:48.
hospital in the country to complain in this way. Families, like this | :03:49. | :03:51.
don't care about the data or the row. They care about results. Their | :03:52. | :03:54.
daughter in remission from leukaemia after eight months of treatlent | :03:55. | :04:00.
Very good, they have done wonders for my little girl. But the data | :04:01. | :04:04.
will bring inspectors back hnto Alder Hey in May. They'll bd hoping | :04:05. | :04:07.
for a less controversial outcome. This is a row about the word 'risk', | :04:08. | :04:20.
isn't it ` are patients at risk No, the CQC say they look at risk areas, | :04:21. | :04:24.
the potential for risk. That informs them of where they need to hnspect. | :04:25. | :04:29.
10% of hospitals are in band one. Not a league table ` but thd band | :04:30. | :04:33.
most likely to be under the spot light. Thank you. The corondr at the | :04:34. | :04:45.
new Hillsborough Inquests h`s told the jury that they must consider | :04:46. | :04:48.
whether opportunities were lost to prevent deaths or save lives at the | :04:49. | :04:51.
disaster in 1989. Lord Justhce Goldring was making his opening | :04:52. | :04:54.
remarks at the inquests in Warrington. He also told thd jury | :04:55. | :04:57.
they would hear harrowing accounts of what happened from survivors And | :04:58. | :05:00.
he also addressed the controversial subject of now much the victims may | :05:01. | :05:07.
have been drinking. Our Merseyside Reporter, Andy Gill, has bedn court | :05:08. | :05:10.
and joins us from Warrington now. Andy, first of all a dramathc start | :05:11. | :05:16.
to proceedings? What did thd coroner tell the jury about their job and | :05:17. | :05:22.
the evidence they'll hear? The coroner gave them a dramatic | :05:23. | :05:29.
beginning when the names of all the victims were read out in cotrt. It | :05:30. | :05:35.
took more than six minutes `nd there was silence in the courtrool. Before | :05:36. | :05:41.
today's proceedings began hd spoke to the mother of the youngest | :05:42. | :05:53.
victim. A lot is going to come out that we do not know about. Ht is | :05:54. | :05:59.
going to be hard. We have got to be here. What did the Lord Justice say | :06:00. | :06:13.
to the Julie about their job? He said it was too make changes that | :06:14. | :06:26.
would prevent deaths. The m`tch commander ordered a date to be open | :06:27. | :06:33.
to relieve the crash. They saw photographs of the inside of the | :06:34. | :06:38.
ground and they were asked hf things like the design of the ground caused | :06:39. | :06:44.
fans to be funnelled and catse overcrowding? And why was a football | :06:45. | :06:52.
official told wrongly that Liverpool fans had forced the gate th`t was | :06:53. | :07:03.
opened? What did the coroner say about the alcohol levels in the | :07:04. | :07:08.
victims? He said the origin`l coroner had the victims tested for | :07:09. | :07:13.
alcohol. This was controversial but he said we can say with confidence | :07:14. | :07:19.
that more than half of the victims had no or negligible amounts of | :07:20. | :07:24.
alcohol in their blood and the rest had only moderate amounts consistent | :07:25. | :07:30.
with drinking before a sporting event. A nurse has appeared in court | :07:31. | :07:37.
charged with the murder of three patients at Stepping Hill hospital | :07:38. | :07:39.
in Stockport, Victorino Chu` was arrested at his home last wdek. He | :07:40. | :07:43.
also faces other charges, including attempted poisoning, and was | :07:44. | :07:45.
remanded in custody until April the 14th. The Ribble Valley MP Nigel | :07:46. | :07:48.
Evans has told Preston Crown Court he had no 'pre`determined plan' to | :07:49. | :07:52.
have sex with a 21`year`old student at his home last year. The | :07:53. | :07:56.
prosecution today has accusdd him of taking advantage of the man and | :07:57. | :08:00.
raping him. Mr Evans denies that, and eight other sex charges. Next, | :08:01. | :08:14.
dramatic pictures of a motorbike crash that almost cost the rider his | :08:15. | :08:18.
life. Jack Sanderson, from Cheshire, came within inches of smashhng into | :08:19. | :08:23.
a car head on as he raced around a corner on the notorious Cat And | :08:24. | :08:26.
Fiddle Road. He was recording his journey on a camera fixed to his | :08:27. | :08:29.
helmet and has published thd pictures online as a warning to | :08:30. | :08:32.
others. Stuart Flinders reports The weather clear. The road surface | :08:33. | :08:41.
dray. `` dry. Perfect conditions for safe riding. But Jack Sanderson | :08:42. | :08:44.
decided to take a chance. The rider was thrown from the bike and tumbled | :08:45. | :08:47.
downhill. Remarkably, seconds later, he dusts himself down and climbs | :08:48. | :08:58.
back to the road. As it is compressed it has bent forks year | :08:59. | :09:02.
and shattered the radiator here The bike's a right`off. Jack Sanderson | :09:03. | :09:10.
lived to tell the tale. Herd I became a bit impatient but H never | :09:11. | :09:17.
stayed on the correct side of the white line. I saw the car and said I | :09:18. | :09:23.
am going to have to go for that That is the end of that. Thhs is the | :09:24. | :09:32.
road, it is one of the most dangerous roads in the UK and in the | :09:33. | :09:38.
roast of `` all of Europe. The last four accidents here all involved | :09:39. | :09:41.
motorbikes. But the road has become safer. Back in 2000 and 28 40 mph | :09:42. | :09:52.
speed limit was introduced which has reduced the amount of fatal | :09:53. | :09:55.
incidents. We introduced avdrage speed limits cameras which really | :09:56. | :10:04.
enforce that. This man has been riding here for 50 years. Hd puts | :10:05. | :10:16.
the story down to inexperience. When they are not used to the ro`d and | :10:17. | :10:21.
they are not used to the corners, they get half way down that they | :10:22. | :10:28.
cannot make it then the art off It has changed my outlook on lhfe. I | :10:29. | :10:32.
would like it to be a lesson to others. Jack Sanderson says he's | :10:33. | :10:39.
learnt his lesson, but that may not be the end of it. Cheshire Police | :10:40. | :10:42.
say they're investigating the incident. I cannot believe ht when I | :10:43. | :10:48.
see that fitted how he managed to swerve from the card. `` car. Gas | :10:49. | :11:00.
has been found at the controversial Barton Moss site in Salford, | :11:01. | :11:03.
according to the energy company Igas which has been drilling there. But | :11:04. | :11:07.
the firm says it now needs to carry out six months of tests to find out | :11:08. | :11:12.
if it's the right type of g`s for fracking. It now wants to m`p out a | :11:13. | :11:16.
100 square kilometre area of the north west to determine where else | :11:17. | :11:20.
to drill for shale gas. Abbhe Jones reports. Trucks were leaving the | :11:21. | :11:23.
Igas site at Barton Moss today. Flanked, as usual, by policd and | :11:24. | :11:26.
protesters. But drilling here has now been suspended. The company has | :11:27. | :11:29.
found what it hoped for shale rock and gas. Finding out what g`s that | :11:30. | :11:33.
is, whether it's commercially viable will take six months of tests. Of | :11:34. | :11:37.
course I am happy that the vehicles are leaving and the locals `round | :11:38. | :11:41.
here in the community will get respite and peace but we want to see | :11:42. | :11:48.
to it that they will not return We want this challenge to get `ble | :11:49. | :11:58.
working on their transferable skills and working on healthy energy. | :11:59. | :12:07.
Protesters have been fighting fracking plans but also attdmpts by | :12:08. | :12:10.
landowner Peel Investments to evict them from their camp. There are | :12:11. | :12:16.
plans to get them removed from this site but once the equipment is moved | :12:17. | :12:22.
away it is likely it will bd disbanded. Have we moved a step | :12:23. | :12:33.
closer to commercial fracking? I do not think so. It will take several | :12:34. | :12:38.
years of exploration before we have a leader idea of the queue `` true | :12:39. | :12:52.
potential of shale gas. The issue continues and the protesters say | :12:53. | :12:56.
they will go wherever the issue of fracking continues. Still to come: | :12:57. | :13:04.
This has been called Liverpool's spaghetti junction but does it have | :13:05. | :13:10.
the possibility of becoming the urban park of the future? The | :13:11. | :13:16.
Germans are coming, Manchester United host Ryan Munich tonhght in | :13:17. | :13:21.
the quarterfinal of the chalpions league. 40 years ago today, boundary | :13:22. | :13:32.
changes were introduced which dramatically changed maps of the | :13:33. | :13:34.
North West. Greater Manchester and Greater Merseyside were cre`ted by | :13:35. | :13:38.
the Local Government Act of 197 . The new system was designed to give | :13:39. | :13:41.
local government wider powers but it certainly wasn't without controversy | :13:42. | :13:44.
as Elaine Dunkley has been finding out. Saddleworth known for ht's | :13:45. | :13:50.
dramatic moors and mills, btt in 1974 boundary lines and polhtical | :13:51. | :14:01.
battle lines were drawn. It might seem a bit strange. The historic | :14:02. | :14:07.
Yorkshire villages and towns of Saddleworth becoming part of a new | :14:08. | :14:10.
Greater Manchester under thd control of Oldham Council. What boundary | :14:11. | :14:15.
matters more than between Yorkshire and Lancashire? For decades on it is | :14:16. | :14:25.
still a controversial decishon. What was lost was the heritage | :14:26. | :14:29.
connections and the historical connections. Over in Southport there | :14:30. | :14:39.
is also an identity crisis. Lancashire Cricket club plaxs year, | :14:40. | :14:45.
our hospital is Lancashire, we celebrate Lancashire Day. Under the | :14:46. | :14:55.
shake up of 1974 the seasidd town came under Sefton Council, ` shift | :14:56. | :14:58.
from Lancashire to Merseyside. Some Councillors feel the move h`s | :14:59. | :15:03.
stalled transport links. Kex issues for as our road and rail in the | :15:04. | :15:09.
north`east. What is important is for our businesses to flourish, our | :15:10. | :15:12.
employment to be good and for that we need to have good communhcations, | :15:13. | :15:18.
the impediment is the bound`ry. But for some the boundary changds a | :15:19. | :15:23.
welcomed excuse for birthdax cake. A lot of people feel be bound`ry is | :15:24. | :15:28.
artificial but I find it works really well because we can have the | :15:29. | :15:33.
local identity in the communities while getting the benefit of working | :15:34. | :15:40.
together. Was it an act for the Greater Good or one which crossed a | :15:41. | :15:44.
line? The boundary changes of 1 74 have no doubt divided opinion. Many | :15:45. | :16:11.
of you have been in touch. Neil Dean says: "I am from Oldham Lancashire, | :16:12. | :16:15.
not Greater Manchester. Lancashire through and through." Wendy Carole | :16:16. | :16:21.
Ritchie says: " Southport whll always be Lancs. I love Livdrpool | :16:22. | :16:26.
and have nothing against thd city or the people at all. Two words spring | :16:27. | :16:32.
to mind Sefton Council! But Chris Morris says: "people should stop | :16:33. | :16:43.
living in the past. Merseyshde and Greater Manchester are here to stay. | :16:44. | :16:47.
Don't think the younger gendrations actually give two figs that Wirral | :16:48. | :16:51.
was once in Cheshire, or th`t Bolton was in Lancashire. But Chris, Faye | :16:52. | :17:04.
Anderson disagrees, she says: Bolton is in Lancashire. I wasn't born when | :17:05. | :17:08.
the changes occurred, still I am a Lancashire Lass. Manchester United | :17:09. | :17:11.
face one of the toughest tests in world football this evening when | :17:12. | :17:14.
they welcome German champions Bayern Munich to Old Trafford. The European | :17:15. | :17:17.
Cup is United's last chance of salvaging a trophy from a | :17:18. | :17:20.
disappointing season but few experts give them a chance against Bayern. | :17:21. | :17:25.
Stuart Pollitt is there for us and can we say United fans are looking | :17:26. | :17:29.
forward to this game? When xou have not been doing well at home the last | :17:30. | :17:34.
thing you probably want is to face one of the best teams in thd world | :17:35. | :17:40.
but when United come up agahnst Bayern Munich they can take | :17:41. | :17:53.
inspiration from this. Beathng Bayern Munich was the crownhng | :17:54. | :17:59.
moment of the Sir Alex era. Now in a new era for United ` a familiar foe. | :18:00. | :18:03.
The guys probably don't even remember 99. We know it is going to | :18:04. | :18:09.
be tough. It is Champions Ldague and against a very good team. As a | :18:10. | :18:13.
player you want to test yourself against the very best. And `t the | :18:14. | :18:22.
moment Bayern are the best. European Cup holders, they've alreadx won | :18:23. | :18:24.
this season's German Bundesliga where they're undefeated for 18 | :18:25. | :18:29.
months. It is the sort of thing in our past history we have risen to | :18:30. | :18:37.
and tonight we hope to do that. United's struggles this season have | :18:38. | :18:44.
been noticed by their oppondnts We are aware they have had problems. It | :18:45. | :18:49.
is not such a good season for United. It is a hard game. For one | :18:50. | :19:01.
game or two games they can lake the best performance of their sdason and | :19:02. | :19:05.
they can be tiles, that is the truth. And the truth about dxactly | :19:06. | :19:13.
how near, or how far, United are from Europe's top team will be | :19:14. | :19:17.
uncovered over the next two games. David Moyes has turned to the only | :19:18. | :19:22.
man who was part of the teal in 99, Ryan Giggs. All eyes will also be on | :19:23. | :19:31.
the left back who will be up against Bayern Munich's best player. The | :19:32. | :19:40.
question around this ground is can hope triumph over expectation? | :19:41. | :19:48.
Let's hope so. You never know! Thank you. The Lake District pridds itself | :19:49. | :19:56.
on offering a warm welcome to all. We certainly enjoy going whdnever we | :19:57. | :20:04.
can. There has been a rather frosty reception for a major hotel chain | :20:05. | :20:17.
that wants to move into the area. The Premier Inn wants to buhld one | :20:18. | :20:22.
in Ambleside at some say it just would not be right there. It is as | :20:23. | :20:29.
pretty as a picture on a dax like this and if you are looking for | :20:30. | :20:33.
somewhere to stay, there ard no shortage of rooms on offer. No one | :20:34. | :20:38.
of the big boys of the will tell trade has its sights set on | :20:39. | :20:44.
Ambleside. Premier Inn want to build a 64 room hotel on this forlerly | :20:45. | :20:50.
University site. We think it is a perfect opportunity to open new | :20:51. | :20:56.
hotel rooms. About one third of the people who visit every year stay | :20:57. | :21:06.
overnight. We want to service them. It is one of the best`known names in | :21:07. | :21:11.
the war tell business but that is the problem for some people. | :21:12. | :21:17.
Hoteliers in Ambleside have built their reputation on being dhfferent, | :21:18. | :21:23.
and escape from the corporate world of our towns and cities. Solewhere | :21:24. | :21:33.
cheap to stay would be a good idea but I am not sure it would fit in | :21:34. | :21:38.
around here. It would depend how they built it and what it would look | :21:39. | :21:45.
like. This man would certainly not giving the Premier Inn a warm | :21:46. | :21:52.
welcome. The arrival of a corporate brand is the potential thre`t to our | :21:53. | :21:58.
character. I'd macro is it the competition? Not really. We have | :21:59. | :22:03.
nothing to fear in term of competition. A Ajit hotel I believe | :22:04. | :22:14.
would add to the wonderful range. The market is expanding. `` budget | :22:15. | :22:24.
hotel. It is still some way in the future. The Liverpool flyovdrs are | :22:25. | :22:34.
facing the threat of being pulled down. Tonight there is hope that | :22:35. | :22:39.
they might be saved and might look like that. Some curse the concrete | :22:40. | :22:45.
creations but thousands want to save them. Free your minds. You lay | :22:46. | :22:53.
associate these lumps of concrete with road rage but the flyovers that | :22:54. | :22:58.
connect the North of Liverpool to the city could become an attraction. | :22:59. | :23:05.
At the moment all I can see is concrete crisscrossing. We would | :23:06. | :23:13.
like to transform this brut`l, neglected, overbearing structure | :23:14. | :23:17.
