Welcome to South East Today. Tonight's top stories. Two kent

:00:30.:00:32.

council workers are sacked for mocking disabled children on what

:00:33.:00:36.

they called their wall of shame. We'll be live with the story in

:00:36.:00:42.

Maidstone. Also tonight: The pride of Folkestone - Kent's Gurkhas sign

:00:42.:00:44.

the country's first ever community covenant sealing their relationship

:00:44.:00:49.

with the town. The South East's shot at Olympic Glory - Lord Coe

:00:49.:00:52.

visits Kent, urging businesses to cash in on the greatest show on

:00:52.:00:57.

earth. And the mystery of Chatham's hidden

:00:57.:01:00.

Tudor Dockyard, unearthed on a new programme with comedian Rory

:01:00.:01:10.
:01:10.:01:22.

At terminally ill man's family could lose their home in Kent after

:01:22.:01:27.

his life insurers denied him a payout of more than 200,000

:01:27.:01:32.

because his policy was in its final year. Paul Holland was diagnosed

:01:32.:01:36.

with a brain tumour just four months before his deal ended. His

:01:36.:01:40.

insurers say they only pay out when terminal illness is diagnosed 12

:01:40.:01:44.

months before the policy ends. But the family say they will not be

:01:44.:01:52.

able to keep their family home if the expected money is not paid out.

:01:52.:02:00.

Paul Holland is dying. He only has days, perhaps even hours, to live.

:02:01.:02:04.

But while his family spend their precious time they had left with

:02:04.:02:07.

him, they have also had to cope with knowing that they won't be

:02:07.:02:12.

able to afford to stay in their home after being denied his life

:02:12.:02:19.

insurance payment. Paul had a life insurance pomp dash mac policies.

:02:19.:02:24.

On them it stipulated that you could claim for a terminal illness.

:02:24.:02:30.

But when Paul phoned up to tell them, they said that you could not

:02:30.:02:34.

claim in the last year, you had to give them a year's notice which is

:02:34.:02:38.

absolutely ridiculous. How can you give somebody a year's notice that

:02:38.:02:47.

you're going to die? You don't know. The message she was to get out to

:02:47.:02:53.

everybody is, check your policy, because nobody would ever think

:02:53.:02:58.

this could happen. The insurers, Royal Liver, say they are committed

:02:58.:03:03.

to treating customers fairly and paying valid claims but that

:03:03.:03:05.

repairs will only be made it a person dies within the duration of

:03:05.:03:10.

their policy or if they are terminal illness is diagnosed

:03:10.:03:17.

before the final year of the policy. It is also off all to see Dad in

:03:17.:03:21.

the pain he is end and for him then to be crying out that he is scared

:03:21.:03:24.

that we are not going to be OK, it is so distressing because of

:03:24.:03:29.

anything, we do want him to be as comfortable as he can. To think

:03:29.:03:33.

that me and my mum could be homeless and to lose my father at

:03:33.:03:37.

the same time and for her to lose her husband, I cannot even explain

:03:37.:03:42.

what we're going through. Financial Ombudsman says cases like

:03:42.:03:47.

this are rare but that is no comfort to the family who, in the

:03:47.:03:55.

next few days, face losing their dad, her husband, and their homes.

:03:55.:03:57.

Two members of staff accused of mocking children on a so-called

:03:57.:04:01.

wall of shame in a Kent County Council office have been sacked by

:04:01.:04:04.

the authority. It follows an investigation by the council into

:04:04.:04:06.

allegations that workers at the school transport office singled out

:04:07.:04:09.

photographs of disabled children and used abusive terms when

:04:09.:04:14.

referring to them. You may find some of the language in this report

:04:14.:04:22.

offensive. Children ridiculed by people

:04:22.:04:25.

working in government. Their pictures discovered on an office

:04:25.:04:33.

wall and staff allegedly calling them names. This kind of behaviour,

:04:33.:04:38.

it dash mac if it had occurred in the playground, would have been

:04:38.:04:43.

unacceptable. It is intimidating, demeaning, offensive and it touches

:04:43.:04:48.

almost every family in the land. It is not a laughing matter. It was

:04:48.:04:52.

alleged that the so-called wall of shame had been posted in an office

:04:52.:04:56.

here at the Transport Department of Kent County Council. Its existence

:04:56.:05:01.

only came to light when a horrified member of staff, a whistleblower,

:05:01.:05:06.

sent a photograph of the wall to the media. There was a tower licked

:05:06.:05:10.

the photo in May of this year. Kent County Council immediately

:05:10.:05:14.

suspended a member of staff and launched a investigation. Now the

:05:14.:05:17.

council has revealed to workers have been sacked and two others

:05:17.:05:22.

disciplined. Today the leader of the council apologise. Behaviour

:05:22.:05:26.

like this is totally abhorrent and I apologise if any families have

:05:26.:05:33.

been affected by what went on in that office. But at my interview

:05:34.:05:38.

with him was a tense one, especially when asked him whether

:05:38.:05:41.

the two disciplined members of staff still working for the council

:05:41.:05:46.

were either working with children are handling their data. I cannot

:05:46.:05:52.

give you that information, we have over 20,000 employees and it is

:05:52.:05:55.

impossible for me to no information of that detail but to have been

:05:55.:06:00.

dismissed and to have had serious disciplinary action taken against

:06:00.:06:06.

them. Will you be working if they are still working with children?

:06:06.:06:11.

I'm happy to do so. A doesn't concern you? I don't know the

:06:11.:06:15.

nature of their involvement, it may have been a light touch or not but

:06:15.:06:19.

I was not part of the investigation, therefore I am not aware of the

:06:19.:06:23.

details of the investigation. County Council says it now hopes it

:06:23.:06:32.

can draw a line under the incident. I understand a council today has

:06:32.:06:36.

revealed there was an investigation into this department before May?

:06:36.:06:41.

That's right, they told me there were whispers some time before

:06:41.:06:43.

there was a Lord came forward, but there was inappropriate behaviour

:06:43.:06:49.

going on in this department. The tick investigative action to look

:06:49.:06:53.

into those actions but they found no evidence so it was only when the

:06:53.:06:57.

whistle Blower accent that photograph to the media, that they

:06:57.:07:00.

finally had their evidence and could search people's desks and

:07:00.:07:05.

take the action that they have done. Other council confirmed they can

:07:05.:07:10.

prevent this happening again? they have told me today that the

:07:10.:07:14.

action they had taken against these members of staff was extremely

:07:14.:07:19.

serious. Two people have lost dash mac lost their jobs and two others

:07:19.:07:23.

seriously disciplined and that says a strong message to the teams

:07:23.:07:27.

across a console, that this is the kind of behaviour that will not be

:07:27.:07:35.

tolerated. In a moment: Students protesting

:07:35.:07:42.

about fees. Folkestone has been the home to

:07:42.:07:44.

thousands of Kent's Gurkhas and their families for years and today

:07:45.:07:47.

that relationship took another step forward with the signing of the

:07:47.:07:51.

country's first ever Armed Forces Community Covenant. There is a long

:07:51.:07:54.

history between the Gurkha's and the British Army. They first served

:07:54.:07:59.

as troops under contract to the East India Company in 1817. In 1994,

:07:59.:08:01.

the four Gurkha Regiments were combined to form The Royal Gurkha

:08:01.:08:04.

Rifles, and in 1998 their UK base was moved to Shornecliffe in

:08:04.:08:12.

Folkestone. The soldiers have remained highly regarded in the

:08:12.:08:22.
:08:22.:08:22.

town ever since. When they returned from a tour of

:08:22.:08:27.

Afghanistan, the message from well- wishers was Clear. Folkestone is

:08:27.:08:31.

your home. Today the district went a stage further, signing a covenant

:08:31.:08:35.

with the military. For the commanding officer, this

:08:35.:08:40.

strengthens the bond between the Regiment and the community. One of

:08:40.:08:45.

the proudest moments was marching through Folkestone in to 1009 when

:08:45.:08:51.

the many thousands of people came out to applaud my soldiers as they

:08:51.:08:55.

were walking through the town but it is now a recognition of the

:08:55.:08:57.

support that military personnel and their families and veterans of the

:08:57.:09:01.

choir. What does the Community Covenant mean? It is about breaking

:09:01.:09:07.

down barriers and ensuring that the go-go community gets the support

:09:07.:09:12.

when it needs it most. When the Gurkhas are a way, they are leaving

:09:12.:09:17.

their families here, there ladies go through trauma as well as their

:09:17.:09:22.

families and if we, as local government, local people can make

:09:22.:09:28.

it easier for them, let's do it. Serving Gurkhas say they are

:09:28.:09:35.

touched that Shepway has become First District Council to sign a

:09:35.:09:45.
:09:45.:09:48.

covenant. This is good for not only the serving but also people who are

:09:48.:09:52.

leaving and settled here after retirement. It is a very good step.

:09:52.:09:55.

It is not a one-way process, there are hopes that the military could

:09:55.:10:00.

open up its facilities and help run it leadership courses so by working

:10:00.:10:07.

together, the community is enriched. The Mayor of London says he's

:10:07.:10:10.

frustrated that the government has no firm plans to build an airport

:10:10.:10:13.

in the Thames Estuary. Boris Johnson was responding to comments

:10:13.:10:17.

made yesterday by the Transport Minster Theresa Villiers. She said

:10:17.:10:20.

the government had no plans to build an airport in the estuary,

:10:20.:10:24.

Medway or in Kent. On Tuesday the Chancellor told the Commons he was

:10:24.:10:29.

exploring all options to increase the UK's aviation capacity.

:10:29.:10:32.

The Transport Secretary and Lewes MP Norman Baker has welcomed a

:10:32.:10:36.

multi million pound grant for new rail carriages. 80 million of

:10:36.:10:39.

government money is being made available to Southern Trains to

:10:39.:10:43.

help buy 130 new carriages. It's hoped the investment will reduce

:10:43.:10:46.

overcrowding. The government has approved plans

:10:46.:10:48.

by Canterbury Christ Church University to increase the number

:10:49.:10:53.

of subsidised places it offers to students from low income households.

:10:53.:10:56.

But from next year the fees charged to most undergraduates will also

:10:56.:11:03.

increase to 8,500 a year. Students at the University of

:11:03.:11:06.

Brighton have occupied the college art gallery in protest over the

:11:06.:11:10.

rise in tuition fees. The group of around 30 say they'll stay there

:11:10.:11:13.

for the foreseeable future. The university says it is talking to

:11:13.:11:17.

the students in an attempt to bring the protest to an end. Our reporter,

:11:17.:11:19.

Danielle Glavin, is outside the building in Brighton now. Danielle

:11:19.:11:27.

what are the students hoping to achieve?

:11:27.:11:32.

They have a long list of demands - 14 in total. Many of them have yet

:11:32.:11:37.

to be answered and that is why they are still here. What they want is

:11:37.:11:41.

to see a locally, a guarantee that there will be no job cuts at the

:11:41.:11:44.

University. They would also like to see bursaries for any students who

:11:44.:11:49.

need them but they're also asking for the government to rethink its

:11:49.:11:52.

White Paper on education. That is something that is out of the

:11:53.:11:56.

University's hands but talks are ongoing and the students are not

:11:56.:12:01.

rushing off anywhere, they have settled in very well.

:12:01.:12:06.

It was Cole last night will we're getting back. We have not set a

:12:06.:12:10.

time on how long we are staying. The ball is in management was no

:12:10.:12:15.

court. What has the university said about this? When the students first

:12:15.:12:19.

moved into the gallery, there was some disruption and lectures

:12:19.:12:22.

because of in the building and they also evacuated the building so

:12:22.:12:26.

there were problems at first but now they have sorted out their

:12:26.:12:29.

safety concerns, things are pretty much back to normal at the

:12:29.:12:34.

University is not really happy that this is happening.

:12:34.:12:37.

It is rather counter-productive, it will cost us some money and having

:12:37.:12:41.

to pay staff overtime to keep the buildings a cure so it will remove

:12:41.:12:45.

some of the money they could otherwise spend on education.

:12:45.:12:48.

I have seen many people walking past today, peering through the

:12:48.:12:55.

window, so they are proving popular with the public. But this is

:12:55.:13:00.

definitely an unpopular art installation at the University.

:13:00.:13:10.
:13:10.:13:10.

Our top story tonight: At Kent man dying of brain cancer's family say

:13:10.:13:14.

they may lose their home because the insurance company will not pay

:13:14.:13:16.

out the money they were expecting. The company says they cannot pay

:13:16.:13:19.

out on the policy because his terminal illness was diagnosed

:13:19.:13:27.

during its final 12 months. Digging up the secrets of the

:13:27.:13:33.

dockyards past, Rory McGrath and covers the Tudor remains.

:13:33.:13:36.

It was a bright December day today but it is increasingly wet and

:13:36.:13:46.
:13:46.:13:48.

windy tonight. If you have a story you think we should be covering on

:13:48.:13:58.
:13:58.:14:04.

South East Today, we'd like to hear When any business wins an award

:14:04.:14:08.

it's a proud moment. But for the Blueskies School for children with

:14:08.:14:13.

autism in Rochester it was a poignant one, too. The woman whose

:14:13.:14:16.

vision and passion had led to the creation of the school, died just a

:14:16.:14:25.

few weeks before the awards were announced. Her children have now

:14:25.:14:27.

stepped in to keep the school running and to fulfil their

:14:28.:14:34.

mother's dreams for the children who go there.

:14:34.:14:40.

This girl's says her life was a mess but now she is studying for

:14:40.:14:48.

her A-levels. This is the woman she says give her a chance, who set up

:14:48.:14:53.

the school a few years ago. She was a head teacher unlike any other.

:14:53.:15:00.

She was fantastic individual who just wanted to help everyone, help

:15:00.:15:04.

people who were different. After 15 years of teaching with children

:15:04.:15:10.

with autism, France set up the school to have cope with life and

:15:10.:15:19.

to flourish. In a regular school, if they were to walk out of school

:15:19.:15:24.

are get angry and annoyed, it seems bad behaviour and people would be

:15:24.:15:29.

sent to detention but she would always the past that and it is not

:15:29.:15:32.

about that, it is about the difficulties they face. Whether

:15:32.:15:37.

children it provides a supportive and calming environment. Now I feel

:15:37.:15:42.

a lot happier. Everywhere in life has its ups and downs but most of

:15:42.:15:46.

the time I am very happy. This is a great place for me to be. Then in

:15:46.:15:53.

September, without warning, Fran died. Her death has left a gaping

:15:53.:15:56.

hole but a son and daughter have stepped in to run the school,

:15:56.:16:00.

determined her work should continue. Now it has won an award for

:16:00.:16:06.

achievement and vision. I am really proud. Unbelievably. I can just see

:16:06.:16:13.

her face telling everyone about it and saying how amazing it is. It is

:16:13.:16:19.

a real achievement. Fran always said it seems peculiar to be up for

:16:19.:16:23.

a Business Award but the school was never about making money but she

:16:23.:16:27.

did achieve her business plan, provision for children with autism.

:16:27.:16:31.

Now the challenge is to ensure the school can continue to grow without

:16:31.:16:41.
:16:41.:16:45.

It's a busy weekend for the south east's top football teams. Victory

:16:45.:16:47.

for Brighton tomorrow could take them back into the promotion

:16:47.:16:50.

playoff places. Meanwhile, Charlton, Crawley and Gillingham are all

:16:50.:16:53.

involved in the FA Cup and we've had some high powered 2012 Olympic

:16:53.:16:58.

officials in the patch. Our sports reporter Neil Bell joins us from

:16:58.:17:03.

Chatham. London 2012 chairman Lord Coe and

:17:03.:17:06.

the Secretary of State for the Olympics, Jeremy Hunt, have been in

:17:06.:17:09.

Kent today as part of a nationwide tour to promote the tourism and

:17:09.:17:12.

business legacy of next year's Games. The pair are also

:17:12.:17:14.

encouraging South East schools to sign up to the School Games

:17:15.:17:22.

competition. Kent School Games Games to get as

:17:22.:17:28.

many children as possible involved in sport as ahead of the Games.

:17:28.:17:32.

There is, at every level, a commitment spearheaded by

:17:32.:17:35.

government to get more young people actively involved in school games

:17:35.:17:43.

is a large part of that. I know it is happening, I see it when it is

:17:43.:17:46.

when I go round the country. Schools here in Kent are really

:17:46.:17:50.

leading the way at a time when many of our sports in schools has been

:17:50.:17:54.

ring-fenced, the Kent Schools Games goes back to the grass roots of

:17:54.:18:02.

encouraging young people to get active. I think the big problem is,

:18:02.:18:06.

schools are probably a diverting money to other sources but more

:18:06.:18:10.

creative schools are realising the benefits and there are certain

:18:10.:18:13.

activities being put forward by professionals that we can latch on

:18:13.:18:22.

to. I like to play tennis because I can play with my family. I think it

:18:22.:18:26.

is killed because you get to do different activities and meet new

:18:26.:18:30.

people. Earlier across Kent, ministers were keen to remind

:18:30.:18:33.

businesses about how they can maximise tourism opportunities in

:18:33.:18:41.

the run-up to the Olympics. We want to make sure that we used the

:18:41.:18:45.

opportunity of 2012 to create jobs for Kent tourism businesses and

:18:45.:18:50.

throughout the south-east. More than 1000 contracts have been

:18:50.:18:56.

snapped up. Outside London, the south-east is the largest region

:18:56.:19:00.

for tourism but can it deliver? people cannot get around, if there

:19:00.:19:05.

is the perception that is going to be difficult to get out and about,

:19:06.:19:10.

people will maybe be put off and that will be ashamed. There are

:19:10.:19:14.

challenges ahead but it is hoped with 238 days to go, the south-east

:19:14.:19:17.

will benefit and be able to showcase all that Kent has to offer,

:19:17.:19:23.

both during and long after 2012. It's FA cup time with a place in

:19:23.:19:26.

the third round awaiting this weekend winners and no team wants a

:19:26.:19:30.

cup run more that Gillingham - it's a great way of boosting morale for

:19:30.:19:33.

the players and fans, and it can, as Crawley proved last season,

:19:33.:19:36.

generate a lot of cash. The Gills have the comparatively short trip

:19:36.:19:40.

up the M2 to play League One Leyton Orient, but once again they will be

:19:40.:19:43.

missing loan strikers Frank Nouble and Jo Kuffour who are both cup

:19:43.:19:44.

tied. Despite going well in the league,

:19:44.:19:47.

Crawley Town's fans will be hoping for another cup run to remember.

:19:47.:19:51.

Steve Evans knows his team could be on the wrong end of some giant

:19:51.:19:53.

killing against non-league Redbridge. Crawley will be hoping

:19:53.:19:57.

for a repeat of last season's cup run - including a famous tie at Man

:19:57.:20:05.

United. Our own ethos as we prepare for Saturday it is to be in the

:20:05.:20:09.

third round draw when it takes place on Sunday and anyone at home

:20:10.:20:16.

and one of the big four or five a way and I would one to get one back

:20:16.:20:19.

at Sir Alex Ferguson. League One leaders Charlton will be

:20:19.:20:23.

confident of despatching Carlisle. Extra coaches are being lined up to

:20:23.:20:26.

take supporters to the Valley and they will be hoping the Addicks can

:20:26.:20:29.

repeat their 4-0 league win over the Cumbrian side back in October.

:20:29.:20:31.

Meanwhile in The Championship, Brighton and Hove Albion are hoping

:20:31.:20:35.

to build on their recent good form when they take on Nottingham Forest

:20:35.:20:37.

on Saturday. Craig-Mackail Smith's goal took the Seagulls closer to

:20:37.:20:42.

the play-off places on Tuesday. The manager Gus Poyet says he remains

:20:43.:20:52.
:20:53.:20:59.

keen to sign more players. Quality means a better quality in

:20:59.:21:05.

understanding of the game, in sickness and in strength and

:21:05.:21:10.

inconsistency. If you add a bit of quality into the team, we will be

:21:10.:21:20.
:21:20.:21:21.

better. Hundreds of years before Nelsons

surprised if the original Tudor buildings were not in this part of

:24:32.:24:37.

It did stay cold up with a good deal of sunshine for us all. As we

:24:38.:24:41.

move into tonight, we're seeing further rain and those winds will

:24:41.:24:45.

be picking up. The Rayner looks to be clearing through tomorrow

morning. It'll be a dull, breezy picture but quite mild for the time

:24:50.:24:56.

of year. Today, we had a frosty starts today. A good deal of

:24:56.:24:59.

sunshine. We had a lighter winds as we moved into the afternoon and we

:25:00.:25:06.

have seen the cloud cover starts to thicken. The rain is going to be

:25:06.:25:10.

spreading eastwards as we head into the secret. Today, a good deal of

:25:10.:25:14.

sunshine for us all. Temperatures hardly recovering and in single

:25:24.:25:25.

figures for us all. Those winds, lighter as well, between 5 and 10

:25:25.:25:33.

miles an hour. Tonight, the winds continue to pick up noticeably.

:25:33.:25:37.

That rain spreading east words come affecting us all. Some heavier

:25:37.:25:40.

pulses with the mat and because of the unsettled weather, temperatures

:25:40.:25:48.

not as cool as last night. Certainly, a damp start to the

:25:48.:25:51.

weekend. The rain slowly clearing and behind it is going to be a much

:25:51.:25:59.

drier picture. As you can see what those isobars, we were holding on

:25:59.:26:04.

to the westerly winds. Temperatures though, several degrees up from

:26:04.:26:11.

where we were today. Top temperatures of around 12 degrees.

:26:11.:26:15.

Mostly dry, some outbreaks of light rain as we move through into

:26:15.:26:21.

tomorrow evening and again, similar overnight. It means these

:26:21.:26:25.

temperatures are going to be staying in single figures. It is a

:26:25.:26:30.

mild picture but it will be damned as we start the day on Sunday. The

:26:30.:26:39.

rain is never too far away. Fingers crossed it will be tried. Tom

temperatures around ten degrees. No pressure is in control of things.

:26:43.:26:47.

That will be damp and breezy with those westerly winds of about 20

:26:47.:26:52.

miles an hour. The sunshine should be backed by Monday with the

:26:52.:26:59.

brightness around for Monday and Tuesday.

:26:59.:27:02.

Let's recap tonight's top national and local news stories. David

:27:02.:27:04.

Cameron has been meeting President Sarkozy in Paris for talks about

the debt crisis in the euro-zone. He has pledged that he will protect

Britain's interests if any EU treaties have to be rewritten.
