That's all from the BBC News at Six, so it's goodbye from me, | :00:00. | 3:59:59
and on BBC One we now Welcome to North West Tonight with | :00:00. | :00:00.
Roger Johnson and Annabel Thffin. Inadequate and potentially tnsafe ` | :00:00. | :00:07.
acute services at Morecambe Bay Hospitals are condemned in | :00:08. | :00:11.
a report leaked to this programme. The Trust which runs them s`ys | :00:12. | :00:15.
improvements have already bden made. The family of a man attacked | :00:16. | :00:19.
at the Parklife Music Festival We all absolutely adored hil and | :00:20. | :00:39.
that person has taken him away from us. | :00:40. | :00:41.
Rochdale's MP admits taking ecstasy and cannabis when he was yotnger, | :00:42. | :00:44.
Heading for another brave l`nding ` an 89`year`old D`Day veteran | :00:45. | :00:49.
It is a bit nerve wracking but it was good. I enjoyed it. | :00:50. | :01:13.
BBC North West Tonight has exclusively obtained | :01:14. | :01:15.
a confidential report which condemns acute hospital services | :01:16. | :01:19.
On the crucial issue of pathent safety, the Trust's perform`nce | :01:20. | :01:26.
The management of the Trust is also deemed to be inadequatd. | :01:27. | :01:32.
The report was compiled by the health watchdog, | :01:33. | :01:35.
Our health correspondent El`ine Dunkley joins us now from ottside | :01:36. | :01:39.
We have received a report into the investigation by the CQC. The | :01:40. | :01:57.
Morecambe Bay Hospital trust runs the Lancaster Royal informally and | :01:58. | :02:02.
the University hospitals of Morecambe Bay. It serves 350,00 | :02:03. | :02:08.
people. There have already been two resignations and this report is | :02:09. | :02:13.
highly critical about patient safety and leadership. One of the biggest | :02:14. | :02:17.
concerns when looking through this report is staffing levels on the | :02:18. | :02:22.
crypto keg unit and that thdy were unacceptably low. The trust was | :02:23. | :02:26.
warned about dangerously low staffing levels. That report they | :02:27. | :02:35.
did nothing about and that has been criticised also. There has been a | :02:36. | :02:40.
long history here at Morecalbe Bay. There has been a high turnover of | :02:41. | :02:46.
senior management, a high ntmber of medical errors, a police | :02:47. | :02:49.
investigation into the high number of baby deaths at Furness Gdneral. | :02:50. | :02:56.
This is a trust the CQC says has a long history of turbulence `nd it | :02:57. | :03:04.
drafted a report and it suggests turbulence so is little timd of | :03:05. | :03:09.
abating. Acute services are inadequate. | :03:10. | :03:17.
After inspections in February, the overall judgement is th`t Acute | :03:18. | :03:20.
services at the Trust are inadequate, safety is inadepuate | :03:21. | :03:22.
But effectiveness of treatmdnt and care of patients is ratdd good. | :03:23. | :03:26.
The Trust has three hospitalss in Barrow, Lancaster and Kendal | :03:27. | :03:28.
The report, in terms of man`gement, acknowledges: | :03:29. | :03:30.
a high turnover of senior leadership and saxs | :03:31. | :03:32.
there's no clear strategy for the future provision of services. | :03:33. | :03:34.
It has a higher number of ndver events than similar Trusts. | :03:35. | :03:37.
And staff say they felt disconnected from senior management. It | :03:38. | :03:39.
The long standing nature of the problems indicates that | :03:40. | :03:41.
the leadership within the Trust lacks the capacity to effectively | :03:42. | :03:44.
manage these challenges in a prompt and timely manndr. | :03:45. | :03:46.
In staffing, the Trust has recruited an additional 135 people | :03:47. | :03:48.
The Chief Executive paid with his job. The medical director and | :03:49. | :04:03.
chairman have left. There h`s been enough scalps and now we nedd action | :04:04. | :04:08.
and a change to weigh the trust is lead. | :04:09. | :04:14.
Nurse levels in the Critical Care Unit | :04:15. | :04:16.
The Trust was warned in October 2013 about dangerously low staffhng | :04:17. | :04:20.
It still had not complied with that warning notice. | :04:21. | :04:25.
And there were shortages in paediatrics and surgical services | :04:26. | :04:28.
at Royal Lancaster and in A at Lancaster and Furness. | :04:29. | :04:34.
The Trust has now been ordered to fix staffing levels, improvd record | :04:35. | :04:37.
keeping and incident reporthng and ensure appropriate action is taken | :04:38. | :04:39.
The report does highlight some good points. | :04:40. | :04:43.
Patient care and treatment was effective. | :04:44. | :04:44.
Staff worked hard to providd safe and compassionate care | :04:45. | :04:49.
for patients and dementia p`tients were cared for in a thoughtful way. | :04:50. | :04:58.
There were some positives to come out including patient care `nd staff | :04:59. | :05:07.
were compassionate and caring. The Chief Executive is not allowed to | :05:08. | :05:13.
comment on the draft of this report however she has listed improvements | :05:14. | :05:18.
such as a ?1.5 million investment into record management and the | :05:19. | :05:22.
recruitment of 350 nurses. This trust has a long way to go. We have | :05:23. | :05:28.
heard the hospitals will be put in to smash all measures if | :05:29. | :05:32.
improvements are not made. `` special measures. Some | :05:33. | :05:38.
responsibility would be takdn out of the trust's hands. | :05:39. | :05:40.
I'm joined now by the Labour MP for Barrow and Furness, John Woodcock. | :05:41. | :05:51.
What has been the most worrxing aspect? Even after this perhod of | :05:52. | :05:59.
turmoil it `` turmoil where staff have been working hard to ilprove | :06:00. | :06:05.
things across our local hospitals, it seems adequate improvements have | :06:06. | :06:10.
not been made. I suppose thhs raises the spectre of special meastres and | :06:11. | :06:16.
also the idea that a new te`m could come in with a need to, as they see | :06:17. | :06:25.
it, cut as quickly as possible and not take into account the absolutely | :06:26. | :06:31.
vital need that we have in the Furness area and other parts of the | :06:32. | :06:38.
trust to keep those services they're serving patients. Do you thhnk it is | :06:39. | :06:43.
time to put the trust into special measures, bearing in mind that we | :06:44. | :06:47.
have had report after report and have done so many trust where it has | :06:48. | :06:54.
been criticised? We need a new chairman and a new medical director | :06:55. | :06:58.
and both of those need to bd up to the task. This is going to depend on | :06:59. | :07:07.
what the attitude of the regulators and government is. Are they prepared | :07:08. | :07:11.
to work to maintain and protect services here or are they going to | :07:12. | :07:15.
take the slash and burn approach that you have seen in other areas | :07:16. | :07:19.
which has been about stripphng out services that they seem our `` they | :07:20. | :07:28.
see are substandard? They nded to have vibrant local hospitals. It is | :07:29. | :07:33.
simply a matter of life and death that we keep those acute services | :07:34. | :07:39.
there. If we don't do that, over the years, many lives will be lost so it | :07:40. | :07:45.
is absolutely essential that people listen to us now and work whth us to | :07:46. | :07:49.
retain and improve services rather than cut them. | :07:50. | :07:53.
A former safety officer of Sheffield Wednesday has admhtted | :07:54. | :07:56.
the system the club used to count fans into pens was deeply flawed. | :07:57. | :08:00.
But Graham Mackrell, a former secretary at the club, said | :08:01. | :08:04.
he believed the turnstiles `t the Leppings Lane end were satisfactory. | :08:05. | :08:11.
Giving evidence at the inquest hearing, | :08:12. | :08:12.
he also denied remarks written in a letter after the disaster, displayed | :08:13. | :08:15.
A police force has been criticised for how it investigated | :08:16. | :08:19.
an assault by a man who went on to kill a teenager in Manchestdr. | :08:20. | :08:23.
Imran Hussain stabbed 18`ye`r`old Kieran Crump Raiswell | :08:24. | :08:25.
in an unprovoked attack last year in Whalley Range. | :08:26. | :08:27.
12 days earlier, he attacked another man in Nottingham. | :08:28. | :08:29.
The police watchdog found significant failings in the way the | :08:30. | :08:33.
A friend of a murdered Warrhngton school girl is welcoming news laws | :08:34. | :08:42.
which make forced marriages a criminal offence. | :08:43. | :08:44.
17`year`old Shafilea Ahmed was murdered by her parents. | :08:45. | :08:47.
It's believed she refused an arranged marriage. | :08:48. | :08:51.
Her friend, Shahin Munir believes these new laws | :08:52. | :08:54.
If you look back to her casd, she did ask for help and did go | :08:55. | :09:03.
for sheltered accommodation to seek protection | :09:04. | :09:06.
At the time, nothing was done and nothing could be done | :09:07. | :09:13.
Potentially, yes, it could have done. | :09:14. | :09:21.
One punch was all it took to end Robert Hart's life. | :09:22. | :09:23.
The man who delivered that blow is still at large. | :09:24. | :09:26.
The unprovoked attack happened during a music festival | :09:27. | :09:28.
Today, as our Chief Reporter Dave Guest explains, Robert's he`rtbroken | :09:29. | :09:33.
family found the courage to face the media to make a direct `ppeal | :09:34. | :09:36.
for information that will hdlp detectives catch Robert's khller. | :09:37. | :09:45.
Elaine Hart reads from a Mother's Day card her son Robert | :09:46. | :09:52.
Just weeks after receiving the card, Elaine was told her beloved son was | :09:53. | :09:58.
Robert was attacked during the Parklife Music Fdstival | :09:59. | :10:03.
I have lost my son who I absolutely adored. | :10:04. | :10:11.
He'd been dancing with his girlfriend Gemma Parry | :10:12. | :10:13.
when a man began hitting her with an inflatable doll. | :10:14. | :10:17.
Robert objected and was punched to the ground. | :10:18. | :10:20.
He died in hospital a few days later. | :10:21. | :10:22.
Today his family found the strength to appeal for information to lead | :10:23. | :10:27.
the police to Robert's killdr and to describe the loved one they've lost. | :10:28. | :10:30.
Wherever he went in the world or wherever he went in the | :10:31. | :10:33.
country, he has just had a lassive influence on everybody's life. | :10:34. | :10:35.
Elaine, what would you like to say to anyone who m`y know | :10:36. | :10:38.
We absolutely adored him and that person has taken him away from us. | :10:39. | :10:47.
Richard, somebody knows who has done this. | :10:48. | :10:50.
There may have been a word said or anything that helps | :10:51. | :10:54.
Police have issued this e`fht of the attack. | :10:55. | :10:59.
He's said to be six feet tall, of mixed race and muscular build. | :11:00. | :11:03.
During the news conference, the family made reference to | :11:04. | :11:06.
his wide circle of friends saying that many had made | :11:07. | :11:09.
their way to hospital last week as he lay critically ill to show | :11:10. | :11:12.
their support and they said at times there were queues in the corridors. | :11:13. | :11:15.
Some of those friends e`mailed us to express their outrage and s`dness | :11:16. | :11:19.
They said, Robert was an optimist with the peaceful outlook on life. | :11:20. | :11:27.
They said on the day he died, the world became a darker place | :11:28. | :11:32.
They and Robert's family hope that someone who knows something will now | :11:33. | :11:36.
For four years Angela Callaghan from Merseyside claimed tax credits | :11:37. | :11:52.
for six children, four boys and two two girls. | :11:53. | :11:58.
She also claimed child benefit for another daughter. | :11:59. | :12:00.
She invented them to fraudulently claim benefits. | :12:01. | :12:05.
Today though she was jailed for a year. | :12:06. | :12:07.
Angela Callaghan came to cotrt from her home knowing she faced prison. | :12:08. | :12:13.
Between 2009 and 2012, she claimed tax credits for six children who | :12:14. | :12:16.
She told them their names would Jordan, David, Lucy, Alex, Zach | :12:17. | :12:27.
Another, that her daughter was in full time education, | :12:28. | :12:35.
?45,000 in overpayments which tax officials say shotld have | :12:36. | :12:42.
A custodial sentence for the person who masterminded this | :12:43. | :12:51.
attack on the public's finances is pleasing and it sends a cle`r | :12:52. | :12:56.
message out to anyone who mhght be tempted to do this sort of thing. | :12:57. | :13:06.
Three women paid her to teach them to make false claims. | :13:07. | :13:12.
They all claimed for nonexistent twins | :13:13. | :13:15.
Callaghan's defence said shd should be spared jail as she has | :13:16. | :13:21.
a four`year`old son and has been the victim of domestic violdnce | :13:22. | :13:25.
The court heard she has a previous conviction for benefit fraud. | :13:26. | :13:30.
The judge told her, her fraud was prolonged | :13:31. | :13:34.
and persistent and brazen and said the court will be failing in | :13:35. | :13:38.
its public duty if she didn't go to jail and sentenced her to one year. | :13:39. | :13:45.
Angela Callaghan wept throughout the hearing. | :13:46. | :13:55.
The Rochdale MP Simon Dancztk has admitted using cannabis | :13:56. | :13:57.
He made the confession after his ex`wife spoke abott | :13:58. | :14:05.
But what do his constituents think about the revelations. | :14:06. | :14:09.
Our political editor Arif Ansari has been to Rochdale to find out. | :14:10. | :14:18.
He is more used to exposing scandal than being under the spotlight but | :14:19. | :14:25.
this weekend, Simon Danczuk faced tabloid aggregations that hd used | :14:26. | :14:31.
job `` that he used drugs. H got involved with drugs many ye`rs ago | :14:32. | :14:36.
before I came into Parliament. I was approached by a newspaper to ask | :14:37. | :14:40.
whether I had used drugs and I thought the right thing was to | :14:41. | :14:46.
answer honestly. I said I h`d and described the drugs I had used. His | :14:47. | :14:53.
ex`wife met him when he was a mature student at Lancaster University in | :14:54. | :14:54.
the 1990s and told the newspaper, : At his cafe in Rochdale, thd only | :14:55. | :15:12.
drugs on sale are the alcoholic variety. In the Delhi, the Sunday | :15:13. | :15:16.
papers would have made interesting reading but how much do people care | :15:17. | :15:22.
what their MP got up to in the past? He has done a lot of good for the | :15:23. | :15:27.
town and what is in the past is in the past. It doesn't bother me. It | :15:28. | :15:32.
would if you was doing it now but not in the past. That was then | :15:33. | :16:16.
gone by. It does inform my view from a political perspective in terms of | :16:17. | :16:19.
drug policy and legislation. The admission is unlikely to affect his | :16:20. | :16:23.
career and he says there ard no more skeletons in his cupboard. | :16:24. | :17:43.
This study was carried out here in Manchester and it says concdrn about | :17:44. | :17:49.
unemployment and social problems is compounded by a sense that | :17:50. | :17:53.
politicians and the media don't care enough. I don't think they care | :17:54. | :18:00.
They have the big houses. I wouldn't trust any of them as far as I could | :18:01. | :18:06.
throw them. The local MP saxs he does care and blames bad decisions | :18:07. | :18:18.
by government. We see this country is playing into the European Union | :18:19. | :18:23.
which is providing extreme `nd severe competition in the jobs | :18:24. | :18:30.
market. I look up to him because he is upper`class but I looked down to | :18:31. | :18:31.
him because he is lower class. Britain's changed beyond recognition | :18:32. | :18:35.
since this take on the class sytem But is the working class anx | :18:36. | :18:38.
worse off than in earlier thmes You had the workhouses in Vhctorian | :18:39. | :18:56.
times but it has been much lore concentrated. You are not s`ying it | :18:57. | :19:02.
is worse now than in Victorhan times? We have a situation where we | :19:03. | :19:08.
have middle England people claiming food passes is. It is all rdlative. | :19:09. | :19:14.
Failure to tackle the issues, say the report?s authors, is storing | :19:15. | :19:16.
Now let's look at the sport with Richard and fall`out | :19:17. | :19:23.
from the England game first of all, an England game where ten of the 11 | :19:24. | :19:27.
Every single player of the Dngland team started here. | :19:28. | :19:41.
Yes, Chelsea's Gary Cahill who used to play for Bolton of coursd, was | :19:42. | :19:44.
Liverpool had five players who kicked off, | :19:45. | :19:52.
Everton and Manchester Unitdd two and City, just keeper Joe H`rt. | :19:53. | :19:55.
But it's Wayne Rooney in particular who's been the focus of attdntion. | :19:56. | :19:59.
He played predominantly on the left and certainly | :20:00. | :20:01.
But then it was his excellent cross that led to Daniel Sturridgd's goal. | :20:02. | :20:07.
Rooney did have a great chance at 2`1 as well but couldn't take it. | :20:08. | :20:10.
And whether the United forw`rd should play or play in another | :20:11. | :20:13.
position against Uruguay on Thursday is now a big call for Roy Hodgson. | :20:14. | :20:21.
Some good news to report now, the all`clear from cancer for Tranmere | :20:22. | :20:24.
The 25`year`old revealed thhs afternoon that that he is | :20:25. | :20:27.
in complete remission after 12 bouts of chemother`py. | :20:28. | :20:30.
Joe, who also played for Rochdale, was diagnosed with Hodgkin's | :20:31. | :20:32.
His priority is getting the team back into League 1. I went to see | :20:33. | :20:59.
how he plans to do it. The global spotlight is fixed on Lionel Messi | :21:00. | :21:06.
on the world's biggest stagd. For league managers come the focus | :21:07. | :21:13.
remains closer to home. The final whistle goes and Tranmere whll be in | :21:14. | :21:20.
League 2 next season. They have to put relegation behind them `nd the | :21:21. | :21:24.
manager knows the only way back is to hit the ground running. How | :21:25. | :21:29.
excited are you about getting them back there? It is an area that I | :21:30. | :21:34.
know and people know about football. They want a team that excitds them. | :21:35. | :21:43.
He is not a kick and rush m`n and says the flow can work. It hs easier | :21:44. | :21:52.
said than done. Liverpool and Everton play a certain brand of | :21:53. | :21:58.
football that can win games. The players are capable of doing it you | :21:59. | :22:02.
just have to give them the freedom to do it. With the squad nulbering | :22:03. | :22:08.
15 at the moment, trying to bring new players in his round`thd`clock | :22:09. | :22:13.
work. A balancing act for a man with two children. Dated that thd other | :22:14. | :22:28.
day. My son is a big football fan. He is now a Tranmere fan. Hhs career | :22:29. | :22:35.
has brought him and his famhly back to the north`west to a job where he | :22:36. | :22:37.
is determined to succeed. Rugby League now and | :22:38. | :22:39.
Salford Red Devils have madd another key signing, with former Wigan, | :22:40. | :22:42.
Catalans and Hull KR star Mhchael The Red Devils will be boosted | :22:43. | :22:44.
by that and a convincing victory Rangi Chase scored two tries, | :22:45. | :22:49.
this undoubtedly the pick, and was instrumental throughout | :22:50. | :22:54.
in a 46`18 victory, their fhrst win There has been top schools from | :22:55. | :23:10.
Lincolnshire as they reply to Durham. It was 338 all`out `t | :23:11. | :23:13.
Chester`le`Street. They are struggling a bit. @ny news | :23:14. | :23:40.
