Friends of the Earth is standing by claims it made | :00:11. | :00:13.
in an anti-fracking leaflet - even though the Advertising | :00:14. | :00:15.
Standards Authority said there was no evidence | :00:16. | :00:17.
Energy firm Cuadrilla complained after the document said fracking | :00:18. | :00:22.
could damage people's health - contaminate water supplies - | :00:23. | :00:24.
Here's our Environment Correspondent Judy Hobson. | :00:25. | :00:30.
Strong messages, and a strong reaction. | :00:31. | :00:33.
This leaflet was produced by Friends of the Earth and distributed | :00:34. | :00:36.
It claimed fracking chemicals can cause cancer and other health | :00:37. | :00:41.
It also claimed they could pollute drinking water and that fracking | :00:42. | :00:46.
would cause property prices to plummet. | :00:47. | :00:51.
As did this local resident, a former geologist. | :00:52. | :00:57.
They said the claims could not be substantiated. | :00:58. | :00:59.
It was so blatantly obvious to us that they were exaggerating | :01:00. | :01:02.
and in fact scaremongering among people in Lancashire. | :01:03. | :01:10.
And also wider in the attempt to get fundraising for this. | :01:11. | :01:15.
The Advertising Standards authority investigated and asked Friends | :01:16. | :01:20.
In a statement it said, "We have told Friends | :01:21. | :01:25.
"of the Earth Trust Ltd not to make claims about the likely effects | :01:26. | :01:28.
"of fracking on the health of local populations, | :01:29. | :01:30.
"drinking water, or property prices in the absence | :01:31. | :01:32.
Other anti fracking campaigners said they wouldn't be deterred. | :01:33. | :01:40.
I am absolutely confident that Friends of the Earth | :01:41. | :01:42.
will continue their campaign, just as we will. | :01:43. | :01:46.
Just as the grassroots groups will carry on their campaign. | :01:47. | :01:50.
Three years ago, it was Cuadrilla that was forced by the ASA | :01:51. | :01:54.
to withdraw a leaflet for over stating it used proven | :01:55. | :01:56.
Over the next few days, Cuadrilla are due to prepare this | :01:57. | :02:05.
site to test fracking here later in the year. | :02:06. | :02:13.
The ASA ruling might not change minds, but Cuadrilla says it hopes | :02:14. | :02:16.
the outcome would stop campaigners using misleading material. | :02:17. | :02:25.
Earlier, I spoke to Rose Dickinson from Friends of the Earth. | :02:26. | :02:28.
I asked her - as the ASA says the claims were not | :02:29. | :02:31.
supported by facts - if they made them up? | :02:32. | :02:38.
It is important to be clear the ASA have not ruled against us, they have | :02:39. | :02:45.
dropped the case against Friends of the Earth and Friends of the Earth | :02:46. | :02:49.
stands by everything we said about fracking and the evidence is | :02:50. | :02:52.
mounting against fracking all the time showing it poses risks to | :02:53. | :02:56.
people and the environment and the climate. They said there was no | :02:57. | :03:03.
evidence to back up those claims he made. In our formal agreement with | :03:04. | :03:09.
the ASA they dropped the case against us, everything we said in | :03:10. | :03:14.
the leaflet and we say about fracking is backed up, we sent 100 | :03:15. | :03:19.
references to back up to be sent in the leaflet. You sent to the ASA so | :03:20. | :03:25.
why did not believe you if you send compelling evidence? They have not | :03:26. | :03:29.
come back to us on the points we raised, they say the leaflet will | :03:30. | :03:36.
not be circulated. This is the destruction, Cuadrilla have | :03:37. | :03:38.
complained against Friends of the Earth when the fact remains that | :03:39. | :03:42.
people in Lancashire do not want fracking and that is what we should | :03:43. | :03:47.
talk about. The leaflet had a picture of brass smear on the front, | :03:48. | :03:52.
there are no plans for fracking there and this was sensationalising | :03:53. | :03:56.
things. That picture was illustration of the beautiful | :03:57. | :03:59.
English countryside that Cuadrilla and others would like to frack in. | :04:00. | :04:05.
There are plans to do fracking in Sherwood Forest and other places in | :04:06. | :04:10.
the north-west. And the point remains that fracking poses risks to | :04:11. | :04:13.
people and it should not go ahead in the North West or anywhere. | :04:14. | :04:17.
Four men have appeared in court over the deaths of two | :04:18. | :04:20.
young girls from Oldham - who were hit by a car | :04:21. | :04:22.
12-year-old Helina Kotlarova and her cousin Zaneta Krokova - | :04:23. | :04:26.
who was 11 - were struck on Ashton Road on New Years Eve. | :04:27. | :04:29.
These developments come four days after the crash which has claimed | :04:30. | :04:41.
the lives of two cousins - Greater Manchester police | :04:42. | :04:45.
had made a number of arrests over that period - | :04:46. | :04:52.
of Oldham, appeared in court charged with two counts of causing death | :04:53. | :04:58.
by dangerous driving, conspiracy to pervert the course | :04:59. | :05:00.
of justice, driving without a licence, failing to stop | :05:01. | :05:04.
after a collision and failing to report the collision. | :05:05. | :05:10.
Three other men were also charged with conspiracy to pervert | :05:11. | :05:12.
the course of justice - all the men spoke through | :05:13. | :05:18.
a Hungarian interpreter to only confirm their identities | :05:19. | :05:21.
of tributes laid at the scene in support | :05:22. | :05:30.
Understandbly this remains a difficult time for both families - | :05:31. | :05:44.
the cousins were part of a larger group of who had already crossed | :05:45. | :05:47.
that road in Ashton when this incident took place - | :05:48. | :05:49.
Helina's father and uncle told me tonight that they are not only | :05:50. | :05:52.
surprised but overwhlmed by the support - both | :05:53. | :05:56.
financial and emotiional - that they've received from the local | :05:57. | :05:58.
community - and want to publicly thank everyone for that - | :05:59. | :06:01.
they like most of us await the outcome of legal proceedings | :06:02. | :06:04.
Police have made fresh appeals for information - | :06:05. | :06:18.
after the rape of a 12-year-old girl in Greater Manchester in November. | :06:19. | :06:21.
The attack happened in Levenshulme as the girl was walking | :06:22. | :06:23.
along Chapel Street - near to the Horseshoe Pub. | :06:24. | :06:25.
A man - described as being six foot tall and wearing dark clothing - | :06:26. | :06:29.
It's the third rape in the area - but Greater Manchester Police say | :06:30. | :06:33.
there is nothing that definitively links them. | :06:34. | :06:35.
Tributes have been held to mark the 50th anniversary of the death | :06:36. | :06:38.
of former British land and water speed record holder Donald Campbell. | :06:39. | :06:41.
His daughter Gina was among those who gathered on Coniston Water | :06:42. | :06:44.
in Cumbria to lay flowers at the site of his fatal crash, | :06:45. | :06:47.
which took place half a century ago today. | :06:48. | :06:51.
Everton Football Club says plans to build a new stadium - | :06:52. | :06:53.
most likely at Bramley Moore Dock - could be confirmed in | :06:54. | :06:56.
Liverpool's Mayor Joe Anderson told the club's general meeting tonight | :06:57. | :07:01.
that the council was helping with the planning - | :07:02. | :07:03.
and that 20-million pounds has been allocated to build a road | :07:04. | :07:06.
Less than four years ago, East Lancashire Hospitals Trust | :07:07. | :07:09.
was put in "special measures" following an official review into | :07:10. | :07:11.
Now in a big turnaround, health watchdog the Care Quality Commission | :07:12. | :07:16.
have rated the trust - which runs the Royal Blackburn | :07:17. | :07:18.
and Burnley General Hospitals - as "good" overall, welcoming | :07:19. | :07:21.
In 2013, hospitals in East Lancashire were in a critical | :07:22. | :07:27.
condition and placed into special measures - death rates high | :07:28. | :07:29.
East Lancashire NHS Trust, were the panel issued highlights | :07:30. | :07:36.
of poor governance and inadequate staffing levels and high mortality | :07:37. | :07:39.
levels, patients and their families complained of a lack of compassion. | :07:40. | :07:44.
It's been a difficult few years, but the latest | :07:45. | :07:47.
Care Quality Commission report has rated the trust as good overall. | :07:48. | :07:51.
We have put more doctors and nurses on wards and we happily looked | :07:52. | :07:54.
at everything that we do and it is good for staff | :07:55. | :07:58.
when they come in every day and work as possible as they can | :07:59. | :08:01.
The inspections at the Blackburn and Burnley Hospitals in September | :08:02. | :08:06.
were follow ups to wider checks in 2015, and found the trust had | :08:07. | :08:09.
a clear vision with staff dedicated to achieving the best | :08:10. | :08:12.
I think it is just all that has been introduced over the last two years. | :08:13. | :08:20.
I think that has helped, communication from the top | :08:21. | :08:23.
And that has been massive for morale, I think. | :08:24. | :08:28.
Pat Dixon has been in hospital over the New Year. | :08:29. | :08:30.
She says she has been impressed with her care. | :08:31. | :08:32.
However, the CQC found there was still a reliance | :08:33. | :08:41.
on costly agency staff, with some wards falling | :08:42. | :08:43.
below the 80% fill rates for registered nurses. | :08:44. | :08:47.
They found the emergency department continued to find the four hour | :08:48. | :08:50.
wait target challenging, with over 1500 ambulance handovers | :08:51. | :08:52.
There was a time a good few years ago where people were pretty unhappy | :08:53. | :09:01.
about what was going on in their local hospitals. | :09:02. | :09:04.
Most people are pleased with the treatment that they get. | :09:05. | :09:07.
If there are complaints, it is about minor things such | :09:08. | :09:10.
as car parking and so on, which loom large in some people's | :09:11. | :09:14.
but the actual medical care is now very good indeed, I think. | :09:15. | :09:17.
There are still improvements to be made, but after turbulent times, | :09:18. | :09:25.
this Trust is showing signs of recovery. | :09:26. | :09:40.
It is going to be cold tonight. Lows of minus four degrees in parts of | :09:41. | :09:49.
Cheshire as we speak so very very cold tomorrow. It should be bright, | :09:50. | :09:53.
plenty of sunshine expected so we have temperatures as low as -4 in | :09:54. | :09:56.
Cheshire and Temperatures creeping up a notch or | :09:57. | :11:02.
two and turning milder into the weekend. | :11:03. | :11:08.
A guarantee on your journey to work tomorrow, if you are nipping out to | :11:09. | :11:16.
the shop for a paper, somebody will talk about how cold it is. Looking | :11:17. | :11:21.
at today, the weather front pushing Southwest, mild air stay in | :11:22. | :11:24.
south-west, but behind it is colder air from the Arctic. Behind it, | :11:25. | :11:29.
windy conditions. Bleak across northern Scotland, a cold day with | :11:30. | :11:33.
temperatures struggling to get above two. If you think that's cold, look | :11:34. | :11:37.
at what's happening outside as we speak. Temperatures falling below | :11:38. | :11:41.
freezing quite widely across the country and towards dawn they could | :11:42. | :11:49.
be as low as -8 in rural parts of Oxfordshire. I guarantee you will be | :11:50. | :11:51.
scraping the ice of the car windscreens first thing in the | :11:52. | :11:55.
morning. Some cloud running down the North Sea coast and some cloud | :11:56. | :11:59.
across Lincolnshire and East Anglia. A few showers here, but further | :12:00. | :12:04.
inland the temperatures fall away. Towns and city centres also | :12:05. | :12:05. |
