Welcome to South East Today. Tonight's top stories.

:00:02.:00:06.

Jail for the drunk lorry driver who U-turned and drove the wrong way

:00:06.:00:09.

down the M20. Virgin boss Richard Branson says

:00:09.:00:12.

expand Heathrow and bin Boris Island to solve the UK's air

:00:12.:00:19.

capacity crisis. I know by doing this interview, it's an unpopular

:00:19.:00:24.

thing to say. But someone's got to say it.

:00:24.:00:28.

Also in tonight's programme. We're live in Hastings ahead of the

:00:28.:00:32.

opening of the brand new, 4 million Jerwood gallery. It's

:00:32.:00:35.

divided opinion, has the Jerwood been built in the wrong place and

:00:35.:00:38.

at the wrong time to regenerate Hastings or could it be a much

:00:38.:00:42.

needed boost to the town's fortunes? As a town and community,

:00:42.:00:45.

we should have asked them to go where we needed it, which I feel,

:00:46.:00:55.
:00:56.:01:01.

Good evening. A Polish lorry driver has been jailed for 18 months after

:01:02.:01:05.

he did a U-turn on the M20 and drove the wrong way along it for

:01:05.:01:10.

hundreds of metres. Ireneusz Popielarz was found to be more than

:01:10.:01:13.

three times over the drink drive limit when he was arrested near

:01:13.:01:21.

Ashford. Steve Gaisford reports. The moment Kent Police traffic

:01:21.:01:25.

officers stopped a John Clery driver travelling the wrong way

:01:25.:01:30.

down a busy motorway. The officers spotted the Polish driver as they

:01:30.:01:34.

headed London-bound on the M20 near junction nine. The pictures

:01:34.:01:38.

recorded from their patrol car camera showed the lorry forcing

:01:38.:01:43.

coast bound traffic to avoid him. It is reported that Ireneusz

:01:43.:01:47.

Popielarz had driven his glory for several hundred metres in the right

:01:47.:01:52.

direction before performing a U- turn across all three lanes. As he

:01:52.:01:56.

travelled back towards gentian nine, the police were waiting for him. He

:01:56.:02:02.

was tested and his blood alcohol reading was over the legal limit.

:02:02.:02:06.

As one of the main routes to the coast and on to Europe, the M20

:02:06.:02:10.

motorway is heavily used by drivers both day and night. It is very

:02:10.:02:15.

fortunate that no one was hurt. courts clearly have decided to

:02:15.:02:19.

punish the man in the wake I feel he should have been. As a direct

:02:19.:02:23.

result, this man has lost his licence. He has also lost his

:02:23.:02:28.

livelihood and he has lost his liberty. In addition to receiving

:02:28.:02:32.

an 18 month jail term, he has been disqualified from driving for three

:02:32.:02:38.

years and will need to take an extended test 80 is ever to be

:02:38.:02:40.

allowed back on British roads. Richard Branson, the billionaire

:02:40.:02:43.

owner of Virgin Atlantic, says the government would be better off

:02:43.:02:46.

building a third runway at Heathrow and not pursuing any of the Thames

:02:46.:02:51.

estuary schemes that have been proposed. Talking exclusively to

:02:51.:02:54.

BBC South East Today's political editor Louise Stewart, he told her

:02:54.:02:57.

that while there is an urgent need for more air capacity, Boris Island

:02:57.:03:06.

isn't the answer. The government aviation review is

:03:07.:03:10.

due out later this month. Given they have already said they are

:03:10.:03:14.

looking at all options apart from a third when I, what would you like

:03:14.:03:19.

to see out of it? -- a third runway. I would like them to look at all

:03:19.:03:27.

options, and not to preclude extra capacity at Heathrow. Because, I

:03:27.:03:35.

mean, if they end up, say, building a new airport in the Astra, the

:03:35.:03:40.

only way that is going to succeed is to close Heathrow down. -- a new

:03:40.:03:47.

airport in the history. It will take many years before it happens.

:03:47.:03:52.

I just think I have a quite a big question over the feasibility of it,

:03:52.:03:57.

and whether it will ever take place. Even if it does take place, we are

:03:57.:04:02.

talking 20 years away. In the meantime, Great Britain comes to a

:04:02.:04:06.

stop. There does seem to have been a bit of a groundswell of opinion

:04:07.:04:14.

in favour year -- favour of her hub airport, it initially it was seen

:04:14.:04:18.

as pie-in-the-sky, Boris Island, but now business leaders and

:04:18.:04:22.

architects have come out. Do you think a new airport in the south-

:04:22.:04:29.

east would work? You would have a massive road right through London.

:04:29.:04:32.

Transportation to and fro -- to and from there would be very tough.

:04:32.:04:35.

There are a lot of questions that need answered before we would back

:04:35.:04:41.

that airport. Whatever happens, Great Britain needs more capacity,

:04:41.:04:48.

urgently. And so if that is the only option open, we will take

:04:48.:04:53.

whatever we can get. You are clearly a man who understands

:04:53.:04:58.

business, aviation, and who has some political influence. You were

:04:58.:05:02.

at the dinner with President Obama and David Cameron the other night.

:05:02.:05:07.

Why do you think politicians are so set against increasing capacity if

:05:07.:05:12.

comic as you say, it is so crucial for economic growth? I think they

:05:12.:05:16.

have made the mistake of saying, trying to get elected on the basis

:05:16.:05:21.

they would not do it, thinking it was a popular thing to do. I know

:05:21.:05:25.

by doing this interview, it is an unpopular thing to say, but

:05:25.:05:32.

somebody has got to say it. Sometimes brave people change their

:05:32.:05:42.
:05:42.:05:42.

minds. I think, you know, pretty well anybody who is in business in

:05:42.:05:47.

the UK knows that it is desperately-needed, we desperately

:05:47.:05:53.

need the capacity. Sir Richard Branson, thank you very much.

:05:53.:05:57.

Our reporter has been following this story and joins us from

:05:57.:06:02.

outside City Hall in central London. Sir Richard Branson's views are

:06:02.:06:06.

hugely respected within the business area, is his view going to

:06:06.:06:09.

have any influence on the mare? That depends on who the mayor is.

:06:09.:06:14.

We have got elections here in May, the current mayor, Boris Johnson,

:06:14.:06:18.

does not think I heard -- a third runway at Heathrow is the answer.

:06:18.:06:24.

He is in favour of the Thames estuary airport, Boris Island. The

:06:24.:06:28.

other candidate, Brian Paddick, Jenny Jones and Kevin and -- Ken

:06:28.:06:34.

Livingstone, are against that idea. It depends on who is elected. The

:06:34.:06:36.

Department for Transport Today reiterated government's position,

:06:36.:06:41.

and that is that a third runway at Heathrow has currently been ruled

:06:41.:06:44.

out. And you can see the full interview

:06:44.:06:46.

Southern Water has applied for more time to try to refill the South

:08:48.:08:51.

East's largest reservoir due to continued dry weather. The

:08:51.:08:53.

Environment Agency has already agreed to water being taken from

:08:54.:08:58.

the River Medway to top up Bewl Water until the end of this month.

:08:58.:09:01.

Southern Water wants the agreement to be extended until the end of

April. The controversial Jerwood Art

:09:04.:09:08.

Gallery opens in Hastings tomorrow. The 4 million building has

:09:08.:09:11.

bitterly divided opinion in the town, championed by those who

:09:11.:09:14.

believe it will help regenerate the area but condemned by those who see

:09:14.:09:19.

it as the wrong project in the wrong place. Polly is live at the

:09:19.:09:29.

Gallery. The evening reception is just getting underway?

:09:29.:09:32.

Guests are slowly starting to arrive here for a special reception

:09:32.:09:40.

ahead of the opening tomorrow. The Jerwood is here, at Hastings old

:09:40.:09:44.

town, in amongst the old fishermen's huts which a unique to

:09:44.:09:50.

Hastings. You can see up there, a sign, a sign that says no Jerwood.

:09:50.:09:56.

It is nestled next to the medieval walled town. It is the latest in

:09:56.:10:00.

what has been described as a string of pearls, a network of art

:10:01.:10:04.

galleries starting with Turner in Margate, the De La Warr in Bexhill

:10:04.:10:11.

to the Towner in Eastbourne. It has stirred up a lot of strong opinion!

:10:11.:10:15.

Our reporter Sara Smith has been taking the temperature in the town

:10:15.:10:20.

ahead of the opening. If today is all about getting ready

:10:20.:10:24.

for the opening party, tomorrow is when the real life of this gallery

:10:24.:10:29.

will begin. Its collection of 20th and 21st century paintings will go

:10:29.:10:34.

on public display for the first time. Among the artists featured is

:10:34.:10:39.

Mick Rooney, who lived here and was inspired by this town's artistic

:10:39.:10:43.

community. It is somehow, for me, having a painting here and coming

:10:43.:10:48.

back to see it, it gives to me a sense of completion. From here in

:10:48.:10:52.

the gallery, there is no forgetting way you are. Both the town and the

:10:53.:10:57.

fishing boats are framed by these enormous windows. But if you feel

:10:57.:11:00.

connected to the rest of Hastings from inside the gallery, how

:11:00.:11:06.

connected does the rest of the town feel to this get -- place? Frame up

:11:06.:11:10.

the all-day breakfasts in his cafe is Martin. Down the other end of

:11:10.:11:14.

town from the gallery, he is less than impressed. As far as I am

:11:14.:11:23.

concerned, Hastings is a kiss-me- quick, candyfloss and fish and

:11:23.:11:26.

chips down. A seaside town. I think the Jerwood is a little bit too,

:11:26.:11:32.

how should I say, upper-class. customers are split. A gallery in

:11:32.:11:35.

the middle of the Hastings seems a bit weird to me, it does not fit in.

:11:35.:11:40.

For art dealers who think it is a really good idea, -- I have worked

:11:40.:11:44.

for them. I have worked for people who think it is a horrible place.

:11:44.:11:48.

In a few years people will be used to it. First conceived in 2007,

:11:48.:11:53.

work started on the Jerwood two years ago, and more than 100,000

:11:53.:11:58.

visitors are expected every year. A nearby bed-and-breakfast is one

:11:58.:12:03.

place which need -- seems likely to benefit. Prior to something like

:12:03.:12:07.

the gallery coming, it people would have just come for a day-trip. But

:12:07.:12:11.

now they might make a weekend of it or a two-night break during the

:12:11.:12:16.

week and a visit other parts of East Sussex. The owner of this

:12:16.:12:19.

vintage clothes shops says it is the mix in Hastings which it works

:12:19.:12:22.

so well, and it is not just the extra visitors that have sold her

:12:22.:12:26.

on the gallery. I do not think it should split the town, it should

:12:26.:12:30.

bring people in and it is good for the town itself. It looks beautiful

:12:30.:12:35.

and fits in, I think it is great. But the Jerwood still has many

:12:35.:12:41.

hearts and minds to wins. We have come inside, this is called

:12:41.:12:44.

the Foreshore Gallery, the largest exhibition space inside their

:12:45.:12:50.

Jerwood. 180 square metres. This is the work of Cap Rose Wylie, a Kent

:12:50.:12:58.

artists, she is here. How does it feel to have your first

:12:58.:13:04.

retrospective? Lovely, wonderful, I N delighted. I love the building

:13:04.:13:09.

and a love Hastings. What do you think seeing your work on the wall?

:13:09.:13:13.

Terrific, it is very well hung, that is Liz! I could not have done

:13:13.:13:20.

it better. Liz Gilmore is the director of Jerwood, what do you

:13:20.:13:24.

feel like getting to this stage? is an amazing moment. We are so

:13:24.:13:29.

excited, opening the doors tomorrow, so police to have Rose Wylie as our

:13:29.:13:36.

inaugural show. -- so police. To welcome people into the galleries.

:13:36.:13:42.

You have to win over Hearts and minds, people still think there is

:13:42.:13:46.

not a good place for this place. There'll be people who have a

:13:46.:13:49.

different view, but the overwhelming majority have been

:13:50.:13:54.

supportive. We had a first launch last night with the local community

:13:54.:13:57.

who were utterly delighted to see the Jerwood Gallery being here.

:13:57.:14:01.

What about the issue of them having to pay for it? It might be easier

:14:01.:14:06.

to accept if it was very. We have some free entry on a Tuesday, once

:14:06.:14:11.

a month, but what we have done is a Robin Hood approach of being very

:14:11.:14:15.

subsidised. 2 for local approach - - adults and 1 for children, we

:14:15.:14:22.

hope the entrance fee will will not be seen as a barrier. This whole

:14:23.:14:27.

idea of regenerating seaside pairings using art it is not new,

:14:27.:14:32.

it started to the Tate in St Ives. The director of the Tate is Sir

:14:32.:14:38.

Nicholas Serota. This idea that seaside towns that have fallen on

:14:38.:14:41.

hard times can be regenerated through art is kind of gaining

:14:41.:14:45.

momentum, certainly in the south- east. Do you think it is really

:14:45.:14:51.

viable and the long-term? I think we have seen many examples, Tate St

:14:51.:14:55.

Ives has been there for nearly 20 years, it has transformed the

:14:55.:14:59.

economy of the town. If you go to Margate, the Turner Contemporary

:14:59.:15:04.

has made a big difference. The Bexhill Gallery, that will happen

:15:04.:15:08.

here as well. It is not the only thing in town. The fishermen

:15:08.:15:12.

certainly know that. There is plenty of reason for other parts of

:15:12.:15:17.

the economy to flourish in Hastings. They feel there should be further

:15:17.:15:21.

up the seafront, in an area they need regeneration, closer to the

:15:21.:15:26.

burned down peer or St Leonard's. We are not going to move in El!

:15:26.:15:33.

Town will move towards it. You have a great space outside the Jerwood,

:15:33.:15:38.

and I think it will be a space in the town. Any big city or town, the

:15:38.:15:43.

centre of it moves over time. -- over time.

:15:43.:15:46.

We will be coming back later to take a closer look at some of the

:15:46.:15:49.

oddities in the gallery, and a look behind some of the arguments for

:15:49.:15:55.

and against. A Polish lorry driver has been

:15:55.:15:59.

jailed for 18 months after he did a U-turn on the M20 and drove the

:15:59.:16:02.

wrong way along it for hundreds of metres. Ireneusz Popielarz was

:16:02.:16:06.

found to be more than three times over the drink drive limit when he

:16:06.:16:15.

was arrested near Ashford. Also tonight, after yesterday's

:16:15.:16:19.

sunshine, today has been a more dull and call picture. We have rain

:16:19.:16:29.
:16:29.:16:30.

Now, Sport Relief 2012 is just a week away and tomorrow I'll be

:16:30.:16:33.

doing my bit by embarking on a marathon journey from Brighton to

:16:33.:16:38.

Margate. I'll be swimming around Brighton Pier, cycling the 100

:16:38.:16:41.

miles from there to Ramsgate and then running the final stretch to

:16:41.:16:47.

the finish line at the steps of the Turner Contemporary in Margate.

:16:47.:16:52.

It's a big ask, have I done enough training? To find out I went to the

:16:52.:16:54.

University of Kent's Sports Science department in Medway for the

:16:54.:17:04.
:17:04.:17:22.

During the running test on the treadmill, we will be recording

:17:22.:17:25.

your heart rate so we can get information about how your heart

:17:25.:17:29.

rate relates to how hard you are running so we can give you a target

:17:29.:17:39.
:17:39.:17:50.

speed so you don't go too quickly We have got the relationship

:17:50.:17:54.

between how fast you are working and the concentration of lactate.

:17:54.:17:57.

This tells us information about what is going on metabolic be

:17:57.:18:04.

within your body. I would certainly recommend, for the average pace of

:18:04.:18:09.

the run, to keep it slightly slower than that. OK. I think keeping its

:18:09.:18:13.

low on the day will not be an issue! That is the science bit,

:18:13.:18:17.

theoretically, I am fit enough to do this, but how my body is going

:18:18.:18:22.

to react after doing a one kilometre sprint and then 100 mile

:18:22.:18:26.

bike ride and then running 10 miles, I will find out when I do it for

:18:26.:18:33.

real. Wish me luck! I am very nervous about it!

:18:33.:18:36.

If you want to donate to Sport Relief this year which helps

:18:36.:18:39.

charities in the UK, as well as some of the worlds poorest

:18:39.:18:44.

countries, you can go to sportrelief.com/sponsor/robsmith1.

:18:44.:18:47.

The south east's top teams will continue their push for promotion

:18:47.:18:51.

tomorrow. In the Championship fifth place Brighton travel to Blackpool

:18:52.:18:56.

hoping to extend their 12 match unbeaten run. League One leaders

:18:56.:19:00.

Charlton got to Scunthorpe. In League Two Crawley will be hoping

:19:00.:19:03.

to end their recent slump at home to Port Vale and Gillingham travel

:19:03.:19:13.
:19:13.:19:21.

to Cheltenham despite still missing a host of first choice players.

:19:21.:19:24.

Now, as we've been hearing, the South East's latest high profile

:19:24.:19:27.

art gallery opens in Hastings this weekend. The Jerwood divided the

:19:27.:19:30.

town pretty much from the start. Many hope it will kick-start much

:19:30.:19:32.

needed regeneration, but those against it believe it's been built

:19:32.:19:36.

on the wrong site. Let's go back to Polly at the Gallery now. Polly, is

:19:36.:19:39.

there any resolution in sight? Not at this stage, but this is one

:19:39.:19:43.

of the things that is going to win people over. This is the more

:19:43.:19:45.

traditional side of the collection here at the Jerwood, including

:19:45.:19:53.

works by Sir Frank Brangwyn, he painted most of his work from a

:19:53.:19:58.

studio in Sussex. So they have local artists. We have this famous

:19:58.:20:02.

work over here, this is by Christopher Wood. They are hoping

:20:02.:20:06.

that iconic paintings like this will draw people in. You just need

:20:06.:20:12.

to look out of the window to see how close this is to Hastings a

:20:12.:20:19.

posture the medieval altar town. This proximity to what many say it

:20:19.:20:22.

was already a thriving area of the town is what winding some people up.

:20:22.:20:28.

They think that the man wrecked -- the Jerwood is getting more from

:20:28.:20:38.
:20:38.:20:42.

the old town than the old town is They stayed there is a place for

:20:42.:20:48.

everything. And the beach at Hastings old town has always been

:20:48.:20:52.

the pace of fishing boats and fresh catch. Is it the right place for

:20:52.:20:58.

the brand new Jerwood Gallery? Dean, whose family have been landing

:20:58.:21:04.

fishable sentries, is very clear that the answer is no. Everything

:21:04.:21:14.
:21:14.:21:17.

about the old town is a successful stop anybody bringing -- wanting to

:21:17.:21:27.
:21:27.:21:27.

bring a to bring a business here is The challenge has been to create a

:21:27.:21:31.

sympathetic building which takes its place among the nets and

:21:31.:21:37.

buildings, a place for art. As an art gallery, it fits so well with

:21:37.:21:41.

the net huts and the old town, and this is very historic. This is the

:21:41.:21:46.

medieval town of Hastings. I believe that after a little bit of

:21:46.:21:56.
:21:56.:22:10.

time, people will like and maybe The Jerwood houses a collection of

:22:10.:22:13.

20th and 21st century art, and there is local talent amongst it.

:22:14.:22:18.

Like this painting, this is by D artist Frank Brangwyn, the view out

:22:18.:22:24.

of his window at of the Sussex village of Ditchling. A this is the

:22:24.:22:27.

South Downs in the background. It was this painting which started the

:22:27.:22:33.

collection in the first place. Coming right up to date, this is

:22:33.:22:37.

the work of the artist Rose Wylie, the first retrospective of her work

:22:37.:22:41.

shown. She was born in Kent, she trained in the county, and she

:22:41.:22:49.

still does her work from studios in a little Kent village. There is

:22:49.:22:53.

undoubted appeal for art lovers, but many people who live here have

:22:53.:22:58.

misgivings. I think it is very controversial. You can still see

:22:58.:23:05.

the banners up with no Jerwood, it says it up. Wrong place, tongue --

:23:05.:23:12.

wrong time. It takes time for people to accept, new buildings and

:23:12.:23:15.

new places but it will hopefully bring in revenue. I am not

:23:16.:23:19.

objecting to a gallery in Hastings, but there are better places. It has

:23:19.:23:23.

been forced on the locals here who definitely do not want it. Some

:23:23.:23:27.

would like to have seen it further along the seafront towards St

:23:27.:23:32.

Leonard's. Nearer to the old Post Office cafe. But here there is hope

:23:32.:23:36.

that they can cash in on new interest in the area generally.

:23:36.:23:39.

cannot see how it cannot be positive, really. They would have

:23:39.:23:44.

to get it terribly wrong. Local journalist Kathryn Flett does not

:23:44.:23:48.

think it is out of place. It is a destination. Artist, the light is

:23:48.:23:53.

fantastic, people have been drawn here for centuries. -- it is a

:23:53.:23:57.

destination for artists. Art is what Hastings is and will continue

:23:57.:24:02.

to be. It has been met with a sea of disapproval, but if Jerwood

:24:02.:24:05.

proves itself popular, people may come to believe that everything

:24:05.:24:13.

does have its place. Who knows? We have come outside,

:24:13.:24:16.

this is the cafe and restaurant where people are able to look out

:24:16.:24:20.

over the fishing boats over there. I am joined by two local business

:24:20.:24:27.

people, Alastair Hendy, you run a Home Store, and Kathy Dyton, who is

:24:27.:24:32.

one half of the jewellery shop -- jaw restore Pearl and Queenie. You

:24:32.:24:38.

like this gallery? I think it is fantastic, I think the bars and

:24:38.:24:42.

anticipation of it opening has been brilliant. I think it has going --

:24:42.:24:46.

it is going to be brilliant for Hastings. Allistair, you are not so

:24:46.:24:51.

convinced? Not totally convinced. I am all for re-Gallery, but not

:24:51.:24:58.

quite where they put it. Hastings is known for its marine industry,

:24:58.:25:03.

fish-and-chip shops, jellied eel bars, this of lip -- this launch

:25:03.:25:09.

fleet, and they are being squeezed out. We have got these amazing

:25:09.:25:13.

architectural gems, the net huts, they are Hastings. To put this

:25:13.:25:18.

building right up against them and spoil the view, that is completely

:25:18.:25:22.

inappropriate statement on the beach front. Quickly, it spoils the

:25:22.:25:27.

view, Kathy? I disagree. They have been very sympathetic to the design,

:25:27.:25:31.

it fits in perfectly. It has been brilliant. I cannot see what the

:25:31.:25:39.

fuss is about. Frankie both very much. -- thank you both very much.

:25:39.:25:43.

Is the sun going to sign -- Sharon on the new Jerwood when it opens

:25:43.:25:52.

Today has been a dull and cooler picture, and in the weekend, cloud

cover is thickening. Rain on Saturday, sunshine has sunshine and

:25:57.:26:02.

showers. -- Sunday has sunshine and showers. Low pressure moving in on

Saturday, but high pressure then builds from the south-west so

:26:07.:26:11.

increasingly settled through Sunday. By the new week, it will be a

:26:11.:26:17.

settled, warm and bright picture. Today, plenty of cloud cover around,

:26:17.:26:21.

a break in the cloud over the coast in Pembroke. For the rest of us, a

:26:21.:26:27.

dull story, it stays tonight. Staying dry overnight but first

:26:27.:26:30.

thing tomorrow, a band of rain spread eastwards, heavy as times

:26:30.:26:37.

particularly through the afternoon. Behind the reigned there is a clear

:26:37.:26:47.
:26:47.:26:48.

spell, so call might overnight into Sunday. -- a caller night. Shares

:26:54.:27:02.

Then a cold story into Monday. A risk of frost on Monday night. All

:27:02.:27:06.

the glorious weather this week, it is a bit of a washout this week.

:27:06.:27:15.

But it is welcome rain. As we enter the new week, once again it will be

:27:15.:27:19.

settled. Temperatures about 10 degrees on Monday. Enjoy your
