The families of the 96 Liverpool football fans who died | :00:15. | :00:17.
in the Hillsborough disaster have welcomed today's decision to refer | :00:18. | :00:19.
23 individuals and organisations for possible prosecution. | :00:20. | :00:22.
The cases - which have been sent to the Crown Prosecution Service - | :00:23. | :00:25.
follow two investigations into the 1989 FA Cup semifinal. | :00:26. | :00:30.
15 of the alleged offences relate to the disaster itself, | :00:31. | :00:33.
eight to the cover-up which followed. | :00:34. | :00:35.
Together, they are the biggest probe into allegations of police | :00:36. | :00:38.
They follow the conclusions from last year's new inquest, | :00:39. | :00:43.
which found the fans were unlawfully killed and were not to blame. | :00:44. | :00:48.
I asked Elkan Abrahamson - a solicitor for some | :00:49. | :00:50.
of their families - for his clients' reaction | :00:51. | :00:53.
To an extent, there's some relief that at least | :00:54. | :01:00.
something's now happening, that the files are going to the CPS, | :01:01. | :01:02.
but also a great deal of disappointment at the low number | :01:03. | :01:05.
of files that the IPCC in particular are sending, eight, | :01:06. | :01:08.
in connection with what we've come to term the cover-up. | :01:09. | :01:14.
It seems an astonishingly low number, especially given the IPCC | :01:15. | :01:17.
concede there are over 250 altered statements. | :01:18. | :01:22.
As the Hillsborough families know better than anyone, | :01:23. | :01:25.
this story has taken an awful long time to unfold. | :01:26. | :01:28.
It took them a long time to get the truth at the inquest last year. | :01:29. | :01:33.
How concerned are they that the process still could be | :01:34. | :01:36.
protracted by lawyers acting on behalf of those | :01:37. | :01:39.
Concerned, but also acknowledging that the reality of the situation, | :01:40. | :01:46.
that we know this is going to be a long process, and a slow process. | :01:47. | :01:56.
But what the families want to see is justice, | :01:57. | :01:58.
and that includes due justice for any people who may | :01:59. | :02:00.
I appreciate you haven't probably seen these files, | :02:01. | :02:03.
but from your understanding, what level of evidence | :02:04. | :02:05.
is there in these cases that have been passed on? | :02:06. | :02:08.
There's clearly a wealth of paperwork. | :02:09. | :02:11.
We're hearing of hundreds of thousands of papers, | :02:12. | :02:15.
from millions of pages that we looked at originally. | :02:16. | :02:17.
There must be a lot of evidence available. | :02:18. | :02:21.
I've no idea how much of that is being considered pertinent. | :02:22. | :02:25.
We have, ourselves, put in submissions to the IPCC | :02:26. | :02:29.
and Operation Resolve to try and draw their attention | :02:30. | :02:32.
to what we consider to be the evidence that we know | :02:33. | :02:35.
But, again, we have no idea how much attention's being paid to that, | :02:36. | :02:40.
or how much of that is being fed through to the CPS. | :02:41. | :02:43.
And having heard the supporters, their loved ones, exonerated last | :02:44. | :02:46.
April at the end of the inquests, is the appetite of the families | :02:47. | :02:51.
as strong as ever to see this through now to the next stage? | :02:52. | :02:56.
We're moving from justice to accountability. | :02:57. | :03:02.
The families have always said that, and always pushed for that. | :03:03. | :03:05.
And also for changes in the law, to ensure at this sort of thing | :03:06. | :03:08.
And there is still an appetite for that, even though it's | :03:09. | :03:13.
Five people have been charged in connection with allegations | :03:14. | :03:24.
of physical abuse at a boarding school in Cumbria. | :03:25. | :03:26.
It follows a lengthy investigation into Underley Hall | :03:27. | :03:30.
in Kirkby Lonsdale, which closed some years ago. | :03:31. | :03:32.
Stuart Flinders has been following developments and joins me now. | :03:33. | :03:40.
What are police saying about the men who have been charged? | :03:41. | :03:46.
The five men are from Lancashire, Cumbria and Yorkshire. They have all | :03:47. | :03:50.
been charged with causing actual bodily harm. One of them, Errol | :03:51. | :03:57.
Mayer is also facing ten charges of child cruelty. He is 72 years old, | :03:58. | :04:02.
in fact, three of these men are in their 70s, the youngest is 57. This | :04:03. | :04:08.
investigation has been focusing on alleged events dating back to the | :04:09. | :04:12.
Investigation has been going on for Investigation has been going on for | :04:13. | :04:15.
some time? It has. It is called Operation | :04:16. | :04:24.
Tweed, and started in 2014. The focus of the investigation is a | :04:25. | :04:28.
school called Underley Hall. The police explained last year that the | :04:29. | :04:33.
recently investigation was taking so long to bring to conclusion is that | :04:34. | :04:38.
it was complex and involved people across the country and abroad. The | :04:39. | :04:42.
school itself closed in 2012, the men had been bailed to appear at | :04:43. | :04:46.
South Cumbria Magistrates' Court in February. | :04:47. | :04:47.
The body of a soldier from Greater Manchester - | :04:48. | :04:49.
who died on duty in Iraq - has been returned to the UK. | :04:50. | :04:53.
Lance Corporal Scott Hetherington from Middleton served | :04:54. | :04:55.
with 2nd Battalion - the Duke of Lancaster's Regiment. | :04:56. | :04:58.
He died as a result of a shooting accident. | :04:59. | :05:01.
Four of the five candidates to become Metro Mayor | :05:02. | :05:03.
of Greater Manchester have rejected controversial plans | :05:04. | :05:05.
to build thousands of new houses on green belt land. | :05:06. | :05:08.
Both the Liberal Democrats and Ukip says they would scrap | :05:09. | :05:12.
the proposals completely, but councils insist the homes | :05:13. | :05:14.
More protest marches against the plans will take | :05:15. | :05:19.
I think it needs a complete fresh start, frankly. | :05:20. | :05:24.
More important issues need to be taken into account, | :05:25. | :05:29.
I mean, the consultation process seems to be with developers rather | :05:30. | :05:34.
than what is actually needed within the communities. | :05:35. | :05:39.
New year and a new start - that was the intention | :05:40. | :05:42.
of Jeremy Corbyn and his team as they planned a people-friendly | :05:43. | :05:44.
But new starts don't always go to plan. | :05:45. | :05:50.
On Tuesday, he was criticised for delivering a mixed message | :05:51. | :05:53.
on immigration and for suggesting a salary cap. | :05:54. | :05:56.
Our political editor Nina Warhurst spoke to him, | :05:57. | :05:59.
and asked him why he thinks he's fairing so badly in the polls. | :06:00. | :06:04.
We've got to get our message out there, we've got to campaign, | :06:05. | :06:07.
The issues of inequality in Britain, the issues | :06:08. | :06:10.
of the National Health Service, of opportunities for young people | :06:11. | :06:12.
We're campaigning very hard to get our message | :06:13. | :06:17.
across about the kind of country we could be. | :06:18. | :06:19.
Our viewers who got in touch, I'll give you a couple of examples - | :06:20. | :06:23.
Eilidh, from Tameside, said, I agree with Jeremy on lots of things, | :06:24. | :06:25.
but he's out of touch with northern Labour voters | :06:26. | :06:28.
What I want to do is end the undercutting | :06:29. | :06:37.
of existing pay and conditions, the explotation of people in awful | :06:38. | :06:41.
But the northwest of England told you in the Brexit vote, | :06:42. | :06:45.
You're assuming that all those who voted Brexit voted on one issue. | :06:46. | :06:52.
There are many issues people voted on. | :06:53. | :06:54.
We need to have an economic relationship with Europe | :06:55. | :06:58.
in the future, that's what Labour's committed to. | :06:59. | :07:01.
That's why we're working with colleagues across Europe. | :07:02. | :07:04.
Paul Nuttall, who is the new leader of Ukip, he's a plain-speaking | :07:05. | :07:07.
northerner, and his message is clear on immigration - | :07:08. | :07:10.
Why shouldn't those voters in the North West turn to Ukip? | :07:11. | :07:15.
I think what we have to do is ensure that there is no more undercutting | :07:16. | :07:21.
No more people being brought in by agencies... | :07:22. | :07:26.
That will sound to our viewers like you're more worried | :07:27. | :07:31.
about the rights of immigrants than you are about their concerns, | :07:32. | :07:33.
about the impact of immigration on their communities. | :07:34. | :07:35.
It would have a big effect, because it would mean people that | :07:36. | :07:42.
have got agreed working conditions in this country wouldn't then be | :07:43. | :07:45.
We know you're not a supporter of it, it's already begun | :07:46. | :07:50.
If you were Prime Minister tomorrow, would you say, sorry, | :07:51. | :07:53.
Cuadrilla, put the brakes on, we need you to leave. | :07:54. | :07:56.
We have announced at party conference that we want to put | :07:57. | :07:58.
We're very concerned about the effects on the environment of it | :07:59. | :08:02.
and of the pollution of ground water supplies because of it. | :08:03. | :08:05.
You don't like fracking, you don't like Trident, | :08:06. | :08:07.
you don't like large pharmaceuticals - they're three | :08:08. | :08:10.
areas that generate enormous wealth in the North West. | :08:11. | :08:12.
What jobs would you give those families? | :08:13. | :08:16.
Well, I'm not against pharmaceutical industries, | :08:17. | :08:19.
what I'm against is some of the pricing systems operated | :08:20. | :08:22.
by big pharma companies, which isn't the same thing at all. | :08:23. | :08:26.
What we want to do is develop a diverse energy-generation | :08:27. | :08:30.
system in this country, there are many jobs to be created | :08:31. | :08:37.
through renewable energy products and energy development. | :08:38. | :08:38.
And we want to see a diverse energy production. | :08:39. | :08:42.
We want to see an NHS which is properly funded | :08:43. | :08:45.
We want a pharmaceutical industry that works | :08:46. | :08:48.
Football - Everton have completed the ?22 million signing | :08:49. | :08:55.
of midfielder Morgan Schneiderlin from Manchester United. | :08:56. | :08:59.
Elsewhere John Sheridan has become the Oldham Manager | :09:00. | :09:01.
for a third time after they sacked Steve Robinson. | :09:02. | :09:04.
There's been some snow across the region tonight. | :09:05. | :09:10.
Earlier, it settled on higher ground, making travelling | :09:11. | :09:12.
The routes over the Pennines from Cheshire to Derbyshire | :09:13. | :09:15.
While we've been on air, Lindsey has been in touch on Twitter saying | :09:16. | :09:31.
Blackburn has seen snow. And I been tweeted to say they have | :09:32. | :09:37.
seen snow in Lancashire. The routes from Cheshire into Derbyshire could | :09:38. | :09:40.
be badly affected. They certainly were this morning, and again | :09:41. | :09:44.
tomorrow morning, this line of whether will work its way through as | :09:45. | :09:49.
people are getting up. The rush hour could be badly affected. This is the | :09:50. | :09:53.
track, the showers will keep coming throughout the night. The Weather | :09:54. | :09:58.
Watchers have managed to catch the snow falling, this is straight from. | :09:59. | :10:02.
A light covering, this will be the case for many people. The showers | :10:03. | :10:07.
will not switch off at midnight, they come from many places. A | :10:08. | :10:13.
significant problem will be ice on Arnesen treated circumstance -- | :10:14. | :10:18.
untreated surfaces in the morning. That could happen just about | :10:19. | :10:25.
anywhere. We seek showers coming through, Cheshire into Derbyshire, | :10:26. | :10:28.
that road could be badly affected tomorrow morning. An inky relation | :10:29. | :10:34.
of a couple of centimetres there. Most places are around zero in | :10:35. | :10:39.
temperature tomorrow, rural areas around minus three. Because the wind | :10:40. | :10:46.
changes direction tomorrow, it has to get over at the Scottish hills to | :10:47. | :10:51.
get a us. In it a success in doing that, they'll will take most of the | :10:52. | :10:56.
snow showers out. It will be bitterly cold tomorrow, particularly | :10:57. | :10:58.
in the morning, top temperature around four. I leave you with the | :10:59. | :11:01.
outlook for the note. If that's not your sort of | :11:02. | :11:03.
thing, Sunday will be cloudier and milder. | :11:04. | :11:08.
Good evening. It was such a mild December, wasn't it, but winter has | :11:09. | :11:16.
arrived. Tomorrow morning, again, could be prising the wipers off the | :11:17. | :11:21.
frozen windscreen. Yes, it's going to be cold tonight, whether it is | :11:22. | :11:24.
liquid,/ | :11:25. | :11:25. |
