suitable chairman of the Co-op. That is all from the BBC News at six. On | :00:00. | :00:00.
BBC One we Welcome to South East Today, I'm | :00:00. | :00:09.
Bryony MacKenzie. And I'm Rob Smith. Tonight's top stories: Three nurses | :00:10. | :00:15.
and a doctor face an investigation over alleged failings at a brain | :00:16. | :00:21.
injury unit in Kent. There isn't a caring bone in their | :00:22. | :00:25.
body. There isn't a place in the caring profession for people like | :00:26. | :00:30.
that. Scenes of unimaginable devastation ` | :00:31. | :00:33.
a Brighton couple start fundraising for their family's village destroyed | :00:34. | :00:35.
in the Philippines typhoon. Also in tonight's programme: | :00:36. | :00:39.
Secretive, corrupt and distant ` a council's damning report into how | :00:40. | :00:45.
people view their own organisation. It's outdoor time come rain or | :00:46. | :00:49.
shine. England's first ever pre`school with no buildings at all | :00:50. | :00:54.
opens in Kent. On the move but not exactly into the wild ` the gorillas | :00:55. | :00:58.
moving to a new animal park as part of a pioneering conservation | :00:59. | :00:59.
programme. Good evening. Four members of | :01:00. | :01:15.
medical staff are tonight under investigation following alleged | :01:16. | :01:17.
failings at an NHS unit in Kent. Yesterday we revealed that Kent and | :01:18. | :01:20.
Medway NHS and Social Care Partnership Trust had apologised | :01:21. | :01:22.
hip Trust had apologised to I Par Grant Clarke's family for the | :01:23. | :01:23.
His partner, who set up a secret camera to capture the poor care he | :01:24. | :01:45.
received, has tonight been told details of the allegations facing | :01:46. | :01:48.
the medical staff. Chrissie Reidy has this exclusive report. | :01:49. | :01:51.
Secret footage which would have shocked anyone whose loved ones were | :01:52. | :01:53.
in hospital. Undercover film that exposed | :01:54. | :02:09.
shocking lapse is unclear at the hands of health care workers. He was | :02:10. | :02:22.
seen as a pest but he is there as a high level of nursing care. He | :02:23. | :02:28.
really should have had 121 nursing care. He was not being kept clean. | :02:29. | :02:39.
It was just not acceptable. Last night we revealed the Social Care | :02:40. | :02:46.
Partnership Trust apologised for the care that Grant received. Tonight we | :02:47. | :02:54.
can reveal that for health care professionals are under | :02:55. | :02:56.
investigation. Allegations include... | :02:57. | :03:13.
There isn't a caring bone in their body. There isn't a place in the | :03:14. | :03:18.
caring profession for people like that. | :03:19. | :03:22.
If the nursing and midwifery Council find that there is a case to answer, | :03:23. | :03:28.
staff could be struck off. The law affords detection to vulnerable | :03:29. | :03:35.
adults under an act which makes provision for criminal proceedings | :03:36. | :03:40.
to be brought forward if there is evidence of neglect. I thought he | :03:41. | :03:48.
was getting specialist rehabilitation. You cannot just ruin | :03:49. | :03:54.
people like that. If you work in that profession and you really don't | :03:55. | :03:59.
care, you need to go and find yourself another job. | :04:00. | :04:06.
Grant has now been moved to a centre of excellence and they say his carer | :04:07. | :04:11.
now couldn't the better. Well, Chrissie Reidy joins us now | :04:12. | :04:14.
live. The unit was investigated following the intervention of Mr | :04:15. | :04:25.
Clarke's partner. One of the issues raised was the | :04:26. | :04:30.
fact that only one of the nursing staff was specially trained to care | :04:31. | :04:38.
for brain`damaged patients. The Social Care Partnership Trust says | :04:39. | :04:41.
the unit actually has 12 staff members trained for this and it has | :04:42. | :04:46.
one of the highest ratios of therapists to nurses in the country. | :04:47. | :04:57.
A Sussex woman originally from the Philippines is fundraising to | :04:58. | :05:00.
rebuild her family's village after it was destroyed in the recent | :05:01. | :05:03.
typhoon. Mona Webb from Brighton says the devastation caused is | :05:04. | :05:04.
unimaginable. The death toll has now topped 4000, | :05:05. | :05:08.
and four million people have been forced to flee their homes. Mona and | :05:09. | :05:11.
her husband Harvey have just returned from Sebaste on the island | :05:12. | :05:14.
of Western Visayas to start the campaign to help. Rebecca Williams | :05:15. | :05:24.
reports. Filming the devastation as she | :05:25. | :05:28.
returns to her hometown, they were staying one hour away when the | :05:29. | :05:34.
typhoon hit. They were unharmed but stranded for three days. Very little | :05:35. | :05:42.
was left standing. Our neighbours lost their houses. It | :05:43. | :05:54.
was apocalyptic. I was shocked at the extent of the damage. I'd never | :05:55. | :06:02.
seen anything like it. The Filipino people are quite resilient so they | :06:03. | :06:06.
were just getting on with it but I nearly cried. I was saddened by it. | :06:07. | :06:14.
Now back in Brighton, they are keeping up`to`date by watching the | :06:15. | :06:18.
news. They decided to raise money to help rebuild the hometown. | :06:19. | :06:24.
I was there and I saw it and I cannot ignore that. I can see the | :06:25. | :06:28.
plight of these people and I know that they have nothing. They have no | :06:29. | :06:34.
money. We hear stories of beds flying out of windows. Sliding doors | :06:35. | :06:39.
got blown through. Beds got sucked out. | :06:40. | :06:43.
Last week, specialist doctors from the south`east flew out to help. | :06:44. | :06:48.
Thousands have died and many more are seriously injured. | :06:49. | :06:52.
The challenges are primarily geographical. The logistics | :06:53. | :06:59.
challenges of reaching different pockets of small communities make | :07:00. | :07:03.
this a particularly difficult response. | :07:04. | :07:13.
Mona won't see her family again for two years. She feels compelled to | :07:14. | :07:19.
help those in her hometown as best she can from the UK. | :07:20. | :07:25.
In a moment: Starting a company with the help of a Start Up Loan. How | :07:26. | :07:30.
entrepreneurs in the South East are realising their business dreams. | :07:31. | :07:42.
Secretive and corrupt and distant from the people they are supposed to | :07:43. | :07:48.
serve. Those are the damning criticisms of councillors in Thanet | :07:49. | :07:50.
revealed in a new report, commissioned following an exclusive | :07:51. | :07:53.
investigation broadcast by South East Today. | :07:54. | :07:54.
Thanet District Council's own report says councillors have even made | :07:55. | :07:56.
"personal threats" towards members of the public and recommends | :07:57. | :07:59.
compulsory training to improve standards. Our Political Reporter | :08:00. | :08:13.
Ellie Price is live in Margate now. This report hardly pulls its punches | :08:14. | :08:17.
but it does stop short of naming names. It says party leaders have a | :08:18. | :08:25.
role to play. What is going on here isn't as simple as the Ashes party | :08:26. | :08:32.
politics. `` vicious party politics. | :08:33. | :08:48.
This comes one year after our investigation revealed what was | :08:49. | :08:55.
going on. I think the language of the report is so ambiguous that it | :08:56. | :09:00.
alludes to all councillors being somehow corrupt. I can tell you that | :09:01. | :09:06.
there is one sitting here who definitely isn't and I know over 50 | :09:07. | :09:13.
who I am certain are not. Is the council fit for purpose? | :09:14. | :09:20.
Absolutely. There is a tiny minority that, for whatever reason and I do | :09:21. | :09:24.
not understand it, wants to cause chaos. | :09:25. | :09:32.
Just last night, one councillor was thrown out for trying to film the | :09:33. | :09:37.
meeting. I am not a troublemaker. There are | :09:38. | :09:40.
lots of things that need to be changed. | :09:41. | :09:46.
The report found that some council members were less than respectful to | :09:47. | :09:47.
members of the public. This has always been a | :09:48. | :10:04.
confrontational council and one of the things that is vitally important | :10:05. | :10:11.
is that we do not lose strong debate. It will not function | :10:12. | :10:24.
properly with this problem. The report also states that the | :10:25. | :10:28.
public's view of the council must be rehabilitated as a matter of | :10:29. | :10:32.
urgency. Where does fighting get you? Do they | :10:33. | :10:44.
need to go back to school? That gentleman could be onto | :10:45. | :10:48.
something. One recommendation in their report is that all council | :10:49. | :10:54.
members go through training. Some say it wouldn't work. The only thing | :10:55. | :10:58.
likely to force work will be the next council election. | :10:59. | :11:11.
The Government has approved plans to close a mental health facility at | :11:12. | :11:14.
Medway Maritime Hospital despite opposition from some politicians and | :11:15. | :11:16.
campaigners. The plans, which would see mental health beds moved to | :11:17. | :11:20.
Dartford, had been referred to the Secretary of State for Health Jeremy | :11:21. | :11:23.
Hunt after objections by a committee at Medway Council. But tonight the | :11:24. | :11:28.
BBC has learnt that the Department of Health has agreed to the closure. | :11:29. | :11:31.
The charity Shelter says it's bracing itself for an alarming rise | :11:32. | :11:35.
in demand for help from people in the South East struggling to keep | :11:36. | :11:38.
their homes this Christmas. It follows a record surge in callers to | :11:39. | :11:41.
the charity's helpline over the holiday period last year when just | :11:42. | :11:44.
under 1700 people from the region called them. That's the equivalent | :11:45. | :11:50.
of over 420 callers every week. 1500 jobs could be created as part | :11:51. | :11:54.
of an ?80 million revamp of Sovereign Harbour in Eastbourne. 150 | :11:55. | :11:57.
new homes as well as shops and restaurants are also proposed as | :11:58. | :12:00.
part of the scheme at six sites around the area. The plans have been | :12:01. | :12:05.
sent to the Borough Council for approval. | :12:06. | :12:07.
A verdict of accidental death has been recorded at an inquest into the | :12:08. | :12:11.
death of a man who died after falling from a lorry at Gatwick | :12:12. | :12:14.
Airport. Mike Miles from Lancing in West Sussex died in May. | :12:15. | :12:22.
He worked for Gate Gourmet, the world's largest supplier of airline | :12:23. | :12:25.
catering services, and died of head injuries after a fall of just a few | :12:26. | :12:29.
feet. Well, our reporter Laura Trant joins us now live from Horsham where | :12:30. | :12:34.
the inquest took place today. We heard from a colleague of Mr | :12:35. | :12:39.
miles who was also a driver and loader and had worked with Mr miles | :12:40. | :12:52.
for about five years. He says he didn't see what happened in the lead | :12:53. | :12:55.
up but he saw him fall to the ground. He ran to him and cradled | :12:56. | :13:02.
his head. He thought the accident was a minor one and he would be off | :13:03. | :13:07.
for a few days. When he was airlifted from the | :13:08. | :13:10.
tarmac to the hospital, the only major injury on his body was the | :13:11. | :13:19.
impact on the side of his head which caused brain damage and his ultimate | :13:20. | :13:24.
debt. His wife feel strongly that if he | :13:25. | :13:31.
was wearing protective headgear he would still be alive today. The | :13:32. | :13:38.
death was ruled an accident. Hundreds of Chagos Islanders who | :13:39. | :13:42.
settled in West Sussex may be a step closer to being given the right to | :13:43. | :13:46.
return home. They have been fighting a legal battle for years, after the | :13:47. | :13:49.
UK Government evicted them to make way for a military base in the | :13:50. | :13:51.
1960s. Many of them now live in Crawley. | :13:52. | :13:55.
The Government has says it will continue to carry out a feasibility | :13:56. | :13:58.
study to look at the issue of re`settlement to the British | :13:59. | :14:05.
Territory in the Indian Ocean. This is a very important | :14:06. | :14:08.
announcement because it will lead us to know what kind of return will be | :14:09. | :14:16.
possible within this time frame that we looking at. | :14:17. | :14:21.
We can cross now live to our Political Editor, Louise Stewart. | :14:22. | :14:23.
Louise, how significant is this development? | :14:24. | :14:29.
It is significant. There are around 2000 Chagos Islanders living around | :14:30. | :14:36.
Crawley and they fought a lengthy battle to go home. They were dealt a | :14:37. | :14:41.
serious blow last year when the European Court of Human Rights | :14:42. | :14:47.
throughout their case. At the time, the Foreign Office welcome that | :14:48. | :14:52.
decision but said they would look again at re`settlement rights. They | :14:53. | :14:57.
say today is an important step forward. | :14:58. | :15:02.
This feasibility study is important because there are points of rentable | :15:03. | :15:09.
over doors who were forcibly removed from the islands and have the right | :15:10. | :15:13.
to return to their homeland. This legal battle has been going on | :15:14. | :15:16.
for decades. How quickly would we expect to see a resolution now? | :15:17. | :15:20.
I don't think will see a resolution any time soon. The government says | :15:21. | :15:25.
it poses huge challenges, the resettlement, and it is now looking | :15:26. | :15:33.
at the feasibility and cost. They have already taken 400 members of | :15:34. | :15:41.
the community and they hope that those who do want to return home | :15:42. | :15:57.
should finally be able to do so. This is our top story tonight: for | :15:58. | :16:11.
members of Also in tonight's programme: Don't | :16:12. | :16:18.
forget to pack their wellies. England's first ever outdoor | :16:19. | :16:20.
pre`school with no buildings and a hole for a toilet opens in Kent. | :16:21. | :16:25.
It is staying cold tonight. Join me later for the details. | :16:26. | :16:32.
The Prime Minister says they're a key part of his plan to get | :16:33. | :16:35.
Britain's economy booming ` Start Up Loans for small businesses who | :16:36. | :16:38.
otherwise struggle to get some cash from the banks. In the past year | :16:39. | :16:43.
10,000 Start Up Loans have been issued, totalling more than ?50 | :16:44. | :16:46.
million, almost 400 of them to new companies in Kent, Sussex and | :16:47. | :16:53.
Surrey. One of them is a cafe in Gravesend for new parents to take | :16:54. | :16:57.
their children, the brainchild of Ellie Whittaker. Ian Palmer has been | :16:58. | :17:01.
to meet her for tonight's special report. | :17:02. | :17:06.
She couldn't find what she and her daughter needed so she started one | :17:07. | :17:10.
herself. With the aid of the government Start Up Loan, Ellie now | :17:11. | :17:19.
runs a child friendly cafe. As long as it is viable and you sure | :17:20. | :17:23.
you can make money from it, they are open to lots of ideas. | :17:24. | :17:28.
It's good for her to let off some steam and we can have coffee and a | :17:29. | :17:36.
chat. It's a fantastic place for the children and the parents because you | :17:37. | :17:42.
can meet and greet and they can play as well. | :17:43. | :17:48.
The classes are almost fully booked but without the ?10,000 to start the | :17:49. | :17:52.
venture, she says it would never have happened. | :17:53. | :17:56.
The key point is that they are not just getting money but also advised | :17:57. | :18:01.
and mentoring and when they get to the end of their loan they will be | :18:02. | :18:07.
able to go to the bank and continue the business. | :18:08. | :18:11.
More than 300 businesses have got off the ground since the Start Up | :18:12. | :18:16.
Loans were introduced. Ironically, it is said that entrepreneurs often | :18:17. | :18:22.
do better borrowing the money than accepting grants they don't half to | :18:23. | :18:25.
pay back. They are far more focused and | :18:26. | :18:31.
committed. Because they have two planned their repayments, it focuses | :18:32. | :18:38.
their mind on cash flow, on sales and revenue, and did things that are | :18:39. | :18:41.
fundamental to is accessible business. | :18:42. | :18:48.
Ellie has a full`time job as well as running this cafe. She is looking to | :18:49. | :18:55.
expand the enterprise. On continental Europe, they're not | :18:56. | :19:11.
unusual. In fact, there are hundreds of them in Norway and Germany and | :19:12. | :19:14.
Sweden. But until now England has never had a completely outdoors | :19:15. | :19:16.
pre`school. There will be no permanent buildings | :19:17. | :19:22.
at Forest Garden near Sevenoaks. The bell`tent will be for the children | :19:23. | :19:24.
to shelter in during torrential rain. And there's not even a toilet. | :19:25. | :19:29.
Claudia Sermbezsis has been to take a look. | :19:30. | :19:34.
Climbing trees, hunting for worms, making makeshift tents. They could | :19:35. | :19:43.
soon be out in the woods all the time. | :19:44. | :19:49.
I wanted to offer the opportunity to stay outside all day. We find that | :19:50. | :19:54.
they are better able to concentrate. There are many distractions in | :19:55. | :19:59.
doors. They achieve tasks for themselves. | :20:00. | :20:07.
Forest schools began in Norway in the 1950s. Nearly one in ten of them | :20:08. | :20:14.
now are outside. There is one in Scotland. The idea is that the | :20:15. | :20:20.
children will spend their entire time outside, whether it is sunny, | :20:21. | :20:27.
pouring with rain or snowing. Only strong winds would prevent class. | :20:28. | :20:34.
The toilets are a hole in the ground. | :20:35. | :20:48.
I made a necklace. We made a tent. If you want to climb up the tree, | :20:49. | :20:54.
you have to get an adult, and that's all I know. | :20:55. | :20:59.
You have to make sure they are safe and warm and fed properly. You have | :21:00. | :21:05.
got to make sure that they do not end up ticking up things and eating | :21:06. | :21:09.
them just because they happen to look nice on the floor but could | :21:10. | :21:17.
actually be poisonous. This site will be on National Trust | :21:18. | :21:26.
land and will be open to 3`5 `year`olds from January. | :21:27. | :21:41.
I bet they are tired! The second artist to play a gig at | :21:42. | :21:45.
Brighton and Hove Albion's Amex stadium next summer has been | :21:46. | :21:48.
revealed as Rod Stewart. The 68`year`old will perform on June the | :21:49. | :21:51.
13th next year, his first performance in Brighton since 1986. | :21:52. | :21:54.
It'll be the first large scale music event at the home of the Seagulls | :21:55. | :21:57.
since DJ Fatboy Slim performed there in June last year. | :21:58. | :22:00.
England will wait until the last minute before deciding whether | :22:01. | :22:03.
Sussex wicketkeeper Matt Prior will play in the opening Ashes Test, | :22:04. | :22:06.
which starts at midnight. Prior has played 57 Tests in a row but is | :22:07. | :22:10.
struggling to be fit for the game because of a torn calf muscle. | :22:11. | :22:13.
England captain Alastair Cook is staying positive the 32`year`old | :22:14. | :22:18.
will be passed fit. He trained well yesterday. With | :22:19. | :22:23.
these leg injuries, it is normally how they deal with it the next day. | :22:24. | :22:35.
We will now pretty soon I hope. They say moving house is among the | :22:36. | :22:38.
most stressful times of your life and apparently it's no different if | :22:39. | :22:41.
you're a great ape. Today a family of Western Lowland | :22:42. | :22:44.
Gorillas arrived at their new home at Port Lympne Wild Animal Park near | :22:45. | :22:48.
Folkestone. It's all part of an ongoing conservation project to help | :22:49. | :22:50.
the critically endangered species. Charlie Rose has been to take a | :22:51. | :22:56.
look. It is not easy trying to get a | :22:57. | :23:00.
glimpse of your new housemates when they are hidden in boxes. This one | :23:01. | :23:08.
contains two gorillas. Not much room for a suitcase. | :23:09. | :23:12.
Very stressful, especially so for gorillas. They are quite laid`back | :23:13. | :23:23.
animals, not like chimps. They are not as finely wired as we are. They | :23:24. | :23:28.
are slow and methodical and don't like change. | :23:29. | :23:31.
It is all part of a new conservation project. The species were wiped out | :23:32. | :23:41.
in this area of apricot by poachers. `` this area of Africa. Our plan is | :23:42. | :23:51.
to release them into the wild that we can. | :23:52. | :23:55.
They are not huge fans of this cold damp weather which is just as well | :23:56. | :24:01.
to the new arrivals because they are being kept indoors for a couple of | :24:02. | :24:05.
days to get used to their new surroundings. We will eventually | :24:06. | :24:12.
make their new housemates. If we do not get on, we will just | :24:13. | :24:19.
have to persevere. There will be quite a large group so I'm sure | :24:20. | :24:26.
there will be personality clashes. But he could not warm to this one? | :24:27. | :24:33.
If all goes well, they make the running around the enclosure like | :24:34. | :24:36.
this lot debt before they left for Africa. `` this lot did. | :24:37. | :24:47.
That was a fantastic dance. Let's take a look at the weather. | :24:48. | :24:58.
It is going to be quite wet and cold this evening. Don't be too surprised | :24:59. | :25:10.
if you see some hail and sleet. We have had release quality | :25:11. | :25:18.
north`westerly winds `` really squally. Just look at those wins. | :25:19. | :25:34.
Making things very cold. Some heavy wintry showers and a sprinkling of | :25:35. | :25:46.
snow on higher ground. Temperatures will drop close to zero in rural | :25:47. | :25:58.
spots. It is an improving story as we go through tomorrow. Still some | :25:59. | :26:03.
showers in the morning and still quite breezy but by the afternoon we | :26:04. | :26:08.
will start to see some sunshine. Still feeling very cold. The wind | :26:09. | :26:20.
will be in and north`east delayed direction `` north easterly | :26:21. | :26:32.
direction. Friday will remain unsettled but this high pressure | :26:33. | :26:35.
will build and it will be very cold at the weekend. Wintry. | :26:36. | :26:42.
Now news of a very special event we're hosting here at BBC South East | :26:43. | :26:46.
