Superintendent Roger Marshall was responding to cross examination | :01:12. | :01:18. | |
on his evidence about how mtch some fans had been drinking. | :01:19. | :01:21. | |
Mr Marshall also admitted that video footage shows him directing fans | :01:22. | :01:23. | |
towards the crush at the turnstiles, instead of away from it. | :01:24. | :01:26. | |

He arrived at court today to be cross`examined again by the QC | :01:34. | :01:48. | |
representing 22 of the families Mister Marshall is in the blue | :01:49. | :01:57. | |
shirt. The QC wanted to talk to him about evidence yesterday, in which | :01:58. | :02:01. | |
he said a substantial minorhty of Liverpool fans had been drinking. | :02:02. | :02:09. | |
Mister Wetherby was pointing out that he was trying to use this to | :02:10. | :02:13. | |
shift blame on to the fans. Mister Marshall said he would not tse the | :02:14. | :02:18. | |
word blame but, "I think sole of the fans..." The jury has already heard | :02:19. | :02:29. | |
that police ordered a gate to be opened to relieve some of that | :02:30. | :02:34. | |
crash. That allowed fans to go down behind the goal and the fat`l crush | :02:35. | :02:40. | |
developed inside the ground. Mister Marshall accepted that at 1 stage he | :02:41. | :02:43. | |
did appear to be directing fans towards the turnstiles, rather than | :02:44. | :02:47. | |
away from them? Earlier in the day, we saw some video footage t`ken at | :02:48. | :02:53. | |
2:35 PM of fans outside the turnstiles. Mister Marshall | :02:54. | :02:56. | |
disagreed with the lawyer about whether the fans were shovelling or | :02:57. | :02:59. | |
pushing towards the turnstiles but did accept the police had lost | :03:00. | :03:06. | |
control. We then saw some footage about later showing him dirdcting | :03:07. | :03:09. | |
funds towards the turnstile. The lawyer for 74 of the familids and | :03:10. | :03:13. | |
said he was directing them hn the wrong direction. Mister Marshall | :03:14. | :03:17. | |
said he accepted this but s`id he was doing his professional based in | :03:18. | :03:21. | |
an almost impossible situathon and denied he was out of his depth. He | :03:22. | :03:26. | |
left court denied having had two Maxfield even the witness box. He | :03:27. | :03:34. | |
will be back tomorrow to face more cross examination, again from | :03:35. | :03:36. | |

officer nowadays you have to get on this phone. Unlike the old days | :07:43. | :07:45. | |
where you would have walked through the main door and gone into the | :07:46. | :07:48. | |
enquiry office, you will find it is closed. It caused some years ago, as | :07:49. | :07:52. | |
did those that many other ptrely stations across Merseyside. There | :07:53. | :07:58. | |
are still police officers working here but they wanted to shut them | :07:59. | :08:02. | |
down and open up smaller, more efficient stations at the hdart of | :08:03. | :08:05. | |
communities. That is at the heart of the proposals put forward today | :08:06. | :08:08. | |
It is a rose tinted memory of a long gone age. | :08:09. | :08:11. | |
These days, it's not possible for most people | :08:12. | :08:14. | |
to simply pop into their local police station | :08:15. | :08:17. | |
and many police officers sthll work in them | :08:18. | :08:21. | |
The Merseyside force says it has around 80 police stations | :08:22. | :08:27. | |
but only a dozen are actually accessible to the public. | :08:28. | :08:31. | |
Of those, only six have a 24/7 front desk | :08:32. | :08:37. | |
So now, the Police Crime Commissioner is | :08:38. | :08:39. | |
proposing a radical rethink of Merseyside's police stathons | :08:40. | :08:43. | |

that are more conveniently located for the public and more accdssible. | :09:06. | :09:10. | |
In future, police stations may not at first glance | :09:11. | :09:13. | |
This is the community library in Saint Helens, | :09:14. | :09:19. | |
yet just across the corridor, over hdre, | :09:20. | :09:21. | |
Now, it is staffed throughout the day | :09:22. | :09:26. | |
and the public know that thdy can get access to the officdrs here. | :09:27. | :09:30. | |
This station is being held tp as an example of what can be achieved. | :09:31. | :09:34. | |
Police officers are based hdre at all times throughout the day | :09:35. | :09:37. | |
but what I want from those officers | :09:38. | :09:40. | |
is that they are out and about on the estate, | :09:41. | :09:43. | |
as opposed to being shut up in the office. | :09:44. | :09:45. | |
On the estate, there are mixed opinions. | :09:46. | :09:48. | |
It is good in one way because it is close by if anything happens | :09:49. | :09:51. | |
But it's bad because you go round and they just tell you to rhng | :09:52. | :09:55. | |
will still have a central police station | :09:56. | :10:04. | |
The Commissioner intends to spend around ?130 million | :10:05. | :10:10. | |
on restructuring police stations over the coming years. | :10:11. | :10:21. | |
I can hear you asking how they are going to spend the money whdn they | :10:22. | :10:28. | |
are sacking police officers to cut budgets. They say that the loney | :10:29. | :10:31. | |
they will save by getting rhd of the money they will save by getting rid | :10:32. | :10:35. | |
of places. What do police officers make of it? What do you think about | :10:36. | :10:40. | |
these proposals? We have lost over 600 officers already from Mdrseyside | :10:41. | :10:45. | |
to two austerity measures. We will lose up to another 400 over the next | :10:46. | :10:50. | |
couple of years. Anything that can save potentially 65 police officer | :10:51. | :10:54. | |
posts has to be good. Es will not be open throughout the day so we will | :10:55. | :11:00. | |

police has changed because of changing technologies. Is that the | :11:32. | :11:35. | |
case or is it because they have shut purely stations? It is the case I | :11:36. | :11:39. | |
was surprised couple of years ago when we examined the footfall coming | :11:40. | :11:42. | |
into places like this and it was remarkably small. With technology, | :11:43. | :11:48. | |
the Internet, there are so lany different ways of contacting the | :11:49. | :11:51. | |
police and I think that is how the public like to it in certain | :11:52. | :11:53. | |
circumstances. That is what they are plannhng. They | :11:54. | :11:57. | |
are putting it out to public consultation and we'll see what | :11:58. | :12:00. | |

remembers. It was quite a bhg upheaval for a lot of peopld and | :23:03. | :23:06. | |
broke down quite a lot of communities involve and I think | :23:07. | :23:09. | |
surely did really well to c`pture the emotions of that time and the | :23:10. | :23:13. | |
people that wear living herd at that time. `` and I think she did really | :23:14. | :23:14. | |
well. Shirley studied photography | :23:15. | :23:15. | |
at the Manchester before shd moved to London and later held exhibitions | :23:16. | :23:17. | |
at the Tate and the Louvre, but it was here in Salford during the 960s | :23:18. | :23:20. | |
and early '70s that she captured This was a time of great social | :23:21. | :23:23. | |
and economic change, In the 20 years from 1955, | :23:24. | :23:27. | |
1.3 million homes were demolished in Britain as substandard housing | :23:28. | :23:32. | |
was replaced and Shirley was there recording stories of these | :23:33. | :23:36. | |
communities in their last d`ys. I can remember some of thesd. Back | :23:37. | :23:52. | |
entries! Cobbles. Kids playhng in the street, yes. Does that bring | :23:53. | :23:59. | |
back some memories? They were the good old days, I tell you, compared | :24:00. | :24:04. | |
with today. It was more of ` community, where you have children | :24:05. | :24:08. | |
around. It is not really th`t much like that now. It has changdd quite | :24:09. | :24:10. | |
