the future of education when it opened in 2005, but one of Kent's | :01:15. | :01:18. | |
flagship academy schools has been put in special measures after a | :01:18. | :01:20. | |
damning inspection by Ofsted. The Marlowe Academy in Ramsgate has | :01:20. | :01:25. | |
been given an overall rating of inadequate. The quality of teaching | :01:25. | :01:28. | |
is also described as inadequate. And the school's capacity for | :01:28. | :01:37. | |
sustained improvement is also branded inadequate. | :01:37. | :01:40. | |
A �30 million investment designed to replace the Ramsgate School, | :01:40. | :01:44. | |
which was dubbed the worst in the country. But now the Academy itself | :01:44. | :01:50. | |
is in special measures. It is very worrying. My children are doing | :01:50. | :01:55. | |
well here, but it makes me wonder wave they would be if the school | :01:55. | :02:02. | |
was doing better. The exam results worry me. But my son has only just | :02:02. | :02:06. | |
started, and he has a few years until he starts his exams. | :02:06. | :02:11. | |
Hopefully, things will pick up by then. The Ofsted report published | :02:11. | :02:15. | |
today related to an inspection in November and says the academies | :02:15. | :02:19. | |
failing to give its pupils an acceptable standard of education. | :02:19. | :02:23. | |
Those responsible for leading, managing or governing the school | :02:23. | :02:27. | |
are not demonstrating the capacity to secure the necessary improvement. | :02:27. | :02:31. | |
Too much teaching fails to support effective learning because | :02:31. | :02:38. | |
expectations are low. It is an absolute shambles and a disgrace. | :02:38. | :02:44. | |
At the bottom of the line, children are being failed miserably. It is a | :02:44. | :02:48. | |
challenging area. The proportion of pupils with special educational | :02:48. | :02:52. | |
needs or disabilities is three times the national average. Those | :02:52. | :02:56. | |
eligible for free school meals is double the national figure. Pupils | :02:56. | :03:00. | |
from ethnic minorities make up one in ten of the intake, but the | :03:00. | :03:03. | |
school insists that the situation has changed since the November | :03:03. | :03:09. | |
inspection. I am disappointed, particularly as the Ofsted | :03:09. | :03:15. | |
inspection took place in November, just two months after we brought | :03:15. | :03:21. | |
him a senior management team with a group of advanced skills teachers | :03:21. | :03:25. | |
to accelerate the progress we were making. Unfortunately, Ofsted were | :03:25. | :03:30. | |
not able to take account of the new team we brought in because they had | :03:30. | :03:35. | |
not had enough time to have effect. If Ofsted came again to the school | :03:35. | :03:39. | |
now that we have got new management, we have a better rating than | :03:39. | :03:46. | |
previously. It has its faults at times, but it caters for every one. | :03:46. | :03:49. | |
The performing arts department has given me so much confidence. | :03:49. | :03:54. | |
Without it, I would not be as confident as I am. The inspectors | :03:54. | :03:58. | |
were back this week. The school is confident that their next report | :03:58. | :04:01. | |
will be very different. And Simon Jones is at the Academy | :04:01. | :04:04. | |
now. Simon, this is all a very far cry from the optimism when the | :04:04. | :04:12. | |
Marlowe opened? When the Academy opened, there was an emphasis on | :04:12. | :04:15. | |
vocational subjects, but then the government said it wanted all | :04:15. | :04:20. | |
schools to concentrate on more academic subjects. The school | :04:20. | :04:23. | |
accept that they were slow to change, and that is why they have | :04:23. | :04:27. | |
fallen down the league tables. Also slow has been the length of time it | :04:27. | :04:32. | |
took to get this report published, some four months. That is because | :04:32. | :04:36. | |
of wrangling behind the scenes between the academy and Ofsted. The | :04:36. | :04:40. | |
school are very unhappy about when this inspection took place. The | :04:40. | :04:43. | |
report does make clear that things are getting better, but the big | :04:43. | :04:47. | |
question is what would happen if things do not improve quickly | :04:47. | :04:50. | |
enough. We put that to the government, but because the | :04:50. | :04:54. | |
academies are so new, this is uncharted territory. The government | :04:54. | :04:58. | |
says it will be prepared to take further action. But what that will | :04:58. | :05:01. | |
be is unclear. A former Cranbrook rugby player who | :05:01. | :05:04. | |
is paralysed from the neck down and has locked-in syndrome has welcomed | :05:04. | :05:08. | |
a debate in the Commons on assisted dying. Today's motion, supported by | :05:08. | :05:10. | |
the Brighton Pavilion MP Caroline Lucas, argued that prosecuting | :05:10. | :05:14. | |
those who help a loved-one to die - at their request - may not always | :05:14. | :05:24. | |
:05:24. | :05:32. | ||
be in the public interest. This was not to condone suicide. | :05:32. | :05:35. | |
Tony, who is paralysed and has locked-in syndrome, meaning he | :05:35. | :05:39. | |
cannot speak, watched today's debate in the Commons with keen | :05:39. | :05:43. | |
interest. Two weeks ago a judge ruled that he should be able to | :05:43. | :05:47. | |
proceed with his right to die case. The former rugby player has been | :05:47. | :05:51. | |
paralysed since suffering a stroke seven years ago. Currently, if he | :05:51. | :05:54. | |
is helped to die, those who assist him could be charged with murder. | :05:54. | :05:58. | |
The debate today in the House of Commons is a step in the right | :05:58. | :06:03. | |
direction, albeit a very small step. It is nothing like what we are | :06:03. | :06:13. | |
after. But any debate is good for us. This afternoon, MPs helped -- | :06:13. | :06:16. | |
held the first assisted suicide debate in the chamber since 1970. | :06:16. | :06:20. | |
It comes after the Director of Public Prosecutions published new | :06:20. | :06:23. | |
guidelines which said any decision over whether to prosecute someone | :06:23. | :06:26. | |
should take account of their motivation and whether they stood | :06:26. | :06:30. | |
to gain financially. The Green Party leader says there should be | :06:30. | :06:34. | |
greater discretion. The essence of the advice is to give dying people | :06:34. | :06:40. | |
the ability to live. It is the knowledge that they have control | :06:40. | :06:44. | |
over when they die that allows them to live more fully and for longer. | :06:44. | :06:48. | |
But critics say they should be very wary of changing the law. When | :06:49. | :06:53. | |
people are killed and very vulnerable to influence fourfold by | :06:53. | :06:56. | |
family, friends and particularly those providing care for them, it | :06:56. | :07:02. | |
is only too easy for them to be persuaded either actively or | :07:02. | :07:06. | |
passively that they would be better off dead. MPs will vote on whether | :07:06. | :07:10. | |
they support the new guidelines. Campaigners say it is a positive | :07:10. | :07:14. | |
move, but does not go far enough, as the government has no plans to | :07:14. | :07:18. | |
change the law when it comes to assisted dying. | :07:18. | :07:21. | |

see sales of water butts going up, because that means our customers | :08:52. | :08:56. | |

particularly through the summer months. What about public spaces | :09:05. | :09:11. | |

At first glance, Ringmer might not seem to be at the heart of the | :11:38. | :11:41. | |
national planning debate, but for almost a year, it has been part of | :11:42. | :11:46. | |
a government pilot scheme as part of the new planning regime. Local | :11:46. | :11:49. | |
people, asked to draw up a neighbourhood plan as to how much | :11:49. | :11:53. | |
and where they want development in the village. A neighbourhood plan | :11:53. | :11:58. | |
would have statutory powers and it would effectively regulate the | :11:59. | :12:04. | |
planning for the area. There is a planning process. That will do a | :12:04. | :12:07. | |

development more acceptable to local people. But it has taken nine | :12:11. | :12:14. | |
