Trying to save almost ?500 million.

:00:07.:00:10.

Plans that will see the biggest changes

:00:11.:00:12.

to the NHS in our region in decades are officially published.

:00:13.:00:14.

a plea not to pour Christmas leftovers down the drain.

:00:15.:00:18.

And the outdoor advent calendar inspiring people to explore Stowe's

:00:19.:00:20.

a report into the future shape of health services across the area

:00:21.:00:35.

The draft report sets out areas that could see

:00:36.:00:40.

changes at hospitals and in the way care

:00:41.:00:43.

There have been regular protests against the possible downgrading

:00:44.:00:48.

of the Horton Hospital in Banbury and there are fears that some

:00:49.:00:51.

Earlier I asked out political reporter Bethan Phillips how much

:00:52.:00:55.

more information has now come to light.

:00:56.:00:59.

Well, this is the 112 page document, but somehow, it's still quite short

:01:00.:01:03.

If you're hoping to find out what's going to happen to your

:01:04.:01:06.

local hospital or GP service, you might well be disappointed.

:01:07.:01:11.

In fact, local health bosses have admitted

:01:12.:01:13.

there is still no date for when those details will be released.

:01:14.:01:17.

We're being told options are still being worked on.

:01:18.:01:20.

But today's draft does confirm that changes are being considered

:01:21.:01:23.

Including two emergency care, maternity

:01:24.:01:28.

Well, the fact is, there is a big funding gap in our health services.

:01:29.:01:40.

This plan covers west Berkshire, Buckinghamshire and Oxfordshire.

:01:41.:01:42.

It is expected there will be a funding gap of ?480

:01:43.:01:45.

million by 2021, that's around a fifth of what is being currently

:01:46.:01:47.

spent on health services and because details haven't been

:01:48.:01:51.

released of what's going to happen, it's led to a lot of speculation.

:01:52.:01:54.

Campaigners for the Horton feared the hospital

:01:55.:01:59.

could lose its A E service along with other services as well.

:02:00.:02:02.

Oxfordshire's Green party says all community hospitals could close

:02:03.:02:04.

Cherrywood District Council says if cuts to the

:02:05.:02:09.

Horton go-ahead, that will mean those that need health services

:02:10.:02:12.

They're looking for ways where they can find savings,

:02:13.:02:21.

sizeable savings, quickly and easily.

:02:22.:02:25.

But they are doing it on the back of the most vulnerable people

:02:26.:02:28.

The county and the wider area and that cannot be right and

:02:29.:02:32.

Some people say this is a chance to change our NHS for the better.

:02:33.:02:37.

These plans are going on across the country.

:02:38.:02:39.

They are called sustainability and transformation plans.

:02:40.:02:40.

The influential think tank the King's Fund says it's important

:02:41.:02:43.

as an opportunity to change health care services for the better, but

:02:44.:02:46.

some people would argue it's very difficult to do that at the same

:02:47.:02:49.

time as cutting a big chunk of money out of the budget.

:02:50.:02:52.

A Sunday league footballer from Swindon is facing jail

:02:53.:03:10.

after breaking an opponent's ankle in a foul.

:03:11.:03:11.

Dayne Lewis-Peapell was found guilty of unlawful wounding

:03:12.:03:17.

after the tackle in a game between G-Power Solutions

:03:18.:03:19.

Thames Water says cooking fat has caused nearly 40,000 blockages

:03:20.:03:23.

in the sewage system so far this year.

:03:24.:03:25.

The company says the problem gets worse around Christmas

:03:26.:03:27.

and is appealing to people not to put fat down the sink.

:03:28.:03:30.

Ben Moore has been to their treatment plant in Reading.

:03:31.:03:36.

Whilst we hope that this raw sewage doesn't put

:03:37.:03:38.

you off your Christmas dinner, it's turkey and all the trimmings

:03:39.:03:42.

At Thames Water, they're glad it isn't Christmas every day

:03:43.:03:47.

because at this time of year there's festive filth in the filters.

:03:48.:03:52.

And do you notice a difference as we get into Christmas?

:03:53.:03:58.

Oh, yes, a lot more tinsel, more fat as well.

:03:59.:04:01.

It just builds up and sticks to everything, makes everything ten

:04:02.:04:04.

This is the raw sewer inlet and, believe me,

:04:05.:04:11.

Over the Christmas period, they start to pull more exotic

:04:12.:04:17.

Half eaten food, especially, of course, Brussels sprouts,

:04:18.:04:27.

and sadly over the Christmas period, a lot more deceased pets.

:04:28.:04:33.

But the big nightmare before Christmas is fat.

:04:34.:04:37.

As people cook their dinners, many drain it down the sink.

:04:38.:04:43.

It then congeals deep underground and forms what are called fatbergs.

:04:44.:04:46.

We ask everyone right across the country, please

:04:47.:04:48.

look after the three Ps, three Ps only down the toilet

:04:49.:04:50.

Please put your fat in a jar, put it in the bin and that

:04:51.:04:56.

Festive feasting is doing some good, the methane produced

:04:57.:05:01.

Across the Thames water region, we make enough energy to power

:05:02.:05:06.

So the power could go to TVs on Christmas Day to watch

:05:07.:05:10.

It will be cooking thousands of turkeys, you just won't even know

:05:11.:05:15.

So give yourself an extra helping and pile on the pounds -

:05:16.:05:19.

The next two days are expected to be among the worst this

:05:20.:05:30.

Along with the extra traffic on the roads,

:05:31.:05:33.

there'll no trains into Paddington after tomorrow night.

:05:34.:05:35.

Our transport Paul Clifton has been at Reading station.

:05:36.:05:37.

I asked him whether getting away is going to be worse

:05:38.:05:40.

If this was a panto production, we would all shout

:05:41.:05:44.

The people who monitor traffic jams can't seem to decide whether today

:05:45.:05:52.

is the worst day to travel, or whether it is tomorrow.

:05:53.:06:01.

And plenty of rain in the weather forecast won't help.

:06:02.:06:04.

On the railways, at least we know exactly what will happen.

:06:05.:06:07.

There will be no Great Western trains, at all,

:06:08.:06:09.

into Paddington station for several days.

:06:10.:06:10.

It is shut from eight o'clock tomorrow night.

:06:11.:06:12.

So you have to head home early or not at all.

:06:13.:06:15.

But for people travelling from Oxford there is now

:06:16.:06:18.

an alternative route to Oxford - the new Chiltern Railways line

:06:19.:06:21.

Two years ago this has went spectacularly wrong.

:06:22.:06:42.

Network Rail's contractors over-ran, they finished late, they forgot

:06:43.:06:44.

The result - tens of thousands of passengers stranded.

:06:45.:06:56.

It will help facilitate the introduction of the Crossroads

:06:57.:07:01.

service. It allows us to do work that we wouldn't be able to do at

:07:02.:07:04.

Two years ago this has went spectacularly wrong.

:07:05.:07:07.

Network Rail's contractors over-ran, they finished late, they forgot

:07:08.:07:09.

The result - tens of thousands of passengers stranded.

:07:10.:07:13.

I can't say that it won't happen, but certainly, the relationship has

:07:14.:07:19.

got significantly better since then we've not seen anything like that.

:07:20.:07:24.

We also have more routes open to us, there is the Marylebone route and

:07:25.:07:27.

the Waterloo route and also the route into Ealing Broadway, which is

:07:28.:07:31.

quite important, because that Ben is just a ten minute journey by tube

:07:32.:07:36.

into Paddington itself. On Saturday, we are told there will be eight

:07:37.:07:42.

third more cars on the road than normal. 12 million. I hate to be the

:07:43.:07:48.

harbinger of doom and gloom, but you have been warned.

:07:49.:07:49.

There are only two more Advent calendar doors

:07:50.:07:52.

But one of the country's largest and most unusual Advent calendars,

:07:53.:07:56.

in Buckinghamshire, can be explored right through the holidays.

:07:57.:07:58.

24 doors have been hidden in the vast gardens at Stowe,

:07:59.:08:00.

as part of a festival celebrating the work of Capability Brown.

:08:01.:08:03.

I think we are supposed to go that way.

:08:04.:08:06.

I think that's ready Christmas tree is.

:08:07.:08:08.

It's an advert on a monumental scale.

:08:09.:08:10.

It gives an opportunity to restore the

:08:11.:08:11.

naturalistic landscapes made by England's most famous gardener.

:08:12.:08:13.

We are out in the fresh air and surgeon.

:08:14.:08:16.

We are in the church, it's marked by the Christmas tree

:08:17.:08:38.

Today's head and is inside the church hidden in the Christmas tree.

:08:39.:08:45.

It was here that capability Brown was married. Capability also created

:08:46.:08:52.

the state's revered Grecian Valley, for thinking the then fashion for a

:08:53.:08:55.

formality in favour of natural flowing lines. We're walking down

:08:56.:09:00.

the Serpentine pad which leads down the valley. You create surprisingly

:09:01.:09:08.

Getty said in view. Views which include the recently recreated

:09:09.:09:13.

circle of the dancing phone. He has been inspiring for me. It's amazing

:09:14.:09:19.

to follow in his footsteps and reinterpret his work. The last is

:09:20.:09:25.

hidden in the jewel in the crown of capability Greason Valley, the

:09:26.:09:28.

Temple of Concord and victory. Still gardens will be closed on Christmas

:09:29.:09:33.

Eve and Christmas Day, it reopens on Boxing Day and the head and orders

:09:34.:09:36.

were still busy to exploring to the end of the first week in January.

:09:37.:09:39.

Alexis has the details into the Christmas weekend.

:09:40.:09:45.

Overnight tonight, we are expecting if you

:09:46.:09:48.

clear spells, which may lead to a touch of Frost

:09:49.:09:51.

With the increasing breeze from the south, we are

:09:52.:09:55.

expecting the frost to be kept at bay by the breeze.

:09:56.:09:57.

Temperatures tonight in the countryside will drop to around

:09:58.:09:59.

These are the temperatures in our towns and

:10:00.:10:02.

Tomorrow morning, it will be a chilly start.

:10:03.:10:05.

Some bright and sunny spells initially, but through

:10:06.:10:07.

the course of the morning, the cloud will start to gather

:10:08.:10:10.

and will see one or two outbreaks of light rain.

:10:11.:10:12.

That will be first thing, until the rain arrives Genie

:10:13.:10:15.

afternoon and I could be happy into the evening,

:10:16.:10:17.

Temperatures during daylight hours tomorrow will reach

:10:18.:10:19.

As I said, after dark tomorrow, the rain could be quite

:10:20.:10:23.

Once it does, Christmas Eve, we are looking at a pleasant

:10:24.:10:28.

day with some sunny spells, cloud building

:10:29.:10:30.

through the afternoon and

:10:31.:10:31.

this warm front will arrive during the course of the afternoon on

:10:32.:10:34.

With it, a lot of cloud, but the air behind it will be

:10:35.:10:38.

So Christmas Day is looking very mild indeed, with a

:10:39.:10:41.

It may well be the warmest day, Christmas Day, on record.

:10:42.:10:46.

itself, it's not white, but it's warm. Temperatures could reach 15.

:10:47.:11:10.

I suppose you could say today was the calm before the storm. A winter

:11:11.:11:17.

chill, plenty of sunshine, but more wintry showers in Scotland, more

:11:18.:11:20.

snow over the higher ground. Some of this snow will melt for a time

:11:21.:11:24.

tomorrow because there is wind and rain coming in from the Atlantic. So

:11:25.:11:27.

we'll leave the Highlands behind, head out and look at the cloud here,

:11:28.:11:32.

this tell-tale hook of cloud, signifies a storm is developing,

:11:33.:11:36.

this is Storm Barbara, of course, it is a deep and deepening area of low

:11:37.:11:40.

pressure, rushing towards the north-west of Scotland.

:11:41.:11:43.

Steppingening the winds and bringing rain into the north-west by tomorrow

:11:44.:11:47.

morning. Ahead of it fairly quiet. Already the showers in the north

:11:48.:11:51.

less wintry. Fewer and clearer skies, across England and Wales for

:11:52.:11:55.

a time, it could be chilly. One or two mist and fog patches. Out to the

:11:56.:11:59.

west winds pick up later, cloud increases and the rain arrives and

:12:00.:12:01.

very

:12:02.:12:02.
