Welcome to South East Today, I'm Polly Evans. | :00:07. | :00:08.
Smith. Tonight's top stories. We exclusively reveal how Southern | :00:09. | :00:11.
Water could face a ?176 million penalty ` which will be the largest | :00:12. | :00:27.
away untreated from hospital twice. Also in tonight's programme: | :00:28. | :00:36.
Treasured pictures of a lost son are stolen, as the mother of a soldier | :00:37. | :00:39.
killed in Afghanistan is mugged in Sussex. | :00:40. | :00:43.
The teenager hailed a hero `fter he tackled a violent criminal trying to | :00:44. | :00:49.
escape from police. We're live in Brighton with the | :00:50. | :00:54.
details. And heavyweight actor Simon Callow | :00:55. | :00:57.
takes on a heavyweight text ` the Bible ` for his one man show, on | :00:58. | :01:01.
Southern Water is facing thd largest financial penalty ever imposed | :01:02. | :01:18.
on a water utility company, for failings in customer servicds and | :01:19. | :01:21.
BBC South East Today can exclusively reveal that the watchdog Ofwat may | :01:22. | :01:29.
force the company to reduce its bills to customers by ?176 lillion. | :01:30. | :01:33.
It's the latest in a series of controversies for Southern Water, | :01:34. | :01:36.
which was criticised by a hhgh court judge last year for discharging raw | :01:37. | :01:40.
Our Business Correspondent Lark Norman has this report. | :01:41. | :01:57.
And the prospect of a ?176 lillion penalty. It is the largest short | :01:58. | :02:09.
wall levy that has been proposed. It is subject to change. We will not | :02:10. | :02:16.
know the final result until December, but that is significant. | :02:17. | :02:19.
Southern water will need to learn the lessons for the future. 150 | :02:20. | :02:29.
million for what is describdd as underperformance with sewagd | :02:30. | :02:34.
treatment plants. And ?26 mhllion for pure performance in dealing with | :02:35. | :02:40.
customer complaints. That is more than the entire company profits for | :02:41. | :02:44.
2012. The company said they were disappointed with the figurds. But | :02:45. | :02:48.
that is a word they have usdd before. The regulator's proposed | :02:49. | :02:57.
penalties are not related to the problems the company has had in East | :02:58. | :03:01.
Kent regarding the failure of water pumping stations. People here are | :03:02. | :03:11.
fed up with the company. We have lost a lot of money over thd summer | :03:12. | :03:16.
period. We will never get that back. Local businesses should be | :03:17. | :03:21.
compensated. It is never enough There is no excuse for it. One way | :03:22. | :03:28.
or another they will get it back as Bridget on the bills. The s`me as | :03:29. | :03:33.
the other people, gas and electricity. `` they will gdt its | :03:34. | :03:45.
back as they put it on the bills. It does not go far enough to compensate | :03:46. | :03:49.
for the damage that has been caused, especially as you over the past five | :03:50. | :03:55.
or ten years. It is severe. But it does not make Southern water's are | :03:56. | :04:04.
is what enough. Southern water has said this does not impact on bathing | :04:05. | :04:10.
water quality. They have bedn giving evidence to support the view that no | :04:11. | :04:14.
penalty should be imposed. They have until October to prove that point. | :04:15. | :04:19.
Any decision on penalties whll be made in December. | :04:20. | :04:27.
?176 million. It is a large amount of money. What does that me`n in | :04:28. | :04:31.
terms of the bills that customers will face? | :04:32. | :04:39.
They will come down. But thhs is not a fine. This is a cap on income | :04:40. | :04:45.
Customers bills will go down by 8.5%. But there will be mondy added | :04:46. | :04:52.
to our bills so we may not notice any difference. | :04:53. | :05:01.
This is a process that the company goes through every five years. The | :05:02. | :05:07.
company point out this is vdry much a discussion. They are putthng | :05:08. | :05:10.
points to the regulator now. They argue they should not be a penalty. | :05:11. | :05:16.
All we are interested in thhs will come down and whether it will be | :05:17. | :05:18.
held responsible. A Kent man who fractured | :05:19. | :05:21.
his spine in multiple places claims he was turned away twice by | :05:22. | :05:23.
Medway Maritime Hospital and told he The hospital is now investigating | :05:24. | :05:26.
what happened in Lee Chilman's case. The 37`year`old from Chathal claims | :05:27. | :05:38.
it took three visits to identify his injuries from the results of a CT | :05:39. | :05:41.
scan taken on the first occ`sion. Victoria Holland has | :05:42. | :05:44.
this exclusive report. Immobilised by pain. The phxsical | :05:45. | :05:59.
exhaustion and anguish on Lde Chilman's faces uncomfortable to | :06:00. | :06:02.
watch. He fractured his back three weeks ago. When he went to @ccident | :06:03. | :06:08.
and Emergency doctors told him he was faking his symptoms. Whx was I | :06:09. | :06:31.
physically shaking? The first Dr said the scam was fine. The next Dr | :06:32. | :06:38.
did not even bother looking. He just told him that he was putting it on. | :06:39. | :06:48.
The last consultant knew his job and did something about it. | :06:49. | :06:57.
Eventually the crack in the Spain was spotted and he was sent to | :06:58. | :07:03.
hospital in London. `` the crack in his back was spotted. That hs making | :07:04. | :07:12.
him frustrated. It is making me frustrated. I cannot help hhm like | :07:13. | :07:23.
he helped me. It is a knock`on effect. In a statement of the trust | :07:24. | :07:30.

undertaking the complaint sdriously. Are visiting physiotherapists | :07:36. | :07:40.
becomes so concerned about his condition that he is admittdd to | :07:41. | :07:44.
hospital again. His parents hope that this time his injuries will be | :07:45. | :07:46.
taken seriously. In a moment: | :07:47. | :07:50.
The oldest person in the UK to undergo gender reassignment ` we | :07:51. | :07:53.
have 81`year`old Ruth's story. Dramatic images have been rdleased | :07:54. | :08:16.
of a Sussex teenager chasing down and tackling a man who had | :08:17. | :08:18.
seconds before assaulted two female 16`year`old Kiya Ingham who has been | :08:19. | :08:21.
commended for his bravery bx Sussex It was just instinct," | :08:22. | :08:32.
after stepping in when the lan Kiya Ingham appears. Moments later | :08:33. | :08:53.
the officers are attacked. The offender does not get away thanks to | :08:54. | :09:03.
Kiya Ingham. It looked like he knew where he was going to go. Khya | :09:04. | :09:16.
Ingham has just finished his exams when it happens. He has been looking | :09:17. | :09:21.
at this screen for the bus times home. He walked on. Moments later | :09:22. | :09:27.
the man ran past him. He tackled him down to the ground. He has gone in | :09:28. | :09:36.
with out any hesitation at `ll. Despite getting a lot of abtse from | :09:37. | :09:40.
this man he has stayed calm and very professional. He has been vdry | :09:41. | :09:47.
measured and his actions. Wd are really grateful. The police | :09:48. | :09:51.
recognised the actions with an award. I cannot express how proud we | :09:52. | :10:04.
are. We are so proud of him. For Kiya Ingham it has been a | :10:05. | :10:06.
potentially life changing experience. I want to work for the | :10:07. | :10:19.
police. This has given you the inspiration. Yes, definitelx. The | :10:20. | :10:28.
offender eventually pleaded guilty to assault in court. At the scene is | :10:29. | :10:33.
he yelled at Kiya Ingham, I know your face. That's now so do the | :10:34. | :10:38.
police, all for the right rdasons. Juliette Parkin is live | :10:39. | :10:42.
where it happened. Juliette, | :10:43. | :10:43.
did anyone else step in to help They did not. Duelling the day this | :10:44. | :10:53.
is one of the busiest parts of Brighton. The footage shows that a | :10:54. | :10:58.
number of people what's past and did not stop to help. A number of them | :10:59. | :11:03.
even took pictures on their mobile phones as the drama unfolded. I | :11:04. | :11:08.
asked Kiya Ingham he had done anything like this before. He said | :11:09. | :11:12.
he had done kick boxing at his club, but nothing like this. Sussdx Police | :11:13. | :11:16.
see he is too young to sign up but they would be happy to speak to him | :11:17. | :11:20.
if there are any work experhence opportunities that come up. | :11:21. | :11:24.
A former Sunday Telegraph journalist who helped to expose the MPs' | :11:25. | :11:27.
expenses scandal has been j`iled for seven years for raping ` woman. | :11:28. | :11:30.
44`year`old Ben Leapman's vhctim came forward after his home | :11:31. | :11:32.
in Eynsford was searched by officers investigating obscene | :11:33. | :11:35.
He was also made the subject of a sexual offences prevention order. | :11:36. | :11:41.
Kent Police and Crime Commissioner Ann Barnds has | :11:42. | :11:45.
It's understood Ms Barnes w`s driving her Mercedes and | :11:46. | :11:50.
when she was involved in a collision with another vehicle and went | :11:51. | :11:54.
Ms Barnes is shaken but not seriously hurt. | :11:55. | :12:03.
The mother of a British soldier killed in Afghanistan is pldading | :12:04. | :12:05.
for her mobile phone, stolen by a mugger, to be rdturned. | :12:06. | :12:08.
Jaqui Janes says the phone contains the only moving pictures shd had | :12:09. | :12:11.
of her son Jamie. He was killed in Afghanistan in 2009. | :12:12. | :12:16.
The phone was taken after she was barged to | :12:17. | :12:18.
the ground while walking her son's dog on the South Downs ` and she | :12:19. | :12:22.
told our reporter Jon Hunt she is desperate to get the phone back | :12:23. | :12:28.
Jacqui Janes is heartbroken. The video of her and her son's class | :12:29. | :12:39.
Christmas together has been stolen. The video is of no value to anybody | :12:40. | :12:49.
else. But that helps me. I play it over and over again some nights | :12:50. | :13:04.
Just to hear his voice. He was killed in an explosion whilst | :13:05. | :13:13.
on patrol in Afghanistan in 200 . The following year gifts and flowers | :13:14. | :13:18.
were stolen from his grave. In 2012 of his mother called for an | :13:19. | :13:24.
enquiry. It is hoped yesterday 's thhef will | :13:25. | :13:31.
give the phone back. To him this is just a phone. To | :13:32. | :13:42.
Jackie it is more. At the time of the robbery Jacqui | :13:43. | :13:47.
Janes had only just built up the confidence to leave the house alone. | :13:48. | :13:56.
I have a problem with being out on my own. I do not like going out | :13:57. | :14:02.
even with my own children. H cannot wait to get back in. But I will not | :14:03. | :14:14.
be going out alone again. J`cqui Janes was not hurt in the robbery. | :14:15. | :14:19.
The thief is described as white man in his late 20s and skinny build. | :14:20. | :14:26.
A Kent family say they're shocked and angry after their four`xear`old | :14:27. | :14:28.
son managed to walk out of school at lunchtime on his first ftll day. | :14:29. | :14:32.
The first his parents knew was when there was a knock | :14:33. | :14:35.
at their door in Ramsgate from a stranger who'd followed Jdnsen | :14:36. | :14:39.
Simon Jones is outside the school now. | :14:40. | :14:43.
I understand Jensen's parents have made an official compl`int | :14:44. | :14:51.
Yes. The first day at school can be traumatic for pupils and parents | :14:52. | :15:00.
alike. That proved to be thd case for Jensen Hart who managed to get | :15:01. | :15:03.
through one of the gates despite the fact there was a member of staff on | :15:04. | :15:07.
duty who was supposed to be checking who was coming and going. F`mily | :15:08. | :15:12.
have complained. It is not the way his parents wanted his first day at | :15:13. | :15:20.
school to go. Some lady we have never seen before had our son with | :15:21. | :15:25.
her. She had seen him playing in the street on the road. She brotght him | :15:26. | :15:33.
home. Jensen Hart made his way from the school to his home, a dhstance | :15:34. | :15:41.
of over half a mile. I am angry because anything could have | :15:42. | :15:48.
happened. He will just run, he will just run in the road. Anythhng could | :15:49. | :15:55.
have happened. The school s`ys Jensen Hart managed to get out as to | :15:56. | :16:03.
parents who had dropped thehr children at nursery were le`ving. | :16:04. | :16:11.
The two adults realised what had happened, one at all the school and | :16:12. | :16:21.
one followed. But many were quick to defend the school. It is a one off. | :16:22. | :16:27.
It does not happen all the time It is our good school. Hopefully the | :16:28. | :16:37.
school has addressed the issue. The family say they are relieved. | :16:38. | :16:51.
Tonight the school described what happened as an unfortunate hncident. | :16:52. | :16:57.
The school says safety is the number one priority and they have | :16:58. | :17:01.
introduced measures to ensure this does not happen again. The family | :17:02. | :17:05.
are now taking it up with the chair of governors although they do point | :17:06. | :17:08.
out they have other children at the school and have never had issues | :17:09. | :17:18.
like this before. Southern water are facing the largest financial penalty | :17:19. | :17:22.
ever imposed on a utility for failure of services. The regulator | :17:23. | :17:31.
may force the company to reduce its bills by ?176 million. | :17:32. | :17:39.
Simon Cowell on quite possibly his biggest challenge yet. | :17:40. | :17:48.
I will have the weather det`ils later. | :17:49. | :17:56.
oldest person in the UK to tndergo gender reassignment surgery. | :17:57. | :18:01.
81`year`old Ruth Rose was a man called James until his earlx 70s. | :18:02. | :18:19.
Figures from the Gender Identity Research Edtcation | :18:20. | :18:32.
Society show 1,500 people whth transgender dysphoria are coming | :18:33. | :18:35.
forward for treatment every year. The median age for treatment is 42. | :18:36. | :18:38.
The study also found 84 children and young people are referred to gender | :18:39. | :18:41.
clinics each year. For tonight's Special Report our reporter Ian | :18:42. | :18:46.
Palmer spoke to Ruth Rose at her home in Newhaven and found ` woman | :18:47. | :18:49.
very much looking forward to the future. | :18:50. | :18:51.
The oldest person to undergo gender reassignment | :18:52. | :18:54.
listens closely to a debate about her NHS surgery on BBC radio Sussex. | :18:55. | :18:57.
Maybe this type of procedurd is spreading the NHS resources too | :18:58. | :18:58.
far... The reaction so far has been very | :18:59. | :19:01.
positive. Everybody has been saying I did the right thing and that the | :19:02. | :19:04.
NHS should provide facilitids like this. | :19:05. | :19:06.
Ruth used to be a man. The former engineer and financi`l | :19:07. | :19:09.
adviser married and raised ` family before deciding to lhve as a | :19:10. | :19:11.
woman. Two months ago the 81`year`old had gender reassignment | :19:12. | :19:18.
surgery paid for by the NHS. It s a decision not everyone agreed with. | :19:19. | :19:21.
I found that my friendships blossomed better. Everything has | :19:22. | :19:24.
gone very well for me and I had so much | :19:25. | :19:31.
support from friends. And I just feel that I've been accepted into | :19:32. | :19:34.
the feminine community once and for all properly. And that is rdally | :19:35. | :19:37.
nice. The number of people asking | :19:38. | :19:40.
for gender reassignment tre`tment is doubling every five years according | :19:41. | :19:45.
to a study carried out by the Gender Identity Research Education Society. | :19:46. | :19:48.
It's difficult to estimate the numbers of actual transgender | :19:49. | :19:51.
people because many of them live very closeted and secret lives, | :19:52. | :19:55.
afraid to be able to take things any further, or not in a position to | :19:56. | :19:57.
take things further. But we currently have 200 transgender | :19:58. | :20:02.
people on our books. Transgender | :20:03. | :20:05.
issues have recently hit thd headlines after the former boxing | :20:06. | :20:07.
promoter Frank Maloney annotnced the decision to live as a woman. | :20:08. | :20:11.
Deep down I thought, maybe I can earn | :20:12. | :20:16.
enough money that one day I can disappear and just live a ndw life | :20:17. | :20:21.
completely away as a female and no one would ever bother me. Bdcause in | :20:22. | :20:26.
sport once you come out of sport you are soon forgotten. | :20:27. | :20:30.
At 81 Ruth Rose has become a spokesperson for life | :20:31. | :20:34.
after retirement. She says ht's never too late to become thd person | :20:35. | :20:40.
you want to be. I'd give an awful | :20:41. | :20:43.
lot if I can to public life and adequately, I hope, repay what | :20:44. | :20:50.
they've done for me. That's only fair, that I | :20:51. | :20:53.
should give something back because that's part of what keeps md going. | :20:54. | :21:18.
He is not afraid of the biggest rules. Now his latest show focuses | :21:19. | :21:28.
on the character of Jesus Christ. He looks at the historical figtre | :21:29. | :21:31.
through the eyes of those who might have known him. | :21:32. | :21:41.
From Hollywood blockbusters to Shakespearean theatre he has | :21:42. | :21:50.
inspired and entertained in a variety of roles. But this time he | :21:51. | :21:55.
is looking at the life of arguably the most significant man in his | :21:56. | :22:06.
study. `` in history. Though he is not playing Jesus himself hd tackles | :22:07. | :22:12.
all the other characters including the family, friends and enelies of | :22:13. | :22:16.
Jesus. He said it was a personal story to tell. In the 1950s and | :22:17. | :22:27.
1960s the image of Jesus was all`powerful. As a young Catholic | :22:28. | :22:38.
one was looking at God. For Simon Cowell is another role he whll | :22:39. | :22:53.
always be fascinated by. Not one to be typecast, as well as an `ctor of | :22:54. | :23:01.
screen and stage she has also directed and written books. Life is | :23:02. | :23:06.
short and one wants to do as much as one can. `` he has also written and | :23:07. | :23:12.
directed. Earl de la Warr has tracked down the | :23:13. | :24:01.
sausages. I was always lookhng for the perfect sausage only to find I | :24:02. | :24:11.
had one on my doorstep. But the recipes disappeared. The Ar`l tried | :24:12. | :24:16.
to track down the family of the original which are. `` Earl de la | :24:17. | :24:28.
Warr try to track down the family. Everybody has their own ide` of the | :24:29. | :24:36.
perfect sausage. This was the one. Having made 22 attempts to lake a | :24:37. | :24:40.
sausage himself it was time to bring in the experts. We finally got it to | :24:41. | :24:55.
what we thought was the correct sausage. As the son of a butcher I | :24:56. | :25:09.
did see that as a good saus`ge. I would take the spaces out. Ht is | :25:10. | :25:22.
better to pay for a decent sausage rather than a rubbish sausage. It is | :25:23. | :25:33.
a very nice sausage. I cannot tell you what's the recipe is. Btt he did | :25:34. | :25:40.
tell me the sausages contain herbs and spices that are not own any | :25:41. | :26:07.
other sausages. Here is the weather. It will be misty in the morning | :26:08. | :26:11.
backed by the afternoon it will warm up. A similar theme over thd next | :26:12. | :26:34.
couple of days. If you have any photographs that you would like to | :26:35. | :26:44.
send, here is the address. Over the next couple of days it was | :26:45. | :27:03.
