Good evening from Points West. | 0:00:16 | 0:00:18
New figures show the average cost of a home in the West | 0:00:18 | 0:00:20
has risen to ten times the region's average income. | 0:00:20 | 0:00:23
The figures have brought renewed attention to what many | 0:00:23 | 0:00:25
are calling a housing crisis. | 0:00:25 | 0:00:29
Our business correspondent Dave Harvey's been looking at how | 0:00:29 | 0:00:30
the different political parties are proposing to tackle it. | 0:00:30 | 0:00:35
If you're starting out as a young person, very expensive. | 0:00:35 | 0:00:41
After years on the council waiting list in Bristol, | 0:00:41 | 0:00:44
Carly and her young son Vinny have just moved into a home | 0:00:44 | 0:00:47
they can afford. | 0:00:47 | 0:00:48
They rent it from a housing association, after the council | 0:00:48 | 0:00:51
approved their application. | 0:00:51 | 0:00:52
Carly knows she's one of the lucky ones - 14,000 | 0:00:52 | 0:00:54
others are still waiting. | 0:00:54 | 0:00:58
This is why you have got young people going | 0:00:58 | 0:01:00
on the council register. | 0:01:00 | 0:01:01
Then there are umpteen thousands of people on there as well. | 0:01:01 | 0:01:08
As a country we are suffering from a housing crisis. | 0:01:08 | 0:01:11
And that is the one thing everyone agrees on. | 0:01:11 | 0:01:14
We need to build more homes, and make them cheaper. | 0:01:14 | 0:01:22
The only way of tempering the price rising within the housing | 0:01:22 | 0:01:25
market is to get a bigger supply of housing. | 0:01:25 | 0:01:27
In Tetbury, they're doing just that. | 0:01:27 | 0:01:28
Over 900 new homes have gone up. | 0:01:28 | 0:01:31
All the parties want to build a lot more. | 0:01:31 | 0:01:33
In fact, both Labour and the Conservatives | 0:01:33 | 0:01:35
have picked the same number - 200,000. | 0:01:35 | 0:01:39
It will be a challenge. | 0:01:39 | 0:01:42
The Conservatives made the same pledge two years ago, | 0:01:42 | 0:01:44
and last year fell short by 40,000 homes. | 0:01:44 | 0:01:49
And even if they are built - what about those prices? | 0:01:49 | 0:01:53
In Tetbury, as everywhere now, a third of these new homes | 0:01:53 | 0:01:56
are designated "affordable". | 0:01:56 | 0:02:02
Sold to housing associations, rented out at 80% of the market price. | 0:02:02 | 0:02:05
The trouble is, it's 80% of a high figure. | 0:02:05 | 0:02:14
And therefore 80% of that is still unaffordable. | 0:02:14 | 0:02:16
And it becomes a vicious circle, that you get older, wealthier people | 0:02:16 | 0:02:21
taking up the limited properties that there are and the whole thing | 0:02:21 | 0:02:24
becomes totally unbalanced. | 0:02:24 | 0:02:25
Price absolutely matters. | 0:02:25 | 0:02:28
And one way that can happen is by Government providing us | 0:02:28 | 0:02:31
with grants to build affordable housing, so every pound | 0:02:31 | 0:02:33
they give us, we put ?6 of our own resources into that. | 0:02:33 | 0:02:43
And as a result of that, we create low-cost homeownership, or we create | 0:02:46 | 0:02:49
an affordable rented property. | 0:02:49 | 0:02:50
And that's exactly what they're doing here in Weston, | 0:02:50 | 0:02:52
where they are putting the finishing touches to some 14 new homes. | 0:02:52 | 0:02:55
All of them specifically for people on low incomes. | 0:02:55 | 0:03:00
And that is where the parties disagree. | 0:03:00 | 0:03:02
Labour say half of all their new homes - 100,000 - | 0:03:02 | 0:03:05
will be built by councils or housing assoiciations. | 0:03:05 | 0:03:09
The Conservatives say they will encourage councils | 0:03:09 | 0:03:11
to build more new homes, but most of those 200,000 new homes | 0:03:11 | 0:03:14
will come from private developers. | 0:03:14 | 0:03:24
A 27-year-old man has been jailed for attacking a man | 0:03:24 | 0:03:26
with a machete in Bristol. | 0:03:26 | 0:03:29
It happened on Sturminster Road in Stockwood last August. | 0:03:29 | 0:03:31
The 36-year-old victim suffered serious head and arm injuries. | 0:03:31 | 0:03:33
Martin Grant from Birmingham, who pleaded guilty to grievous | 0:03:33 | 0:03:35
bodily harm, was jailed for 11 years and three months at | 0:03:35 | 0:03:38
Bristol Crown Court. | 0:03:38 | 0:03:45
The driver of a car that was involved in a crash | 0:03:45 | 0:03:47
in Cheltenham has been arrested by police after running | 0:03:47 | 0:03:49
away from the scene. | 0:03:49 | 0:03:51
At 4:15pm this afternoon, a dark grey Renault Megane went | 0:03:51 | 0:03:57
the wrong way down Fairview Road. | 0:03:57 | 0:03:59
It went past a no entry sign and hit two vehicles. | 0:03:59 | 0:04:02
The driver was eventually found almost three hours later. | 0:04:02 | 0:04:05
There are no reports of injuries. | 0:04:05 | 0:04:11
Thousands of grapevines are being planted in the West | 0:04:11 | 0:04:14
as growers take advantage of a boom in English wine. | 0:04:14 | 0:04:16
An estimated one million vines have been planted | 0:04:16 | 0:04:18
across the country this year. | 0:04:18 | 0:04:23
Pam Caulfield reports from Wiltshire. | 0:04:23 | 0:04:26
This vineyard is just five weeks old. | 0:04:26 | 0:04:29
It's a brand new venture for a family who've farmed this land | 0:04:29 | 0:04:32
for the last century. | 0:04:32 | 0:04:38
We are lucky on a farm that the soil is free draining | 0:04:38 | 0:04:41
and we are about 150 feet above sea level which is ideal. | 0:04:41 | 0:04:46
And we have got a plot here that's very sunny all day | 0:04:46 | 0:04:49
as well, so hopefully this is the right conditions. | 0:04:49 | 0:04:51
And it has got a slope on the field that the frost will run off of. | 0:04:51 | 0:04:55
It's a big investment - with 9,000 vines here. | 0:04:55 | 0:04:58
A special planting team was brought in from Germany, | 0:04:58 | 0:05:01
but they're not the only ones to diversifying into wine. | 0:05:01 | 0:05:04
One million vines have been planted across England this year. | 0:05:04 | 0:05:06
That is the equivalent of 100 plots like this. | 0:05:06 | 0:05:11
So in a few years' time, we can expect to see many more | 0:05:11 | 0:05:14
bottles of English wine on our shelves. | 0:05:14 | 0:05:19
So why are people getting a taste for it? | 0:05:19 | 0:05:21
There are now more varieties of English wine than ever before. | 0:05:21 | 0:05:24
And the current exchange rate is also making it more affordable. | 0:05:24 | 0:05:27
Export is a growing aspect of what we do into North America, | 0:05:27 | 0:05:32
into the Far East and we are certainly seeing many vineyards | 0:05:32 | 0:05:35
winning contracts right across the world and that is really | 0:05:35 | 0:05:37
exciting for us. | 0:05:37 | 0:05:43
But it can be a risky business - earlier this spring there | 0:05:43 | 0:05:46
was an unprecedented frost. | 0:05:46 | 0:05:48
First time in 16 years we have ever had that problem, | 0:05:48 | 0:05:50
and it didn't affect us in the way that I thought it might have. | 0:05:50 | 0:05:54
Nothing keeps a good English vine down. | 0:05:54 | 0:05:55
It takes at least three years to go from seed to shelf, | 0:05:55 | 0:05:58
but to create these award-winning Wiltshire wines, it's | 0:05:58 | 0:06:00
been a worthwhile wait. | 0:06:00 | 0:06:02
From wine to cheese, and a west country soldier's become | 0:06:02 | 0:06:07
a record-equalling champion cheese-chaser after running | 0:06:07 | 0:06:12
and tumbling his way to victory down Cooper's hill in Gloucestershire. | 0:06:12 | 0:06:18
Chris Anderson's in the infantry with One Rifles and today joined | 0:06:18 | 0:06:22
dozens taking part in one of the West Country's stranger | 0:06:22 | 0:06:24
bank holiday traditions. | 0:06:24 | 0:06:25
Scott Ellis reports. | 0:06:25 | 0:06:28
APPLAUSE. | 0:06:28 | 0:06:30
Before the annual event on Cooper's Hill - | 0:06:30 | 0:06:36
a minute's applause in tribute to those killed or injured | 0:06:36 | 0:06:39
in Manchester, after which the games began. | 0:06:39 | 0:06:43
Gravity, a steep slippery slope and an 8lb double Gloucester getting | 0:06:43 | 0:06:46
the better of everyone. | 0:06:46 | 0:06:54
Including - in the white t-shirt - TV presenter Ben Fogle. | 0:06:54 | 0:06:56
Do you know what, I've wanted to do this for probably the best | 0:06:56 | 0:06:59
part of a decade now. | 0:06:59 | 0:07:01
When I was filming things like this for TV, I was never allowed to, | 0:07:01 | 0:07:04
health and safety, so I have come along on my own today and I did it, | 0:07:04 | 0:07:08
I have done that now and, yes, I can tick that one off. | 0:07:08 | 0:07:11
The origins of this cheese-rolling tradition are possibly pagan | 0:07:11 | 0:07:13
or linked to grazing rights. | 0:07:13 | 0:07:15
What's certain is the internet has turned a village event into | 0:07:15 | 0:07:17
an international bucketlist must. | 0:07:17 | 0:07:24
I saw this on the news ten years ago and thought, | 0:07:24 | 0:07:27
"That looks so stupid, I have to do it." | 0:07:27 | 0:07:29
Once you get up to the top so scary. | 0:07:29 | 0:07:31
It was really cool. | 0:07:31 | 0:07:32
In my town, we run with bulls in the street, | 0:07:32 | 0:07:34
so it's quite similar. | 0:07:34 | 0:07:35
That's why I came, it's another stupid race! | 0:07:35 | 0:07:37
What's more dangerous, cheese rolling or bull riding? | 0:07:37 | 0:07:39
Cheese, I think, yes! | 0:07:39 | 0:07:42
You can tell from our faces that it was mainly just mud. | 0:07:42 | 0:07:45
It was a lot slippery. | 0:07:45 | 0:07:48
Injuries were few and minor. | 0:07:48 | 0:07:51
The local rugby team acting as a safety net. | 0:07:51 | 0:07:53
It was a bit like a rugby match. | 0:07:53 | 0:07:55
They are running a bit quicker than in a rugby game. | 0:07:55 | 0:07:58
They'd go all the way to Brockworth if we didn't stop them. | 0:07:58 | 0:08:01
Despite an international field, honours went to Brockworth | 0:08:01 | 0:08:03
local Chris Anderson. | 0:08:03 | 0:08:04
The soldier has now won 20 overall, to equal the cheese rolling record. | 0:08:04 | 0:08:07
One more next year and then we'll see, maybe one each | 0:08:07 | 0:08:09
year after, if I can. | 0:08:10 | 0:08:11
I'm 30 next year, so I'm not getting any younger. | 0:08:11 | 0:08:13
I'm 30 next year, so I'm not getting any younger. | 0:08:13 | 0:08:15
I'm 30 next year, so I'm not getting any younger. | 0:08:15 | 0:08:21
Let's take a look at the weather for the coming week. | 0:08:21 | 0:08:24
Here's Alexis Green with the forecast. | 0:08:24 | 0:08:26
Good evening. | 0:08:27 | 0:08:30
The weather for the week ahead is fairly mixed. | 0:08:30 | 0:08:32
We'll have some lovely, dry, sunny days and feeling | 0:08:32 | 0:08:34
warm in the sunshine, but there's the chance of rain | 0:08:34 | 0:08:36
and it will turn fresher later on. | 0:08:36 | 0:08:42
Tonight they will be a fair amount of cloud with lows of eight to nine | 0:08:42 | 0:08:46
Celsius in the countryside, 11 to 12 Celsius in built-up areas. | 0:08:46 | 0:08:49
A good deal of sunshine tomorrow, but the risk of a scattered shower. | 0:08:49 | 0:08:52
The showers will be mainly late. | 0:08:52 | 0:08:57
Temperatures of 19, possibly 20 Celsius. | 0:08:57 | 0:08:59
Tomorrow night, a few clear spells and the risk of an odd, | 0:08:59 | 0:09:02
isolated shower and there may be low cloud and mist in the early hours | 0:09:02 | 0:09:05
of Wednesday morning. | 0:09:05 | 0:09:08
Lows tomorrow night of nine to 10 Celsius. | 0:09:08 | 0:09:10
Wednesday, a lot of dry weather, sunshine and a potential high of 21 | 0:09:10 | 0:09:13
Celsius, maybe 22 in some parts. | 0:09:13 | 0:09:15
We're keeping an eye on this weather front, | 0:09:15 | 0:09:17
which moves through later on during Thursday, giving some | 0:09:17 | 0:09:19
rain through Friday. | 0:09:19 | 0:09:20
The rest of the weekend will be fresher with some sunshine. | 0:09:20 | 0:09:25
And that's all from Points West on this Bank Holiday Monday, | 0:09:32 | 0:09:34
we're back with more news tomorrow, but for now, from me | 0:09:34 | 0:09:37
and all the team, goodnight. | 0:09:37 | 0:09:40 |
