Welcome to North West Tonight with Roger Johnson.

:00:00.:00:00.

A senior police officer tells the Hillsborough inquests some fans

:00:00.:00:09.

bear responsibility for the crush outside the ground.

:00:10.:00:14.

Former Superintendent Roger Marshall said alcohol coloured some

:00:15.:00:17.

Out of control ` drivers taking part in this rally are criticised

:00:18.:00:26.

I will be explaining why Merseyside police wanted to sell off police

:00:27.:00:43.

stations like this to open ` small, new ones based on communitids. The

:00:44.:00:48.

whole of the valley and a church will soon be flooded...

:00:49.:00:50.

Coming back to life ` a rare glimpse of Cumbria's past.

:00:51.:01:01.

A senior police officer has told the new Hillsborough Inquests that

:01:02.:01:04.

some Liverpool fans have a responsibility for

:01:05.:01:06.

the crush which developed ottside the ground before the 1989 disaster

:01:07.:01:11.

Superintendent Roger Marshall was responding to cross examination

:01:12.:01:18.

on his evidence about how mtch some fans had been drinking.

:01:19.:01:21.

Mr Marshall also admitted that video footage shows him directing fans

:01:22.:01:23.

towards the crush at the turnstiles, instead of away from it.

:01:24.:01:26.

Our Merseyside Reporter, Andy Gill, was at the Inquests today

:01:27.:01:28.

Andy, tell us more about whx Mr Marshall said some fans were

:01:29.:01:33.

He arrived at court today to be cross`examined again by the QC

:01:34.:01:48.

representing 22 of the families Mister Marshall is in the blue

:01:49.:01:57.

shirt. The QC wanted to talk to him about evidence yesterday, in which

:01:58.:02:01.

he said a substantial minorhty of Liverpool fans had been drinking.

:02:02.:02:09.

Mister Wetherby was pointing out that he was trying to use this to

:02:10.:02:13.

shift blame on to the fans. Mister Marshall said he would not tse the

:02:14.:02:18.

word blame but, "I think sole of the fans..." The jury has already heard

:02:19.:02:29.

that police ordered a gate to be opened to relieve some of that

:02:30.:02:34.

crash. That allowed fans to go down behind the goal and the fat`l crush

:02:35.:02:40.

developed inside the ground. Mister Marshall accepted that at 1 stage he

:02:41.:02:43.

did appear to be directing fans towards the turnstiles, rather than

:02:44.:02:47.

away from them? Earlier in the day, we saw some video footage t`ken at

:02:48.:02:53.

2:35 PM of fans outside the turnstiles. Mister Marshall

:02:54.:02:56.

disagreed with the lawyer about whether the fans were shovelling or

:02:57.:02:59.

pushing towards the turnstiles but did accept the police had lost

:03:00.:03:06.

control. We then saw some footage about later showing him dirdcting

:03:07.:03:09.

funds towards the turnstile. The lawyer for 74 of the familids and

:03:10.:03:13.

said he was directing them hn the wrong direction. Mister Marshall

:03:14.:03:17.

said he accepted this but s`id he was doing his professional based in

:03:18.:03:21.

an almost impossible situathon and denied he was out of his depth. He

:03:22.:03:26.

left court denied having had two Maxfield even the witness box. He

:03:27.:03:34.

will be back tomorrow to face more cross examination, again from

:03:35.:03:36.

barristers representing the families, but also from lawxers

:03:37.:03:39.

representing the football club among others.

:03:40.:03:40.

Thank you very much. Police say drivers who took part in

:03:41.:03:42.

a car rally near the Trafford Centre More than 1,000 people from around

:03:47.:03:50.

:03:51.:03:55.

high powered cars and high speeds ` all filmed on a Sunday among

:03:56.:04:08.

shoppers near the Trafford Centre. This is one

:04:09.:04:11.

of many videos posted onlind. A car meet up event was proloted

:04:12.:04:24.

in advance on a Facebook page. Organisers say

:04:25.:04:29.

the trouble was caused But police say

:04:30.:04:31.

the organisers didn't notifx them What we have seen on Facebook, which

:04:32.:04:44.

looks like young lads in high`powered vehicles trying to

:04:45.:04:47.

impress the crowds, pushing their cars beyond limits and unable to

:04:48.:04:52.

control them, clearly the potential is that the history and would have

:04:53.:04:55.

been in the wake and we could have had fatal injuries.

:04:56.:04:57.

Around 1,500 people attended the event here on Sunday,

:04:58.:05:00.

and police say they'll be speaking to the retailers who own thd land to

:05:01.:05:03.

He has already removed his late We have got some doubts about whether

:05:04.:05:24.

:05:25.:05:30.

members of the public. An order has been a perception that we dhd not go

:05:31.:05:33.

but that is not right. We dhd go down and prosecuted somebodx at the

:05:34.:05:38.

scene on the day. Managing 0500 people, for a spontaneous event for

:05:39.:05:43.

us, we do not always have the right resources in place to do it.

:05:44.:06:00.

The driver of the black Jaguar has been rdported

:06:01.:06:02.

Officers say the driver of the white Mercedes can expect a visit soon.

:06:03.:06:13.

The Attorney General has agreed to review a six`year sentence given

:06:14.:06:16.

to a drunk driver from Manchester who killed a man when she crashed

:06:17.:06:19.

Tracy Carrington was alreadx banned and had three previous convhctions

:06:20.:06:24.

for drink driving when she caused the death of Adam Uyiekpen.

:06:25.:06:28.

His family have welcomed thd decision to review the sentdnce

:06:29.:06:31.

An Easyjet flight attendant who masterminded

:06:32.:06:39.

a plan to smuggle tobacco through Liverpool John Lennon Airport has

:06:40.:06:41.

43`year`old Dennis Connolly used his staff discount to organhse over

:06:42.:06:45.

130 smuggling trips for himself and five others.

:06:46.:06:50.

The gang hid cigarettes and tobacco, worth ?180,000 in evaded duty

:06:51.:06:54.

When you go to a library thdse days what do you expect to see?

:06:55.:07:04.

On Merseyside it might becole a common sight.

:07:05.:07:10.

The Police and Crime commissioner wants to shut ageing stations

:07:11.:07:13.

and put officers in places like libraries and community centres

:07:14.:07:16.

It could save millions of pounds and dozens of jobs within the force

:07:17.:07:19.

Dave Guest is at Prescot Police Station this evening.

:07:20.:07:31.

As you say, this is Prescott police station, one of the oldest on

:07:32.:07:38.

Merseyside. It was built in 189 . But if you want to speak to a police

:07:39.:07:42.

officer nowadays you have to get on this phone. Unlike the old days

:07:43.:07:45.

where you would have walked through the main door and gone into the

:07:46.:07:48.

enquiry office, you will find it is closed. It caused some years ago, as

:07:49.:07:52.

did those that many other ptrely stations across Merseyside. There

:07:53.:07:58.

are still police officers working here but they wanted to shut them

:07:59.:08:02.

down and open up smaller, more efficient stations at the hdart of

:08:03.:08:05.

communities. That is at the heart of the proposals put forward today

:08:06.:08:08.

It is a rose tinted memory of a long gone age.

:08:09.:08:11.

These days, it's not possible for most people

:08:12.:08:14.

to simply pop into their local police station

:08:15.:08:17.

and many police officers sthll work in them

:08:18.:08:21.

The Merseyside force says it has around 80 police stations

:08:22.:08:27.

but only a dozen are actually accessible to the public.

:08:28.:08:31.

Of those, only six have a 24/7 front desk

:08:32.:08:37.

So now, the Police Crime Commissioner is

:08:38.:08:39.

proposing a radical rethink of Merseyside's police stathons

:08:40.:08:43.

with community police stations

:08:44.:08:48.

that are open to the public on a regular basis.

:08:49.:08:52.

It will vary depending on the location

:08:53.:08:55.

but I anticipate at least half a day a week.

:08:56.:08:59.

We will not have big, ineffhcient buildings that are half occtpied.

:09:00.:09:02.

We will have a larger number of local, community stations

:09:03.:09:05.

that are more conveniently located for the public and more accdssible.

:09:06.:09:10.

In future, police stations may not at first glance

:09:11.:09:13.

This is the community library in Saint Helens,

:09:14.:09:19.

yet just across the corridor, over hdre,

:09:20.:09:21.

Now, it is staffed throughout the day

:09:22.:09:26.

and the public know that thdy can get access to the officdrs here.

:09:27.:09:30.

This station is being held tp as an example of what can be achieved.

:09:31.:09:34.

Police officers are based hdre at all times throughout the day

:09:35.:09:37.

but what I want from those officers

:09:38.:09:40.

is that they are out and about on the estate,

:09:41.:09:43.

as opposed to being shut up in the office.

:09:44.:09:45.

On the estate, there are mixed opinions.

:09:46.:09:48.

It is good in one way because it is close by if anything happens

:09:49.:09:51.

But it's bad because you go round and they just tell you to rhng

:09:52.:09:55.

will still have a central police station

:09:56.:10:04.

The Commissioner intends to spend around ?130 million

:10:05.:10:10.

on restructuring police stations over the coming years.

:10:11.:10:21.

I can hear you asking how they are going to spend the money whdn they

:10:22.:10:28.

are sacking police officers to cut budgets. They say that the loney

:10:29.:10:31.

they will save by getting rhd of the money they will save by getting rid

:10:32.:10:35.

of places. What do police officers make of it? What do you think about

:10:36.:10:40.

these proposals? We have lost over 600 officers already from Mdrseyside

:10:41.:10:45.

to two austerity measures. We will lose up to another 400 over the next

:10:46.:10:50.

couple of years. Anything that can save potentially 65 police officer

:10:51.:10:54.

posts has to be good. Es will not be open throughout the day so we will

:10:55.:11:00.

not be able to go back to jtst going to the counter. No, the gendral

:11:01.:11:05.

inquiry officers will still be emitted, limited hours dash`mac will

:11:06.:11:12.

still be limited hours but the idea is that the big stations will stay

:11:13.:11:15.

open for emergency patrol sdctions but it is the smaller neighbourhood

:11:16.:11:18.

teams in places like this that will move out on locally and at the heart

:11:19.:11:23.

of community and improve thd access that the public have to polhce

:11:24.:11:27.

officers. We are constantly told that the way people access the

:11:28.:11:31.

police has changed because of changing technologies. Is that the

:11:32.:11:35.

case or is it because they have shut purely stations? It is the case I

:11:36.:11:39.

was surprised couple of years ago when we examined the footfall coming

:11:40.:11:42.

into places like this and it was remarkably small. With technology,

:11:43.:11:48.

the Internet, there are so lany different ways of contacting the

:11:49.:11:51.

police and I think that is how the public like to it in certain

:11:52.:11:53.

circumstances. That is what they are plannhng. They

:11:54.:11:57.

are putting it out to public consultation and we'll see what

:11:58.:12:00.

members of the public think. Plenty of you have been responding

:12:01.:12:02.

to this story on our Facebook page. Pauline Kerrigan`Wilson says it s

:12:03.:12:06.

an excellent idea. "I feel that as a society wd need to

:12:07.:12:07.

get back to dealing with each other It seems we are getting mord

:12:08.:12:11.

and more socially isolated." Dave Sykes says every city or

:12:12.:12:14.

town should copy this idea. While Chris Walmsley adds,

:12:15.:12:19.

"Seems a good idea." He recently had to use Google

:12:20.:12:23.

to find a local police stathon. Is someone you know worthy

:12:24.:12:32.

of winning this? We launch our search for thd

:13:51.:13:53.

the stalking continued. Now her parents are campaigning

:13:54.:13:56.

for a stalkers' register, in the same

:13:57.:14:01.

vein as the sex offenders rdgister. Stalking is every bit as serious

:14:02.:14:05.

as sex offences. They do need monitoring

:14:06.:14:11.

and educating, supporting, to change that behaviour

:14:12.:14:16.

and recognise how dangerous it is. It might start off as one occasion

:14:17.:14:22.

but it does not end as one occasion, Jane's parents have already

successfully campaigned and for killers who commit sex

law has been in place since 201 , Stalkers are still being trdated

:14:40.:14:46.

with slap on the wrist sentdnces. Stalking is still seen to bd

as a joke chrome, whereas for a victim it is very far

from that. ``crime. With a petition attracting thousands

:16:43.:16:47.

It is never good just to dr`w and have one point at home

but also we are playing against a very strong team

:16:55.:16:57.

so we must continue fighting for the next 12 points

And we will see what team wd must play for the next round.

Not only has this year's drx weather given us a splendid summer, it has

it's revealed traces of an old village, flooded when the rdservoir

Good evening and welcome to the valley, where thanks to that dry

:19:59.:20:17.

summer we are getting a glilpse into the past. Down in the water, the

:20:18.:20:21.

remains of Mardell village `re slowly being uncovered. It was

:20:22.:20:27.

flooded in the 1930s when the dam was created to create a one gesture

A new dam is being built to store water from Manchester supplx and

There are four buildings th`t are there are not filled buildings being

moved out and they used somd of the buildings for demolition pr`ctice,

and it is suddenly coming b`ck. I do not know how many people who watch

this will have ever seen it but it is like the old film Brigadoon where

the village appears once evdry 00 years. It there is that rom`nticism

used to build the water towdr, that he might be able to see in the

:21:55.:21:58.

the water line. The fact is that once the winter rains return the

remains will return under w`ter again.

:22:03.:22:06.

Thank you very much, Peter. It looks beautiful.

:22:07.:22:09.

It really is, and fascinating what was revealed. We are staying on a

:22:10.:22:13.

similar vein now. These scenes from Salford

:22:14.:22:15.

in the 1960s and '70s are b`rely recognisable compared to

:22:16.:22:18.

the city we know today, but thanks to the work of photographer

:22:19.:22:20.

Shirley Baker these images live on. Shirely Baker was born in S`lford in

:22:21.:22:23.

the 1930s and after an international career that saw her become one of

:22:24.:22:26.

the most iconic photographers in the North, she died last month, leaving

:22:27.:22:29.

an extraordinary body of work with her home city at its very hdart

:22:30.:22:32.

as Beccy Meehan reports. Striking images of a city

:22:33.:22:37.

in a period of immense uphe`val Shirley Baker was born here in 932

:22:38.:22:42.

and died last month after a career that took her all over the world and

:22:43.:22:48.

eventually led her back to Salford. It was a time that everyone

:22:49.:23:02.

remembers. It was quite a bhg upheaval for a lot of peopld and

:23:03.:23:06.

broke down quite a lot of communities involve and I think

:23:07.:23:09.

surely did really well to c`pture the emotions of that time and the

:23:10.:23:13.

people that wear living herd at that time. `` and I think she did really

:23:14.:23:14.

well. Shirley studied photography

:23:15.:23:15.

at the Manchester before shd moved to London and later held exhibitions

:23:16.:23:17.

at the Tate and the Louvre, but it was here in Salford during the 960s

:23:18.:23:20.

and early '70s that she captured This was a time of great social

:23:21.:23:23.

and economic change, In the 20 years from 1955,

:23:24.:23:27.

1.3 million homes were demolished in Britain as substandard housing

:23:28.:23:32.

was replaced and Shirley was there recording stories of these

:23:33.:23:36.

communities in their last d`ys. I can remember some of thesd. Back

:23:37.:23:52.

entries! Cobbles. Kids playhng in the street, yes. Does that bring

:23:53.:23:59.

back some memories? They were the good old days, I tell you, compared

:24:00.:24:04.

with today. It was more of ` community, where you have children

:24:05.:24:08.

around. It is not really th`t much like that now. It has changdd quite

:24:09.:24:10.

a lot. Yes. "I cannot claim," Shirley once said,

:24:11.:24:12.

"that my photographs represdnt anything other than

:24:13.:24:14.

a few wisps teased from somd of the countless threads that form the

:24:15.:24:16.

intricate tapestry of our lhves " Beccy Meehan,

A little girl in her dad 's shoes, love it.

The weather now, with Dianne Oxberry.

:24:40.:24:44.

The weather is going to change but we have had it so good for so long I

:24:45.:24:48.

do not think many people will expected to last much longer. This

:24:49.:24:53.

very week weather front movdd down the region today, bringing some are

:24:54.:24:56.

in for some and it has moved out of our region now. He hanged it, the

:24:57.:25:00.

sky has cleared up and the sun came out. The Isle of Man had a lovely

:25:01.:25:05.

afternoon and most places h`d at least one hour of sunshine. That

:25:06.:25:08.

lack of clout will cause sole problems tonight. The ground is damp

:25:09.:25:13.

in some places and so add some coulis and you could have pockets of

:25:14.:25:17.

mist and fog. The temperatures are significant. `` add some cool air.

:25:18.:25:24.

Last night, we had temperattres of 15 degrees but even for towns and

:25:25.:25:27.

cities tonight, nothing much higher than 9 degrees. This is our 1st

:25:28.:25:32.

chilly night as we move into October. We will have many lore A

:25:33.:25:38.

bit of a chill in the air and a few pockets of mist to get rid of. That

:25:39.:25:41.

is your trend for tomorrow. We will not have too many complaints! Cloud

:25:42.:25:47.

in the morning but once that moves away, brighter skies and thd

:25:48.:25:50.

sunshine will work its magic and warm the day. It will be at its best

:25:51.:25:54.

and strongest up until lunch time but after lunch, more cloud will

:25:55.:25:58.

roll back in, turning the Stnshine week. Towards the end of thd day, in

:25:59.:26:03.

some places, the cloud will block the sun out. It is not a bad day.

:26:04.:26:08.

The breach will pick up agahn `` the breeze will pack up again towards

:26:09.:26:12.

the end of the day and that will happen on Friday also. Tempdratures

:26:13.:26:15.

are not what they have been, but who is? ! A wet and windy end to Freddie

:26:16.:26:21.

and much cooler for the weekend It is coming!

:26:22.:26:25.

Thank you very much, Diane to stop it was beautiful where we s`w Peter.

:26:26.:26:31.

So lovely. No doubt about the job of the day! That reservoir where Peter

:26:32.:26:36.

was for his report. We will leave you with a shot of it. What a

:26:37.:26:40.

beautiful evening in the Lake District. Thank you for watching.
