The family of a cyclist killed in Kent in 2010 say they've suffered

years of distress and anguish trying to get to the bottom of the botched

An earlier Serious Case Review had found that Kent Police officers

failed to fully investigate the crash, but pages had been

redacted which revealed the force breached their duty

Seven years after their cyclist son Marc was killed in a road crash,

Christine and Tony Elson are finally given the full picture

of the mistakes of Kent Police made during their investigation.

It's taken two years, well, six years in all to get this.

Six years of distress, worry, concern at why

All we wanted to know is how my son died.

Now we find the investigation was totally flawed.

Seen exclusively by this programme, the first half of a serious case

review, which until now had been withheld, describes how

important files were lost, and how this damages the integrity

of the investigation and breaches the duty of the police to recprd,

retain and if necessary reveal matter under the Procedure

Marc Dunk was killed when he was hit by a lorry

A coroner recorded a verdict of accidental death.

But the part of the serious case review published two years ago found

that were missed opportunities in the police investigation,

including a failure to examine the lorry driver's consumption

Tony and Christine went to a tribunal after several attempts

to get the driver's blood test results failed.

Kent Police viewed their requests as vexatious,

The force accepted that the full serious gets reviewed did not

Now it's a matter of making somebody accountable so it doesn't

Even now, they say that it's vexatious in the eyes of the IPCC.

For data protection reasons, they have been denied access

Kent Police said they now accept part of a serious case review

These parts included findings that while officers could have done

more in their enquiries, it was unlikely this

would have changed the outcome of the investigation.

Ultimately, the family want an apology and a full investigation

A man who had part of his ear bitten off and bleach squirted in his face

during an alleged attack in Gillingham has been telling

when Ukip was completely wiped out of councils in the South East.

where Mr Palmer is set to be the party's candidate

Peirs, this all seems very extraordinary - what's going on?

It increasingly looking like one of the shortest political resignations

in history. Richard Palmer had appeared on a BBC Sunday politics

south-east yesterday, and made some very strident criticism of his party

leader, Paul Nuttall. Criticism is so strong that he felt he really

ought to stand down from his position, which he did. This exactly

what he said yesterday. Do you think Paul Nuttall,

the leader of Ukip, completely ruined this election

for hard-working local I think we should have a different

leadership team at the top. Some tough words about. What

happened next? Paul Nuttall heard of his resignation, so he rang up

Richard Palmer and tried to dissuade him. He told him Ukip is a party

that allows dissent, so you're not duty-bound to stand down and resign.

I spoke to Richard Palmer tonight. He told me he was very pleased to

talk to Paul Nuttall, that he would take some time to reflect. But he

said he would now more than likely continue as Kent's Ukip chav. -- as

Kent Ukip's chair. Well, you can find out more

will be announced once nominations A mural by the high profile graffiti

artist Banksy that has recently appeared in Dover is drawing huge

attention in the town. It depicts the flag

of the European Union, with a workman chiselling off one

of the stars. Previous wall art works by Banksy

have been sold for hundreds Scaling new artistic heights

for Dover, from the moment the mural was attributed to the mysterious

Banksy, it became an instant People stepped up to

have their photos taken. Not only is it supremely artistic,

if anything stops people in the street these days

from looking at their telephone and not communicating with each

other, that's got to be good. For Banksy to pay us a visit and put

such a piece here, it's fantastic. God knows Dover needs

a few of those. You can look at it whether he's

thinking about whether the EU should start to break up,

because that first star that's being broken is us,

that's got to be us. Or whether he's thinking about,

well, you know, really should we be Or whether we should stay

as one complete community. His art always provokes

a reaction, and he's no One of Banksy's most famous pieces,

Two Policemen Kissing, was painted on a pub wall

in Brighton in 2004. In August 2010, he claimed

responsibility for a work that appeared on a beach in Saint

Leonards. A a few days later, a mural

of his was ripped from a shipping And this painting was returned

to Folkestone last year after a legal battle over

who owned it. So could his latest work

have a stellar value? I mean, I remember famously

that they tried to advertise a house for sale, and it just wouldn't go

off the market. And when a Banksy mural went

up on the side of it, they advertised it as a mural

by Banksy with a house And the house when for, you know,

probably almost double And that situation could well

be repeated in Dover, as the mural was painted on the side

of a derelict amusement arcade. Well our reporter Jessica Banham has

also been following this So do we now know

who owns the building? We have managed to track down a

member of the family who have confirmed to us they own the

building. They have run several businesses and own property in East

Kent for years, including at one point Dreamland. Interestingly, they

are the same family involved in the legal dispute over the Folkestone

Banksy. One member of the family has spoken to an art dealer, who

believes this work could go for up to ?1 million. He said the building

was due to be demolished, but he will talk to the local council about

what could be done to save it in the future.

Now lets take a look at the weather for the south east

Rachel - any sign of some sunshine soon?

Some sunshine tomorrow and eventually towards the end of the

week temperatures pick up. That goes hand-in-hand with some rain. A

cloudy start. It brightened by the afternoon, still quite cool. The

breeze this afternoon. There has been some brightness around. Through

the week, by Thursday and Friday there will be some rain around,

temperatures creeping up. Tonight by contrast we will be staying dry and

clear. Really, temperatures potentially dropping as low as two

or three degrees, holding up to around five or six in towns and

cities, always milder along the coast. Brightness from the start

tomorrow, by the afternoon more fair weather cloud. Still the call

north-easterly breeze, but the winds easing. Temperatures slightly cooler

along the coast, 11 or 12. Further west picking up to around 13,

possibly 14 degrees. Into Wednesday, clearer skies, temperatures really

quite similar to tonight, two three degrees, holding up in towns and

cities to around five or six. Lots of sunshine starting Wednesday, and

by the afternoon a similar story. The area of high pressure stays with

us, then reluctantly south for our weather as we had through the day on

Thursday. And indeed for Friday as well. We will see outbreaks of

rainfall poster, but more persistent rain through the day on Friday.

Towards the weekend as well, further outbreaks of rain but temperatures

eventually are going to be creeping up. Highs by Saturday and Sunday

around 15 degrees. Over the next couple of days, lots of dry weather,

it feels cool, but rain by Thursday. Here is the outlook

will become drier and feel warm. Now the National forecast.
