lights, the runway lights of Shoreham airport, couple of hundred

:01:31.:01:33.

yards away from the crash scene where on the 22nd of August, 2015,

:01:34.:01:39.

11 men were killed, and here we have a simple memorial stone listing the

:01:40.:01:45.

names of all 11 men. Waiting patiently for the 18 months since

:01:46.:01:48.

the crash happened, the friends and family of those men have been

:01:49.:01:51.

waiting to find out just what went wrong that they. And now we know,

:01:52.:01:57.

the report has been published, which found the aircraft was going to blow

:01:58.:02:01.

and too slow to pull out a bit stunt in time and there is criticism for

:02:02.:02:07.

the organisers of the airshow -- was going too low. They did not know

:02:08.:02:17.

what the pilot was planning to do. We now look into the findings of the

:02:18.:02:25.

accident branch. Today, at last for their surviving friends and family,

:02:26.:02:30.

clear answers as to what went wrong. Catastrophic pilot error coupled

:02:31.:02:34.

with inadequate safety preparation, combining to create one Britain's

:02:35.:02:38.

worst airshow disasters. This has been a devastating accident. We met

:02:39.:02:43.

with the families last night to explain how our report to them and

:02:44.:02:46.

we very much hope that although of course we can't take away what

:02:47.:02:51.

happened in 2015, that we can improve safety at flying displays

:02:52.:02:55.

for the future. The report concluded that the pilot Andy Hill was

:02:56.:02:59.

permitted to conduct aerobatics at a minimum height of 500 feet and be

:03:00.:03:04.

normal technique for a bed loop manoeuvre was to enter at a speed of

:03:05.:03:08.

at least 350 knots aiming to achieve a height of three and a half

:03:09.:03:12.

thousand feet. Instead he entered at a height of just 185 feet, reaching

:03:13.:03:20.

just 2700 feet. It meant he was not able to complete the manoeuvre and

:03:21.:03:22.

he left his flight path following the line of the A27 when his plane

:03:23.:03:32.

crashed, crave -- claiming 11 lives. The key thing we are not satisfied

poor piloting and those three is somehow all contributed to the loss

of 11 innocent lives. The report now has 32 separate safety

recommendations including that pilots must tell organisers exactly

:04:16.:04:18.

what manoeuvres will be carried out and wear. The displaying aircraft

should be separated from the public by a sufficient distance to minimise

:04:25.:04:28.

risk of injury, and pilots should be trained in escape manoeuvres. In

respect of the fatal stunt, Andy Hill wasn't. This Red Cross

volunteer was given an award for her work in treating the injured at the

scene. We have to make sure that no one else dies in the same way that

they have died. The only way we can do that is to look at the mistakes

and try to see what on earth can we do differently in the future. This

Answering at last what went so catastrophically wrong at the

:05:05.:05:11.

Shoreham airshow on August the 2015. Families of the victims will now be

:05:12.:05:15.

absorbing the findings as the burden of investigation is now handed over

:05:16.:05:16.

to Sussex Police. I'm joined now by Tim Loughton,

:05:17.:05:25.

MP for East Worthing and Shoreham. Given everything that has been

:05:26.:05:32.

highlighted by the AAIB report - can Shoreham ever host

:05:33.:05:35.

an airshow again? Well, a lot of things need to be

:05:36.:05:42.

addressed before that happens, and it would be a great tragedy if the

:05:43.:05:46.

airshow that has been so much part of the local community for 26 years

:05:47.:05:51.

were not to return. A lot of changes would have to be made, but this

report has serious implications for the 300 airshow is up and down the

organisers. That is disappointing, the person in control of this

airshow for some years, very senior pilot from the Civil Aviation

:06:38.:06:39.

Authority himself, and I no safety is absolutely critical, but clearly

:06:40.:06:43.

things were not done that should have been done, and the changes will

:06:44.:06:50.

have to happen in the future for Shoreham or any other airshow in the

:06:51.:06:53.

future, so many questions have been addressed in this report but we need

:06:54.:06:55.

answers from those people responsible. You have spoken to the

:06:56.:07:01.

families over the last 18 months, what would they like to see happen?

:07:02.:07:06.

The next age, the police need to decide if there is a criminal

:07:07.:07:10.

prosecution to be had -- the next stage. And whether it could stand up

:07:11.:07:14.

in court. They have waited 18 months and that is justified because of the

:07:15.:07:18.

detail and hard work that has gone into the report, and quickly now we

:07:19.:07:21.

need a response from the police as to whether there will be a

:07:22.:07:24.

prosecution and if not, that needs to be very transparently and very

:07:25.:07:27.

fully explained to everyone and after that the coroner can go on

:07:28.:07:31.

with her important work. Eventually the families can get some sort of

:07:32.:07:37.

was a personal trainer - he was sharing a car with 23 year

old builder Daniele Polito. 53 year old plane enthusiast

Mark Reeves had ridden his motorcycle to the edge

of Shoreham Airport to take photos. 26 year old Richard Smith

was going for a bike ride on the South Downs,

:08:13.:08:14.

along with his friend 76 year old Maurice Abrahams

:08:15.:08:16.

was a chauffeur - he was on his way to pick up a bride

:08:17.:08:22.

on her wedding day. Tony Brightwell, age 53,

was an aircraft enthusiast - he'd actually learned to fly

:08:28.:08:29.

at Shoreham airfield. Mark Trussler was 54

and thought to have been Retired engineer Graham Mallinson

was 72, and a keen photographer. Juliette Parkin now reports on how

of people affected by it. Two of their players,

Matthew Grimstone and Jacob Schilt, died in the crash on their way

people and getting their reaction to that report and people are very

:11:31.:11:35.

divided as to whether they think an airshow should ever return to this

:11:36.:11:39.

town. Some people said they remember those years when it brought

:11:40.:11:43.

thousands of summer visitors here and other people said they were

:11:44.:11:46.

there on that day and they witnessed those awful offence and they still

:11:47.:11:50.

feel so traumatised that they never want to see an airshow here again --

:11:51.:11:58.

those awful events. The Shoreham airshow organisers said it had been

:11:59.:12:02.

an important part of the local community for 26 years and they said

:12:03.:12:05.

they had worked hard to make sure the event was safe as accessible and

:12:06.:12:12.

they say the report will require further analysis and reflection --

:12:13.:12:16.

to make sure the event was safe and successful. On everyone's mind today

:12:17.:12:23.

the people who died. I'm joined now by the

Reverend Terry Stratford. It has been a long time waiting for

:12:32.:12:38.

this report. How has the town been affected? I always go back to the

:12:39.:12:49.

immediate aftermath when there was a numbness in the town, almost

:12:50.:12:53.

silence, the first few days. We've gradually worked through that. After

:12:54.:12:59.

that we moved to the first anniversary which has been gone and

:13:00.:13:05.

I think life has picked up. Life is normal. Our people angry and upset?

:13:06.:13:16.

-- are. In light of the report, I think the response is sadness with a

:13:17.:13:20.

mixture of anger. There is an element of anger. Do you think the

:13:21.:13:28.

airshow could return? My personal opinion is that I don't think it

:13:29.:13:32.

will return. I just can't see it happening. Now, I might be going

:13:33.:13:37.

against the grain, because the airshow has always been very much

:13:38.:13:41.

part of the life of Shoreham and people have looked forward to this

:13:42.:13:46.

event and participated in it. Maybe it might be better not to have it

:13:47.:13:52.

again. I don't know. We will wait and see. It is a sad situation. It

:13:53.:14:02.

She claimed she needed oxygen to breathe and a wheelchair to go

:14:25.:14:32.

outside, but former civil servant Lisa White was enjoying luxury

:14:33.:14:35.

When investigators began to look into Mrs White's claims

:14:36.:14:48.

that she was severely disabled they found footage of her

:14:49.:14:50.

dancing around the cafe she owned in Broadstairs.

:14:51.:14:52.

Today she sobbed in court as she was jailed for 18 months -

:14:53.:14:55.

her husband got a nine month suspended sentence.

:14:56.:14:57.

This footage shows Lisa White singing and dancing.

But qualifying for ?115 of benefits each week,

she'd told the council she couldn't walk without a stick.

:15:05.:15:06.

And needed an oxygen tank to regulate her breathing.

She even told them she couldn't lift kitchen equipment,

:15:10.:15:11.

but was running a cafe in Broadstairs and the

:15:12.:15:15.

To me they were a nice couple. So, yeah, I am a bit surprised.

:15:16.:15:22.

I'm amazed she didn't get caught a lot sooner, to be honest.

:15:23.:15:30.

Although living and working in Thanet, she claimed she shared

:15:31.:15:41.

a council house with her mother in south London.

:15:42.:15:44.

Greenwich Council became suspicious because her husband,

:15:45.:15:48.

who is also her carer, was registered at an

:15:49.:15:50.

Surveillance carried out by fraud investigators proved conclusive.

:15:51.:15:56.

Her husband Andrew White was found guilty of aiding and abetting,

:15:57.:16:00.

but one former neighbour claims Mrs White had been very ill.

:16:01.:16:05.

She certainly deserved to be supported, and the reason

:16:06.:16:08.

they bought this in the first instance is that he thought

:16:09.:16:11.

Mrs White was jailed for 18 months, her husband received

:16:12.:16:15.

That report by Peter Whittlesea and he joins us live

The judge in this case was very critical. He said the real victims

:16:19.:16:30.

of this crime are taxpayers who pay their taxes. Yet it goes to the

:16:31.:16:36.

likes of you in benefits. He went on to say that throughout this they

:16:37.:16:41.

lived a life of luxury on a cruise and he said no doubt you have said

:16:42.:16:45.

you are immortal, but I'm not convinced, he said -- you are

:16:46.:16:56.

remorseful or. He said that everything they did was cheating.

:16:57.:17:05.

The head teachers of primary and secondary schools in East Sussex

:17:06.:17:07.

are the latest to join together to unite for more school funding.

:17:08.:17:10.

They've launched their own campaign and are looking at joining

:17:11.:17:13.

Our Education Correspondant Bryony Mackenzie has more.

:17:14.:17:17.

It's in response to government proposals to change the amount

:17:18.:17:21.

of money each school gets and savings schools need to make.

:17:22.:17:25.

All schools have to find 8% of budget cuts by 2019.

:17:26.:17:30.

So, take Uplands Community College in Wadhurst, for example -

:17:31.:17:32.

they'll have ?270,000 less in their budget

:17:33.:17:35.

That's the equivalent of losing seven teachers.

:17:36.:17:47.

Head teachers say cuts will have a big impact.

:17:48.:17:49.

We are looking at cuts to the student experience,

:17:50.:17:51.

whether that's curriculum, whether that's pastoral

:17:52.:17:53.

support, whether that's extracurricular activities.

:17:54.:17:54.

Right across the board, every single school will have

:17:55.:17:56.

to look very hard at the provision that it holds dear,

:17:57.:17:59.

that have been the cause of great pride for students.

:18:00.:18:04.

It comes at a time when the government has made huge changes

:18:05.:18:11.

to schools funding and, they say, proposed to make it

:18:12.:18:13.

Under the new funding formula, East Sussex schools would receive

:18:14.:18:17.

Overall, a rise of 2.5%, but still below

:18:18.:18:26.

the average for England, and that's the same for Kent,

:18:27.:18:29.

West Sussex, Brighton and Hove and Medway.

:18:30.:18:30.

But here's the catch - for some schools to get more,

:18:31.:18:35.

other will receive less - so even across Kent and Sussex

:18:36.:18:37.

that can be a difference of ?3,000 per pupil.

:18:38.:18:41.

Funding changes mean councils no longer control the purse strings

:18:42.:18:44.

The county council put three quarters of a million

:18:45.:18:50.

towards the transition funding because we actually appreciate,

:18:51.:19:01.

especially this year, the funding formula for schools

:19:02.:19:03.

so we are doing what we can and we will continue to work

:19:04.:19:08.

with schools in their aim which is absolutely to get a fair

:19:09.:19:10.

We're still in the consultation stage - that finishes on March 22nd.

:19:11.:19:14.

The government says the funding formula focuses on pupil need

:19:15.:19:17.

Whatever changes are finally agreed upon, they won't kick in until next

:19:18.:19:21.

Eastbourne residents have been voting on a controversial scheme

:19:22.:19:27.

The borough council wants to put 3,000 of the 4,000 acres of down

:19:28.:19:37.

It says it needs to raise money from the land

:19:38.:19:41.

Those who object have been holding protests to persuade

:19:42.:19:45.

people in the town to vote against the plan.

:19:46.:19:47.

They marched through the streets of Eastbourne on Saturday,

:19:48.:19:57.

But the council says it comes down to a straight choice,

:19:58.:20:01.

It's this farmland which is up for debate.

:20:02.:20:10.

Four farms on the Downs, covering 3000 acres.

:20:11.:20:14.

If it's sold, the council says nothing but the name

:20:15.:20:16.

of the owner would change, it would remain as farmland.

:20:17.:20:19.

Once you sell the Downs you don't know who's going to own them.

:20:20.:20:23.

It could be a Russian billionaire, for example.

:20:24.:20:25.

They could do absolutely anything with it.

:20:26.:20:31.

They could change it into a pig farm, they could change

:20:32.:20:33.

Much more intensive agricultural use.

:20:34.:20:39.

The council will retain this strip of land next to the sea,

:20:40.:20:42.

But as anyone who lives around here will tell you,

:20:43.:20:45.

coastal erosion means this area is getting smaller and smaller.

:20:46.:20:48.

For the past two weeks the people of Eastbourne have been asked

:20:49.:20:51.

to fill out this voting form and deliver it to the town hall.

:20:52.:20:57.

Option two, yes to cuts, including to the Community Grants Programme

:20:58.:21:01.

It is nice that we're given a choice, but it depends

:21:02.:21:06.

I think they should sell off so they've got a bit more money,

:21:07.:21:15.

If out of that land, they can get in the valley

:21:16.:21:22.

part affordable housing, that would be great.

:21:23.:21:25.

I mean, the council said they will not build on it,

:21:26.:21:28.

The council says multi-million pound cuts in government funding mean

:21:29.:21:35.

Losing ownership of this land is not a price worth paying,

:21:36.:21:42.

The result will be announced on Monday and the council promises

:21:43.:21:46.

it's committed to abiding by the people's vote.

A portrait painted more than 100 years ago at Ightham Mote

near Sevenoaks by a renowned Edwardian artist has

:22:04.:22:05.

John Singer Sargent was an American artist born in 1856.

:22:06.:22:09.

He was considered to be a leading portrait painter of his generation.

:22:10.:22:12.

As Jon Hunt now reports, the portrait's being loaned

:22:13.:22:14.

to the National Trust by an art gallery in America.

:22:15.:22:16.

It's said that you had to sandpaper your soul to sit before

:22:17.:22:23.

John Singer Sargent, such was his ability

:22:24.:22:25.

to express his subject's essential character on canvas.

:22:26.:22:29.

And the portrait of former Ightham resident Elsie Palmer

:22:30.:22:31.

And it's strange that Sargent took nearly a year and a half

:22:32.:22:42.

And yet when you see it here in the flesh,

:22:43.:22:47.

it just leaps off the frame, she's so mesmerising.

:22:48.:22:52.

Elsie Palmer was the daughter of American railway engineer

:22:53.:22:56.

General William Jackson Palmer, who founded Colorado Springs.

:22:57.:23:01.

Elsie moved to Ightham Mote with her mother and two sisters in 1887.

:23:02.:23:04.

Sargent was a great friend of the family.

:23:05.:23:08.

He was looking for commissions and Elsie was one of his first

:23:09.:23:11.

commissions, so it was very important in the

:23:12.:23:13.

And they actually have left this great bequest for everybody to enjoy

:23:14.:23:20.

Elsie Palmer was just 16 when Singer Sargent started

:23:21.:23:24.

Ightham Mote, for this teenage girl, becomes the most

:23:25.:23:32.

And it culminates, of course, in being painted

:23:33.:23:37.

by John Singer Sargent, leaving us one of the finest

:23:38.:23:39.

One of the first to see the portrait of Elsie back in Ightham Mote

:23:40.:23:45.

I have not seen her for a very long time.

:23:46.:23:51.

The portrait is on loan to Ightham Mote until the end of the year.

A bit earlier than usual, it is time for the weather forecast. Rain is

never far away over the weekend, similar to today, we started on a

and windy. As we go through tonight, initially it is dry, tomorrow

morning, quite heavy and thundery showers, moving from the South West.

As a result overnight temperatures barely changing from the daytime.

Around 7-8. The rain clears and as we had through the day it should be

pretty pleasant. The wind will be easing off and in the afternoon it

:25:03.:25:06.

will be mostly dry, the outside chance of an isolated shower.

Temperatures, 10-11, winds easing off, make the most of it, because

:25:17.:25:21.

once again it won't be lasting. Saturday into Sunday, the cloud

The air accident investigators have published their final report

The investigators have found the pilot - who survived -

started his loop too low and too slowly.

Earlier we spoke to two people who have been representing

I think we very quickly need a response on the police as to whether

there will be a prosecution and if not it needs to be very transparent
