Concerns about nuclear safety. BBC Two, and | :00:00. | :00:17.
With cracks discovered at its sister plant, | :00:18. | :00:19.
we find out if Hinkley is fit for purpose. | :00:20. | :00:23.
The police warning about how your social media status | :00:24. | :00:26.
And a risk of fog around tonight and turning colder in the next 24 hours. | :00:27. | :00:43.
Questions have been asked about safety at Hinkley Point | :00:44. | :00:46.
in Somerset, after the regulator raised concerns about cracks | :00:47. | :00:48.
There have also been worries that the procedure to | :00:49. | :00:54.
perform an emergency shut down might not work. | :00:55. | :00:57.
The regulator has agreed that the reactors are safe | :00:58. | :00:59.
Matthew Hill has this exclusive report. | :01:00. | :01:06.
Hinkley Point on the Somersdt coast is now Britain's biggest | :01:07. | :01:08.
Hinkley B nuclear-power station along with its Scottish | :01:09. | :01:12.
sister Hunterston B, opened in 1976. | :01:13. | :01:17.
The same year as this Bristol car hit the road. | :01:18. | :01:20.
It's had lots of loving attdntion to keep it running long | :01:21. | :01:23.
But keeping a nuclear-power station going much longer than it w`s | :01:24. | :01:29.
The reactor cores are made tp of thousands of graphite blocks | :01:30. | :01:36.
Bore, or channels, run though each block. | :01:37. | :01:39.
Some channels contain nucle`r fuel rods, others have control rods | :01:40. | :01:42.
Over time, the blocks are d`maged by intense heat and radiation | :01:43. | :01:47.
We've obtained this image of one crack, contained in a series | :01:48. | :01:53.
of reports from the nuclear regulator, which reveal a third | :01:54. | :01:56.
of the channels inspected at both sites stations contain blocks | :01:57. | :01:59.
The analysis that we have stggests that we can have more than 0000 | :02:00. | :02:07.
axial cracked bricks, and still be operating | :02:08. | :02:08.
The graphite cores are held rigid by blocks that slot into kex ways | :02:09. | :02:15.
It was announced last year that a total of seven cracks had | :02:16. | :02:20.
been found in these key ways in Hunterston. | :02:21. | :02:23.
An engineer involved in the design of these reactors believes | :02:24. | :02:25.
if it gets any worse, that could jeopardise | :02:26. | :02:27.
the reactor's stability if there was an emergency | :02:28. | :02:29.
If you lose the homogeneity of the key way, that means | :02:30. | :02:37.
the locking together, the way in which force can be | :02:38. | :02:40.
transferred from one brick to another, is lost. | :02:41. | :02:42.
So it becomes a loose, a very loose stack of bricks. | :02:43. | :02:44.
So far none of these cracks have been found at Hinckley, | :02:45. | :02:47.
but they could be in those parts not yet inspected. | :02:48. | :02:53.
But EDF denies they pose a safety threat. | :02:54. | :02:55.
Having a small number of cr`cked bricks in this massive structure | :02:56. | :02:57.
is completely irrelevant to the safety function. | :02:58. | :02:59.
The BBC has obtained papers from the nuclear regulator | :03:00. | :03:01.
It says the discovery of thdse key way cracks invalidates | :03:02. | :03:08.
Those papers also reveal EDF wants permission to operate with tp | :03:09. | :03:12.
to 20% cracked bricks, twice the current limit. | :03:13. | :03:20.
We as the regulator have influenced EDF to increase the resilience | :03:21. | :03:23.
And they have installed what we call super articulated control rods | :03:24. | :03:27.
which will allow shutting down of the core and also nitrogdn | :03:28. | :03:29.
injection systems which agahn allows them to hold down the reacthvity | :03:30. | :03:35.
in the core and make sure it continues to be | :03:36. | :03:37.
Both EDF and the regulator hnsists safety is there any consideration. | :03:38. | :03:42.
But antinuclear campaigners fear the pressure to keep these `geing | :03:43. | :03:44.
reactors going longer, until Hinkley C is built, | :03:45. | :03:46.
is stretching their safety case too far. | :03:47. | :03:59.
And you concede that full rdport in Inside Out West. | :04:00. | :04:10.
The police say too many people are encouraging burglaries, | :04:11. | :04:12.
by advertising that their homes are empty on social media. | :04:13. | :04:14.
All of our forces say they've seen a recent rise in burglaries. | :04:15. | :04:17.
In Avon and Somerset, in 2014 there were around 4,200 | :04:18. | :04:20.
but already this year there have been 400 more. | :04:21. | :04:22.
In Wiltshire, two years ago there were about 1,100 burglaries - | :04:23. | :04:25.
and that figure is already tp to more than thirteen | :04:26. | :04:27.
In Gloucestershire, there h`ve been more than 1,600 so far in 2016. | :04:28. | :04:31.
Here's our Gloucestershire reporter, Steve Knibbs. | :04:32. | :04:36.
Downstairs all the drawers were open, all the cupboards | :04:37. | :04:39.
were open, there were things on the floor in the lounge. | :04:40. | :04:41.
It isn't her real name, but Sarah was burgled | :04:42. | :04:44.
recently, just a few days after her father's funeral. | :04:45. | :04:48.
We found my father's strongbox which had previously | :04:49. | :04:50.
contained his war medals and my grandfather's watch, | :04:51. | :04:54.
which was very sad indeed to see that that had been smashed open | :04:55. | :04:57.
Sarah's house was secure but as she was away, | :04:58. | :05:02.
the burglars had time and were determined to get hn. | :05:03. | :05:04.
They took large amounts of sentimental jewellery. | :05:05. | :05:07.
I think it is cruel beyond belief, in our circumstances, | :05:08. | :05:10.
the room where the burglar had obviously been looking for things, | :05:11. | :05:14.
to work out what to take, had an array of funeral | :05:15. | :05:17.
There was my black funeral dress still lying on the bed upst`irs | :05:18. | :05:23.
So everywhere he had been in the house, he would have seen | :05:24. | :05:26.
this wasn't a family just doing normal things, | :05:27. | :05:28.
this was a family that were grieving. | :05:29. | :05:31.
So today a new police campahgn, with the clocks going back, | :05:32. | :05:35.
they said they often see a spike in burglaries at this time | :05:36. | :05:38.
According to the police survey here in Gloucestershire, | :05:39. | :05:47.
half of us are still adverthsing that our homes are empty on social | :05:48. | :05:50.
media such as Facebook, by posting pictures when we go | :05:51. | :05:53.
on holiday, or checking into venues when we leave the house. | :05:54. | :05:55.
More than a third of us are still leaving valuables on displax, | :05:56. | :05:59.
which is a problem of coursd if burglars break-in. | :06:00. | :06:01.
Three quarters of people apparently are still not putting their burglar | :06:02. | :06:03.
alarms on even though they have them fitted. | :06:04. | :06:05.
And one in five of us are still leaving the house and not | :06:06. | :06:09.
It is really simple things like having timer switches on, | :06:10. | :06:12.
making sure all your doors and windows are locked. | :06:13. | :06:14.
Having sensor lights, just little practical things, | :06:15. | :06:16.
making sure that if you are away, that you tell your neighbours | :06:17. | :06:19.
so they can keep an eye on the premises. | :06:20. | :06:23.
Police will also be targeting known burglars, one suspect was arrested | :06:24. | :06:30.
early this morning, it is all part of efforts to stop | :06:31. | :06:33.
I have no idea how people rdally ever get over this sort of thing. | :06:34. | :06:37.
Because it does change you, it changes how | :06:38. | :06:39.
The HSBC bank has announced more closures in Somerset today. | :06:40. | :06:50.
Now a charity has accused the banking industry | :06:51. | :06:52.
One local MP has also said lore needs to be done | :06:53. | :06:57.
Here's our Somerset Correspondent Clinton Rogers. | :06:58. | :07:04.
Terry and Shirley Western are, it's claimed, a dying breed. | :07:05. | :07:09.
In a computer age they still want to do their banking face to face. | :07:10. | :07:13.
But today they learned their branch in Shepton Mallet is closing. | :07:14. | :07:18.
So will they be using a computer now? | :07:19. | :07:20.
Can't do nothing on computer, nothing like that. | :07:21. | :07:26.
Not online or nothing like that, either. | :07:27. | :07:29.
Only line we've got is the clothesline! | :07:30. | :07:32.
HSBC is closing this branch and another in Burnham on Sda - | :07:33. | :07:35.
because they say customer numbers are falling. | :07:36. | :07:37.
In a statment HSBC say that 93% of contact with the bank is made | :07:38. | :07:47.
either through the telephond, on the internet, or on smartphones. | :07:48. | :07:51.
On top of that, they say, 97% of cash withdrawals | :07:52. | :07:54.
And so, according to HSBC, most of their customers are already | :07:55. | :08:02.
managing to conduct their btsiness without the need for a branch. | :08:03. | :08:08.
But the local MP says banks are deserting the high stredt | :08:09. | :08:11.
11 in his constituency alond in the last 18 months. | :08:12. | :08:17.
He says the banking industrx needs to have a social conscience. | :08:18. | :08:28.
We also need to make sure that we leave on our high street | :08:29. | :08:31.
an accessible banking facilhty, be it a post office, | :08:32. | :08:33.
or a community bank hub, so that people who cannot travel, | :08:34. | :08:36.
cannot use the intranet, or small businesses, | :08:37. | :08:38.
have somewhere that they can do their banking. | :08:39. | :08:40.
The charity AGE UK says that banks are ignoring a potentially | :08:41. | :08:43.
profitable part of society by closing branches. | :08:44. | :08:46.
They can still keep those branches open by being more age friendly | :08:47. | :08:50.
If they do that, they're going to encourage more elddrly | :08:51. | :08:54.
So at the end of the day, they remain a resource | :08:55. | :08:58.
within a community and they remain able to make money, to make | :08:59. | :09:01.
a profit, to be a commercial activity. | :09:02. | :09:03.
In Glastonbury they fought ` very public campaign to save thehr | :09:04. | :09:06.
The fear is many other commtnities may now go the same way. | :09:07. | :09:16.
Clinton Rogers, BBC Points West Shepton Mallet. | :09:17. | :09:22.
If you have spent today carving pumpkins for Hallowe'en - | :09:23. | :09:25.
These are all carved by mushc teacher Andrew Cleaver. | :09:26. | :09:29.
He has so far recreated landmarks like the Clifton suspension bridge. | :09:30. | :09:32.
Until now he has been posting his work anonymouslx | :09:33. | :09:37.
on social media, but he dechded to own up to his hobby | :09:38. | :09:40.
That is all from us tonight. Now the forecast. It is the fog that | :09:41. | :10:04.
will grab attention through the course of the night and indded is | :10:05. | :10:08.
already doing so. That will clear tomorrow morning to be repl`ced by a | :10:09. | :10:14.
lot of clout and some patchx rain and drizzle. Then turning colder as | :10:15. | :10:19.
the day wears on. For the rdst of this evening and into tonight we | :10:20. | :10:25.
have a warning out for the fog, visibility down to 50 metres in some | :10:26. | :10:31.
places. It tends to focus ftrther south heading through to thd early | :10:32. | :10:38.
hours of the morning. Tomorrow morning the fog clearing first from | :10:39. | :10:43.
the North, from the south of linguists for quite a while. And as | :10:44. | :10:49.
the crowd comes in, that in turn starts to give us a sprinklhng of | :10:50. | :10:56.
some drizzly light rain. Colder air moves south, temperatures only about | :10:57. | :11:02.
12 degrees by the end of tolorrow and a | :11:03. | :11:06.
side. Strong northerly winds, some sunshine and also some rain for the | :11:07. | :11:08. |
