are out of the way, will the EU start pursuing a common defence | :00:00. | 3:59:59
policy? Join me on BBC Two. Police investigating the death | :00:00. | :00:13.
of a four-year-old girl in an alleged hit-and-run | :00:14. | :00:16.
on Merseyside say a man they were looking | :00:17. | :00:19.
for is now in custody. Violet Grace Youens died in hospital | :00:20. | :00:22.
after she and her grandmother were hit by a stolen | :00:23. | :00:25.
car last Friday. Merseyside Police haven't officially | :00:26. | :00:28.
name to the 23-year-old man they've arrested, but it is | :00:29. | :00:35.
Aidan McAteer from Prescott, a man police said they wanted | :00:36. | :00:39.
to speak to about the incident He's been arrested on suspicion of | :00:40. | :00:43.
causing death by dangerous driving and on suspicion of causing serious | :00:44. | :00:49.
injury by dangerous driving. Four-year-old Violet Grace Youens | :00:50. | :00:55.
was killed in the incident and her grandmother, Angela French | :00:56. | :00:59.
was seriously injured. The arrest follows | :01:00. | :01:02.
an emotional appeal on social media by Violet Grace's | :01:03. | :01:06.
father, Glenn, and another appeal yesterday by Mr McAteer's mother, | :01:07. | :01:09.
Alicia, on television and radio. It was thought that | :01:10. | :01:15.
Aidan McAteer had travelled abroad after the collision, | :01:16. | :01:18.
but Merseyside Police aren't saying when or where | :01:19. | :01:21.
he was detained, only that he's being spoken | :01:22. | :01:25.
to by Merseyside detectives A man who set his sister on fire | :01:26. | :01:28.
using a "petrol cocktail" Stephen Archer from | :01:29. | :01:39.
Openshaw in Manchester set his sister Julie on fire last | :01:40. | :01:43.
February, after falsely accused her of murdering their father | :01:44. | :01:46.
and doctoring his will. Her 19-year-old daughter escaped | :01:47. | :01:49.
with minor injuries after jumping from an upstairs | :01:50. | :01:55.
window of the house. Mr Archer will be | :01:56. | :01:57.
sentenced tomorrow. Police used cutting | :01:58. | :02:01.
equipment to separate anti-fracking protesters | :02:02. | :02:02.
who chained themselves to pipes at an Eddie Stobart | :02:03. | :02:05.
depot in Warrington. They claim the firm supplies a shale | :02:06. | :02:09.
gas site in Lancashire. Eddie Stobart says one | :02:10. | :02:12.
tanker has been there. At least two protesters | :02:13. | :02:14.
were arrested. Labour's candidate to be | :02:15. | :02:19.
the first Metro Mayor of the Liverpool City Region | :02:20. | :02:21.
launched his manifesto today. Steve Rotheram said, if elected, | :02:22. | :02:24.
a main priority would be tackling He also pledged to create degree | :02:25. | :02:26.
level apprenticeships to address Children are being put | :02:27. | :02:33.
at risk of sexual abuse because Greater Manchester Police | :02:34. | :02:41.
are taking up to five months to examine computers seized | :02:42. | :02:44.
from suspected paedophiles. That's one of the findings | :02:45. | :02:48.
of a report She says in the past few years | :02:49. | :02:50.
the number of child sex offences in Greater Manchester has | :02:51. | :02:55.
quadrupled, and the number Our social affairs correspondent | :02:56. | :02:57.
Clare Fallon reports. When this woman went to police | :02:58. | :03:02.
to say her 13-year-old daughter was being groomed | :03:03. | :03:06.
by a man in his 30s, she hoped and expected | :03:07. | :03:08.
the response would be quick. She had evidence on her daughter's | :03:09. | :03:12.
mobile phone and tablet, The 2012 Rochdale grooming trial, | :03:13. | :03:15.
Greater Manchester Police said, things have changed, | :03:16. | :03:22.
we've learned lessons, but you went | :03:23. | :03:25.
to the police a year later. It wasn't that they didn't believe | :03:26. | :03:31.
us, I think they just didn't have the funding to investigate | :03:32. | :03:35.
the tablet and the telephone. I think it was basically | :03:36. | :03:37.
in a room with thousands of others It was like, well, | :03:38. | :03:43.
you'll have to just wait your turn. According to a report out today | :03:44. | :03:49.
on the sexual exploitation of children in Greater Manchester, | :03:50. | :03:53.
even though things are improving, in some cases, it's taking | :03:54. | :03:57.
five months for police to examine In those five months, | :03:58. | :04:01.
how many more children could potentially be | :04:02. | :04:08.
groomed and abused? In the time it took police | :04:09. | :04:12.
to check the phone and tablet, the man who groomed this | :04:13. | :04:17.
woman's daughter I feel absolutely | :04:18. | :04:20.
horrified that because of the no action at the beginning | :04:21. | :04:27.
that another child was groomed. On occasion, I accept | :04:28. | :04:31.
that there will have been times when computers and | :04:32. | :04:36.
tablets should have been We've made our triage system process | :04:37. | :04:39.
much more robust now which reduces the chance | :04:40. | :04:43.
of that from happening. We've invested in that | :04:44. | :04:45.
department which has brought those backlogs down but we've | :04:46. | :04:48.
still got more to do. This is something that only | :04:49. | :04:50.
going to get worse really, because the way that the Internet | :04:51. | :04:53.
is so advanced now and, you know, kids are WhatsApping | :04:54. | :04:56.
and they don't know The Stockport MP Ann Coffey | :04:57. | :04:58.
wrote today's report. I asked her why the numbers | :04:59. | :05:09.
of paedophiles and grooming cases We're reporting it better, | :05:10. | :05:12.
we're more aware of it. Because part of the problem has | :05:13. | :05:19.
been victims in the past were blamed for their | :05:20. | :05:21.
own exploitation. they were told they were making | :05:22. | :05:24.
lifestyle choices and therefore were reluctant to report | :05:25. | :05:27.
the sexual abuse against them because they felt they | :05:28. | :05:32.
wouldn't be believed. I believe that has changed | :05:33. | :05:34.
and the evidence of that is the increased reporting | :05:35. | :05:37.
of child sexual exploitation. Although the headline to this | :05:38. | :05:43.
is a little bit alarming, to say the least, actually | :05:44. | :05:45.
you could construe this as a positive story | :05:46. | :05:47.
in a sense, that we are more aware of things | :05:48. | :05:49.
like this and more ready It is a very positive story | :05:50. | :05:53.
because also9 more children are being identified | :05:54. | :05:57.
of being at risk of child sexual | :05:58. | :06:00.
exportation which means you can get in there and stop it | :06:01. | :06:02.
happening which is very, very important because, as we know, | :06:03. | :06:07.
victims spend all their lives being traumatised by the sexual abuse | :06:08. | :06:11.
that has happened to them. To prevent sexual abuse happening | :06:12. | :06:15.
to families is critical. Having said all that, the case | :06:16. | :06:18.
we just heard of a delay that enabled the paedophile | :06:19. | :06:22.
to stay as large and to abuse somebody else | :06:23. | :06:25.
is clearly nothing positive. Have the police got the resources | :06:26. | :06:28.
that they need to tackle this? Much more fraud is being committed | :06:29. | :06:33.
online and this is a serious resource issue for police | :06:34. | :06:37.
forces who need skilled staff and funding into their digital | :06:38. | :06:42.
investigation unit to deal with the tsunami of online | :06:43. | :06:45.
sexual grooming that is happening. Ann Coffey, thank you very much | :06:46. | :06:51.
for your time this evening. The owner of the Cumbrian zoo | :06:52. | :06:53.
where nearly 500 animals died in three years today appealed | :06:54. | :07:00.
against its closure. The news came as the company | :07:01. | :07:03.
which wants to take over its licence gave Yunus Mulla exclusive access | :07:04. | :07:06.
to the zoo. A baby giraffe, | :07:07. | :07:10.
the latest attraction This is what the troubled zoo | :07:11. | :07:12.
wants us all to see. Come and see everything we've done, | :07:13. | :07:18.
come and see the improvements. So 11 weeks is not long, but we have | :07:19. | :07:21.
made some dramatic changes. Nearly 500 animals had | :07:22. | :07:26.
died in four years. This emaciated kangaroo | :07:27. | :07:29.
just one example. Inspectors said there | :07:30. | :07:32.
was uncontrolled breeding, poor veterinary care | :07:33. | :07:36.
and overcrowding and the owner, Last month, a closure notice | :07:37. | :07:40.
was issued and the owner, Today, David Gill appealed | :07:41. | :07:46.
against the decisions made by the local authority | :07:47. | :07:51.
that will effectively keep the zoo open | :07:52. | :07:55.
beyond next week's closure deadline. The new management company has | :07:56. | :07:59.
applied for its own license but one animal rights | :08:00. | :08:02.
group questions links between the new company | :08:03. | :08:05.
and the zoo owner. The same people who have been | :08:06. | :08:08.
involved have made this application and we cannot just simply | :08:09. | :08:11.
pass animals' lives In 2013, Sarah McClay was mauled | :08:12. | :08:17.
to death by a tiger and the zoo was fined almost | :08:18. | :08:22.
?500,000 for breaches Plans are at an advanced stage | :08:23. | :08:24.
to buy the zoo outright and the new company insists it has severed | :08:25. | :08:30.
all links with the current owner. I have never claimed | :08:31. | :08:34.
to be an animal manager. But what I do claim to be | :08:35. | :08:37.
is passionate about this place, passionate about the animals | :08:38. | :08:42.
that are here. Here they may be passionate | :08:43. | :08:47.
about the zoo and the animals, but ultimately, the decision on its | :08:48. | :08:49.
future will not be theirs to make. Football and Manchester City Women | :08:50. | :08:58.
have reached the last four of the Champions League | :08:59. | :09:01.
for the first time, Lucy Bronze scored the only | :09:02. | :09:04.
goal of the match, City face three-time winners | :09:05. | :09:09.
Lyon in the last four. Those ties will take place | :09:10. | :09:14.
on the final two weekends of April. Salford Red Devils continued | :09:15. | :09:18.
their impressive start to the season Michael Dobson opened the scoring | :09:19. | :09:21.
with a penalty before scored two tries and a further goal | :09:22. | :09:26.
to seal the victory. The win moves them up to third | :09:27. | :09:31.
in the table, on ten points - level with league leaders | :09:32. | :09:35.
Castleford Tigers We've had a lot of cloud around two | :09:36. | :09:48.
this afternoon. Heavy rain in places but having said that, we have seen | :09:49. | :09:52.
higher than average temperatures. 17 degrees in Nantwich in Cheshire this | :09:53. | :09:56.
afternoon but over the next couple of days, we will see temperatures | :09:57. | :10:00.
gradually falling away to where they should be for this time of year. For | :10:01. | :10:05.
tonight, however, lots of cloud around still and we are likely to | :10:06. | :10:10.
see that rainfall. It is going to be a mild night underneath the cloud | :10:11. | :10:14.
and a bit of a breeze as well. Temperatures staying as high as 11 | :10:15. | :10:19.
or 12 degrees so for tomorrow, we are hoping we should see some sunny | :10:20. | :10:24.
spells through the afternoon but we start off once again quite cloudy, | :10:25. | :10:28.
quite damp. Lots of rain around initially as we head into the | :10:29. | :10:32.
afternoon, a stiff south-westerly breeze hopefully blowing away the | :10:33. | :10:37.
rain and showers to the other side of the Pennines. We should be left | :10:38. | :10:41.
with brighter spells through the afternoon. It will feel a tad cooler | :10:42. | :10:47.
than today. I is a 15 degrees tomorrow. Tomorrow night looks to be | :10:48. | :10:51.
a dryer night than tonight. Clear skies. We had into the weekend with | :10:52. | :10:56.
low pressure on Saturday with showers. Sunday looks to be the | :10:57. | :11:00.
better day of the weekend and the outlook, 11 or 12 degrees. | :11:01. | :11:03.
time of year. The chance of a shower on Saturday. Sunday will be dry. | :11:04. | :11:10.
Hello, it will cool off over the next few days but that's not | :11:11. | :11:17.
unusual, given how warm it was today. This was London. We just had | :11:18. | :11:22.
the warmest March day | :11:23. | :11:23. |
