Welcome to South East Today. I'm Rob Smith. | :00:06. | :00:10.
And I'm Polly Evans. Tonight's top stories. | :00:10. | :00:15.

Seven people are rested. Also tonight, the new scheme to | :00:26. | :00:30.
help families get back to work - we hear the real-life experience of | :00:30. | :00:36.
all we did Kent father. I do not get time to look out there, there | :00:36. | :00:41.

Good evening. There has been a huge increase in compensation payouts | :01:09. | :01:13.
following medical negligence claims in Kent and Sussex. Our NHS Trusts | :01:13. | :01:16.
paid out more than 38 Myrddin pounds during the last financial | :01:16. | :01:20.
year. That is double the amount they were | :01:20. | :01:25.
paying her seven years ago, needing experts to concern -- to express | :01:25. | :01:28.
concern about no-win-no-fee lawyers are creating a compensation culture | :01:28. | :01:34.
that is spinning out of control. Selina from Ashford in happier | :01:34. | :01:38.
times. She threw herself off a motorway bridge days after being | :01:38. | :01:44.
released from a psychiatric unit. The NHS Kent and Medway social care | :01:44. | :01:47.
partnership admitted an opportunity to prevent her death was missed. | :01:47. | :01:53.
Her family received 150,000 for the financial slots they suffered. | :01:53. | :01:58.
In it was not a decision I took lightly, it was one of the most | :01:58. | :02:03.
complicated decisions I have ever made. I feel there was a catalogue | :02:03. | :02:08.
of errors, and that is the main reason I took legal action. And to | :02:08. | :02:14.
be able to get the answers that I needed. | :02:14. | :02:20.
Been 2003, 2004 there were 187 claims made hospital trusts in Kent | :02:20. | :02:26.
and Sussex, with more than 15.8 million paid out. In the last | :02:26. | :02:33.
financial year it paid totalled 368, with the amount paid up -- with the | :02:33. | :02:38.
amount paid more than doubling. Claims against hospitals handled by | :02:38. | :02:44.
then there. But not no-win-no-fee solicitors are hitting patient care, | :02:44. | :02:50.
as payments of at a come from NHS budgets. The if you have a finite | :02:50. | :02:54.
much amount of money, what comes out in compensation has to come | :02:54. | :02:58.
from somewhere else, and we would much rather see that money being | :02:58. | :03:02.
diverted into high quality care. The is Canterbury solicitors says | :03:03. | :03:06.
no-win-no-fee cases have opened up justice particularly for parents. | :03:06. | :03:12.
If such you chief sums are pay it out, why is there not joined-up | :03:12. | :03:18.
thinking whereby if that amount was for frontline services, and you had | :03:18. | :03:22.
more consultant obstetrician is available to deal with difficulties | :03:22. | :03:27.
in childbirth, everybody would be happier including the taxpayer, | :03:27. | :03:29.
because are you can well imagine my clients would rather have a healthy | :03:30. | :03:34.
baby. Unlike the case of Brit Monday's | :03:34. | :03:38.
Brize, the Department of Health points out the majority of patients | :03:38. | :03:43.
receive save health care. Simon joins us from Maidstone | :03:43. | :03:47.
Hospital. The whole process of medical negligence cases could now | :03:47. | :03:53.
face a shake-up. Seven years ago this trust paid out 1 million in | :03:53. | :03:57.
compensation cases. Last year that figure had risen to over 8 million. | :03:57. | :04:01.
The trust says that is bound to courts imposing higher settlements, | :04:02. | :04:06.
and also the increase in no-win-no- fee solicitors. But that could be | :04:06. | :04:10.
the way forward because the Government wants to act -- axe | :04:10. | :04:13.
legal aid completely for cases like this, so they would have to have | :04:13. | :04:18.
been taken on by these no-win-no- fee solicitors. The fear is that | :04:18. | :04:23.
they would only want to take cases they are sure they would win, | :04:23. | :04:27.
leaving the most vulnerable people who need money and compensation | :04:27. | :04:32.
missing out on justice. Seven people have been arrested in | :04:32. | :04:36.
a series of Kent Police raids aimed at cracking down on metal theft. | :04:36. | :04:41.
They targeted scrapyards across the county, and say they are aiming to | :04:41. | :04:44.
disrupt criminal gangs with links to the supply of illegal drugs. | :04:44. | :04:48.
Ministers have announced legislation which could see scrap- | :04:48. | :04:52.
metal dealers script of their licences if they handle stolen | :04:52. | :04:57.
goods. -- stripped of their licences. | :04:57. | :05:02.
Thousands of pounds worth of copper and lead, Kent Police say the raids | :05:02. | :05:06.
are intended to disrupt the illegal trade. This is an organised | :05:06. | :05:09.
criminal groups are making a lot of money and giving a lot of people | :05:09. | :05:14.
Missouri. Looking at what I can see, you can see the process from start | :05:14. | :05:20.
to finish. Goods coming in, being stripped and then making money. | :05:20. | :05:23.
industrial units were targeted, seven men arrested in the Thanet | :05:23. | :05:29.
and Herne Bay area. Over the last year to 0.7 million worth of metal | :05:29. | :05:34.
is estimated to have been stolen. 3,200 offences of theft were | :05:34. | :05:40.
reported, 1,200 of those relate to the theft of electrical cabling. | :05:40. | :05:46.
Today's operation was witnessed by this MP. The Government says they | :05:46. | :05:51.
are going to scrap cash deals from metal traders, but talking to the | :05:51. | :05:55.
officers today who have been on this operation is is important that | :05:55. | :05:58.
some other things are done. Barring scrap-metal dealers from the | :05:58. | :06:02.
industry who are caught red-handed is a new measure announced today. | :06:03. | :06:07.
Few parts of the South East have escaped the fees. A year ago two | :06:07. | :06:11.
men were jailed after targeting sub-stations in Medway and north | :06:11. | :06:17.
Kent. Two tons of Lent -- lead was ripped from the roof of a funeral | :06:17. | :06:23.
parlour. Go and a plaque from of war memorial near Dover was had to | :06:23. | :06:27.
be replaced. This operation is the result of a | :06:27. | :06:29.
six-month investigation. Kent Police said their action against | :06:29. | :06:35.
the thieves will continue. Colin Campbell joins us now from | :06:35. | :06:40.
Tunbridge Wells. Scrap-metal dealers across the | :06:40. | :06:46.
county been visited today. Officers carried and searches at seven | :06:46. | :06:50.
dealers across the county, including premises in Ramsgate, | :06:50. | :06:54.
Tenterden, Tonbridge and Tunbridge Wells. No stolen metal was | :06:54. | :06:59.
discovered, nothing to suggest these dealers were doing wrong. The | :06:59. | :07:03.
police accept there are dealers across the county acting within the | :07:03. | :07:11.
legal framework. With regard to today's operation, seven arrests - | :07:11. | :07:15.
five men have been arrested for the handling of stolen goods, two men | :07:16. | :07:20.
arrested for suspicion of supplying a controlled drug. | :07:20. | :07:25.
Coming up, a council tax freeze in Medway is on the cards, but will | :07:25. | :07:35.
| :07:35. | :07:36. | ||
that mean cuts to services? Seven sheep have been killed and 37 | :07:36. | :07:41.
more injured in an attack by dogs running loose on a Sussex farm. | :07:41. | :07:46.
Farmer Tim Jury made the discovery earlier today on his land at Pett. | :07:46. | :07:50.
Police have identified the dogs responsible. You may find some of | :07:50. | :07:55.
the road -- the images in this report upsetting. | :07:55. | :08:02.
They have mostly been attacked a round the head area... A gruesome | :08:02. | :08:08.
discovery was made at first light. I am devastated. These poor animals, | :08:08. | :08:15.
it is just, words cannot describe it. This is the worst incident I | :08:15. | :08:18.
have ever come across in my experience of 30 years of sheep | :08:18. | :08:21.
farming. Police have confirmed the two | :08:21. | :08:28.
alsatians were from a nearby farm. Of the Sunday five sheep, to have | :08:28. | :08:33.
been killed and a dozen injured. There were around 38 yearling lambs, | :08:33. | :08:38.
five have been killed and around 25 injured. Many of those may have to | :08:38. | :08:42.
be put down. The stress of being worried by dogs | :08:42. | :08:48.
causes them to be -- causes them to abort. It is heartbreaking. To | :08:48. | :08:52.
think of what they have gone through last night, and then we | :08:52. | :08:56.
will not have anything to show for it when they land. | :08:56. | :09:04.
It is not just the upset, foot but the financial implications. He will | :09:04. | :09:10.
suffer significant losses. The estimates are that livestock | :09:10. | :09:14.
worrying cost the industry more than 2 million a year. Many | :09:14. | :09:19.
incidents go unrecorded and many losses are uninsured. | :09:19. | :09:29.
| :09:29. | :09:31. | ||
The is evening, the dog's' owners have admitted liability. | :09:31. | :09:35.
The Manhal Alnasser -- the Independent Police Complaints | :09:35. | :09:38.
Commission is investigating the death of the 33-year-old man at | :09:38. | :09:41.
Gatwick Airport railway station. Officers were responded to reports | :09:41. | :09:46.
a man was harming himself with a broken bottle, and they used a | :09:46. | :09:49.
Taser gun to try and restrain him but he died from a neck injury. | :09:49. | :09:52.
An unemployed man from Chatham has been banned from going to any | :09:52. | :09:57.
football match for the next three years. 35-year-old Gary Rimmer was | :09:57. | :10:02.
convicted of assaulting two stewards at Priestfield Stadium. He | :10:02. | :10:05.
is the first person in Kent to receive a Football Banning Order | :10:05. | :10:09.
since the unit was set up in the county to tackle football-related | :10:09. | :10:12.
crime for. Council tax in the Medway Towns is | :10:12. | :10:14.
likely to be frozen for the second year running. The recommendation | :10:14. | :10:19.
has been made in budget proposals that ball broke before the council | :10:19. | :10:24.
next week. The financially prudent thing to do would be to increase | :10:24. | :10:29.
council tax beyond the 2.5% the Government have given us. In a time | :10:29. | :10:34.
of austerity, we do not think the people of Medway would understand. | :10:34. | :10:39.
Ian Palmer joins us now live from Chatham. The council has said there | :10:39. | :10:44.
has been a significant cut in Government funding, but how are | :10:44. | :10:48.
they going to balance the books? spreading the pain as widely as | :10:48. | :10:53.
possible - certainly car-parking charges or to increase by ten pence. | :10:53. | :10:59.
That will not be welcomed by hard- pressed retailers, headline figures | :10:59. | :11:03.
in terms of the supporting people budget has been cut by 2 million. | :11:03. | :11:11.
That is a fund that goes towards homeless people. Services are being | :11:11. | :11:16.
revealed -- reviewed - the special needs transport bill has been | :11:16. | :11:20.
looked at, that takes children to school every morning, and of course | :11:20. | :11:24.
the staff at Medway Council have not had a pay increase for the past | :11:24. | :11:28.
three years. So Medway Council has balanced the books, but it has only | :11:28. | :11:32.
done that by taking a one of parachute payment from the | :11:32. | :11:38.
Government. That will not be there next year, so the idea of a council | :11:38. | :11:44.
tax freeze in 2013, 2014, looks fanciful at the moment. The Kent | :11:44. | :11:47.
Police authority have announced plans for multi-million pound | :11:47. | :11:53.
savings also. Yes, this is the way we pay for our policing in Kent, a | :11:53. | :11:58.
budget of 200 Centre 4 million has been said, 20 million less than | :11:58. | :12:04.
last year, and this has only been achieved because of savings, so | :12:04. | :12:09.
effectively it is a freeze, but it has only been able to do that with | :12:09. | :12:13.
this parachute payment. It looks like the on the break costs can go | :12:13. | :12:20.
in the future is up. This is tonight's top stories. | :12:20. | :12:25.
Hospital Trust in Kent and Sussex have paid that more than 38 | :12:25. | :12:28.
million for medical negligence claims in the last financial year. | :12:28. | :12:31.
It is double the amount seven years ago. | :12:31. | :12:37.
Also tonight, writes Charles Dickens's wishes for a quiet | :12:37. | :12:41.
funeral were overruled for a grandiose burial at Poets' Corner. | :12:41. | :12:45.
And this puts women from Kent and Sussex looking to restore some | :12:45. | :12:54.
pride in the England cricket team. -- the sportswomen. | :12:54. | :12:58.
A single father from Folkestone who struggled to get off benefits after | :12:59. | :13:02.
the death of his partner is hoping that a new pilot scheme designed to | :13:02. | :13:07.
help the unemployed return to work will give him the support he needs. | :13:07. | :13:11.
James Henry is receiving one to one mentoring as part of the Family | :13:11. | :13:16.
Champions project. It was lodged by David Cameron in 2010, and it is | :13:16. | :13:22.
designed to help 120,000 a troubled families, who cost the UK more than | :13:22. | :13:32.

dilemma is his family, -- his family champion, who it -- whose | :13:56. | :14:02.
job it is to prepare for James with a life away from benefits. He has | :14:02. | :14:07.
really engaged with the family championed project. From the outset, | :14:07. | :14:10.
he wanted to establish his own landscape garden business and that | :14:10. | :14:17.
was the focus of our work together. What works is focused, personalise | :14:17. | :14:21.
support. Some on the family trusts coming into their home and helping | :14:21. | :14:25.
them improve their lives. The Prime Minister's vision is to | :14:25. | :14:29.
transform the lives of the country's most troubled families. | :14:29. | :14:34.
All the James's situation is different, you can benefit from the | :14:34. | :14:40.

champion is working with him to get some experience and engage with | :14:52. | :14:58.
Enterprise clubs -- clubs. He is looking at opportunities. Although | :14:58. | :15:03.
largely supported, there are those who question the work of councils | :15:03. | :15:07.
like Shepway District. It is a drop in the ocean in the context of the | :15:07. | :15:13.
massive levels of unemployment we have. People are finding it | :15:13. | :15:19.
impossible to get into work. There are 2058 people in Folkestone & | :15:19. | :15:24.
Hythe alone unemployed. For James, it offers the chance to get his | :15:24. | :15:30.
life back on track. I am out there. I am trying to get my driving | :15:30. | :15:33.
licence tautened. Then roads lead, will be up and running with my own | :15:34. | :15:41.
business. Maybe they can help other people on the way. James's | :15:41. | :15:44.
unfortunate situation was once a barrier to employment -- to | :15:44. | :15:54.
| :15:54. | :16:01. | ||
employment, but now he is opening It is the 200th anniversary of the | :16:01. | :16:05.
birth of Charles Dickens and we have been celebrating. Today, a | :16:05. | :16:10.
blue plaque has been unveiled by his great great grandson to | :16:10. | :16:14.
acknowledge the of the's link with Sussex. He was a regular visitor to | :16:14. | :16:17.
the former Bedford Hotel in Brighton. | :16:17. | :16:21.
There are references to the city in several of his works, including | :16:21. | :16:26.
Bleak House and Nicholas Nickleby. Dickens connections with Kent are | :16:26. | :16:30.
better known, and if he had got his way he would have been buried at | :16:30. | :16:35.
Rochester Cathedral. Instead, he was honoured with a grave at Poets' | :16:35. | :16:44.
Corner in Westminster Abbey. Dickens was no stranger to death, | :16:44. | :16:50.
or whether it was in his own life or in his writing. Lord, the | :16:50. | :16:56.
merciful. His own end came at the height of his fame. He had been | :16:56. | :17:00.
writing a mystery and his last words included a description of | :17:00. | :17:10.
| :17:10. | :17:11. | ||
Rochester Cathedral. The cold stone tombs of centuries ago were warm | :17:11. | :17:16.
with flecks of darkness darting to the stern marble corners of the | :17:16. | :17:24.
building. He was very young. He was only 58 when he died. But yes, he | :17:24. | :17:31.
had made a little bit of a mess of his family and his private life. He | :17:31. | :17:36.
had a mistress and was separated from his life. But he had his | :17:36. | :17:42.
children around him. He suffered a stroke in June 1870. He had left in | :17:42. | :17:51.
Strachan -- instructions about the aftermath of his death. | :17:51. | :17:56.
emphatically director that I be buried in an inexpensive, | :17:56. | :18:02.
unostentatious and strictly private manner. No public announcement. | :18:02. | :18:08.
Haiti it publicity. He could not stand the idea -- he hated | :18:08. | :18:14.
publicity. He could not stand the vast Victorian monuments in | :18:14. | :18:21.
cathedrals. He hated that sort of thing. After he died, the family | :18:21. | :18:27.
thought that this churchyard here would be a fitting last resting | :18:27. | :18:32.
place. But from there, things escalated. The idea grew that he | :18:32. | :18:36.
should be buried in Rochester Cathedral, something he had talked | :18:36. | :18:44.
about. His wish was to have been buried in the cathedral cemetery, | :18:44. | :18:48.
outside in the moat. What people do not know is that the cemetery was | :18:48. | :18:53.
closed because it was full and they were looking for another cemetery. | :18:53. | :18:59.
The dean had already dug a grave for him inside the cathedral. | :18:59. | :19:04.
this could have been his grave in the cathedral. We know that agrees | :19:04. | :19:09.
was Chuck -- dug in the chapel. We know that they got quite a way with | :19:09. | :19:13.
it before dickens was taken to Westminster Abbey. So why was he | :19:13. | :19:18.
buried here? It is a case of opportunist lobbying by the Dean at | :19:18. | :19:24.
the Abbey. I think he wanted a spectacular new burial for Poets' | :19:24. | :19:28.
Corner. There had not been a literary celebrity buried in | :19:28. | :19:32.
Westminster Abbey since Dr Johnson at the end of the 18th century. | :19:32. | :19:39.
Dickens was the most famous man of his times. He created a new | :19:39. | :19:43.
tradition of Poets' Corner. In line with his wishes, the laying to rest | :19:43. | :19:48.
was in secret, attended by only a handful of family and friends. But | :19:48. | :19:53.
then the grave was left open and thousands filed past to pay their | :19:53. | :19:58.
respects. The open grave in Rochester had to be closed and, not | :19:58. | :20:04.
surprisingly, cathedral officials felt a sense of loss. They believed, | :20:04. | :20:08.
as they still believe, that no more fitting and Honourable spot could | :20:08. | :20:12.
be found than and it's the scenes to which she was on the attached, | :20:12. | :20:17.
and amongst those to whom he was personally known as an neighbour | :20:17. | :20:23.
and held in such honour. His body may lie elsewhere, but for many who | :20:23. | :20:33.
| :20:33. | :20:35. | ||
come here, the spirit of Charles Dickens is never far away. | :20:35. | :20:39.
Of course, on Friday we have a special programme live from | :20:39. | :20:44.
Rochester Cathedral for a showing of David Lean's classic film Great | :20:44. | :20:48.
Expectations. England's Mill cricketers may have | :20:48. | :20:52.
suffered a humiliating whitewash at the hands of Pakistan, but their | :20:52. | :20:58.
female counterparts -- counter pack its want to cement their position | :20:58. | :21:02.
as the world's best team. They have just arrived in New | :21:02. | :21:06.
Zealand and are looking to build momentum as they defend their World | :21:06. | :21:09.
Cup title. England women's cricket has been on | :21:09. | :21:13.
a high ever since they emulated the meant by beating Australia seven | :21:13. | :21:17.
years ago. That success was followed by numerous one-day | :21:17. | :21:22.
trophies. They have transformed themselves into the world's best | :21:22. | :21:27.
team. Despite some changes, half the squad to take on New Zealand -- | :21:27. | :21:35.
to take on the New Zealand team come from that south-west. We hope | :21:35. | :21:44.
to be unbeaten as a team. Every game it is alive over the next 18 | :21:44. | :21:48.
months because we have big tournaments ahead. There is a lot | :21:48. | :21:53.
to play for. There are lots of opportunities. It is exciting. | :21:53. | :21:56.
Despite their success, many of the England team have to juggle their | :21:56. | :22:02.
sport with a full-time job. This sometimes means weeks away from | :22:02. | :22:09.
school for this teacher. Tours seem to be falling less and less in | :22:09. | :22:14.
holiday time and more in term time. The children enjoy it watching it | :22:14. | :22:19.
on television. Competition for places in the team has never been | :22:19. | :22:25.
greater they are host of younger players keen to take their chance. | :22:25. | :22:28.
I want to try and establish my place in the team. It would be | :22:28. | :22:34.
really good to get a permanent place and work my way at the order. | :22:34. | :22:37.
While the men's results may have dipped in recent weeks, the women | :22:37. | :22:41.
remain hungry for success. It will be a big surprise if more trophies | :22:41. | :22:47.
do not come their way. Good luck. | :22:47. | :22:52.
On to football and Crawley Town overcame at the weather and the | :22:52. | :22:55.
opposition last night to get to the top of League Two. | :22:55. | :22:59.
Supporters had to help clear tons of snow in order to allow the game | :22:59. | :23:04.
to go ahead. They were rewarded with a 4-2 victory. | :23:04. | :23:08.
Many of the fans who braved the elements last night had already put | :23:08. | :23:14.
in several hours' work to get the game on. They left the pitch in | :23:14. | :23:19.
almost perfect condition. Cheltenham struck first thanks to | :23:19. | :23:25.
this accurate low shot. Crawley were soon on level terms, when the | :23:25. | :23:33.
best player on loan from Arsenal equalised. The Reds were then put | :23:33. | :23:40.
ahead. They were cheered on by a big crowd. Sanchez then made it 4-1 | :23:40. | :23:45.
with his second goal of the game. Despite the freezing temperatures, | :23:45. | :23:49.
things were hotting up and both managers received their marching | :23:49. | :23:55.
orders from the referee. It proved to be an excellent evening for it - | :23:55. | :23:59.
- for the team and its loyal supporters. | :23:59. | :24:09.
| :24:09. | :24:14. | ||
Thank you very much. Much appreciated. It is thanks to the | :24:14. | :24:21.
fans who clear to the pitch. We also thank the groundsman who has | :24:21. | :24:25.
been outstanding. It may have been bitterly cold, but there was plenty | :24:25. | :24:34.
to smile about as they moved back to the top of the table. | :24:34. | :24:41.
They did well to get the game on at all, because it was bitterly cold. | :24:41. | :24:51.
| :24:51. | :24:56. | ||
I have named a new type of shower. The Paris Hilton shower. Showers of | :24:56. | :25:01.
sparks in Crystal's! They are sparkling and we will be seeing | :25:01. | :25:06.
more in the next 24 hours. It is because cloud is thick enough to | :25:06. | :25:10.
give these little ice crystals but not big enough to give us snow. It | :25:10. | :25:15.
could give a little dusting in places, but not much more. The main | :25:15. | :25:20.
difference with tonight's weather is that with the north easterly | :25:20. | :25:25.
flow, a lot of moisture has been brought in from the North Sea. That | :25:25. | :25:30.
has increased the temperature which means there is more moisture in the | :25:30. | :25:35.
air. Temperatures will not be as low but we might have a return to | :25:35. | :25:40.
scraping ice of the windscreen tomorrow morning. You might have a | :25:40. | :25:44.
bit of ice scraping tomorrow morning, other than that, the day | :25:44. | :25:49.
will be dull and very cloudy. Still just the odd little flutter of a | :25:49. | :25:55.
flake or two. Temperatures not much above freezing at the very best. | :25:55. | :26:03.
Winds will be picking up. -- will not be picking up. Tomorrow evening, | :26:03. | :26:06.
this is when it next it's interesting. Just like Saturday, we | :26:06. | :26:12.
have another warm front coming towards us. It turns to snow but it | :26:12. | :26:17.
just nudges into us and then retreats back westwards. It is | :26:17. | :26:22.
close but not likely to give us much more than a centimetre of snow. | :26:22. | :26:28.
For now, a cloudy day into tomorrow evening. A small risk of snow | :26:28. | :26:32.
falling particularly in parts of West Sussex are Surrey, but other | :26:32. | :26:37.
than that we could escape with no snow. After that, the sunshine | :26:37. | :26:43.
returns across the weekend, but it is going to be staying very cold. | :26:43. | :26:47.
If you think you have been seeing a lot more sheep in the fields, IQ | :26:47. | :26:52.
might as well check they are sheep because some children have been | :26:52. | :27:02.
| :27:02. | :27:02. | ||
making its no sheep. It is lovely! I am so glad that the Paris held a | :27:02. | :27:08.
shower was just sparkling! That Tottenham Hotspur manager | :27:08. | :27:12.
Harry Redknapp has said his nightmare is over after being | :27:12. | :27:15.
cleared for tax evasion. He is being tipped as the next England | :27:15. | :27:19.
manager. There has been a huge increase in | :27:19. | :27:27.
compensation payouts following claims end Sussex. | :27:27. | :27:31. |
