his phone was hacked while he was working on the case. He says it | :01:21. | :01:24. | |
might have involved his police- issue mobile phone, raising new and | :01:24. | :01:26. | |
serious questions about what happened. Chris Coneybeer has been | :01:26. | :01:28. | |
speaking to him. These days, he's retired and living | :01:28. | :01:31. | |
in Dorset. But just over a decade ago, Martyn Underhill was | :01:31. | :01:34. | |
investigating the murder of eight- year-old Sarah Payne. The former | :01:34. | :01:37. | |
Detective Chief Inspector was second in charge of the case and in | :01:37. | :01:47. | |

close daily contact with the family. He said he had an exclusive story | :01:48. | :01:53. | |
he wanted to run on the front page on the News of the World the next | :01:53. | :01:58. | |
day about myself and the family of Sarah Payne. This allegation was | :01:58. | :02:02. | |
untrue and I was flabbergasted to be told the scenario they were | :02:02. | :02:07. | |
going to print. I said, this is not true, if you print, I will sue you. | :02:07. | :02:12. | |
I have no doubt the family have also reported this and the story | :02:12. | :02:17. | |
was never printed. -- have also disputed this. Which phone was | :02:17. | :02:23. | |
this? Like police phone I always used to collect -- to contact the | :02:23. | :02:28. | |
family of Sarah Payne. At the time, I was dealing with a lot of covert | :02:28. | :02:31. | |
and secretive it issues that should never have been accessible by | :02:31. | :02:41. | |

anyone else. He says -- He says there is a possibility he might | :02:45. | :02:47. | |
have been hacked via the answerphone on Sara Payne's mobile | :02:47. | :02:51. | |
phone. This week, it was revealed by police she's on a list of people | :02:51. | :02:54. | |
whose phones may have been hacked. The tapping a phones is outrageous | :02:54. | :02:59. | |
and the tapping of the phone off the victim -- of victims' families | :02:59. | :03:04. | |
is outrageous, and where does this stop? Mr Underhill has reported his | :03:04. | :03:06. | |
fears to the investigation that's being carried out by the | :03:06. | :03:12. | |
Metropolitan Police. This afternoon, they declined to comment. | :03:12. | :03:15. | |
It has cost �93 million, and what was once described as Brighton & | :03:15. | :03:18. | |
Hove Albion's "Field of Dreams" is now a super stadium for its future. | :03:18. | :03:21. | |
Brighton tasted first division football and the FA Cup final | :03:21. | :03:27. | |
during the glory years of the 1980s. In this new home, which opens | :03:27. | :03:30. | |
tomorrow, fans and players are now hoping for more success on the | :03:30. | :03:40. | |

pitch. Our sports editor, Roger Johnson, is live inside the stadium | :03:41. | :03:48. | |
tonight. A few years ago, this was a | :03:48. | :03:53. | |
cornfield, but it is the new stadium of Brighton & Hove Albion. | :03:53. | :03:58. | |
It has not been a straightforward journey to get here. The road to | :03:58. | :04:06. | |
the new home has been long and at times controversial. They needed a | :04:06. | :04:10. | |
new stadium after a previous regime sold the Goldstone Ground, their | :04:10. | :04:15. | |
home for almost a century. For two years, fans travelled to Gillingham | :04:15. | :04:20. | |
as the quest for a new ground stepped up. And in 1995, football | :04:20. | :04:24. | |
came back to Brighton and Hove, but the Withdean athletics stadium was | :04:24. | :04:30. | |
just a temporary base. The ground held just over 8,000 fans but they | :04:30. | :04:34. | |
were there more than a decade. Falmer on the outskirts was | :04:34. | :04:38. | |
identified as the place for a new home but it met strong opposition | :04:38. | :04:44. | |
from residents and the council. The site was in the South Downs area of | :04:44. | :04:50. | |
outstanding beauty. The government signed off the plans and in 2005, | :04:50. | :04:57. | |
the final green light was given in July 2007. Here it is four years | :04:57. | :05:01. | |
later. And for the man who has bankrolled it, tomorrow's official | :05:01. | :05:09. | |
opening will be very proud. It is getting a pretty emotional 24 hours. | :05:09. | :05:12. | |
The staging is fantastic. The whole place is buzzing and roll on | :05:12. | :05:19. | |
tomorrow. The House of Commons committee today said football has | :05:19. | :05:25. | |
too much debt. This has cost �100 million, eight -- �80 million from | :05:25. | :05:30. | |
you, should fans be worried about that debt? No, there is no interest | :05:30. | :05:37. | |
whatsoever. Football has had problems when owners come in with | :05:37. | :05:43. | |
questionable motives and very cheaply. I have come in and help to | :05:43. | :05:50. | |
finance the stadium which will be fantastic for the future of Sussex. | :05:50. | :05:55. | |
It is a spectacular sight. Not everybody is pleased it is here but | :05:55. | :06:00. | |
the vast majority are here and we will have more from the American | :06:00. | :06:06. | |
Express community stadium later. Brighton & Hove's Green | :06:06. | :06:08. | |
administration is being criticised for being too lenient on travellers. | :06:08. | :06:11. | |
The Conservative Party say there are not enough sites for travellers | :06:11. | :06:14. | |
and the problem is not being tackled effectively. Residents in | :06:14. | :06:17. | |
Hove say a group of travellers who have pitched up illegally at | :06:17. | :06:20. | |
Greenleas Park are making their lives a misery. A court order was | :06:20. | :06:22. | |
granted today to remove them. Sean Killick has the story. | :06:22. | :06:26. | |
We're on our summer holidays, said one woman who's been part of this | :06:26. | :06:32. | |
illegal encampment for a week now. Contractors were clearing rubbish | :06:32. | :06:35. | |
there this morning, some items too unsavoury to show, but residents | :06:35. | :06:38. | |
have seen more than enough. I've been back onto the park and it's | :06:38. | :06:42. | |
just absolutely full of human faeces, tissues. It's just | :06:42. | :06:52. | |

disgusting, actually. Nobody can use the park. Children can't play. | :06:54. | :06:56. | |
The football's been cancelled. All the kids that play football round | :06:57. | :06:59. | |
there, they just can't play there. Can't take the babies round the | :07:00. | :07:02. | |
park. Total nightmare. The city council was granted a | :07:02. | :07:04. | |
court order today, with eviction set for next Tuesday. The | :07:04. | :07:07. | |
travellers say they'll move on by then, but won't say where. There is | :07:08. | :07:10. | |
one official short-stay site in the city, but travellers say it's not | :07:11. | :07:13. | |
enough. Well, I've talked with travellers at the illegal camp and | :07:13. | :07:16. | |
also this legal one here today. Nobody wanted to talk on camera, | :07:16. | :07:19. | |
but they did say that they feel frustrated themselves at a lack of | :07:20. | :07:23. | |
places where they can go and camp within the law. A local | :07:23. | :07:26. | |
Conservative MP says he believes there are more travellers than ever, | :07:26. | :07:30. | |
and thinks they've been encouraged by the Green-run council. We don't | :07:31. | :07:35. | |
want to be the only place the travellers come to. I am quite | :07:35. | :07:38. | |
happy for their lifestyle, and to move around, but we don't want | :07:38. | :07:41. | |
Brighton and Hove to be the place they come to for summer. We are | :07:41. | :07:45. | |
dealing with it all in the same way as the administration before us. | :07:46. | :07:49. | |
The numbers are about the same as last year. There's been a lot more | :07:49. | :07:52. | |
publicity about it this year and a lot more politics about it as well, | :07:53. | :07:55. | |
because it's a Green council dealing with it in mainly Tory | :07:55. | :07:57. | |
wards. Meanwhile, the Green council is | :07:57. | :08:00. | |
carrying on the quest started by the Conservative council before it | :08:00. | :08:03. | |
for a new permanent site for travellers, with an announcement | :08:03. | :08:13. | |

expected in the autumn. Our political editor, Peter Henley, is | :08:14. | :08:18. | |
with me now. The Green Party have run Brighton & Hove for just three | :08:18. | :08:20. | |
months, can these problems with travellers really be laid at their | :08:20. | :08:28. | |
door? Same problem, same policies, it seems unfair but it is about | :08:28. | :08:30. | |
perception. They were certainly very clear | :08:30. | :08:33. | |
before the election that they wanted to take a radical new | :08:33. | :08:36. | |
approach to many different problems, from reducing traffic to banning | :08:36. | :08:39. | |
meat in council canteens - meat- free Mondays - a policy which some | :08:39. | :08:47. | |
council workers are resisting. League -- decriminalising drugs in | :08:47. | :08:51. | |
Brighton, there is a perception that the Greens are a soft touch, | :08:51. | :08:56. | |
even if they are not. Other councils will be watching what has | :08:56. | :09:00. | |
happened with great interest. other councils got better ideas | :09:00. | :09:06. | |
about travellers? Same thing we have been talking about, how to | :09:06. | :09:11. | |
provide more official sites. Labour were telling councils how to do it | :09:11. | :09:14. | |
and Conservative -- and the Conservatives said to do it | :09:14. | :09:19. | |
themselves. The Gypsy Council say they need 1,000 in the south-east. | :09:19. | :09:25. | |
In Dorset alone, 400. It is a real political hot potato sorting out | :09:25. | :09:33. | |
the alternative to this sort of problem we have seen in Brighton. | :09:33. | :09:35. | |
A group of men has appeared before Chichester Magistrates charged in | :09:35. | :09:38. | |
connection with the riot at Ford Open Prison this year. Buildings | :09:38. | :09:41. | |
were set on fire during the disturbance on New Year's Day. | :09:41. | :09:44. | |
Seven men are accused of violent disorder, six of them are also | :09:44. | :09:47. | |
charged with arson. The men were ordered to appear at Lewes Crown | :09:47. | :09:49. | |

Because it is now off the beaten track a bit, I do not think that | :11:49. | :11:54. | |
will make a difference to someone who wants to buy a table and chairs | :11:54. | :12:01. | |
for sums -- table and chairs for instance. Fewer drivers will be | :12:02. | :12:07. | |
reading advertising hoarders -- posters stuck like we have noticed | :12:07. | :12:13. | |
growth of about 25% out of there London market and we are | :12:13. | :12:17. | |
anticipating greatest strength. Businesses here hope it will not be | :12:17. | :12:27. | |
