Tonight's top stories. The sex offender offered

compensation because of delays in trying to deport him ` and the fury

of a father whose teenage girl he abused. We're live with the details

in Dartford. Chaos on the trains for self that

for thousands after rush`hour trains are cancelled.

Abused online ` a woman whose mother died at a Sussex care home says

anonymous attacks are adding to her distress. It just makes you angry,

that someone has felt that they could comment on something that they

know nothing about. Popping up in Ashford ` The Hotel

Inspector, Alex Polizzi, gives her advice to new businesses setting up

shop. And off`the`cuff remark? Why David

Cameron wore a big `` jewellery designer's cuff links after losing a

bet. Good evening. The father of a

13`year`old girl abused by a foreign sex offender in Kent says he's

outraged that the man is entitled to compensation because judges have

ruled that his human rights have been breached. Jumaa Kater Saleh was

part of a gang who lured under`age girls to a house in Dartford for

sex. The Court of Appeal has ruled that he was held for too long while

unsuccessful attempts were made to deport him. Simon Jones reports.

A convicted sex offender. He is now in line for a pay`out, to the horror

of the father of his 13`year`old quick Tim. We are not showing his

face to protect the girl's identity. It's horrifying, after the years he

has sentenced, he has done half and now he is entitled to compensation.

My daughter has not received a penny. What do you think of him? He

is scum. Jumaa Kater Saleh fled Somalia saying he faced persecution.

In May 2008, he was convicted with `` of sexual activity with a

13`year`old schoolgirl. Although released in 2009, he was detained

for 15 months while it was considered where he should be

deported. He spent that time at the removal centre at Heathrow. It has

been ruled that the decision that he can stay because his life might be

at risk in Sudan, took too long. I think it is disgraceful and I feel

sorry for the parents and other victims in Dartford. That managers

have been deported at the end of his sentence and it is a disgrace that

he was not. `` at that man should have been. The Court of Appeal said

that pass criminal offending cannot love itself be any justification for

extending his period of detention and the lack of isolation makes it

hard to hold that that was reasonable. Therefore the eight

months were unlawful. The issue is not what he has done, the issue in

these proceedings are very much related to his immigration position,

not his colonel conviction. Jumaa Kater Saleh is now living in the

Midlands. Simon joins us from Dartford. What

response has there been from the Home Office? The Home Office came in

for scathing criticism. It told us it was disappointed by this case and

it may appeal. But it insisted that it is right to try to seek to remove

those from the country who have scant regard for our law. It is also

right to hold in detention criminals who are a danger to the public. If

an appeal does not take place or is not successful, the two size will

have to try and thrash out how much compensation Jumaa Kater Saleh will

get. It could be a substantial amount on top of the amount spent by

the taxpayer on this case. There's chaos on the rails tonight

for commuters trying to get home to Kent and Sussex. All services from

London Charing Cross, Waterloo East, London Bridge and Cannon Street have

been cancelled, after a fire caused a signal failure, leading to major

disruption during the evening rush hour.

I just want to get home. I have been up since 7am. I haven't had

anything, someone just told me to get off the platform. I den had to

get off the platform. Probably about two hours. We have kids at home and

somebody is leaving so we need to get home. It is clearly causing a

major problem. Jon Hunt's live for us at Tunbridge

Wells Station ` what's the latest? The latest is that southeastern are

Listing 26 disruptions and cancellations. Passengers using

Southern trains and First Capital Connect have been warned to expect

more cancellations of up to 1.5 hours. All the signalling at London

Bridge failed at around 5pm. Engineers are working to restore it.

But it means that there are no trains are running through the

London Bridge area at all. Journeys between Sevenoaks and London have

been suspended. Mainline services between Ashford and London are being

diverted to and from London Victoria. A similar picture for

services between Hastings and London. Tunbridge Wells services are

terminating at Tunbridge. Some passengers have taken it upon

themselves to vacate the trains and walk along the tracks. The train

companies say this is dangerous and will delay the restoration of

In a moment, the ?9 million pay`out for a man who suffered catastrophic

injuries in a car crash. The daughter of an elderly woman who

died at the Orchid View Care Home in West Sussex says she's received

anonymous online abuse from people claiming she's to blame for her

mother's death. Poor care at the Copthorne home contributed to the

deaths of five residents ` including 77`year`old Jean Halfpenny. Her

daughter Linzi Collings says the accusations that she's trying to

profit from the situation are disgusting ` and have added to her

distress. Rebecca Williams has this exclusive report.

Neglected and mistreated, Jean Halfpenny died as a result of the

care she received at Orchid View care home nursing home. But her

daughter Annie Lowe says that she has been targeted by online trolls.

`` Linzi Collings. It is ignorant because until you are in that

situation, you cannot know what you would do. It just makes you angry,

really, that people have felt that they can comment on something they

know nothing about. It was last month that a coroner ruled that five

elderly residents died as a result of the care that they received.

Orchid View care home nursing home has now reopened with a new name and

under new management. But here, a pattern of neglect unfolded.

Patients were left on their own and sometimes had faeces on their hands.

Several pensioners were repeatedly given the wrong medication. It's

completely took over every minute of our lives for a year. So, to have

someone making a very good comment like that is not helpful. Cases of

Internet abuse have Rhys simply `` have recently risen. This woman

became a target of hate mail for posting messages of support for an X

factor star. You are always going to get a minority of people who will

behave like this because it is anonymous, they can hide behind

their commuting `` computer screens. Linzi Collings says the run`up to

Christmas is a difficult time since her mother 's died and says that the

abuse is making it harder. Detectives investigating the murder

of a father of two in Folkestone are appealing for information from

anyone who knew the victim, or saw him in the week before he died. Tim

Clayton was seriously injured in the early hours of Saturday the 9th of

November and died the following day. Kent Police want to speak to a

person seen on CCTV walking near a car park where Mr Clayton was

sleeping. Gatwick Airport has reported a rise

in passenger numbers and an increase in profits. Nearly 21 million people

used the Sussex airport between April and September, up 4.4% on the

same period last year. Meanwhile pre`tax profits have jumped nearly

19% to more than ?127 million. The Lewes MP and minister

responsible for drugs policy ` Norman Baker ` says he wants to send

the message that the trade in so`called "legal highs" is not

acceptable. He was asked to take action after a student in Kent

nearly died when he bought a product from a shop that sells legal highs

in Canterbury. Giving evidence to the Home Affairs Select Committee

for the first time since his promotion, Mr Baker said he's bought

in a programme of enforcement actions this week which are already

seeing results. We are asking the police, trading standards and others

to help of enforcement action. They have been arrested in Cumbria this

week and two in Kent yesterday. A man who was left brain damaged and

unable to walk after being hit by a car has won a ?9.1 million

compensation pay`out. James Sedge was 21 when he was run over in

Sheerness in 2006. His family say they're delighted that his future

care can now be funded, after the seven`year legal battle. Jane

Witherspoon reports. Ready, and stand. It is a massive

achievement. Standing on his own two feet. He was mown down in Chennai

side street in 2006. There was a knock on the door. `` in sheerness

high Street. It was a massive shock. Once he left the unit, he went to a

care home. They said that this was it for him now. I was left with a

disabled son that I did know what to do with! Hello, James! What followed

was a seven`year high court legal battle to get him out of the care

home. The fight paid off and James was awarded a ?9.1 million pay`out.

It is the first time that we know of is that the mental capacity act was

used to get the evidence for the interim pay`out. It provided the

extra piece of evidence which allowed us to get James into the

community. But according to the Association of the insurers, James'

case has not set a precedent. A pay`out of this size is unlikely to

have a knock`on effect on premiums. Insurers are paying out billions of

pounds every year. They do budget for large`scale losses of this

nature. What does this money mean for James and what will it provide

for him? It will provide the same sort of care he is having now. He

will have some sort of normality. Obviously, it will never be the

same, but this is as good as it gets, you know, so I can't ask for

any more. With round`the`clock care, each day brings James Moore of his

own independence. It Kent teenager killed in a car

crash in Suffolk has been named as 18`year`old Johnny Cash, from

Ashford. He died on Saturday night after the car he was in hit the wall

of a pub near Ipswich. In 19`year`old man was also killed and

four other people are in hospital. Students in the Dover area could get

help with the cost of their university fees with the Port of

Dover launching a bursary scheme up to the value of ?3000 a year. Those

taking it up would have to study a degree compatible with working for

the port. A man accused of murdering his

elderly companion and leaving his body to rot in a flat in Brighton

took to the witness box to defend himself today. Ricardo Pisano denies

murder saying that Michael Polding killed himself and that is whole

world stop and he found him hanging from a banister in the home they

shared. He stands attacks of accusing the

elderly man he lived with with a blunt instrument and then fleeing

the scene. But tonight, Ricardo Pisano talked about is affection for

the older man. He said that he had been paid first but later on they

moved in together as friends. He said that he found Michael Polding

Pozner body hanging from a belt. Suicide, he said, not murder. The

barrister asked him, what did you think when you discovered the body?

I tried CPR, I've said a prayer for him. Michael Polding had taken

himself to the local AMD department. The court heard that when the

defendant went to the AMD department to pick him up, Michael Polding

pointed to him and said to a nurse, that man beats me up. He then said

that he had said that because he was embarrassed to admit that he had

fallen over drunk in a supermarket. Ricardo Pisano says that he had

never hit his partner. Tomorrow, he will answer prosecution questions.

pressure. A good deal of cloud cover. That area of high pressure

pulls away westwards and as we head into Friday, things looking cooler.

Some north`westerly winds as we go into Friday. Temperatures not too

bad. Strong northerly winds picking up and feeling significantly cooler.
