means forces don't know what resources they need. It may be that | :02:46. | :02:53. | |
detection rates are therefore artificially high and police chiefs | :02:54. | :02:58. | |
do not get the necessary information they need in order to deploy their | :02:59. | :03:03. | |
assets, their resources, in the most efficient and effective way. | :03:04. | :03:10. | |
Cheshire Police told us a recent audit found its reporting mechanisms | :03:11. | :03:13. | |
were effective and it's working to understand today's findings. We'll | :03:14. | :03:15. | |
be hearing from Greater Manchester Police in a moment. Overall, | :03:16. | :03:20. | |
nationally crime is falling. But today's report raises fears those | :03:21. | :03:23. | |
crime levels are actually higher if our police forces are failing to | :03:24. | :03:34. | |
record crime properly. Previously, Greater Manchester | :03:35. | :03:36. | |
Police have revealed they only investigate 40% of recorded crime. | :03:37. | :03:39. | |
If they're not recording a third of them at all, it suggests that, in | :03:40. | :03:42. | |
reality, they're only actually looking into about a quarter of all | :03:43. | :03:46. | |
crimes committed. A point I put earlier to the Deputy Chief | :03:47. | :03:49. | |
Constable, Ian Hopkins. Well, actually the figures in terms | :03:50. | :03:54. | |
of what we investigate, I would say we investigate all crime, if people | :03:55. | :03:59. | |
ring us to report a crime or turn up... You don't write it down in a | :04:00. | :04:03. | |
third of cases, you don't record it if someone reports a crime? Basic | :04:04. | :04:08. | |
level of investigation, of the 123 the auditors failed we have 24 of | :04:09. | :04:11. | |

recorded a crime. I feel citizens should have a duty to engage and | :04:27. | :04:32. | |
help us investigate crime. The other point I would absolutely clearly | :04:33. | :04:37. | |

Manchester Police's part of the report that is two offences. Hang | :04:42. | :04:51. | |

thoroughly investigated. They were both complex issues. In one case at | :05:08. | :05:11. | |
the end of it there was evidence to suggest that there was no rape. It | :05:12. | :05:15. | |
has been investigated but the audit says we should have recorded a rape | :05:16. | :05:19. | |
at the beginning. We accept that but there was an investigation. The | :05:20. | :05:24. | |
second one was reported to us as a rape. When we spoken to the victim | :05:25. | :05:29. | |
and conducted the investigation they've said they weren't raped. | :05:30. | :05:33. | |
There is evidence to suggest there may have been an assault and we | :05:34. | :05:36. | |
should have therefore recorded an assault. This is the second damming | :05:37. | :05:41. | |
report from HMIC into Greater Manchester Police in the short space | :05:42. | :05:44. | |
of time, it was domestic violence a few weeks ago. How can people have | :05:45. | :05:48. | |
any confidence in the work that you are doing? Well, we regularly survey | :05:49. | :05:53. | |

Birkenhead. He was found out when his workmates | :06:21. | :06:23. | |
discovered he'd been using company computers to research chemicals | :06:24. | :06:26. | |
needed for bomb making. Our chief reporter Dave Guest takes up the | :06:27. | :06:30. | |

enjoyed most ` dressing up in Nazi paraphernalia. He was a man driven | :06:35. | :06:38. | |
by bigotry and hate. He obviously had extremist views, really extreme | :06:39. | :06:43. | |
right`wing views and was a concern in our society. | :06:44. | :06:48. | |
This is Forman trying out some of his homemade explosives. Behind the | :06:49. | :06:54. | |
curtains of the unassuming semi he shared with his elderly parents, | :06:55. | :06:57. | |
Forman had been been perfecting his formula and drawing up a list of | :06:58. | :07:00. | |
possible targets. They included this Islamic Centre in Wirral. And this | :07:01. | :07:05. | |
mosque in Liverpool. When they were told what Forman had been planning, | :07:06. | :07:08. | |
people here were left shocked and bewildered. We only have three or | :07:09. | :07:13. | |
four Mosques in this area so we were in a shock why had someone try to | :07:14. | :07:17. | |
target this kind of Mosque in this area? He was found out when | :07:18. | :07:21. | |
workmates discovered he had used company computers to surf the web | :07:22. | :07:24. | |
for information about chemicals and explosives. They told the police. We | :07:25. | :07:28. | |
can't thank them enough for obviously reporting it and I would | :07:29. | :07:34. | |
encourage anybody that witnesses any suspicious activity, please report | :07:35. | :07:37. | |
it because I want to reassure them we will investigate anything sent | :07:38. | :07:41. | |
through to us. When police searched his home Forman handed them a | :07:42. | :07:47. | |
briefcase and said you better look at these, inside had what appeared | :07:48. | :07:50. | |
to be a home`made explosive device. There were a number of pots | :07:51. | :07:53. | |
containing powder. With the discover of that device the search was | :07:54. | :07:58. | |
suspended and an Army explosives expert was called out. Forman was | :07:59. | :08:03. | |
convicted of preparing for a terrorist act. We will never truly | :08:04. | :08:09. | |
know his full intentions, he had already prepared devices. The judge | :08:10. | :08:13. | |
described Forman as evil and today jailed him for ten years. | :08:14. | :08:23. | |
The trial of a man accused of murdering his wife at a flat in | :08:24. | :08:26. | |
Salford was halted this lunchtime after he lunged at and grabbed one | :08:27. | :08:32. | |

92% of claimants in some parts of the region have fallen into rent | :09:47. | :09:51. | |
arrears. As the Government this week announced it's ready to extend the | :09:52. | :09:54. | |
scheme across the region, we ask if it is really ready to roll? Here's | :09:55. | :10:01. | |

combines six benefits into one. It was piloted in Oldham, Warrington, | :10:06. | :10:12. | |
Tameside and Wigan. Two`thirds questioned here say it's a better | :10:13. | :10:16. | |
incentive to work that Job Seekers Allowance. Right now just over 4,000 | :10:17. | :10:20. | |
people are on it in the region. 91% of the UK total. But that compares | :10:21. | :10:24. | |
to the Government's original prediction of 184,000 by now. It's | :10:25. | :10:29. | |
seriously behind schedule. But this week the Government announced that | :10:30. | :10:32. | |
from June more jobcentres across the north`west will come online each | :10:33. | :10:35. | |
week until the whole region is covered. Are we ready for it? Some | :10:36. | :10:43. | |
say the fact that our main centres ` Liverpool and Manchester ` are not | :10:44. | :10:46. | |
on this list indicates a lack of faith in the system. We'll ask the | :10:47. | :10:49. | |

first it had technical difficulties with e`mail, I wasn't able to sign | :11:06. | :11:08. | |

The system is getting tough, Lee's already been fined, sanctioned for | :11:13. | :11:17. | |
missing an appointment. If sanctions are the stick in welfare reform, | :11:18. | :11:21. | |
then the carrot is this, find work under Universal Credit and your | :11:22. | :11:24. | |
benefits will be gradually removed as your hours increase. But there | :11:25. | :11:29. | |
are expectations. We expect people to look for work for 35 hours a | :11:30. | :11:35. | |
week. People are paid on a monthly basis. It's about self`reliance so | :11:36. | :11:40. | |
housing benefit is paid direct to the claimant, not the landlord. | :11:41. | :11:44. | |
Claimants have to learn to budget. But this housing association, the | :11:45. | :11:48. | |
biggest in the pilot area of Warrington, says 92% of tenants have | :11:49. | :11:53. | |
already fallen into arrears. We are just not seeing the money come from | :11:54. | :11:57. | |
the tenant or from the DWP. It's hard to see at the moment that this | :11:58. | :12:02. | |
scheme could be extended on a national scale. None of the councils | :12:03. | :12:05. | |
in the pilot areas would speak to us on the record about how this scheme | :12:06. | :12:09. | |
is going. Off the record, sources told us about delays in payments, | :12:10. | :12:14. | |
delays in staff training, delays in the department passing on crucial | :12:15. | :12:21. | |
information. Here the verdict is Universal Credit is helping people | :12:22. | :12:26. | |
find work but managing budgets already hit by the cost of living | :12:27. | :12:29. | |
and other welfare cuts, that will be the problem as the scheme rolls out. | :12:30. | :12:35. | |
They need to have budgeting support further down the line, it's going to | :12:36. | :12:38. | |
be essential. The Government's view is that people like Lee have to | :12:39. | :12:42. | |
become self`reliant, they have to live up to their side of the deal. | :12:43. | :12:46. | |
But there are concerns the Government isn't delivering its own | :12:47. | :12:51. | |
promises. Earlier I spoke to Lord Freud, the | :12:52. | :12:55. | |
Minister for Welfare Reform and asked him that if so many people | :12:56. | :12:58. | |
were behind paying their rent, should the scheme be rolled out to | :12:59. | :13:05. | |
other areas? What we have got is a support system working with local | :13:06. | :13:10. | |
partnerships and other groups to make sure that people handle the | :13:11. | :13:15. | |
transition. So we are making some very active arrangements to help | :13:16. | :13:23. | |
people learn how to run their own lives and become independent. How | :13:24. | :13:27. | |
would you explain that so many people have got themselves into | :13:28. | :13:33. | |
bother here? Well, I am not sure if your figures for 92... %... That's | :13:34. | :13:39. | |
come from a Housing Trust. I think it's a limited number of people | :13:40. | :13:44. | |
currently we have 5,000 people have gone through Universal Credit. | :13:45. | :13:50. | |
They're new claimants. A small proportion of those may be on | :13:51. | :13:56. | |
housing. What we have learned is that there is an adjustment process | :13:57. | :14:00. | |
but the bulk of people actually do manage to pay their rent and so on | :14:01. | :14:08. | |
those projects, the average rent payment was running well into the | :14:09. | :14:13. | |
90%. Do you have any hard statistics that more people are finding work? | :14:14. | :14:20. | |
We have got statistics at a preliminary stage which shows that | :14:21. | :14:26. | |
people are searching much harder. They are spending roughly twice as | :14:27. | :14:31. | |
many hours looking for work as they were doing before under the old JSA | :14:32. | :14:38. | |
system. You haven't got the statistics to show they're getting | :14:39. | :14:43. | |
the jobs? We are very, very careful with our statistics. These are | :14:44. | :14:49. | |
official statistics. We release them when we have them. So we have early | :14:50. | :14:54. | |
signs that are promising and I look forward to being able to say that | :14:55. | :14:58. | |
