Welcome to North West Tonight with Annabel Tiffin and Roger Johnson.

Not fit for purpose: A damning report says

:00:00.:00:08.

Cumbria Police's investigation into Poppi Worthington's

:00:09.:00:13.

We have been working very hard since 2014 to this date to try and make

:00:14.:00:25.

sure we are putting things in place to make sure this could never happen

:00:26.:00:26.

again. A new Inquest into the toddler's

:00:27.:00:27.

death will be held in May. From hero to zero: Last

:00:28.:00:30.

month Robert rescued two children from a house fire,

:00:31.:00:33.

now he's told he'll be deported. Raising a glass to Rhys, and

:00:34.:00:39.

the charity beer named after him. From Liverpool to Langebaan: How

:00:40.:00:46.

this Merseyside message in a bottle Poppi Worthington was just 13 months

:00:47.:00:49.

old when she died in 2012. Today the investigation

:00:50.:01:07.

by Cumbria Police has been branded And unstructured and disorganised

:01:08.:01:18.

failure by the police watchdog. IP CC lays at the door of the police

:01:19.:01:35.

hearing from the case. We'll hear from the police constable soon.

:01:36.:01:38.

First, this report from Gill Dummigan.

:01:39.:01:43.

In December 2012, Poppi Worthington collapsed at her home

:01:44.:01:45.

She was taken to the local hospital but pronounced dead

:01:46.:01:48.

there and the police began an investigation.

:01:49.:01:50.

Yet more than four years on no one is any nearer to knowing why

:01:51.:01:53.

The investigators found evidence that then an unstructured

:01:54.:02:01.

investigation that was not fit the Earth. The evidence clues suggested

:02:02.:02:04.

that basic investigative principles were not followed.

:02:05.:02:10.

The IPCC report details a series of errors and omissions

:02:11.:02:13.

The house was not sealed off and potentially vital

:02:14.:02:16.

Poppy's aunt was allowed to throw away what could be

:02:17.:02:23.

A concern that she may have been seriously sexually abused

:02:24.:02:26.

but the IPCC says detectives continued

:02:27.:02:29.

And witness accounts weren't taken until eight months after her death,

:02:30.:02:33.

At that point her father Paul Worthington was questioned

:02:34.:02:37.

He denied it, and both parents were released without charge.

:02:38.:02:43.

An inquest into her death lasted seven minutes and recorded the cause

:02:44.:02:47.

But at the beginning of 2016 a family court judge ruled that

:02:48.:02:57.

Paul Worthington probably did sexually abuse his daughter.

:02:58.:03:00.

Something he has always strongly denied.

:03:01.:03:03.

The Crown Prosecution looked at the case again -

:03:04.:03:06.

but ruled that the police didn't have enough evidence

:03:07.:03:08.

By the time the Trail was picked up, it had gone cold. So probably, there

:03:09.:03:24.

will be never be justice for Poppi Worthington and that is a terrible

:03:25.:03:29.

thing. For that baby girl, and of course the whole community.

:03:30.:03:32.

Two officers were singled out for criticism.

:03:33.:03:33.

Detective Superintendent Forrester retired during the investigation

:03:34.:03:35.

and Detective Inspector Sadler was demoted and then also retired.

:03:36.:03:40.

Today, calls for a change in the rules by the local MP

:03:41.:03:47.

DS Forrester today released a statement

:03:48.:03:49.

saying he was truly sorry that they were not able to establish

:03:50.:03:52.

the cause of Poppy's death and for the mistakes made

:03:53.:03:54.

but that the IPCC didn't live in the real world,

:03:55.:03:59.

The view that this investigation was not fit the purposes by the family,

:04:00.:04:04.

High Court judge and Chief Constable, who has accepted that the

:04:05.:04:13.

force that Poppi down. -- let Poppi down.

:04:14.:04:14.

A new inquest will be held into Poppi's death in May.

:04:15.:04:17.

Jerry Graham took over the post of Cumbria's Chief Constable

:04:18.:04:19.

in 2014 almost two years after Poppi's death.

:04:20.:04:21.

I spoke to him earlier and asked for his response to the IPCC's

:04:22.:04:25.

I am very clear that the initial investigation into Poppi

:04:26.:04:29.

Worthington's death fell well short of what Poppi's family

:04:30.:04:33.

could have expected and should have

:04:34.:04:34.

And I would like to give a heartfelt apology to Poppi's family

:04:35.:04:41.

for the inadequacies in Cumbria Constabulary's initial

:04:42.:04:43.

The IPCC report does mention two senior officers by name.

:04:44.:04:52.

And says they have cases to answer for gross misconduct.

:04:53.:04:54.

Neither did face those charges and both have now

:04:55.:04:58.

retired, presumably on a full police pension.

:04:59.:05:01.

Both officers would have faced gross incompetence under misconduct

:05:02.:05:09.

The most senior officer officer retired from the

:05:10.:05:18.

police force, as was his right under regulation.

:05:19.:05:25.

But should he have been allowed to retire while

:05:26.:05:27.

Well, the government is looking at legislation to change.

:05:28.:05:31.

Because the public will have the review, is that

:05:32.:05:33.

And I have some sympathy with that position, because I think that

:05:34.:05:37.

the family of Poppi Worthington and the public need

:05:38.:05:39.

But under existing regulations, that offer was able to retire.

:05:40.:05:43.

The second officer was a detective inspector, and did face gross

:05:44.:05:46.

incompetence and indeed, got a sanction.

:05:47.:05:48.

These were not bad people who did a bad job,

:05:49.:05:56.

who made serious mistakes in this particular case.

:05:57.:06:07.

Can anyone be really confident that nothing like

:06:08.:06:09.

This incident happened in December 2012.

:06:10.:06:12.

It first came to my notice in the middle

:06:13.:06:14.

hard since 2014, to this day, to make sure

:06:15.:06:18.

place to make sure this would never happen again.

:06:19.:06:21.

I am confident that that is the case.

:06:22.:06:31.

Police investigating the death of a two-year-old boy in Birkenhead

:06:32.:06:33.

have arrested a man and a woman on suspicion of murder.

:06:34.:06:36.

The child was found unresponsive at a house in Woodville Road

:06:37.:06:39.

He was taken to Arrowe Park hospital but pronounced

:06:40.:06:42.

A 28-year-old man and a woman aged 24 are now in custody.

:06:43.:06:47.

Two other children have been taken into care by Wirral Council.

:06:48.:06:57.

More than 90 guns have been handed in during a month-long weapons

:06:58.:07:00.

For the past month, Manx police said they would ask no questions

:07:01.:07:05.

The weapons and ammunition will now be destroyed.

:07:06.:07:11.

Network Rail says trains should be running in and out

:07:12.:07:13.

of Liverpool Lime Street by next Thursday.

:07:14.:07:19.

Two days ago a wall collapsed, sending 200 tonnes of

:07:20.:07:21.

Netting will stop any more getting down onto the rail but a the line

:07:22.:07:32.

will have to close so support can be constructive.

:07:33.:07:35.

A private firm hired to crack down on litter louts has fined more

:07:36.:07:38.

people in Liverpool in a single day than the council managed

:07:39.:07:41.

17 workers wearing body cameras issued 315 fines

:07:42.:07:44.

The Kingdom company keeps half the money raised.

:07:45.:07:47.

The other half goes to the City Council.

:07:48.:07:53.

ago, Robert Chilowa was called a hero after saving children from a

:07:54.:08:09.

house fire. But he is now facing deportation to Zimbabwe despite

:08:10.:08:12.

living in Britain the 16 years. A petition has been launched urging

:08:13.:08:20.

the Home to think again. The crack of the Home Office to think again.

:08:21.:08:23.

I'm standing where there's a border, the second border.

:08:24.:08:25.

The kids were hanging at the top there.

:08:26.:08:27.

That's what I call them decide, please, come, so that's

:08:28.:08:30.

Already struggling to come to terms with what happened that night,

:08:31.:08:39.

Robert Chilowa now finds himself facing deportation.

:08:40.:08:42.

Obviously what you went through was traumatic,

:08:43.:08:44.

I go for these treatments with the psychologists.

:08:45.:08:47.

Two weeks after, just to get a letter to say,

:08:48.:08:50.

What I'm going through right now is support, not somebody to slap me

:08:51.:08:58.

the opposition party against President Mugabe and has

:08:59.:09:10.

concerns about returning to Zimbabwe.

:09:11.:09:11.

But the Home Office is satisfied he can do so safely,

:09:12.:09:14.

An online petition to save Robert from deportation now has more

:09:15.:09:16.

Support has also come from friends at the Manchester charity shop

:09:17.:09:21.

My prayer is that he will be supported and when you look at him

:09:22.:09:29.

going back, where is he going to start from?

:09:30.:09:31.

So it's quite a big thing for the church and the charity

:09:32.:09:34.

as well, when you look at his situation.

:09:35.:09:36.

Obviously he did a brave thing, but could that

:09:37.:09:40.

All I did was to save the kids, not to say I'm going to put

:09:41.:09:47.

For me to be told that, OK, you did what you did, thank you.

:09:48.:09:57.

Robert says he'll continue to fight his deportation.

:09:58.:10:07.

The end is neigh for our Big Brexit Tour.

:10:08.:10:15.

All week we've been in a caravan, inviting people onboard to tell us

:10:16.:10:18.

what they think about leaving the EU what their Brexit

:10:19.:10:20.

Tonight, we're in Manchester, and we're looking ahead

:10:21.:10:23.

With the last in our week of special reports, here's our social affiars

:10:24.:10:27.

All week, we've been all over the region,

:10:28.:10:37.

They told us we couldn't have crooked cucumbers, crooked bananas.

:10:38.:10:42.

For our final stop on our big Brexit tour, we are looking

:10:43.:10:46.

ahead to the future, to what comes next.

:10:47.:10:56.

While most of us are still in bed, the traders at New Smithfield Market

:10:57.:11:00.

As the UK begins haggling over the terms of the EU,

:11:01.:11:13.

we've come here to meet the Masters in the art of deal-making.

:11:14.:11:16.

We source food from all over the world.

:11:17.:11:22.

I could be buying red or green capsicums or tomatoes and I'm

:11:23.:11:25.

restricted I'm comes to did at certain times of the year

:11:26.:11:28.

to buy from Holland and others to buy from Spain.

:11:29.:11:30.

However, I could buy some nice produce from Jordan

:11:31.:11:33.

Now I feel, with the shackles of Brussels off, I can deal

:11:34.:11:41.

with these countries and can source them a lot cheaper as well.

:11:42.:11:44.

And that's how you felt about being in the European Union?

:11:45.:11:47.

Back in the 1970s, the last time there was a vote

:11:48.:11:52.

about being in the EEC, as it was then, Rob campaigned for in.

:11:53.:11:55.

I want a prosperous marketplace and the prosperous country.

:11:56.:12:12.

And I think we've got the potential to be prosperous.

:12:13.:12:14.

But with the value of the pound down, not everyone here sees

:12:15.:12:17.

And now, with the expenses going up, and everything

:12:18.:12:22.

I don't know what's going to happen, is going to come down again?

:12:23.:12:26.

It could be years before it settles down.

:12:27.:12:30.

Back on the road, we are heading across Manchester to Moss Side,

:12:31.:12:33.

Geoff Thompson has been working with young people in the city

:12:34.:12:40.

for more than 20 years, having set up the youth charter.

:12:41.:12:44.

I just think we're stronger being part of something.

:12:45.:12:48.

To say he's not a fan of Brexit is an understatement.

:12:49.:12:51.

I don't think people understood that they weren't

:12:52.:12:53.

They were voting for the future citizens of this country.

:12:54.:12:58.

As a result, the young people in their dreams and aspirations,

:12:59.:13:00.

of jobs, employability, has been completely overlooked.

:13:01.:13:06.

Having invited people into our caravan to share

:13:07.:13:10.

the thoughts throughout the region, Here at St Mary's rimary,

:13:11.:13:25.

I think Britain needed more information about Brexit.

:13:26.:13:28.

We're going to be stronger as a country with independence.

:13:29.:13:30.

Now we don't have, like, trade-wise, we don't

:13:31.:13:32.

I agree with what she said. It's also our country.

:13:33.:13:51.

Next stop out of our journey out of the EU, will be

:13:52.:13:54.

Then we will get an idea what Brexit really means.

:13:55.:14:00.

And how our lives, and the lives of future

:14:01.:14:02.

It has been a really fascinated series to hear everybody's views on

:14:03.:14:10.

our part of the region. Clare's caravan trip's

:14:11.:14:11.

come to an end. But the Brexit debate continues

:14:12.:14:14.

on the Sunday Politics with Nina Warhurst on Sunday

:14:15.:14:16.

at 11am, here on BBC One. And I'm sure it will continue on

:14:17.:14:29.

this programme as well for many years. Still to come. Washed up on

:14:30.:14:36.

the Western Cape. From Liverpool to Langebaan: How

:14:37.:14:41.

this Merseyside message in a bottle And as Tony Bellew prepares

:14:42.:14:44.

for his big fight, I'll be talking to his mate in this Liverpool gym

:14:45.:14:50.

about his chances. You might recognise

:14:51.:14:52.

one or two of them. It was Jamie Gallacher, in case you

:14:53.:15:00.

were wondering. The cracker Jamie character.

:15:01.:15:09.

When Rhys James was diagnosed with terminal lung cancer at just

:15:10.:15:12.

35, he could have retreated from the world.

:15:13.:15:17.

Pubs and a good pint played a major part in Rhys James' life.

:15:18.:15:24.

He worked in them, he found friends through them.

:15:25.:15:26.

And when he was diagnosed with cancer, he found help meeting

:15:27.:15:39.

others who had the disease in the pub where he had been

:15:40.:15:42.

Now his special beer, Rhys' Remedy, is on tap here,

:15:43.:15:46.

raising money for the charity, Shine, who supported him.

:15:47.:15:50.

Rhys wanted to leave behind a legacy, and I think that's great.

:15:51.:15:54.

A pint as a legacy for Rhys is perfect.

:15:55.:16:00.

He was never out of the pub and never not spending time with people.

:16:01.:16:03.

Reese made a bucket list and top of it was getting

:16:04.:16:17.

I promised I'd celebrate, love, honour, respect...

:16:18.:16:28.

I have never known anyone come home so tired

:16:29.:16:39.

and so broken and still have

:16:40.:16:41.

But nine months after tying the knot, Rhys passed away.

:16:42.:16:49.

Rhys worked with the Chop House to develop the beer before he died.

:16:50.:16:53.

His friends are now embarking on a year of phrasing.

:16:54.:16:56.

You lose people that mean a lot to us, and you can get upset.

:16:57.:17:01.

And then you think you can do something about it and it

:17:02.:17:04.

This is a wonderful way to remember Rhys in a totally positive way.

:17:05.:17:08.

Rhys James was a believer in the power of a pint,

:17:09.:17:11.

now every time his beer is drunk, it will continue to help others.

:17:12.:17:16.

And we got it on authority that it's a good point.

:17:17.:17:28.

The war of words is over and we can start looking

:17:29.:17:31.

ahead to that big fight for Liverpool's Tony

:17:32.:17:33.

You've been talking to somebody not making out sporting comeback? Yes,

:17:34.:17:51.

Jamie Carragher knows him very well. The war of words is over. Nothing as

:17:52.:17:55.

bad as we saw earlier in the week but we can look forward to see Tony

:17:56.:18:00.

fighting David Haye at the O2 Arena tomorrow night. David Haye was a

:18:01.:18:09.

stone heavier. But Tony is unflustered and can stab at when it

:18:10.:18:14.

matters. And I found out from my time today that his mates, Jamie

:18:15.:18:24.

Carragher included, are behind him. The way in for are most anticipated

:18:25.:18:38.

fights in years. It's at this gym in Liverpool where he learned his trade

:18:39.:18:44.

from the age of 14. And people know him not as a boxer but as a man.

:18:45.:18:49.

How's he going to be, mentally, how will he be in the lead up to the

:18:50.:18:57.

biggest fight in his career call? In the press conference, he didn't look

:18:58.:19:01.

rattled. And he's got into David Haye's head. I'd like to help. You

:19:02.:19:10.

hope and pray that it will go his way. I've known Tony since he was a

:19:11.:19:18.

young lad. His father is an old friend of mine. He's a good fighter.

:19:19.:19:23.

Our member him coming in as a kid, I said in previous interviews, he's

:19:24.:19:31.

never lost that this occasion. -- dedication. Fantastic fella. Always

:19:32.:19:40.

great for the club and he represents as well. We've all got very big

:19:41.:19:45.

confidence on him. He knows what he's doing. In recent fights, Tony

:19:46.:19:50.

Bellew has shown waves they call him bomber. But with David Haye the

:19:51.:19:56.

bookies' favourite. He'll need all his firepower tomorrow night. What

:19:57.:20:00.

you can be sure of, he doesn't lack support.

:20:01.:20:08.

Manchester United manager Jose Mourinho says he wants

:20:09.:20:10.

Wayne Rooney to stay at Old Trafford, despite Everton

:20:11.:20:12.

this week declaring their interest in the England captain.

:20:13.:20:14.

United host Bournemouth in tomorrow's early kick off

:20:15.:20:16.

while Liverpool are at home to Arsenal in the late game hoping

:20:17.:20:19.

to arrest their recent poor run of one League win in seven.

:20:20.:20:22.

Because we were involved in the games, so that's

:20:23.:20:28.

So it's not too important to compare the start of the season with this

:20:29.:20:33.

Football referees have become so fed up with the treatment they're

:20:34.:20:41.

subjected to in the grassroots game that they will strike this weekend

:20:42.:20:44.

in an effort to give such abuse the red card.

:20:45.:20:47.

Amateur games across the country will be affected by the action

:20:48.:20:51.

prompted by 18-year-old ref Ryan Hampson.

:20:52.:20:58.

He set up a Facebook campaign calling on officials

:20:59.:21:00.

to boycott games in protest at the treatment they receive.

:21:01.:21:02.

Thanks for joining us. Tell us about the abuse you have had and other

:21:03.:21:19.

people but prompted you to take action? In my referee career so far,

:21:20.:21:24.

I've been head-butted, punched and spat out. Wow. So you thought you

:21:25.:21:32.

just had to do something? It had happened a few times and then enough

:21:33.:21:39.

was enough for me. I went on Facebook pages asking how referees

:21:40.:21:41.

feel about a strike possibly happening. And referees weren't

:21:42.:21:47.

sure, and I thought, as always been a strong person, if I've got

:21:48.:21:51.

something in my mind, go for it, and I went for it. It's a big step to

:21:52.:21:56.

you. We will now see a video from the FAA, part of their respect

:21:57.:22:01.

campaign. Clearly you feel the message isn't getting through. The

:22:02.:22:05.

authorities doing enough? In my opinion, no. Manchester FA have

:22:06.:22:10.

brought in some good policies into the game and we appreciate that,

:22:11.:22:16.

myself and the organisation supporting me through the campaign.

:22:17.:22:20.

However, we've had meetings with the FA in London on the 31st of January

:22:21.:22:25.

and it wasn't productive in my opinion. However, we have a

:22:26.:22:29.

follow-up meeting on 10th of March and they're coming to Manchester

:22:30.:22:33.

this time, which is good because it took me ages to get up there.

:22:34.:22:39.

Hopefully that will be more productive and they'll be better

:22:40.:22:42.

dialogue, hopefully we'll get some real change and we believe in

:22:43.:22:46.

changing flux, the grassroots football. What are you hoping to

:22:47.:22:53.

achieve this weekend? From this weekend, teams, players, managers

:22:54.:22:57.

and coaches of all clubs, realising that something needs changing.

:22:58.:23:01.

Forgetting about the FA for a minute, they, or clubs need to take

:23:02.:23:06.

accountability because without us, you don't have a game. Without a

:23:07.:23:10.

referee, you can't play a match. You can have a official but we the only

:23:11.:23:18.

unbiased person on that pitch. Absolutely. Funny that you have the

:23:19.:23:22.

same problems in rugby league and union. How do you feel about these

:23:23.:23:32.

adults that treated you like that? I can't really say because we're

:23:33.:23:35.

on-air. Do you know what, we've got to deal with it haven't we? But

:23:36.:23:40.

enough is enough and it's time to change. Did you thanks for joining

:23:41.:23:49.

us. -- good for you. We will finish with Super League, we'll keep you

:23:50.:23:58.

up-to-date with St Helens versus Wakefield and Leeds versus Saints

:23:59.:24:02.

when they make the short trip to Wigan. That'll be tasty. Thanks.

:24:03.:24:05.

Enjoy your weekend. When Tommy Atkinson died, his

:24:06.:24:18.

granddaughter came up with an unusual way of celebrating his

:24:19.:24:22.

memory. She put a message in a bottle. And it's been on quite a

:24:23.:24:25.

journey. He served there in

:24:26.:24:25.

the army in the 1940s. Sadly before he died he became ill

:24:26.:24:30.

and never had the chance to return. His granddaughter Jannine decided

:24:31.:24:33.

she wanted to take him hoping it might make

:24:34.:24:36.

the mammoth journey. It was something he had mentioned. I

:24:37.:24:56.

wanted his memory to live on and it was a bit of a spontaneous thing to

:24:57.:24:59.

do and hope it got somewhere close to it, even if it never got to

:25:00.:25:01.

Singapore. in South Africa by Marriette

:25:02.:25:11.

and Alwyn Carstens. Never thought she could help she's

:25:12.:25:20.

proven me wrong. The bottle has been

:25:21.:25:25.

thrown back into the sea. Jannine hopes it'll one day reach

:25:26.:25:28.

the place her Grandad loved so much. What an amazing story. All those

:25:29.:25:32.

thousands of miles away. We've got the weekend coming up, we

:25:33.:25:41.

are hoping for some good weather. It's been cold this week.

:25:42.:25:44.

It gets a a bit milder. A glimpse of sunshine through the day but the

:25:45.:25:53.

cloud will build. This is a pattern through the weekend. Is gives us a

:25:54.:25:58.

wet start, it will get brighter and mild but Sunday, you're back with

:25:59.:26:02.

cloud and rain. It's all about these weather fronts, this area of low

:26:03.:26:06.

pressure. They keep on coming from time to time. Next week, there's

:26:07.:26:10.

nothing really to consistent in what we will see. Today, the line of rain

:26:11.:26:15.

turned up earlier than anticipated, on off all the way through many

:26:16.:26:19.

places and really unpleasant. It's light and patchy for the most part,

:26:20.:26:22.

through the night, you might get advice poll now and then than it

:26:23.:26:26.

will take back off again. Is it with us on and off all the way through.

:26:27.:26:30.

The cloud is low on the hills, so dampened drizzly, low visibility, as

:26:31.:26:36.

we head towards doom, the dawn, another all the way through. Tebbutt

:26:37.:26:41.

is widely too low to light, five and six for the most part, the more

:26:42.:26:46.

southern part should see the back of it by seven or 8am. Across Greater

:26:47.:26:52.

Manchester, the right, the brightest eyes will come through. And it won't

:26:53.:26:56.

take long to clear, the sun will come out. Saturday is the better

:26:57.:27:00.

day. The breeze will be well Tivoli light, the sun should be there but

:27:01.:27:07.

the number is on the chart are quite good. We are talking about nine to

:27:08.:27:13.

11. More showers on Saturday night through to Sunday and Sunday will be

:27:14.:27:18.

dry, the cloud is always there. It doesn't take too long before the

:27:19.:27:21.

rain turns up. So Saturday is the day. So Clare will be all right in

:27:22.:27:31.

her caravan? And Tony Bellew is an outsider? That'll be interesting to

:27:32.:27:35.

see. Have a lovely weekend whatever you're doing. Thanks for watching.

:27:36.:27:38.

Goodbye.
